Abstract

The development of artificial intelligence (AI) technology has had a significant impact on various sectors, including industry, health, and education. AI not only improves operational efficiency but also creates innovations that change human interaction with technology. In this context, protecting intellectual property rights, especially patent rights, is very important to encourage innovation and investment. This study discusses the challenges and opportunities faced by Indonesia in formulating patent protection regulations for AI-based inventions and compares them with the more comprehensive legal framework in Japan. Although Law Number 13 of 2016 in Indonesia provides a legal basis for patent protection, there is still legal uncertainty and a lack of specific regulations regarding AI inventions. In contrast, Japan has developed clear guidelines from the Japan Patent Office (JPO) that support patent protection for AI technology. This study suggests that Indonesia needs to formulate more specific and comprehensive regulations to improve intellectual property rights protection in the AI sector. By adopting best practices from Japan, it is hoped that Indonesia can encourage more investment and innovation in the field of artificial intelligence, which in turn will contribute to economic growth and national competitiveness.

Abstract

This study aims to answer the question of how each actor of the pentahelix model plays a role in the conservation of cultural tourism in the Betawi Setu Babakan Village, Jakarta, according to research that has been conducted. The research method used is a systematic literature review (SLR), a method that aims to systematically identify, study, evaluate and interpret data in journals according to the steps that have been set. Based on these stages, four journal articles were selected, namely: analysis of the potential of the Betawi Setu Babakan Cultural Village in the development of sustainable tourism objects; SWOT analysis as an effort to improve tourism planning capabilities through the 5A approach to tourism potential in the Betawi Setu Babakan Cultural Village; development of the Betawi Setu Babakan Cultural Village as a cultural tourism area in Jakarta; and planning and development of resources for the tourism industry in the Betawi Setu Babakan Cultural Village, Serengseng Sawah Jagakarsa, South Jakarta, DKI Jakarta Province. The results of the study show that apart from academic actors, the five pentahelix actors, namely business, government, community, and media, have not played an optimal role, so there is still a lot of homework to be done.

Abstract

Desa Migran Produktif (Desmigratif) program aims to empower Indonesian Migrant Workers (IMW) and their families in managing remittances productively to improve welfare and reduce circular migration. However, the implementation in Pati Regency still faces various obstacles. This study evaluates the effectiveness of the Desmigratif Program using a Logic Model approach that includes inputs, activities, outputs, outcomes, and impacts, and analyzes empowerment using Perkins' theory. The method used is qualitative with an evaluative approach through interviews, observations, and documentation studies. The results show that the program has provided assistants, migration services, and productive business training, but is still constrained by limited resources and funding. Migration services and training have been running, but the application of business skills is still limited. Awareness of safe migration has increased, but utilization of remittances for productive businesses is still low. The long-term impact of reducing circular migration has not been significant. Supporting factors include government support and community participation, while the main constraints are the lack of local regulations, limited capital, and suboptimal coordination. Recommendations include strengthening the capacity of officers, mentoring PMI, optimizing program implementation, and improving regulations and funding support for program sustainability.

Abstract

This article aims to examine how the extension of the term of office of village heads in Law Number 3 of 2024 raises debates related to democracy and constitutionalism. This policy extends the term of office from six to eight years with a maximum of two terms, potentially inhibiting leadership regeneration and community political participation. From the perspective of constitutionalism, this policy can weaken checks and balances and increase the risk of abuse of authority. This research uses a normative juridical method by analyzing related regulations and a historical approach to trace the evolution of regulations. Data is obtained through document studies with descriptive-analytical analysis to assess the alignment of this policy with democratic principles. The results show that extending the term of office of the village head can reduce the accountability and transparency of the village government. A strict monitoring mechanism is needed so that this policy does not open a gap for abuse of power, as well as harmonization of regulations to ensure that village governance remains democratic and accountable.
