Abstract

Conversion of paddy fields in Indonesia is quite alarming, reaching an average area of 10 thousand hectares per year. Various regulations have been created and assigned; however, they are considered not to effectively reduce the rate of conversion of the existing paddy fields. The paddy field conversion has brought about negative impacts on the national food security. To overcome these, besides issuing the government regulations to reduce the rate of paddy field conversion, the government has also set a number of policies to boost rice production and to improve the welfare of farmers. One policy is the pricing policy by the Government Purchase Price (grains/rice). This study aimed to analyze the paddy field conversion in Indonesia and its effect on the Government Purchase Price (grains/rice). The data used in this research were the dynamic time series data from the years of 1990-2010, with the consideration of the upward trend in paddy field conversion in Indonesia. The models built an econometric model of simultaneous equations consisted of 41 equations (19 structural equations and 22 identity equations) or in other words, the model consisted of 41 endogenous variables. The results showed that the real prices (grains/rice) of the government purchases have inelastic responses to the changes of all explanatory variables in the short and long terms. The conversion of paddy fields in Indonesia has not only reduced the existing rice production capacity but also has affected the government purchase price policy (grains/rice). The government requires to implement the multi qualities of the government purchasing pries (HPP) for both grains and rice. Keywords: rice, grain, government purchase price, paddy field conversion

Abstract

There is an opportunity for smallholder dairy farmers to grow in meeting the increasing demand of milk and milk products in Indonesia. IBM is a suitable method for smallholder improvement. KPBS Pangalengan is one good example of institution which implements IBM. This research aims to analyze KPBS Pangalengan’s current dairy value chain, business model, inclusiveness, as well as the possible areas of improvement for its inclusiveness respectively using VCM, BMC, and NBM Principles. Based on the result of this research, there is a tendency of declining fresh milk production in dairy farmer level and a tendency of Milk Processing Industry (MPI) as the chain leaders due to their domination along the chain. Other customer perspective business models have their most weaknesses. The weakest area of KPBS Pangalengan inclusiveness is measurement of outcome area. The four areas of improvement for KPBS Pangalengan inclusiveness include fresh milk production area, IT support area for the downstream side, potential diversifications area (agritourism and milk café concept), and measurement of outcome area. Abstract

One aquaculture commodity that has a high economic value and potential to be developed in Indonesia is lobster. Lombok Island is a considerable lobster-producing area that has a great potential for the future development. However, lobster farming in this island lacks in productivity due to the management factors. Therefore, to achieve a sustainable development, the lobster farming needs a number of efforts to improve its productivity and technical efficiency. This study aims to: (1) analyze the influencing factors to the production of lobster farming and (2) analyze the level of technical efficiency and affecting factors on the technical inefficiency of lobster farming. The primary data were collected through surveys of 106 lobster - farming households. The stochastic frontier production function with Maximum Likelihood Estimator (MLE) method was used to analyze the efficiency of the cultivation system. The results suggested that most of the farmers are technically efficient with the average of the technical efficiency level of 0.91. The production inputs that have significant effects include the quantities of seed and feed and culture period. The technical inefficiency was influenced by the farmers’ age, experience, education and perceptions on sustainability of their farming. Keywords: technical efficiency, lobster farming, stochastic frontier production function, Cobb-Douglas, MLE

Abstract

This research is aimed to analyze the marketing system of Scad (Decapterus russeli) by analyzing the market structure, behavior, and performance. It was conducted in traditional markets: Mardika and Transit Passo, Ambon from September to December 2014. The method used was survey for 40 of 45 fish traders in these markets, selected in simple random sampling. The analyses used included: 1). Integration of vertical market, 2). Elasticity of price transmission, and 3). Pricing efficiency. The results show: (1) market structure of scad in Ambon is not integrated and leads to oligopoly; (2) change of 1% at the consumers’ price level leads to less than 1 % of price change in the fishermen’s price level, indicating that scad marketing system is inefficient; and (3) the marketing system of scad in channel 3 is inefficient. The smallest share (89%) was also showed in this channel. Scad market structure was not perfectly integrated for the oligopoly practice by traders. Therefore, dependence of fishermen on traders should be reduced i.e. by giving assistance such as loans with low interest rates especially in no fish season. Communication network should also be expanded so that market information can be transmitted perfectly to all marketing agencies in Ambon. The government should control the price fluctuations by setting the minimum price (floor price) and maximum price (ceiling price) in order to create price stability. Keywords: conduct market, oligopoly market, performance market, scad structure, fish traders

Abstract

The continuing climate change phenomenon causes disruption to agricultural sector including seasonal fruits such as mangoes. To anticipate the negative effects of climate change, the farmers adapt themselves in order to maintain their mango farming. The dynamics of mango farmers related to the adaptation of agribusiness strategy due to climate change occur at the level of production/cultivation and marketing. The objectives of this study are to: (1) Identify the factors that influence the behavior of mango farmers' adaptation as an effort to minimize the risks due to climate change; (2) Describe the adaptation behavior of mango farmers based on interactions among the factors that influence the adaptation by using causal loop diagrams. The results showed that the adaptation behavior of mango farmers was constructed on 37 variables from 8 categories, namely, climate change, production, marketing, income, financing, productivity, information adoption, and innovation. Adaptation behavior of mango farmers to climate change arises not only as the farmers’ effort to maintain the mango farming they run but also to maintain their lives. The use of growth regulator and pesticides are shortcuts taken by farmers to increase production without realizing the side effects that can arise and accumulate in the long term. The income variable is the leverage point of the behavior pattern that is reflected in the causal loop diagram. Small changes in income will cause major changes in the overall system described. Keywords: climate change, mango farmer, system thinking, causal loop diagram, system archetypes

Abstract

Demand for agricultural products in Indonesia increases in response to Indonesia's high population growth. With more limited agricultural land, agricultural productivity can be increased by the addition of fertilizer. Biofertilizer is currently popular fertilizer and can become a solution to increase productivity of agricultural products in limited land. PT PHN is a new company established in 2015 and produces biofertilizer under the brand XYZ . This research was conducted to analyze consumer perception of biofertilizer and XYZ fertilizer. The company tries to understand customer’s problems and provides solutions with customer development model (CDM) method. Understanding and solution to the problem were then used as revision of the company's business model with business model canvas (BMC) approach. Primary and secondary data were used in this research. Primary data were obtained by observation and interview using several respondents. Secondary data were obtained from PT PHN staffs, BPS, and other sources related to this research. The results show that consumers do not have enough understanding about biofertilizer. XYZ fertilizer improves agricultural productivity but has some obstacles in its use. The business model of PT PHN is updated with some additions and subtractions by considering the CDM results. Keywords: BMC, business model, CDM, strategy, customer discovery

Abstract

With high consumption and low production rates, Pakistan appears as one of the main palm oil importers in the world. Among all vegetable oils, palm oil price appears to be the lowest, thus dominating the vegetable oil import market. Indonesia and Malaysia are the two main exporters, in which Pakistan alternately imports palm oil. Within such conditions, this study aims to analyze the sustainability of Indonesia Pakistan supply chain by estimating (i) the influencing factors of Pakistan palm oil import volume from Indonesia, (ii) the price co-integration in the Indonesian-Pakistan palm oil supply chain, and (iii) the adjustments of the short run dynamics towards the long run equilibrium. Using monthly data from 2010 to 2016, the sustainability was analyzed with Auto Regressive Distributed Lag model and Vector Error Correction Model. The results show Pakistan palm oil import volume is significantly influenced by the price of Pakistan’s palm oil import, trade balance and soybean oil price. The lower the palm oil import price, the higher the volume palm oil imported to Pakistan. The import price is co-integrated with all prices along the Indonesia Pakistan supply chain but no error correction towards long run equilibrium, which is partly reflecting impact of Pakistan Government interventions in palm oil trade. Based on these results, it can be concluded that price is the most influencing factor of the Pakistan palm oil import, thus Indonesia Pakistan supply chain could be sustained if the Indonesian palm oil selling price remains competitive. Therefore, Indonesian producers need to increase their productivity and reduce their production costs in all stages of the supply chain, including those among the oil palm smallholders. Keywords: palm oil, supply chain, autoregressive distributed lag, error correction
