Abstract

Developing the quality of Human Resources is essential to realizing excellent public services. Based on this understanding, this article intends to describe and analyze the process of developing Human Resources capacity in building excellent public services in Bandung. The research method used is a qualitative research method with a descriptive approach. The research results show that efforts to develop human resource capacity in realizing excellent public services are shown through three stages: First, building knowledge about public services for local government officials in the local government environment in Bandung City. Second, building skills in providing excellent service for citizens in Bandung. Third, building a friendly and service-oriented attitude and behavior for the regional government apparatus of Bandung. These three efforts are expected to be able to realize excellent service in the city of Bandung through the process of developing human resources for government officials in the regional government of the city of Bandung.   Keywords: Organizational Capacity; Human Resources; Public Services.

Abstract

The village government's efforts in empowering women through the Matahari Farmer Women's Group program in Rantau Kasih Village, Lawang Wetan District, Musi Banyuasin Regency to provide positive and productive activities to mothers and, encourage and help the family economy. However, in this case, there is still a lack of understanding, knowledge, and attention given by the rantau kasih village government is also still lacking so that this program has not received optimal support to face the problems faced.  The purpose of this study is to determine the process and benefits of village government efforts in empowering women in the sun farmer women's group in rantau kasih village. The research method used by the author is qualitative research method. Data collection techniques in this study used observation, interviews and documentation. Data analysis techniques consist of data collection, data reduction, data presentation, and conclusions. The results of this study show that the village government's efforts in empowering women in the sun farmer women's group (KWT) program in 2022 in Rantau Kasih village are declared quite successful. The stages include planning, implementation, monitoring, and evaluation, and each has an important role in achieving the goals of KWT Matahari.   Keywords: Group Matahari Farmer Women's Group; Village Government Efforts; Empowerment.

Abstract

Public services are activities carried out by state officials, including the National Land Agency. BPN has one of the policies in providing online certificate checking services by the PPAT/Applicant. However, in terms of implementation, there were obstacles, both technical and non-technical. The purpose of this study was to find out and analyze the implementation of public policy at the Pati District Land Office for checking online-based land rights certificates. This research is a normative-empirical research, with a descriptive-analytic nature by conducting library research and interviewing employees who work at the Pati District Land Office. The result of this study is that checking online certificates is guaranteed to be valid according to Ministerial Regulation ATR BPN No. 5 of 2017, either through the BPN website or the "Sentuh Tanahku" application, both carried out by the PPAT/Petitioner. This service is carried out to realize good governance and the general principles of good governance. Technical obstacles, namely websites that have errors or down causing the checking process to be hampered, as well as non-technical obstacles from external PPAT/Applicant parties who make mistakes when uploading documents. Pati District Land Office has made efforts to overcome this by conducting outreach and education on online certificate checking to external parties as well as optimizing the performance of Pati District Land Office employees so that this public service policy runs optimally.   Keywords: Implementation of Public Policy; Land Office; Certificate Checking.

Abstract

The research aims to find out how the implementation of marriage regulations, Marriage Law no.  16 of 2019 in Kemuning District, Palembang City.  The research method used is a descriptive method with a qualitative approach.  Data collection techniques used include observation, interview and documentation methods, as well as sampling techniques, namely, with individuals and groups who may have information about the subject being studied.  Qualitative descriptive method was used as a research method.  As data collection methods, observation, survey and documentation methods were used, as well as sampling methods, namely, people who knew the subject of investigation in Kemuning District, Palembang City.  Furthermore, the results of the analysis and field results of this research use Van Metter and Van Horn's theory which includes 6 indicators, namely size and policy, resources, implementation characteristics, implementation attitude, communication between organizations, economic, social and political environment. This indicates that the government itself has not implemented it effectively.  good and optimal Decree Law No. 16 of 2019 concerning Marriage in Kemuning District, Palembang City.  The unfavorable social, economic and political environment causes the implementation of Law No. 16 concerning Marriage to not run smoothly and optimally.  Based on the research conducted, it was found that the implementation of the marriage dispensation by the Office of Religious Affairs (KUA) in Kemuning District, Palembang City has not run well and optimally because the local government has not been optimal and the social, economic and political environment has not run well and optimally.   Keywords: Implementation; Marriage; Dispensation

Abstract

The purpose of this research is to find out the implementation of Smart Governance in the use of the M-Passport application in the work area of the Immigration Office Class I Palembang City. The research method used is a qualitative method using a case study approach using various data collection procedures carried out in depth on an object, individual, group, etc. The results of this research and discussion use the theory of Gartner which has four indicators, namely Web presence (web presence). The results of this research and discussion use the theory of Gartner which has four indicators, namely Web presence (web presence) from the ease of accessing the M-Passport application can be said to be quite good, this is because there are still many negative responses from the public regarding the M-Passport application system, Interaction (interaction) at this stage is good because there are features that support getting information and there is also ease of sending and downloading application files, Transaction at this stage has gone very well, Transformation at this stage can be said to be good because there are many service innovations made by the Immigration Office Class 1 Palembang City as a tangible manifestation of commitment in making it easier for the communityBased on the results of research and discussion in this study, it can be concluded that it is good and is at the Transaction stage because the application can be used to transact both for the community and service providers.   Keywords: E-Government; Smart Governance; M-Passport; Passport

Abstract

Public service is one of the main roles of government, since government has existed to meet the interests and needs of society or its members throughout history. This includes various activities carried out by public bureaucratic institutions to meet the various needs and interests of the user community. In this regard, to improve the quality of service and create a Clean and Serving Bureaucratic Area (WBBM) in processing passports, the TPI Pekanbaru Class I Immigration Office launched an innovation that can help the public manage services more effectively and efficiently. The innovation is in the form of the M-Paspor application which is designed as an innovation service in mobile form. The aim of this research is to analyze the effectiveness of the M-Passport service in realizing a Clean and Serving Bureaucratic Regional Integrity Zone at the TPI Pekanbaru Class I Immigration Office and to analyze the inhibiting factors in implementing the M-Passport service in realizing a Clean and Serving Bureaucratic Regional Integrity Zone TPI Pekanbaru Class I Immigration Office. The theory used is Suwarto's Effectiveness Theory in Ramayanti, 2022. The research method used is qualitative, explanatory. The results of this research are that the M-Passport service implemented by the Pekanbaru City TPI Class I Immigration Office in realizing a Clean and Serving Bureaucratic Regional Integrity Zone has been running effectively. Abstract

Kampar Regency is one of the districts in the Riau province which is also obliged to improve the quality of services to its people. One of the agencies that is heavily involved in providing services to the community directly and is the main door for almost all services managed by the community is the One Stop Integrated Investment and Licensing Service (DPMPTSP) of Kampar district. One type of service that is interesting to study is a service that uses the Online Single Submission (OSS) system. This service is a type of service that operates in the business licensing sector for both individuals and business entities. At the Kampar Regency DPMPTSP service, the OSS service offered is OSS-RBA or Online Single Submission -Riks Based Approach. Where is the service for business actors who want to take care of business permits such as business registration numbers or NIB. The research objective in this study is to determine the quality of digital-based services in managing business registration numbers at the Investment and One-Stop Integrated Services Department in Kampar Regency as well as the factors that are obstacles in determining the quality of digital-based services in managing business registration numbers at the investment office. Capital and One Stop Integrated Services in Kampar Regency. Sinambela Service Quality Theory in (Oscar., 2022). The method used is a qualitative type and an explanatory approach. Abstract

Fraud cases in financial institutions in Indonesia have increased. Currently, the banking sector is experiencing intense competition and facing internal problems, including fraud. Banks are institutions that depend on public trust in their operations because banks are considered agents of trust. Therefore, building public trust is very important for banks so that people are interested in using banking services. In the context of PT. Bank Riau Kepri Syariah, they also integrate organizational cultural values as moral guidance in behavior, actions and decision making. These values become a reference for all PT members. Bank Riau Kepri Syariah in assessing whether the actions taken are good or bad, right or wrong. The aim of this research is to analyze how the Principles of Organizational Culture are implemented in preventing fraud among PT employees. Bank Riau Kepri Syariah Pekanbaru Branch uses descriptive qualitative methods with an ethnographic approach which aims to explore behavior that occurs naturally in a culture or a certain social group to understand a particular culture from the perspective of the perpetrator. Data collection techniques in this research are based on the results of interviews, observation and documentation. The results of this research indicate that the application of PT's Cultural Values. Abstract

The policy regarding the implementation of transportation in Cimahi City does not specifically regulate passenger public transport services so that it is suspected to be the cause of the poor operation of passenger public transportation in Cimahi City. This study aims to analyze data and information so as to get an overview of policy evaluation regarding the implementation of transportation in Cimahi City with case studies on passenger public transport services. The method used is a case study with a qualitative approach. Data collection techniques used are observation, interviews and documentation studies. Checking the validity of the data is done by triangulation. Data analysis was carried out including the stages of data reduction, data presentation, and conclusions or verification. Based on the research results, a clearer picture is obtained that passenger public transport services in Cimahi City are measured by effectiveness factors based on quality, quantity and time, efficiency of available resources, adequacy of policies in overcoming problems, equity of services and policy benefits, government responsiveness to problems arising from the implementation of policies, and the accuracy of policy targets in achieving policy objectives has not run optimally. Observing the results of the research, it is hoped that policy makers in Cimahi City will be able to review regulations and reformulate more specific policies that specifically address passenger public transport services. In addition, it is recommended to develop a Smart Passenger Public Transport System based on information and communication technology which can be used as an alternative solution.   Keywords: Policy Evaluation; Implementation of Transportation; Passenger Public Transport Services

Abstract

Futures trading is an alternative financial investment for individuals and businesses. The party responsible for monitoring/supervising futures trading is the Commodity Futures Trading Supervisory Agency (BAPPEBTI). The purpose of the study is to find out how the role of BAPPEBTI when supervising futures trading. This study uses qualitative descriptive research, which is a method used to describe or analyze research results but not to draw conclusions.  The subject of this study is a futures company in Lampung province. The data collection techniques used are narrative interview techniques, documentation, and data analysis. Based on the results of the study, it can be concluded that BAPPEBTI plays a role in preventive supervision carried out by means of technical training, namely in the context of developing and coaching all futures trading. The role of BAPPEBTI is to carry out repressive supervision, especially when canceling decisions of subordinate bodies that are contrary to laws and regulations. The monitoring is carried out through inspection and supervision based on standard operating procedures in order to further improve the compliance of each futures trading company. BAPPEBTI is expected to provide more intense supervision and more active direction to futures companies.   Keywords: Role; Supervision; Trade.
