Abstract

Inclusive education is a vital approach to ensuring equitable access to learning for all students, including children with special needs (ABK). Despite increasing attention to inclusive policies in Indonesia, their implementation at the local level remains varied and often fragmented. Existing studies have not sufficiently explored the operational challenges of the RAIS (Child-Friendly, Inclusive, and Healthy) model, particularly in rural or underserved areas. This study aims to analyze the implementation of the RAIS inclusive education policy for children with special needs at the State Junior High School level in Bulango Ulu District. Using a descriptive qualitative method, data were gathered through interviews with key stakeholders—such as the Education Office, school principals, and supervisors—and supported by secondary documentation. The results reveal suboptimal implementation across planning, execution, and supervision stages. Planning suffers from inadequate technical and financial support; execution is hindered by the lack of trained and accompanying teachers; and supervision remains limited to administrative review. The study offers novelty by highlighting the RAIS model’s current status as a conceptual framework without concrete cross-agency operationalization. The findings imply the need for intersectoral synergy—particularly among the Education, Health, and Child Protection Offices—to ensure RAIS becomes a functional and comprehensive policy for inclusive, equitable education. Highlights: RAIS is still conceptual and lacks operational guidelines. Teacher readiness and support are major implementation gaps. Cross-agency coordination is essential for effective inclusion. Keywords: Inclusive Education, RAIS Model, Children With Special Needs, Policy Implementation, Intersectoral Collaboration

Abstract

In the context of education reform in Indonesia, curriculum innovation at the elementary level remains crucial to address local needs while aligning with national standards. Specifically, Madrasah Ibtidaiyah (MI) Insan Kamil in Tumpang, Malang, has adopted a Grass Roots curriculum development model to integrate Islamic values with contextual learning. However, limited studies have examined the practical application and broader educational impact of this model within Islamic elementary schools, especially its relevance to global educational discourse. This study aims to explore: (1) the design of curriculum development using the Grass Roots approach, (2) managerial strategies in its implementation, and (3) institutional goals in applying the model. The results reveal that the approach empowers educators and communities collaboratively, emphasizing project-based learning that integrates core subjects with local wisdom and Islamic values. The novelty lies in its ability to bridge national curriculum standards with contextualized religious and cultural content, offering a distinct model of grassroots-driven education. This has implications for enhancing student engagement, strengthening local identity, and promoting sustainable, practical learning. The study recommends stakeholder collaboration and improved resource access to optimize this innovative curriculum model in Islamic elementary education. Highlights: Empowers community and educators through collaborative curriculum design. Integrates Islamic values with project-based and contextual learning. Enhances student engagement and promotes sustainable local education. Keywords: Grass Roots Model, Curriculum Development, Madrasah Management, Contextual Learning, Islamic Education

Abstract

General Background: Sovereign Wealth Funds (SWFs) play a crucial role in national economic stability and asset optimization. Specific Background: In Indonesia, Danantara's Investment Management Agency (BPI) operates as the state's SWF, yet empirical studies on financial performance metrics influencing firm value within this context remain scarce. Knowledge Gap: Limited research addresses how profitability, efficiency, and liquidity metrics affect firm valuation in state-managed investment institutions. Aims: This study investigates the impact of Return on Investment (ROI), Net Profit Margin (NPM), and Current Ratio (CR) on firm value in BPI from 2015 to 2024. Results: Using panel data regression via EViews, findings reveal that ROI and CR significantly enhance firm value (t=2.12, p=0.0372; t=4.49, p=0.000), while NPM shows no significant effect (t=0.71, p=0.4773). The model explains 20.38% of firm value variability (R²=0.2038). Novelty: The study highlights that investment efficiency and liquidity—rather than profitability alone—are more critical in state-owned contexts. Implications: These results inform strategic financial management and policy in SWFs, emphasizing the prioritization of ROI and liquidity in enhancing firm valuation. Highlights: Highlights the dominant role of ROI and liquidity in firm valuation. Reveals NPM's limited influence on market-based assessments. Informs SWF strategy through empirical financial analysis. Keywords: Investment Management Agency, Sovereign Wealth Fund, Return on Investment, Net Profit Margin, Current Ratio
