Abstract

Public Street Lighting (PSL) is one of the complementary road buildings used to illuminate the road. Solar Public Street Lighting (SPSL) is used in several places in Indonesia. Based on the background above, the objectives of this study are (1) to obtain the results of technical analysis of SPSL, (2) to obtain the results of economic analysis of SPSL development using investment schemes. The research was conducted in Manokwari Regency, West Papua. The research data were obtained from the results of measurements on solar panels to solar charge controllers and measurements from solar charge controllers to batteries in sunny, cloudy or rainy weather conditions from 08:00 WIT to 17:00 WIT. Economic analysis is carried out to obtain the parameters of Net Present Value (NPV), and Benefit Cost Ratio  (B/C Ratio) with discount rates of  10% and 0%. The results showed that (1) based on technical analysis SPSL in Manokwari Regency has met public street lighting standards, in accordance with  the Minister of Transportation Regulation No. 27 of 2018 concerning street lighting equipment. (2) An economic analysis shows that the development of SPSL with investment schemes is not feasible because the NPV value  < 0 with an IRR of 10%, and a B/C Ratio of < 1. The construction of SPSL is economically feasible if the calculation of 0% IRR with the price of electricity per kWh reaches a value of IDR 14,411.32 or approximately ten times the price of Non-Subsidized PLN kWh electricity which is worth IDR 1,444.70.

Abstract

FGF21 has a role in modulating the uptake of macronutrients in the body. It is produced by the liver in response to high carbohydrate intake and acts as a signal to the brain to reduce carbohydrate intake. Liver is the main site for FGF21 production under the regulation of Unfolding Protein Response (UPR) in hepatocytes. FGF21 has an important role in regulating peripheral glucose tolerance as well as lipid metabolism. FGF21 expression in the liver depends on the PKR-like ER kinase (PERK)–eukaryotic initiation factor 2? (eIF2?)–activating transcription factor 4 (ATF4) pathway. FGF21 can regulate the expression of glucose transporter 1, and increase glucose uptake. In addition, research shows that FGF21 can reduce blood sugar levels and also body weight in mice1. FGF21 can also increase insulin sensitivity by suppressing hepatic glucose production and increasing hepatic glycogen content, so that this can improve systemic glucose intolerance and insulin resistance. The researchers attempted to discover the influence of Hibiscus sadariffa on FGF21 on Diabetes mellitus type 2 patients. The method used was literature review with data generated from various sources such as Google Scholar, Scopus, and Pubmed. FGF21 has an effect on the function of ? and ß cells in the pancreas organ. In the islets of the pancreatic organs of rats with DM, administration of FGF21 increased insulin levels, induced insulin secretion, and inhibited glucagon secretion.

Abstract

Thyroidectomy is generally performed by a surgeon with a short operating duration. Inadequate postoperative pain treatment results in several physiological and psychological outcomes, including prolonged hospital stays and the development of chronic pain. This study aims to compare the administration of ketorolac with a combination of ketorolac and bilateral superficial cervical plexus blocks to the total need for analgetic rescue after thyroidectomy surgery. This study used an experimental study with a single-blind randomized control trial method for both study groups. After surgery, group A was given an IV injection of 30 mg ketorolac, while group B was given IV injections of 30 mg ketorolac and bilateral superficial cervical plexus block under ultrasound guidance and 10 ml of 0.25% bupivacaine on each side of the neck before surgery was completed. Both groups would be monitored for 2 hours. The average value of total analgetic rescue needs in the patient group given ketorolac was 195.24 ± 72.72 mcg. While the total need for analgetic rescue in the group of patients who were given a combination of ketorolac and bilateral superficial cervical plexus blocks was 44.05 ± 19.21 mcg. The results of the unpaired T-test showed a p-value of 0.001. There is a significant difference in the total need for analgetic rescue in patients receiving ketorolac.

Abstract

Indonesian Agrarian Law recognizes the principle of horizontal separation which has consequences for classifying land rights. One of the granting and acquisition of land rights can be given to mining and plantation businesses. Even so, the granting of land rights to these two types of businesses still generates a lot of disputes . The dispute that occurred was overlapping in the granting of business licenses to mining businesses and/or plantation businesses, based on State Administration decisions issued by State Administration Officials that were not in accordance with statutory regulations and did not heed the General Principles of Good Governance in particular the principle of precision. The purpose of this scientific work is to provide a legal construction for resolving disputes over overlapping mining land and plantation land. The author uses a way of reviewing the applicable laws and regulations, existing theories and principles critically and systematically. The legal constructions offered are civil lawsuit to request compensation through the District Court to the State Administrative Officer who made the State Administrative Decision after the issuance of the State Administrative Court Decision which has a ruling granting the claim to cancel the State Administrative Decision which caused losses and has permanent legal force.

Abstract

HIIT has been known to improve cognitive function. In addition to its effect on the hippocampal area. After HIIT training, BDNF levels also increase in the spinal cord, cerebellum and several cortical areas through increasing levels of Insulin-like Growth Factor-1 (IGF-1). In neurons, BDNF is present not only in the cytoplasm, but also near the dendritic spines, which influences their development. BDNF stimulates the process of neuroplasticity, which is manifested in neurogenesis, stimulation of the plasticity of serotoninergic, dopaminergic, cholinergic or noradrenergic neurons, dendritogenesis, and synaptogenesis. Moreover, BDNF facilitates the growth and survival of neurons and microglial cells. It also participates in cell differentiation, potentiation of signal transmission, induction, and maintenance of long-term potentiation of the synapse enhancement. Because of these properties, BDNF enhances cognition and takes part in emotional processes, spatial orientation and learning, as well as body coordination. Evidence suggests that IGF-1 is a major determinant of the effect of physical exercise on BDNF levels and thus on cognition more generally. There is an upregulation of Fndc5 gene expression in skeletal muscle and an increase in irisin after prolonged resistance training in rats and humans following HIIT training. When hippocampal Fndc5 was upregulated during exercise, BDNF and other neuroprotective genes were also activated in the rat hippocampus. Exercise-induced adult hippocampal neurogenesis is associated with increased Fndc5 and BDNF genes thus enhancing cognition. Then, stroke is associated with neuroinflammation that affects the processes of neuroplasticity in the lesion core, penumbra and small areas such as the spinal cord.

Abstract

Referring to the principle of uti possidetis juris, the establishment of the boundary line on Sebatik Island was based on a previous agreement between the Netherlands and the British. It was stated in the 1915 Agreement between the Netherlands and the British, which declared that the boundary line follows a parallel line of 4º10' North Latitude. Unfortunately, The Boundary Agreement of 1915 does not mention the datum and reference ellipsoid used to determine the abovementioned 4° 10' North Latitude. The absence of a datum and reference ellipsoid causes disputes in determining the precise location of boundary pillars during the field reconstruction procedure. A joint survey between Indonesia and Malaysia in 1983 found that most of the boundary pillars on Sebatik Island were not precisely located along the 4° 10' North Latitude line and based on the results of the 10th meeting of the Joint Working Group on the Outstanding Boundary Problems in 2018, Indonesia and Malaysia agreed to re-demarcate the boundary, which was carried out in 2019. This study aims to determine the impact of the 2019 re-demarcation of the boundary line between Indonesia and Malaysia on Sebatik Island. The methods applied in this research are in-depth interviews, observation, and document studies. The results found that the 2019 re-demarcation resulted in exchanging areas between Indonesia and Malaysia. This area exchange generates uncertainty about land ownership by citizens in border zones.

Abstract

Drug Recommendation systems have the capability to recommend drugs. On daily basis, a huge amount of data is being generated by the patients. All the valuable data can be properly utilized for creating a reliable drug recommendation system. In this paper, the researchers aimed to propose a system for drug recommendations. The main scope of the system is to predict the correct medication based on reviews and ratings. The proposed system uses Natural Language Processing techniques (NLP) and Recurrent Neural Network (RNN). The researchers also considered various metrices such as precision, recall, accuracy, f1 Score, roc curve as the measures of the system performance. Natural Language Processing techniques were used for gathering useful information from patients data, and RNN is a machine learning methodology, that works really well when it comes to analysing textual data. The system considers various patient data attributes like age, gender, dosage, medical history, symptom in order to make appropriate predictions. As the result, the proposed system has the potential to help medical professionals in making informed drug recommendations.
