Racial discrimination is a very big problem and is found in several countries such as the United States, Great Britain and the most dominant in South Africa with the policy of apartheid. Therefore, South Africa is at the center of the fight against racism towards achieving justice. The word apartheid means "separation" in the African language and it describes the racial rigidity that governs the division between the minority white population and the majority white population. The struggle of the majority of black Africans against the domination of white minorities is the main and last racial conflict. The international community actively encourages it. However, the white group was large enough and too strong while the black power was so weak and divided, that in the end a person named Nelson Mandela appeared, who was active in the struggle for the elimination of the politics of apartheid in South Africa on the grounds that racial crises and conflicts would arise. what happened there was soon over and South Africa became an auspicious country.

Education is essential for the country. But unfortunately, the learning outcomes in Indonesia are still unsatisfactory. Therefore, it is necessary to have a suitable and appropriate learning method to improve student learning outcomes. This study aims to see how implementing Student Ability-Based Learning (SABL) can improve student learning outcomes at school. This research will be carried out using a descriptive qualitative approach. The data used in this study comes from various research results that still have relevance to the content of the research. The results of this study then found that SABL was able to provide the potential for students to improve their learning outcomes. This is because, in this learning model, students become more active in the learning process. Then this method also helps develop students’ abilities in their daily lives. However, implementing the SABL learning model still has various obstacles, such as the teacher’s lack of understanding and skills in implementing the SABL method.

The following article discusses how Western ideology is a major factor in the occurrence of conflict and state failure in the Middle East. In this article, the author examines the perspective of ideological hegemony. The ideology destroys the political and economic system that is at the root of social inequalities, thus accelerating the outbreak of conflict in the Middle East. The author cites Syria and Libya as examples to prove the driving factors of the conflict. The author argues that the main cause of the conflict in the Middle East is the influence of Western ideology which has not been accepted by both those in power and society, which has led to divisions and even wars. Democracy is an accepted model in many countries that cannot be applied in the Middle East. The author also criticizes the failure of the implementation of democracy and the liberal economy in the Middle East.

Pornographic content is very troubling in the recent technological development, the impact of pornographic content has caused various kinds of negative things, one of which is addiction to pornographic content, this paper aims to answer the problems raised, namely related to the act of accessing pornographic content. The research method uses normative juridical by examining primary legal materials such as laws, as well as secondary legal materials such as books, journals and so on. The results of the study include an overview of whether the act of accessing falls into the category of pornography laws. The results of this study contain that it is appropriate for the act of accessing to be included in the category of pornography laws so that changes to the law are needed related to the act of accessing sexual content.

The term "artificial intelligence" (AI) refers to technology becoming increasingly prevalent in many facets of human life. Nevertheless, significant concerns regarding social justice and privacy in the application of AI are also being noticed. This article explores the significance of ethics in developing artificial intelligence systems that can protect individuals' privacy and promote social justice. A qualitative methodology was used for this study, which consists of a review of previous research. As a result of this research, we describe what is artificial intelligence with examples of its use, ethics with its functions, how to embed ethics into artificial intelligence technologies, including robot and machine ethics. The following is an examination of AI and ethics from the point of view of privacy and social justice. In the context of the use of AI, offer some suggestions about constructing a more moral and accountable AI system.

El propósito de este artículo es presentar un conjunto de reflexiones teóricas y prácticas sobre la situación actual y propuestas para el futuro de los procesos de institucionalización e innovación de las administraciones públicas en América Latina. Más concretamente, los objetivos de este texto son dos: a) exponer de forma articulada y a modo de diagnóstico el conjunto de tensores reactivos que han dificultado, e incluso abortado durante los últimos años, los procesos de institucionalización e innovación de las administraciones público de América Latina; b) presentar un conjunto de tensores progresivos, a modo de propuestas, que deben ser fomentados e incentivados para lograr administraciones públicas en los países latinoamericanos que combinen una mayor fortaleza institucional con una mayor capacidad de innovación en la definición y gestión de sus políticas. Se trata de avanzar en el ambicioso propósito de combinar mayores capacidades institucionales, que brinden seguridad institucional y jurídica a las sociedades latinoamericanas, con un potencial superior de innovación para enfrentar las exigencias y requerimientos derivados de la modernidad.

This report compares the institutes of ancillary authority and implicit powers in the development of theory on administrative competences of Brazilian regulatory agencies. The delineation of the ancillary competence of the FCC was described based on judgments of the Supreme Court of the United States and the Court of Appeals for the District of Columbia. Doctrinal lessons and manifestations of Ministers of the Brazilian Federal Supreme Court were presented on the recognition of implicit powers to the necessary fulfillment of legal duties. Results – The confluence of these two theoretical approaches for the recognition of competences not directly expressed by regulatory agencies was demonstrated. The work contributes to the recognition of competences of the Brazilian telecommunications regulatory agency which, although not expressly provided, emerge as an imperative for the fulfillment of responsibilities directly given by law to that autarchy. The article presents a current legal institute in the North American tradition whose application to the Brazilian telecommunications area has not yet been established, despite its compatibility with concepts already accepted in Brazilian law.

Corruption is a major crime that harms state finances and the public interest. One way to fight corruption is to implement digital government to increase government transparency and accountability. The purpose of this study was to undertake a thorough review of the literature on government digitalization and anti-corruption.This study used a descriptive analysis approach to 99 articles obtained from the Scopus database in the 2019-2021 period. The data in the form of RIS is processed by using VOSviewer which showed that Government, Transparency, Corruption, Governance and Level are the most dominant concepts that are most often explained by researchers. This indicated that these four keywords have a very significant influence in studies on this topic. This research contributed to providing a reference for policy makers or relevant stakeholders in preventing corrupt practices through the application of digital government which is increasingly important during Covid-19. The limitation of this study lied in the reference source which only comes from Scopus and the short duration of data collection. Therefore, in order to produce a comparative, broad and comprehensive analysis, further studies need to include sources of other reputable international journals such as the Web of Science (WoS) and increase the duration of data collection.

This paper is intended to respond to the following questionings: facing national policies dismantling, which focused on regional development and heterogeneity obliteration among the different regions, how much can state tax and financial incentives alter inter-regional labor division and change territorial productive specializations? Do fiscal incentives necessarily change state industrial activity within national production? Do they bear straight relation to the state productive structures’ alterations? The subsidizing data, for the present analysis, illustrate that tax reduction do not necessarily contribute to regional industrial activity decentralization. Furthermore, many of the activities which were favored by the aforementioned incentives and presented spatial decentralization were also influenced, to a considerable extent, by other conditioning circumstances, mainly observed in non-durable consumer goods’ producing activities. This paper aims to show that the Ceará State policy of attraction of companies, since the years 2018-2022, was not capable of modify the participation of the state in the Value of the Industrial Transformation, neither promote significant changes in its productive structure in a way to offer greater diversification and bigger complexity of its industrial structure.

The tourism sector is an essential part of the coastal area. Therefore, there is a need for sustainable maintenance so that the tourism sector is maintained. The development of a sustainable tourism sector can be implemented through the green economy. In practice, the implementation of this green economy can also be used to increase solidarity among communities. This research then aims to see how green economy initiatives can increase social solidarity in the tourism sector in coastal areas. This research will be carried out using a descriptive qualitative approach. The data used in this study come from different research results and previous studies, which still have relevance to the contents of this research. The study results then found that the tourism sector in coastal areas has various challenges and obstacles. However, this problem can be solved by implementing a green economy. Through environmentally friendly practices, this can provide economic and social benefits that are more equitable to local communities. Then community involvement can be increased in managing the tourism sector, thereby strengthening environmental awareness and local culture. This, in turn, can increase social solidarity in society.
