Abstract

Development is a common issue faced by several regions in Indonesia. Regional development plans require the role of Bappeda in their implementation The importance of RPJMD in development planning is equally significant to the role and performance of Bappeda in formulating RPJMD for execution. The role of the Regional Development Planning Agency (BAPPEDA) is to serve as the starting point for determining the direction of development by maximizing resources and involving stakeholders in the development process. The purpose of this research is to determine the performance of the Sidoarjo District Development Planning Agency in formulating the 2021-2026 RPJMD The research was conducted using qualitative descriptive method, utilizing data from interviews, documentation, analysis, or observation. The data is then synthesized using a descriptive approach Descriptive methods analyze data in detail and provide a comprehensive and detailed overview of the phenomenon being studied. This research concludes that the performance of Bappeda Kabupaten Sidoarjo in formulating the RPJMD 2021-2026 meets five performance indicators: productivity, service quality, responsiveness, responsibility, and accountability. The performance indicator is in line with the results and processes of the preparation of the Sidoarjo Regency RPJMD for the period 2021-2025 carried out by several relevant government agencies together with the Sidoarjo Regency Bappeda.   Keywords: Bappeda; Performance; RPJMD

Abstract

In this study the Implementation of the Sukma E-Santri Application in the General Section of the Regional Secretariat of Jombang Regency, that government cannot be separated from the quality of public services as an effort to evaluate the performance that has been provided, therefore this application is implemented which refers to the e-government system to make it easier to provide an assessment of the quality of government performance on services provided to the community and realize quality that is fast, effective, efficient and transparent. This research took place at the General Section Office of the Regional Secretariat of Jombang Regency. Data collection was carried out from the results of observations, the internet, interviews from the Head of the General Section TU Subdivision, employees and the public. The data obtained was then combined, processed and analyzed using qualitative methods. The method in this study refers to the George C Edward III implementation model. Assessment of the quality of public services with this application is a reference so that the services provided are getting better in the future and the community is expected to participate in its implementation. The results of the study state that the application of this application from the George C Edward III policy model from the aspects of communication, resources, disposition and bureaucratic structure has shown good results, it's just that there are some that need to be addressed from the quality of performance provided to the community, then the lack of socialization and assistance to the community so that there are some people who take it for granted, and the implementation of the Sukma E-Santri application has a positive influence on the quality of employee performance.   Keywords: Implementation; Public Service; E-Government

Abstract

Current technological advances have begun to give rise to many new media trends, one of which is podcasts. Banjarsari Village, Probolinggo Regency is one of the villages that has a podcast program managed by PIK-R Banjarsari Youth. This program is one example of the information media and public services in the current era of digitalization. However, the problem is, that Banjarsari Village does not utilize existing facilities, and the podcast made has not reached most of the people of Banjarsari Village. Therefore, this study aims to formulate a podcast development strategy to build a digital society and provide digital-based public services in Banjarsari Village. This research uses a descriptive research method with a qualitative approach. Data collection is used through primary data, namely interviews, observations, documentation, and secondary data such as journal articles, reference books, websites, and also previous research. Through the perspective of Robbins and Coulter's strategy theory, it was found that there are three levels of strategy. First, corporate strategy, adding a YouTube channel as a differentiator of discussion topics and being active in social media as a consulting room. Second, competitive strategies, there needs to be consistency in uploading content and podcast administrators must be good at choosing content concepts and themes that can attract the attention of the audience. Third, functional strategy, the formation of a production team in creating podcast content as well as mentoring and training to Banjarsari Village youth.   Keywords: Strategy; Podcast; Public Information; Public Service

Abstract

Tourism village development is the government's mission to improve community welfare through the development of productive businesses in the tourism sector in accordance with existing regional resources and potentials. The development of tourism villages requires the participation of village and community officials to support the progress of tourism villages. The participation of the village head is one of the important points in the development of tourism villages. This study aims to see and describe the role of the Village Head in the development of Sangeh Tourism Village. The method used will be a qualitative descriptive approach with data collection techniques through observation, interviews and documentation. The result obtained from this research is that the Head of Sangeh Village plays a role in becoming a bridge of cooperation between agencies and universities who want to provide coaching and training to the community. The village head and ranks also participated in the success of the Sangeh Festival which was used as a promotional event for Sangeh Tourism Village. The village head is also the initiator in making the mascot dance of Sangeh Village named "Sekar Pala". To maintain the integrity of the Sangeh Village area, the village head also participated in supporting the customary village policy not to trade and buy land ownership of Sangeh Village to investors. In addition, plans from the Badung Regency government and Sangeh Traditional Village in rearranging tourist attraction areas to make it easier for tourists to visit all tourist attractions in Sangeh Tourism Village. These development steps are expected to increase the existence of Sangeh Village as one of the tourist villages with its own uniqueness in Badung Regency.   Keywords: Role of Village Head; Tourism Village; Development

Abstract

This research aims to find out how effective the SIPADU Application Service Program (Integrated Village Administrative Service Information System) is in optimizing administrative services in Dangin Puri Kangin Village, North Denpasar District. The research method used is a qualitative descriptive research method using interview techniques were determined by random sampling and literature study  were carried out by searching for information through journals, articles and internet sites. The research results show that the SIPADU (Integrated Village Administrative Services Information System) application in optimizing administrative services in Dangin Puri Kangin Village, North Denpasar District is quite effective. This refers to the effectiveness measurement proposed by Steers which consists. 1) Indicators for achieving goals are running well because they are designed according to community needs, but the level of socialization needs to be increased. 2) The adaptation indicators have been met because this application makes it easy for the public to obtain administrative and information services. 3) Integration indicators are also carried out well by the Dangin Puri Kangin Village Government through the delivery of information via its website and social media. Integration is also carried out through regular updates of information on the application. From this study it can be concluded that the SIPADU Application Service Program (Integrated Village Administrative Services Information System) in Optimizing Administrative Services in Dangin Puri Kangin Village, North Denpasar District is running quite effectively but there needs to be continuous increase in socialization to the community of Dangin Puri Kangin Village, North Denpasar District.   Keywords: Effectiveness; SIPADU; Public Service

Abstract

Through Presidential Regulation Number 72 of 2021 on Accelerating Stunting Reduction and Minister of Village, Development of Disadvantaged Regions, and Transmigration Regulation Number 8 of 2022 on Priority Use of Village Funds for the Year 2023, the central government mandates all levels of governance to prioritize addressing stunting in the implementation of development and organized governance. The Village Government of Mekarwangi implements this policy by utilizing Village Funds as a funding source for the Supplementary Feeding Program. However, in its implementation, the program has not fully operated effectively due to deficiencies in the program's structure and the implementation process. This study aims to elucidate the effectiveness of mitigation efforts utilizing Village Funds in Mekarwangi Village. The theoretical foundation for this research is Riant Nugroho's Effectiveness Theory. The research adopts a descriptive qualitative research method with primary data obtained through observation and interviews, supplemented by secondary data from document and literature studies. Data analysis involves data condensation, data presentation, concluding statements, and verification. The findings indicate that the mitigation efforts utilizing Village Funds in Mekarwangi Village are still not entirely effective, particularly in the principles of the program, targets, and environment, necessitating a reassessment of the program's structure, target beneficiaries, and awareness campaigns about stunting.   Keywords: Effectiveness; Program; Stunting; Village.

Abstract

As a government that has a very strategic authority and position related to its obligations as a "public service" to improve the welfare, prosperity, security and peace of society, regional governments have a very important role in regional development planning. Regional governments in this case must carry out their main tasks which of course must be adjusted to the vision, mission, goals and objectives that will be achieved later. Development is a complex process that requires significant changes in social structures, cultural values, and institutional frameworks to promote faster economic growth, reduce income disparities, and eradicate poverty. Apart from roads, trucks, cable cars and trains, roads are all road elements protected by land transportation infrastructure, including supporting buildings and traffic instruments that are above ground and above water. This scientific work was written using descriptive techniques. This approach can be described as a critical thinking methodology that involves reading articles or other items. In accordance with Law Number 23 of 2014, autonomous regional governments led by regional heads are organized by regional governments. One of the cities or districts in the Riau Islands Province that is still developing is Batam City. Regional governments are still concerned and monitoring infrastructure development. During the Covid-19 epidemic, environmental and meteorological conditions, obstacles and the process of road infrastructure development also occurred. However, considering the existing challenges and setbacks, this can be used as a basis for review and improvement in preparing for the next phase of regional government growth. Therefore, these difficulties do not become a challenge for local governments during the development process; instead, it can be taken into account later.   Keywords: Local Government; Development; Infrastructure

Abstract

The problem in this study is that people in Tanjung Bintang District take approximately 2 hours to take care of population documents such as ID cards, family cards, birth certificates, and others. The mileage experienced by the community when handling documents is very difficult, time-consuming, and inefficient. This is a problem for today's society. The research method used is qualitative descriptive research, which is an analysis based on data obtained through interviews with informants, observation, and documentation. The results of the study, namely the Quality of Service of the Population and Civil Registration Office of South Lampung Regency by the Tanjung Bintang District Team, measured by five dimensions from Zeithhanl, Parasurama, and Berry, namely physical evidence (tangible), reliability (reliability), responsibility, assurance, and empathy (emphaty), are good enough, but there are still shortcomings. The existence of the Tanjung Bintang District Team is very helpful for the village community in terms of taking care of population documents that no longer need to go far to Disdukcapil Kalianda, so that it is more effective and efficient. In addition, findings regarding inhibiting factors in service by the Tanjung Bintang District Team are: limited space, officers who have never been given training in public services, lack of human resources, tools that depend on each other, and internet network disruption.   Keywords: Implementation; Quality; Public Service

Abstract

To realize the intelligence of the Indonesian nation as stated in the 1945 Constitution, the role of libraries is needed, which has been regulated in Law No. 43 of 2007 which discusses libraries. The library serves as a means of education, preservation, recreation, research, and information to improve the quality of intelligence and empowerment of the nation. So is the East Java Provincial Library and Archives Office, of course, there are things to be achieved in its goal of educating the nation with a library collection sourced from the receipt of library materials. This acceptance comes from the purchase of books every year. These are managed by the Deposit, Development, and Preservation of Library Materials in the Development sub-field. These are also adjusted to the National Library Standards. This will be related to Warwick's theory (1979) regarding policy implementation with four elements, namely organizational capability, information, support, and potential sharing. What must be adjusted for the implementation of a policy. The research used a descriptive qualitative method using a descriptive approach with observation, interviews, and documentation. The results of this study are that there are problems related to human resources and existing facilities, although in the process of receiving, namely purchasing books, it can be said that it runs smoothly, but in the management process there are various obstacles starting from the lack of human resources and also available facilities. Therefore, it can be said that the implementation of this policy has not been maximally implemented.   Keywords: Implementation; Policy; Library

Abstract

The Organizational Bureau of the Regional Secretariat of East Java Province established an application-based Regional Apparatus performance assessment system, namely SIBEKISAR (Joint Integration System for Performance Implementation of CETTAR Culture), to strengthen integrated performance by all Regional Apparatus while continuing to prioritize the CETTAR work culture (fast, effective, responsive, transparent, accountable, and responsive) in East Java Provincial Government governance. The implementation of the SIBEKISAR application has been stated in East Java Governor Regulation Number 39 of 2021. SIBEKISAR was formed as an effort to assess the work culture of the regional apparatus to be in line with the CETTAR cultural ethos and supported by various indicators that have been determined and developed. This study aims to examine the implementation process of the SIBEKISAR application for the performance assessment of the regional apparatus of East Java Province. The research method used is qualitative research with a case study approach. The discussion in this study focuses on the factors that influence the implementation process of the SIBEKISAR application on the performance appraisal of regional apparatus using Van Meter and Van Horn's implementation theory, which consists of 6 (six) dimensions of measuring implementation performance, namely policy standards and objectives, resources, characteristics of implementing organizations, attitudes or dispositions of implementers, inter-organizational communication, and social, political, and economic environmental conditions. Based on the results of the study, the implementation of SIBEKISAR is going well, but there are still obstacles, namely the imbalance of assessment and the non-optimal attitude of the implementers.   Keywords: Implementation; Application; Performance; Regional Apparatus.
