Abstract

The mining industry requires an optimal mechanical workforce to ensure equipment reliability, operational efficiency, and sustainable productivity. However, workforce allocation is often determined using conventional approaches that may not adequately reflect actual workload variations, resulting in potential overstaffing or understaffing. This study aimed to determine the optimal number of mechanical personnel required in the Asset Management Group (AMG) Department of PT TMP by applying the Full-Time Equivalent (FTE) method and integrating the results with Key Performance Indicators (KPIs), the Balanced Scorecard (BSC), Strategic Workforce Planning (SWP), and expert judgment. A quantitative descriptive approach was employed using historical maintenance data collected from April to December 2025, including work orders, maintenance duration, manpower requirements, and effective working hours. The workload was converted into FTE values, validated through expert judgment, and subsequently evaluated against departmental performance indicators. The findings revealed that the average ideal workforce requirement was 21.8 mechanics, with a peak demand of 39 mechanics, while the actual workforce averaged 37.9 mechanics. Nevertheless, expert validation recommended maintaining a workforce level of 45–48 mechanics as a strategic manpower buffer to accommodate operational uncertainties during the project transition period. Integration with KPIs demonstrated improvements in Physical Availability (98.6%), Mean Time Between Stoppages (118.3 hours), Mean Time to Repair (3.2 hours), and Manpower Cost per Hour (USD 5.66). The study concluded that integrating FTE analysis with performance management and strategic workforce planning provided a comprehensive, evidence-based framework for optimizing workforce allocation and supporting long-term operational sustainability in mining projects.

Abstract

Thin-bed and pinch-out structures remain among the most challenging geological features to interpret accurately using conventional seismic reflection methods because wavelet interference alters reflection amplitude, waveform characteristics, and apparent layer thickness. These limitations often reduce vertical resolution and introduce uncertainty in identifying stratigraphic boundaries and estimating reservoir geometry. This study aims to compare the seismic responses generated by a conventional 45 Hz Ricker wavelet and a broadband frequency wavelet in imaging a wedge-shaped pinch-out model, with particular emphasis on waveform characteristics, amplitude behavior, and tuning thickness. The research employed a forward seismic modeling approach by constructing a wedge model with layer thicknesses varying from 50 ms to 1 ms. Reflection coefficients derived from the model were convolved separately with a single-frequency 45 Hz Ricker wavelet and a broadband wavelet synthesized from frequencies ranging from 1 to 150 Hz. The resulting synthetic seismograms were analyzed using waveform comparison, amplitude variation with interface separation, apparent thickness evaluation, and the Rayleigh resolution criterion. The results demonstrate that the 45 Hz wavelet produces a distinct tuning thickness of approximately 9 ms, characterized by maximum constructive interference and pronounced amplitude extrema. In contrast, the broadband wavelet exhibits significantly improved vertical resolution, with only minor tuning effects occurring at approximately 2–1 ms, enabling clearer separation of closely spaced reflectors and a more accurate representation of wedge termination. These findings indicate that broadband frequency wavelets substantially reduce tuning-related ambiguity and provide superior imaging performance for thin-bed interpretation, thereby supporting more reliable seismic stratigraphic analysis and reservoir characterization.

Abstract

Zakat, infaq, sadaqah, and waqf (ZISWAF) play an important role as Islamic social finance instruments that contribute to poverty reduction, community empowerment, and the improvement of social welfare. However, the effectiveness of ZISWAF management largely depends on the implementation of transparent, accountable, and standardized accounting practices. Many mosque-based institutions still face challenges in applying sharia accounting standards, particularly in the recognition, measurement, presentation, and disclosure of ZISWAF funds, as well as in the management of community-owned assets. This study aims to examine the implementation of ZISWAF accounting practices based on applicable sharia accounting standards and evaluate asset management practices at Baitul Iman Mosque, Depok Maharaja. This research employed a qualitative descriptive approach. Data were collected through in-depth interviews, observations, and documentation analysis involving mosque administrators, financial managers, and relevant supporting documents. Data validity was ensured through source and method triangulation, while data were analyzed through data reduction, data presentation, and conclusion drawing. The results indicate that the mosque has implemented several fundamental accounting practices in managing zakat, infaq, sadaqah, and waqf funds; however, its financial reporting system has not been fully aligned with comprehensive sharia accounting standards. The study concludes that strengthening accounting systems, improving human resource capacity, and developing integrated asset management procedures are necessary to enhance transparency, accountability, and public trust in mosque financial management. This research contributes to the development of Islamic accounting practices by providing empirical insights into the challenges and improvement strategies for ZISWAF governance in community-based religious institutions.

Abstract

The escalating conflict involving the United States, Israel, and Iran has generated strategic implications extending beyond the Middle East and significantly affected global maritime security dynamics. The Indo-Pacific region, as a center of global trade and a critical corridor for international energy distribution, has become increasingly vulnerable to the consequences of such escalation. This study aimed to analyze the impact of Middle Eastern conflict escalation on Indo-Pacific maritime security stability and formulate strategic measures to enhance regional resilience. The research employed a qualitative descriptive approach through a literature review, analysis of strategic documents, international reports, and scholarly publications related to maritime security and geopolitics. The findings indicated that potential disruptions in the Strait of Hormuz could affect Sea Lines of Communication (SLOCs), increase energy security risks, intensify the militarization of maritime domains, and heighten geopolitical uncertainty across the Indo-Pacific region. The study recommended strengthening Maritime Domain Awareness (MDA), enhancing maritime diplomacy, expanding regional security cooperation, and developing technology-based early warning systems as key strategies to maintain maritime security stability and strengthen national energy resilience.

Abstract

Public service organizations, including the Population and Civil Registration Office (Dinas Kependudukan dan Pencatatan Sipil / Dukcapil), have a constitutional obligation to provide quality, equitable, and transparent civil administration services, as mandated by Law No. 25 of 2009 on Public Services. The quality of human resources (HR) within the civil service apparatus is a determining factor in service effectiveness. Therefore, merit-based competency development, as required by Law No. 20 of 2023 on the State Civil Apparatus, is a crucial strategy that must be implemented effectively. This research aimed to identify and explore merit-based competency development policy strategies for improving the quality of civil servant HR at the Dukcapil Office of Merauke Regency, including the factors contributing to suboptimal implementation. The research employed a descriptive qualitative approach with an exploratory case study design, using document analysis and in-depth interviews with agency leaders, division heads, and implementing staff. The findings showed that although the competency development policy conceptually aligned with the principle of “the right person in the right place,” its implementation in practice still faced seven major obstacles. These included task placement that was not yet fully competency-based, development programs that were not sufficiently targeted and evenly distributed, less objective performance appraisal systems, limited facilities and technological support, unequal career development opportunities, inconsistent reward and sanction mechanisms, and weak inter-agency coordination. Among these challenges, the lack of targeted competency development programs and limited facilities and infrastructure were identified as the most urgent issues requiring attention. Addressing these challenges is essential to ensure that the merit system functions optimally and contributes to improving the quality of public services in Merauke Regency.

Abstract

Traffic congestion is a major urban transportation challenge resulting from the imbalance between rapid motor vehicle growth, limited road capacity, and uncontrolled land use development. This study analyzes the factors contributing to traffic congestion along Ketintang Street, Surabaya, a strategic corridor connecting the Ketintang area with Ahmad Yani Street and Gunungsari Street, where traffic conditions deteriorate to severe congestion during peak hours. A descriptive qualitative case study approach was employed using field observations as the primary data source and the Rencana Detail Tata Ruang (RDTR; Detailed Spatial Plan) of Surabaya, Transportation Agency data, and relevant literature as secondary data sources. The findings identified three principal causes of congestion: (1) the transformation of residential land into mixed-use commercial development without corresponding revisions to spatial planning policies; (2) infrastructure deficiencies, including an unpaved at-grade railway crossing and insufficient road capacity; and (3) operational and regulatory issues, such as inadequate traffic signs and pavement markings, illegal on-street parking, informal street vendors, and increased traffic generated by student travel during peak campus hours. The study recommends integrated interventions comprising short-term operational measures, including traffic management and enforcement against illegal parking; medium-term infrastructure improvements, such as paving the at-grade railway crossing and widening the roadway; and long-term spatial planning measures through revisions to the RDTR and the expansion of public transportation services. The findings confirm that traffic congestion along Ketintang Street is a multidimensional problem requiring coordinated management across the transportation, infrastructure, and urban spatial planning sectors.

Abstract

Over the past few years, the need for disclosing non-financial information has increased significantly, particularly regarding Environmental, Social, and Governance (ESG) aspects, as investors increasingly seek transparency in corporate practices beyond conventional financial reporting. This study aimed to analyze the relationship between ESG principles and corporate value, with an emphasis on how effective ESG implementation can enhance long-term value creation and sustainability. The research employed a Systematic Literature Review (SLR) approach, which involved identifying, evaluating, and synthesizing relevant evidence related to the research topic. A total of 30 selected articles were synthesized from an initial screening of 92 eligible articles based on predefined inclusion criteria. The findings, presented through a classification matrix, revealed that the impact of ESG disclosure on corporate value remained inconsistent across studies. These variations were influenced by regional contexts—for example, positive governance effects were more evident in Indonesia, varied across studies in Thailand, and remained significant in China even after the COVID-19 pandemic—as well as industry characteristics and external economic conditions, such as financial crises and macroeconomic uncertainty. Although the findings differed, the impact of ESG disclosure that was weak or insignificant in isolation was often strengthened when moderated by factors such as competitive advantage, governance mechanisms, and financing constraints. This study concluded that ESG disclosure alone was not sufficient to drive corporate value; instead, companies needed to integrate ESG practices with strategic advantages to achieve optimal outcomes. Future research is recommended to expand regional coverage and include broader industry sectors to generate more generalizable and comparable findings across different markets.Over the past few years, the need for disclosing non-financial information has increased significantly, particularly regarding Environmental, Social, and Governance (ESG) aspects, as investors increasingly seek transparency in corporate practices beyond conventional financial reporting. Abstract

Community-based waste management often remains limited to collection and recycling, while its integration with corporate social responsibility (CSR), social innovation, disaster preparedness, and food security has not been comprehensively assessed. This research develops a CSR–circular economy synergy model and examines its contextual applicability to the PASAR TERAS BERSAMA Program in Kuin Cerucuk, Banjarmasin. The main method was a Systematic Literature Review of 40 journal articles published between 2008 and 2025, complemented by a 109-page program-document analysis that was not counted as an SLR unit. Five themes emerged: circular-economy foundations and value-retention hierarchies; transformative CSR and circular business models; institutional conditions for community waste management; collaborative governance and social innovation; and organic-waste valorization through Black Soldier Fly, composting, aquaculture, and urban agriculture. The program analysis aligns with the literature through a waste–maggot–fish/compost–income chain and collaboration among three companies, government, academia, and communities. Reported outputs include 72 active members, 85 trainees, 210 educated students, and a total additional income of IDR 4,000,000 for five members. Nevertheless, stronger baselines, time-bound indicators, net-income calculations, waste mass balances, and independent impact verification are required. The proposed CSR–Circular–Food Synergy Model and evaluation matrix support more autonomous, transparent, inclusive, and measurable replication.

Abstract

Children in conflict with the law remain a significant challenge within juvenile justice systems because legal responses must balance accountability, child protection, rehabilitation, and social reintegration. Although Indonesia has established the Juvenile Criminal Justice System through Law Number 11 of 2012, the implementation of criminal sanctions and measures against children continues to face practical challenges, particularly in the application of diversion and restorative justice mechanisms at the law enforcement level. This study aimed to examine the implementation of criminal sanctions and measures against children within the jurisdiction of the Nabire Police Department, focusing on the application of diversion, restorative justice, and the factors influencing the handling of juvenile cases. This research employed a socio-legal approach that combined normative juridical and empirical juridical methods. Data were collected through legal document analysis, literature review, and interviews with relevant stakeholders, including police officers, victims, families, and community representatives. The findings indicate that the Nabire Police Department prioritized restorative justice and diversion as the primary approaches for resolving juvenile cases to prevent unnecessary formal criminal proceedings. The implementation process involved reconciliation between perpetrators and victims, compensation mechanisms, parental involvement, and coordination with child protection institutions. However, several challenges remained, including differences in victim acceptance, institutional limitations, and the need for stronger inter-agency cooperation. The study concludes that criminal sanctions and measures against children should be implemented proportionally by prioritizing rehabilitation and child protection principles while maintaining accountability. Strengthening institutional capacity, professional competence, and restorative justice mechanisms is recommended to improve the implementation of juvenile justice in the future.

Abstract

This research aims to determine whether local government expenditure is effective in improving the Human Development Index (HDI) in the 22 regencies/cities of East Nusa Tenggara Province during the 2019–2024 period, as well as to examine why this province has a high dependence on government spending but maintains an HDI below the national average. In this analysis, local government expenditure is used as an independent variable, while the Human Development Index is used as the dependent variable. In addition, poverty and GDP per capita at constant prices are included as control variables. The data analysis technique employed in this study is panel data regression analysis using the Fixed Effects Model (FEM). The results indicate that regional expenditure has a significant effect on HDI, while poverty has a significant and negative effect on HDI, and GDP per capita has an insignificant effect on HDI. In contrast, the negative and significant effect of poverty indicates that higher poverty rates are associated with lower human development outcomes. These findings imply that improving the quality, efficiency, and targeting of public spending, particularly in poverty alleviation and basic service delivery, is essential for enhancing human development in East Nusa Tenggara. This study contributes to the literature on fiscal policy effectiveness in eastern Indonesia and provides practical recommendations for more evidence-based budget planning and poverty reduction strategies.
