Abstract

The mining industry globally faces increasing pressure to enhance environmental performance and foster continuous improvement. According to the World Bank (2023), sustainable mining practices are critical for long-term operational viability, while McKinsey (2023) reports highlight that companies with robust environmental management systems achieve 15–20% better stakeholder confidence and regulatory compliance. The Gemilang Program is a continuous improvement initiative implemented at PT Putra Perkasa Abadi (PPA) Site BIB, aimed at enhancing the performance, value, and quality of the Environmental (LH) and Improvement aspects in the evaluation of Subcontractor Operational Responsible Persons (PJO). Based on the evaluation results of the second semester of 2024, the Environmental and Improvement aspect scores were 62.3 and 43.43, respectively (categorized as red–blue). These low scores pose significant implications for the sustainability rating and environmental reputation of national mining companies operating under stringent regulatory frameworks. Through the implementation of the Gemilang Program, various measures such as intensive mentoring, training, provision of standardized evaluation formats, and a reward-and-punishment system successfully improved the scores in the first semester of 2025 to 69.38 for the Environmental aspect and 61.09 for the Improvement aspect. These results represent significant increases of 11.36% and 40.66%, demonstrating the program’s effectiveness in fostering a work culture focused on continuous improvement.

Abstract

Background: Leptospirosis is a zoonotic infectious disease caused by Leptospira bacteria and remains a significant public health problem in tropical regions. Semarang City is one of the areas with a high risk of leptospirosis due to its geographical structure, frequent flooding, poor sanitation, and high population density. Data from the Semarang City Health Office in 2024 reported 32 cases and 5 deaths, with cases increasing during the rainy season. Several determinants, including behavioral, environmental, socioeconomic, and demographic factors, contribute to disease transmission. Objective: This study aims to identify the factors influencing the incidence of leptospirosis in Semarang City in 2024. Methods: A quantitative case-control study was conducted involving 96 respondents residing in Semarang City, consisting of 32 cases and 64 controls. Data were analyzed using univariate, bivariate, and multivariate logistic regression. Results: Bivariate analysis showed that gender (p=0.000; OR=51.13), the presence of rats (p=0.000; OR=0.094), the presence of livestock (p=0.002; OR=4.26), and the presence of garbage (p=0.000; OR=11.88) were significantly associated with leptospirosis incidence. However, age (p=0.393; OR=1.426) and education level (p=0.516; OR=0.684) were not significantly related. Multivariate analysis confirmed that gender (p=0.000; OR=287.491; CI=19.611–421.478), livestock (p=0.003; OR=60.152; CI=4.089–884.845), and garbage around the house (p=0.002; OR=52.681; CI=4.794–578.888) were influential factors. Gender was identified as the dominant factor, increasing the risk up to 287.491 times. Recommendation: Strengthened multisectoral collaboration between government agencies, communities, and healthcare workers is essential to enhance environmental sanitation, rodent control, and surveillance to prevent leptospirosis in Semarang City.

Abstract

Vocational education plays a strategic role in preparing competent human resources aligned with labor market demands. One approach is forming hard skills and soft skills through the implementation of Teaching Factory (TEFA). This study aims to explore the formation of these skills at TEFA SMK Warga Surakarta and identify factors affecting its success. Using a qualitative descriptive case study method, data were collected through purposive and snowball sampling with interviews, observations, and document analysis. The results show that hard skills are developed by having students operate machines and master design software. Students also learn to plan tasks, use measuring instruments, and consistently apply the 5R work culture. Soft skills develop through leadership practice, teamwork, direct communication with consumers, and public speaking during learning sessions. Additionally, students manage orders, take responsibility for supervising work, and adapt to various roles. Teachers act as instructors by providing competencies and creating tasks for students, while also assisting them during work. The industry partners supply practical jobs and evaluate student outcomes to ensure learning aligns with industry standards. This integrated approach at TEFA SMK Warga Surakarta effectively combines technical and interpersonal skills, preparing students for real-world challenges and enhancing their readiness for future employment.

Abstract

Toll road concession agreements in Indonesia often face complex dynamics requiring contractual adjustments between Toll Road Business Entities (BUJT) and the government. A significant legal issue arises when Old BUJTs fail to fulfill their obligations, necessitating scope reduction and subsequent transfer to New BUJTs. This process creates substantial legal uncertainties regarding the validity of the agreement post-amendment, proper mechanisms for scope reduction, and protection of the rights and obligations of all parties involved. Currently, no clear legal framework governs this mechanism, leading to ad hoc decisions that generate legal uncertainty for both Old and New BUJTs and potentially hinder the sustainable development of toll road infrastructure. This research employs a juridical-normative approach to comprehensively analyze the legal problems arising from the reduction of toll road business scope. It evaluates existing legal foundations and identifies ideal mechanisms to ensure legal certainty. The study's novelty lies in its specific focus on scope reduction as a distinct legal mechanism under the new regulatory framework of Law Number 6 of 2023 and Government Regulation Number 23 of 2024. The research implications provide crucial recommendations for developing detailed technical guidelines for scope reduction implementation, strengthening mediation and arbitration mechanisms in concession agreements, and establishing fair compensation frameworks. These findings are expected to contribute significantly to the improvement of toll road business regulations in Indonesia and to strengthening more transparent, fair, and sustainable infrastructure governance.

Abstract

South Tangerang City, a rapidly growing buffer zone for DKI Jakarta, faces increasing demands for spaces for economy, ecology, social interaction, sports, and recreation. To address this, expanding Public Green Open Space (GOS) is crucial. GOS serves ecological, social, cultural, aesthetic, and economic functions in urban planning. This study aims to: 1) analyze the adequacy and location of existing Public GOS in relation to the Spatial Plan (RTRW); 2) assess the potential land for additional GOS; and 3) formulate a strategy to increase the GOS area to 20% of the total city area. Using remote sensing, Weighted Sum Overlay, Analysis Hierarchy Process (AHP), and SWOT analysis, the results show that the current GOS area is 14.77% below the target, lacking 2,434 hectares to meet the 3,297-hectare target. The existing GOS covers 5.23% or 866 hectares. The potential to expand the GOS by 15.40% (2,539 hectares) would bring the total to 20.64% or 3,402 hectares. A defensive strategy is recommended to reduce weaknesses and avoid threats, including revising the RTRW to allocate at least 20% for Public GOS, creating regulations for green infrastructure and buildings, and promoting green economy programs.

Abstract

Special assignments to State-Owned Enterprises, as stipulated in Article 87C of Law Number 1 of 2025 concerning the Third Amendment to Law Number 19 of 2003 concerning State-Owned Enterprises, constitute an attributive right granted by law to the President of the Republic of Indonesia in carrying out his/her functions within the government, involving State-Owned Enterprises as entities specifically tasked with developing the national economy in specific business and industrial sectors. These special assignments can directly impact a particular industry, and while special assignments are a right vested in the President of the Republic of Indonesia, in practice, it is necessary to establish derivative regulations governing the procedures and clear units of value for implementing these special assignments. This is done to ensure that the government's efforts to develop the national economy are not hampered by issues of business monopoly practices, as stipulated in Law Number 5 of 1999 concerning the Prohibition of Monopolistic Practices and Unfair Business Competition.

Abstract

Domestic violence is a topic that has recently been discussed extensively, from ordinary people to public figures, becoming a trending topic on social media and national television. Victims of domestic violence are also experienced by husbands, with forms of violence that can be physical or psychological. However, the laws that have been formed are often understood by the general public as only providing legal protection to wives who are victims of domestic violence, leading to misunderstandings regarding husbands' rights to legal protection. This research aims to determine the regulation and protection of husbands who experience domestic violence. This research employs normative legal research methodology, using statutory and conceptual approaches. The legal materials consist of primary and secondary sources, analyzed through various legislative sources and legal expert references. The research results indicate that legal arrangements for wives who commit domestic violence against husbands according to Law Number 23 of 2004 concerning the Elimination of Domestic Violence consist of two forms: (1) prison sentences and fines, specifically regulated in Articles 44 to 49, with Article 44 specifically addressing physical violence; and (2) additional punishment, which shows that the form of punishment for perpetrators of domestic violence in positive law is regulated in separate regulations outside the Criminal Code.

Abstract

Employee performance is not only seen at the top manager level, but must also be seen at the middle manager and subordinates or staff. If only top managers have high performance, then the quality of service perceived by the public will remain low. This is because the implementers in the field are actually staff. This research is quantitative verification research using the causality method with a survey approach. Researchers use all members of the population as research objects. The total population in the study was 131 employees of the Regional Civil Service Agency for the West Java Provincial Government. The analytical tools used in this research are SEM (Partial Least Square). The results of the research state that 1) Competency, Job Placement, Job Satisfaction and Employee Performance have good criteria at the Regional Civil Service Agency of West Java Province, 2) Competency has a positive influence on the performance of employees at the Regional Civil Service Agency of West Java Province, 3) Job Placement has a positive influence on the performance of employees at the Regional Civil Service Agency of West Java Province, 4) Job Satisfaction has a positive influence on employee performance at the Regional Civil Service Agency of West Java Province, 5) There is Competence on Employee Performance with job satisfaction as a mediating variable, 6) There is Job Placement on Employee Performance with job satisfaction as a mediating variable.

Abstract

Communication in health services has an important role in building patient trust and loyalty to hospitals. Cardiac Services as a leading service at the Welas Asih Hospital in West Java Province recorded 9,177 visits to BPJS patients in 2024. The high number of visits with limited practice time causes interaction between doctors and patients to be limited, potentially causing dissatisfaction, especially in the aspect of communication. This study uses a quantitative descriptive analytical approach with the population of all BPJS outpatients who receive the services of cardiologists. The research sample of 106 respondents was obtained through accidental sampling techniques. Data were collected using questionnaires that had been tested for validity and reliability, then analyzed using multiple linear regression with the help of SPSS. The results showed that physician interpersonal communication (r = 0.751; p < 0.001) and service quality of cardiologists (r = 0.828; p < 0.001) had a positive and significant relationship with patient loyalty. Both variables explain the 69.8% variation in patient loyalty (R² = 0.698). Service quality was the most dominant variable that affected loyalty (? = 0.663; p < 0.001), while interpersonal communication had a smaller effect (? = 0.198; p = 0.043). This research confirms that good service quality and empathetic and clear communication of doctors can increase patient loyalty. Therefore, improving doctors' communication competence and strengthening service excellence in cardiac specialist services is very important to maintain patient trust and loyalty.

Abstract

This study aims to analyze the development of decentralization politics in Southeast Asia during the 2014–2024 period using a Narrative Literature Review (NLR) approach. The study focuses on four representative countries: Indonesia, the Philippines, Thailand, and Malaysia, each of which has distinct characteristics in the implementation of political, institutional, and economic decentralization. This study uses the NLR method with a narrative synthesis framework approach to identify, select, and synthesize scientific articles from the Scopus, DOAJ, and Google Scholar databases. The study results show that decentralization politics in Southeast Asia experiences a strong differentiation between democratic decentralization models (Indonesia and the Philippines) and controlled or constrained decentralization models (Thailand and Malaysia). The findings also indicate that the success of decentralization is influenced by a combination of political stability, regional institutional capacity, and the effectiveness of fiscal transfers. This article makes a theoretical contribution to the literature on decentralization politics and provides new research directions for understanding the relationship between institutions, power, and political economy in Southeast Asia
