Abstract

This research explores the implementation of Good Governance principles in the Public Service Mall (MPP) application in the Government of Bogor City. Data collection was conducted by distributing questionnaires to 50 respondents. The results of the data analysis using multiple linear regression reveal interesting findings related to the factors influencing the usage of the MPP in the context of local government. The research findings indicate that transparency and accountability have a significant impact on the intensity of MPP usage. Transparency plays a crucial role in fostering trust and efficiency in public administration. Citizens feel confident because the application provides comprehensive and accurate information, offering a transparent view of public service processes. Accountability has also been proven to influence MPP usage. Financial information, compliance, and government reporting within the application motivate users. When the government adheres to strong accountability principles, people are more likely to feel confident and motivated to interact with the application. However, another interesting finding is that legal certainty does not have a significant impact on the intensity of MPP usage. The application focuses on innovation and the efficiency of public services, making legal factors less crucial in determining its usage. As a recommendation, this research suggests the need for enhancing the information presented in the application and providing regular training to users. This is aimed at maintaining the sustainability and success of the MPP application's implementation within the context of Good Governance in Bogor City. Consequently, the MPP application can continue to provide maximum benefits to both the public and local government.    Keywords: good governance; transparency; accountability; rule of law; public service mall.

Abstract

The purpose of this study is to determine state power related to state institutions that have shifted after the amendment. The research method uses the literature study method. State power related to State Institutions before the amendment of the 1945 Constitution the Constitution was the highest law, but people's sovereignty was given entirely to the People's Consultative Assembly (MPR) (as the Supreme Institution). The MPR distributes its power (distribution of power) to 5 (five) Higher Institutions that are equal in position, namely: the Supreme Court, the President, the DPR, the DPA, and the BPK. After the amendment of the 1945 Constitution: the Basic Law is the highest law, where sovereignty is in the hands of the people and is exercised fully according to the Basic Law. The Constitution provides separation of power to State Institutions with equal and equal positions, namely: MPR, President, DPR, DPD, BPK, MA, and MK.   Keywords: State Power; State Institutional Relations.

Abstract

This research aims to evaluate the success of land procurement policies in the Jakarta-Bandung High-Speed Railway Development Project carried out by the Land Office of Bandung Regency. The method employed is a qualitative approach using a descriptive method that delineates specific circumstances from the emerging facts during the research process without altering the observed phenomena. The evaluation encompasses several indicators, including Inputs, processes, Outputs, and outcomes. Several issues identified include suboptimal planning, constraints in land relocation, land acquisition methods following a Business to Business (B to B) pattern, community dissatisfaction, delayed land payments, land measurement errors, insufficient comprehensive socialization, and inadequate coordination in addressing on-site issues. The research findings indicate that the implementation of Land Procurement Policies for the Jakarta-Bandung High-Speed Railway Development Project by the Land Office of Bandung Regency has yielded moderately satisfying results across most indicators. However, shortcomings exist in slow and unclear information dissemination to the public, low intensity in policy socialization influenced by third parties directly engaging the community, coordination and authority overlap issues between policy implementers and project executors, challenges in facility relocation, emerging land disputes, and additional land route adjustments beyond the initial planning requiring further attention. Hence, it is recommended to enhance information distribution and broader, more intensive policy socialization, improve coordination and collaboration with relevant parties, implement structured dispute resolution, and enhance precision in reviewing planning documents.   Keywords: Policy Evaluation; Land Procurement; High-Speed Railway.

Abstract

ABSTRACT With the introduction of technology and information systems, this also has an impact on public institutions, especially the General Election Commission (KPU), which utilizes digital media as a means of carrying out communication and outreach strategies to increase people's political participation in the participation of community members in the 2024 General Election (Pemilu). In order to achieve successful community involvement, implementing a well-structured plan such as a management strategy is necessary. The role of the General Election Commission (KPU), especially the East Java Province KPU is guided by KPU Decree Number 10 of 2018 concerning Socialization, Voter Education, Community Participation in the Implementation of General Elections. The aim of this research is to analyze the strategy of the East Java General Election Commission (KPU) to increase public participation in facing the 2024 elections. The methodology used in this research is a qualitative research method with a descriptive method where the data collection process is in the form of interviews, observation, documentation and literature study obtained through articles, books, information and so on related to the topic being discussed. Based on the research findings, it can be seen that the strategy implemented by the East Java KPU can be said to have worked well, as evidenced by the existence of several agendas of socialization activities that have been carried out such as the Election Carnival, showing the film "Kejarlah Janji" and receiving visits from external parties. Abstract

Indonesia is a democratic country that uses an electoral system for every change of president. High quality general elections are very important to realize people's sovereignty in a democratic state government based on Pancasila and the 1945 Constitution of the Republic of Indonesia. To hold democratic elections, professional election organizers are needed who have integrity, capacity and accountability. The General Election Commission is an example. In this research, the author uses a descriptive approach as a qualitative research method. Qualitative research is a type of research that describes and analyzes events, phenomena, social activities, attitudes, beliefs, perceptions and thoughts of individuals and groups. Data was collected from interviews with three informants from the General Election Commission, which is responsible for logistics management for the 2024 election. As shown by the distribution of logistics for the 2024 election, the results show that the East Java Province General Election Commission manages state property well, including logistics election. However, several improvements and strengthening are needed in the human resources sector as well as warehouse and other logistics infrastructure so that the upcoming General Election can take place optimally and according to planning. Our common goal is successful simultaneous elections in 2024 with transparent financial administration and accountability.   Keywords: Management; Elections; KPU

Abstract

Policies in a government agency are also made to respond to the needs and problems faced by the community. In the context of the policy of preparing a Letter of Responsibility (SPJ) in the finance division, the General Elections Commission (KPU) was made to ensure transparency and accountability of KPU financial management. SPJ is an important document used to account for the use of the budget that has been received by the KPU. SPJ must be prepared completely, accurately, and in accordance with applicable regulations. This research uses qualitative research methodology with a descriptive approach method. The results of this study stated that the policy of preparing SPJ in the Financial Division of the KPU of East Java Province has been quite effective,  it can be seen from the conformity  of the principles of SPJ applied in the Finance Division of the KPU of East Java Province, but in its implementation there are still several things that can be improved to increase the effectiveness of the preparation of SPJ in the Financial Division of the KPU of East Java Province.   Keywords: Policy; Effectiveness; SPJ

Abstract

Accountability for bureaucratic performance is a desired condition in state administration in accordance with Presidential Decree no. 81 of 2010. Bappeda Sidoarjo Regency as a regional government agency has an obligation to realize accountability for bureaucratic performance. Apart from that, accountability for bureaucratic performance in the Sidoarjo Regency Bappeda also encourages the realization of good governance in accordance with the main principles of good governance. One form of realizing the main principles of good governance in the Sidoarjo Regency Bappeda is the annual Government Agency Performance Report (LKjIP). The aim of this research is to find out how the main principles of good governance are implemented in the performance report of the Sidoarjo Regency Bappeda. The descriptive qualitative research method is the research method used in this research with research results through analysis of LKjIP documents, interviews and observations of employees who have authority in that section. The research results show that the Sidoarjo Regency Bappeda has implemented the main principles of good governance in administering regional government affairs. The four main principles of good governance that exist really support the Sidoarjo Regency Bappeda, especially in transparency to the public. However, there are still several main principles of good governance that need to be further optimized to increase the level of public trust in the Sidoarjo Regency Bappeda as a regional government agency that carries out regional government affairs, especially in regional planning and development.   Keywords: Good Governance; LKjIP; Bureaucracy Performance

Abstract

Nowadays the modern management system involves a wider role on the performance of public sector organizations. In developing a management system, it also requires good human resources and is able to carry out all the tasks for which it is responsible. The ability of human resources can be influenced by their educational background. Because the form of the ability of each human resource is taaught and obtained from the level of Education. These human resources will be able to influence the implementation of an effective and efficient management system. If the management system runs effectively and efficiently, the goals of each organization can be realized to the maximum. In this article discusses the management system in File Management in government agencies at the regional level, namely the East Java Provincial Secretariat Agency. After research found several things that have a relationship with the contribution of employees. Employees also have a contribution in building involvement and empowerment in the field of file management. Not only that, employees are also required to be able to encourage new ideas in the field of file management. And finally, employees can also contribute to creating an environment to realize personal goals and develop skills and abilities in file management. In this study aims to determine the role of employees in contributing to create good management in the process of file management in the household sub-division of the Bureau of General Secretariat of East Java. This study uses descriptive qualitative research methods with literature reviews and interviews with household employees of the East Java Secretariat General Bureau. Abstract

Jombang Regency is one of the regencies in East Java Province which is also committed to accelerating digitalization. SPBE has been made a regional development priority for Jombang Regency in 2022 as stated in Jombang Regency Regional Regulation Number 08 of 2021 concerning Amendments to Regional Regulation Number 1 of 2019 concerning the Regional Medium Term Development Plan (RPJMD) of Jombang Regency for 2018-2023 which includes the objectives of achieving SPBE index until 2023 with a very good target. On this basis, the General Section of the Jombang Regional Secretariat as one of the OPDs within the Jombang Regency Government is realizing SPBE in carrying out government administration services in the field of correspondence and archives through the SRIKANDI Application. This research was conducted to find out how SRIKANDI is implemented in the General Section of the Jombang Regency Regional Secretariat. This application will be implemented in 2022 to make it easier to create and distribute letters and archives electronically. The method in this research is descriptive qualitative with data collection techniques through interviews, observation, literature and bibliography, and documentation. Informants were taken using the purposive sampling method. The focus of this research consists of four aspects: 1) Communication; 2) Resources; 3) Disposition; 4) Bureaucratic Structure. The research results show that the implementation of SRIKANDI in the General Section as a whole can be said to be successful even though there are obstacles both internal and external that need to be corrected so that its use can be maximized. Abstract

The Regional Government Information System (SIPD) is an e-government system with a program or network that is used to harmonize coordination between the central government and regional governments. The Regional Government Information System (SIPD) has been regulated in Minister of Home Affairs Regulation Number 70 of 2019 where the system is designed to be more responsive, adaptive, innovative, dynamic and accountable. SIPD was designed by the Ministry of Home Affairs to harmonize the flow of stages in structuring regional plan documents based on statutory regulations. The aim of this research is to determine the implementation of SIPD in facilitating housekeeping at the General Bureau of the Regional Secretariat of East Java Province. The research method used is a qualitative descriptive approach. Data collection techniques were carried out through observation, interviews, literature study and documentation. The findings in this research use the concept of policy implementation according to Edwards III by reviewing several aspects such as communication, resources, disposition and bureaucratic structure. In general, the implementation of SIPD has gone quite well and effectively. However, there are still several obstacles in its implementation which have not been carried out optimally. Some of these obstacles are a lack of time efficiency in carrying out tasks and a lack of information in solving problems due to a lack of socialization and information related to SIPD. Therefore, there needs to be clarity regarding support and coordination with other agencies so that the implementation process runs well. This is related to increasing the quantity of human resources to support effectiveness and time efficiency in completing tasks.   Keywords: General Bureau; Implementation; SIPD
