Abstract

The Government has promulgated Law of the Republic of Indonesia Number 11 of 2008 concerning Electronic Information and Transactions as first amended by Law of the Republic of Indonesia Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Electronic Information and Transactions and amended again by Law Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 concerning Electronic Information and Transactions; and The government has also made derivative regulations in the form of Government Regulation Number 71 of 2019 concerning the Implementation of Electronic Systems and Transactions. Currently, the Government through the Ministry of Communication and Information Technology has also granted permission to agencies or legal entities authorized as Electronic Certification Providers (PSrE) that provide electronic certificate and electronic signature services. However, the fact is that today people still rarely or do not know how to use electronic signatures or electronic transactions in every agreement. Often people also do not know about the difference between electronic signatures or signature scans. People today also still doubt the legal consequences and legal risks that occur if electronic transactions and/or electronic documents are signed through electronic signatures. With the existing facilities and infrastructure made by the current government, people should be able to use electronic signatures in electronic transactions, both in buying and selling transactions, accounts receivable or the implementation of other agreements that are often carried out in the community. Therefore, this study aims to discuss and elaborate the implementation of provisions regarding the use of Electronic Signatures in electronic transactions and electronic contracts and also to provide an understanding of legal protection to facilitate and convince the public to be able to carry out transactions and agreements electronically.

Abstract

Evaluation of CT-scan image results of hemorrhagic strokes was carried out using the volume evaluation software method manually; this method has several weaknesses in that the measurement takes a relatively long time. This researcher applies a digital image processing program with the help of Matlab software by utilizing the segmentation process of the Otsu thresholding method to measure hemorrhagic strokes. To determine differences in the results of hemorrhagic stroke measurements using the software volume evaluation method and the Otsu thresholding method. Quasi-experimental research with a post-test only control group design on CT-scan images. Create an otsu thresholding design using the Matlab R2021a program. Digital images were used as data for 32 CT-Scan images of the head. Processing and analysis of the results in this research used quantitative methods using the Mann-Whitney non-parametric statistical test. Measurement of hemorrhagic stroke using the software volume evaluation method with the Otsu thresholding method shows that there is a difference with a value of 0.04 with a p value < 0.05 and the software volume evaluation method has an average percentage difference of 59% from the Otsu thresholding method. Measurements using volume evaluation software take longer than the automatic Otsu thresholding method, but the results are not better than the volume evaluation software method. The software volume evaluation method is better in measuring hemorrhagic stroke volume compared to the Otsu thresholding method.

Abstract

Climate change occurs due to global warming, resulting in irregular seasonal shifts and ecological disasters such as floods or droughts that cause substantial losses. This research aims to determine the influence of climate variability on drought conditions by analyzing drought using the Standardized Precipitation Index (SPI) method. The data used consists of monthly rainfall over 40 years, from 1981 to 2020, obtained from CHIRPS satellite and observation data located in Sleman District. From the 40-year data divided into ten-year periods, severe droughts occurred in the second and fourth periods, specifically from 1991 to 2000 and from 2011 to 2020. The highest frequency of drought occurrences from the entire dataset also happened during the 1991-2000 period. Climate variability, based on the Schmidt-Ferguson climate types, shows climate changes by calculating the Q value. Initially, from 1981 to 1990, the Q value ranged from 33.3 to 60, categorized under type C climate. However, from 1991 to 2000, the Q value ranged from 33.3 to 100, with climate types categorized as C and D. Climate pattern changes have occurred from 2001 to 2010, with climate types ranging from B to D. Spatial analysis scale changes were observed from 2011 to 2020. These conditions indicate climate pattern changes in Sleman District over the 40-year period. The relationship between drought index and SPI method with climate variability (Q) values indicates a weak to moderate relationship with a significance level of 5%. This suggests climate change affects rainfall patterns and drought levels. The correlation coefficient values indicate a moderate relationship, with correlation coefficient values ranging from 0.3 to 0.5 highest during period II (1991-2000) and period IV (2011-2020).
