Abstract

Rapid and reliable determination of the proximate composition of milk powder is essential for quality assurance, nutritional labeling, and process control in the dairy industry. Conventional analytical methods, although highly accurate, are labor-intensive, time-consuming, and require extensive sample preparation and chemical reagents. This study aimed to develop and evaluate Fourier Transform Near-Infrared (FT-NIR) calibration models based on Partial Least Squares (PLS) regression for the rapid determination of moisture, protein, fat, and ash contents in milk powder according to the recommendations of ISO 21543|IDF 201:2020. A total of 304–912 representative milk powder samples were analyzed using standard reference methods to generate calibration data, followed by FT-NIR spectral acquisition using a Bruker TANGO spectrometer. Various spectral preprocessing techniques were evaluated, and the optimal models were validated through internal cross-validation using the coefficients of determination (R²), root mean square error of estimation (RMSEE), root mean square error of cross-validation (RMSECV), bias, and residual predictive deviation (RPD). The combination of Standard Normal Variate (SNV) and first-derivative preprocessing produced the best calibration performance for all analytes. The developed models achieved calibration R² values ranging from 0.9245 to 0.9949 and cross-validation R² values between 0.8996 and 0.9933, with low prediction errors and RPD values exceeding 3. These findings demonstrated that PLS-based FT-NIR calibration models provided accurate, rapid, and non-destructive proximate analysis, supporting their application as reliable tools for routine quality control in dairy laboratories.

Abstract

The X–Y Platform subsea pipeline owned by PT PHE OSES has been operating beyond its design life and has experienced significant degradation, as evidenced by 17 leakage incidents and the installation of nine repair clamps over the past five years. This condition requires strategic asset management decisions that consider not only costs but also technical and safety risks. This study aimed to develop a hybrid decision-making model integrating the Analytic Hierarchy Process (AHP) and the Bayesian Decision Tree (BDT) to determine the optimal pipeline replacement method. In this model, AHP was used to determine the priority weights of five main criteria: Cost, Health, Safety, Security, and Environment (HSSE), Technical, Flow Assurance, and Integrity. Subsequently, the BDT method was applied to combine these weights with historical failure probability data and posterior probability updates to calculate the utility values of four decision alternatives: Full Replacement, Segmented Replacement, Localized Repair, and Do Nothing. The results showed that the Integrity criterion received the highest priority weight (34%). Based on the posterior Expected Utility (EU) evaluation, Full Replacement was identified as the optimal alternative, with the highest EU value of 60.55, outperforming Segmented Replacement (52.23), Localized Repair (43.99), and Do Nothing (30.54). This integrated model provides objective technical recommendations to support management decision-making in effectively mitigating operational risks associated with subsea pipelines under conditions of uncertainty.

Abstract

Speaking is one of the most challenging language skills for English as a foreign language (EFL) learners to master, while advances in digital technology have created new opportunities to address this challenge. This study aimed to identify the types of digital technologies used in English speaking instruction, analyze their effectiveness, and describe the challenges associated with their implementation. This study employed a Systematic Literature Review (SLR) method following the PRISMA 2020 protocol. Searches were conducted in the Google Scholar and ERIC databases, covering articles published between 2021 and 2026. Ten articles were selected for analysis using content analysis. The findings showed that the digital technologies applied were categorized into five groups: mobile-assisted language learning, short-video social media platforms, synchronous computer-mediated communication, artificial intelligence (AI), and immersive technologies. Among the ten reviewed articles, seven reported positive effects on speaking fluency, vocabulary use, self-confidence, and motivation; however, improvements in pronunciation and speaking anxiety were not consistently observed. The main challenges identified included technical issues, the need for user training, limited personalization of technological feedback, and students’ preference for direct interaction. These findings indicate that technology selection should be aligned with specific learning objectives while maintaining the essential role of human interaction in language learning.

Abstract

Trafficking in persons through the non-procedural recruitment of migrant workers is still a problem because it involves unauthorized parties and increases the risk of exploitation. This study aims to examine the prevention of human trafficking in the context of accepting illegal migrant workers in Cirebon Regency. The research used a normative juridical method with a legislative approach. Techniques for collecting legal materials through literature studies, as well as observations at the Cirebon Regency Manpower Office. Law Number 21 of 2007 is the legal basis for the eradication of human trafficking, while Law Number 18 of 2017 regulates the protection and placement of Indonesian Migrant Workers. The results of the study show that Cirebon Regency does not have special regulations regarding the prevention and handling of the recruitment and departure of prospective migrant workers by brokers or individuals. Therefore, local governments need to establish special regulations, strengthen supervision, and increase public understanding so that prospective migrant workers use official channels. This step is necessary to prevent illegal trafficking from the early stages and reduce the possibility of exploitation of migrant workers working abroad.

Abstract

The Sacrament of Reconciliation serves as a means through which the faithful are reconciled with God and the Church; however, the congregation of Doan Arung Station, Saint Theresia of Lisieux Parish, Saripoi, has not received this sacrament since 2012. This study aimed to describe the understanding and practice of the Doan Arung congregation regarding the Sacrament of Reconciliation and to identify the factors influencing them. A descriptive phenomenological qualitative approach was employed, involving ten purposively selected informants: the parish priest, station leader, literate congregants, youth, and congregants with limited literacy. Data were collected through in-depth interviews, participatory observation, and document analysis, and were analyzed using Colaizzi’s method. The findings revealed four main themes: (1) a declining understanding of the sacrament that had not been reinforced since the 2012 catechetical instruction; (2) Father Danang’s ministry in 2012 as the primary sacramental experience remembered by senior congregants; (3) multiple barriers, including geographical distance and damaged roads, limited church facilities, restricted priest visitation schedules, literacy limitations, and reluctance within a small and closely connected community; and (4) a consistent desire among all informant groups for the restoration of this sacramental service. The study recommends implementing a more structured pastoral schedule, strengthening the role of lay catechists, and adopting oral catechetical approaches for congregants with limited literacy in remote mission stations.

Abstract

This study aims to design an effective governance framework for the utilization of big data as a complement to official statistical data, while preventing new complexities in data management and utilization processes. The research employs a quantitative descriptive approach based on the COBIT 2019 framework, focusing on the governance objectives selected through the design factor process, namely EDM01 (Ensured Governance Framework Setting and Maintenance) and EDM05 (Ensured Stakeholder Engagement). The object of this research was the official statistics office in Balikpapan City, East Kalimantan, with the scope limited to governance policy design and excluding technical software or tool implementation. Data were collected through questionnaires based on the COBIT 2019 Process Assessment Model, supporting documents, and stakeholder discussions, then analyzed through design factor analysis, capability level assessment, and gap analysis. The results indicate that both EDM01 and EDM05 are currently at Capability Level 2 (Performed Process), with most activities classified as Partially Achieved and Largely Achieved, indicating that governance processes have been implemented but are not yet fully standardized and consistently managed. Based on these findings, the target state (To-Be) is set at Capability Level 3 (Defined). Recommendations include formulating Big Data governance policies, establishing governance structures, developing standard operating procedures, implementing periodic monitoring and evaluation, and strengthening stakeholder engagement and communication to support structured, integrated, and accountable big data governance.

Abstract

Global security dynamics in recent years have demonstrated that regional conflicts can generate far-reaching strategic impacts on global economic stability, energy security, and maritime security. One region with significant influence on the global system is the Strait of Hormuz, which serves as a major route for global oil and gas transportation. Rising tensions involving Iran, the United States, and Israel indicate that disruptions to maritime chokepoints could affect energy security, international trade, and stability in the Indo-Pacific region. This study aimed to analyze the strategic implications of conflict in the Strait of Hormuz for Indonesia and formulate relevant maritime defense strategies in response to evolving global strategic dynamics. The study employed a descriptive qualitative approach through literature reviews, document analysis, and maritime strategy theory analysis. The analytical framework incorporated Alfred Thayer Mahan’s Sea Power theory, Geoffrey Till’s maritime strategy theory, Christian Bueger’s maritime security theory, and Arthur F. Lykke’s Ends–Ways–Means model. The findings indicated that Indonesia needed to develop a maritime defense strategy integrating Maritime Domain Awareness (MDA), maritime force modernization, maritime diplomacy, national energy security, and Whole-of-Government and Whole-of-Nation approaches. The lessons from the Strait of Hormuz demonstrated that modern maritime defense is not limited to military capabilities but also encompasses economic, technological, diplomatic, and comprehensive national security dimensions.

Abstract

Time overrun is one of the most critical challenges affecting schedule performance in construction projects. This study aimed to identify the factors contributing to time overruns, evaluate schedule deviations using Earned Value Management (EVM), and propose improvement strategies through the Critical Path Method (CPM) within the DMAIC (Define, Measure, Analyze, Improve, Control) framework for the electrical installation project on the 8th floor of Mall X. A mixed-methods approach was employed by combining primary data obtained from interviews with the Project Manager, Site Engineer, Supervisor, and Quality Control personnel with secondary data from project schedules, S-curves, and progress reports. The analysis was conducted using Schedule Variance (SV), Fishbone Diagram analysis, CPM simulation, and the development of a Standard Operating Procedure (SOP). The results showed that time overrun factors included Design, Material, Management, Method, and Man, with Design, Material, and Management identified as the dominant factors (100% occurrence frequency), followed by Method (75%) and Man (50%). EVM analysis indicated that schedule deviation began in week 11, with an SV of ?12.44% at the planned completion in week 17, indicating that actual progress reached only 87.56% of the planned progress and resulted in completion delays until week 20. The CPM simulation identified the critical path A–B–D–H–K–N–O with a total duration of 103 working days (approximately 15 weeks), compared with the existing 17-week schedule based on practical experience without structured scheduling methods, indicating a potential reduction of two weeks. This study proposed CPM implementation and an SOP for Project Schedule Performance Control to minimize time overruns in similar construction projects.

Abstract

One of the economic impacts of technological advancement, particularly the development of the internet, is the modernization of payment systems, which enables consumers to conduct transactions without using physical cash as a payment method (cashless transactions). Electronic wallets are digital applications that allow users to store electronic money and conduct payments or other financial transactions through mobile devices. This study aimed to examine and analyze the effect of perceived risk on the intention to use electronic wallets. This study employed a quantitative approach by distributing online questionnaires to 274 respondents who were electronic wallet users aged over 17 years. The testing stages included validity testing, reliability testing, and normality testing. The data were analyzed using simple linear regression analysis. The results indicated that perceived risk significantly influenced the intention to use electronic wallets, accounting for 31.3% of the variance. The findings demonstrated that higher perceived risk among users was associated with lower intention to use electronic wallets.
