Abstract

This study aims to determine and find the integration of legal science and theology as a single unit of moral ethics. This type of research is a qualitative post-positivist research. The research method used is a qualitative post-positivist research method with a descriptive approach. Data collection used is library books and literature, surveys, interviews that are appropriate as references. Research Subject Integration of Legal Science and Theology as a single unit of moral ethics. Research Object Integration of Legal Science and Theology as a single unit of moral ethics. The results of the study found that the Integration of Legal Science and Theology as a single unit of moral ethics can help increase moral awareness and form good behavior in various situations.

Abstract

Based on the results of the verification of claims at Pasar Minggu Hospital, the number of pending claims at the end of 2024 has increased both in terms of the number of claims and the cost of claims. In hospitals with a JKN service level of > 80%, the occurrence of pending claims can affect the hospital's cash flow. This study aims to analyze data on pending claim cases to be able to map the group of causes of pending cases. The method of writing the article used is a quantitative cross-sectional design, which is an approach based on data collection that can present information in a short time. As a result, the average number of pending cases at Pasar Minggu Hospital is 5.45% of the total number of claim files filed in 2024, while when viewed from the amount of pending claims, it reaches 17.13%. In inpatient services, the percentage of pending claims based on the number of files on average reached 1.02% and 15.48% when viewed from the value of claims. On the other hand, in outpatient services, the average number of claims based on files is higher, which is 4.43% and in terms of claim value, the portion is 1.66%. The cause of pending claims when reviewed from the number of files is the most due to the aspect of administrative completeness, which is 45.07%. Meanwhile, when viewed from the amount of cost or claim value, the group that caused the most pending claims was due to the aspect of coding rules at 44.10%. The factors that cause pending claims at Pasar Minggu Hospital consist of four factors: human (the service team and casemix have varying levels of understanding of coding and medical aspects, money (the budgeting process for updating coding knowledge and skills is not routine), method (the autoclosing system in the outpatient file claim process, in the inpatient claim process, the coding process is carried out at the end of the service), material (PPK updates have not been done regularly, so there are still variations in services), and machines (the coding system in SIMRS is still done with manual input).

Abstract

Throughout the world, the disease most people suffer from is heart disease. Likewise with Indonesia, many Indonesian people have heart disease. The cause of the high death rate from heart disease is still a lack of experts who can treat heart disease well. Apart from that, there is also a low level of public awareness to carry out regular checks on the development of their heart health. Because heart disease is still one of the main causes of death throughout the world and Indonesia, this is a topic to increase public awareness and explore the role of artificial intelligence (AI) in the prevention and early detection of heart disease. We explore what AI can do to prevent and cure heart disease, AI works by performing deep machine learning, and neural network learning and how it can be applied to analyze large data sets to identify risk factors, predict outcomes, and support decisions. clinical decisions. The focus is to leverage AI and improve early predictions for the public, personally providing patient care. In this article, readers can learn about the benefits and limitations of AI in the context of heart disease and emphasize the need for high-quality data in order to obtain appropriate analysis results. Finally, this paper suggests that other researchers carry out further research, such as improving the interpretability of AI models, expanding and searching for multiple data sources, and encouraging collaboration between government, society and medical personnel. The potential of using AI can reduce people's risk of heart disease and AI offers a path to better public health outcomes and more efficient health services to treat it and detect it early.

Abstract

Ruptur uteri pada awal kehamilan adalah komplikasi yang jarang namun berpotensi mengancam jiwa, sering kali disebabkan oleh trauma. Kejadian ini terjadi lebih sering pada wanita dengan bekas luka operasi pada uterus, dengan insiden 5,1 per 100.000. Diagnosis dan penanganan yang cepat sangat penting untuk meningkatkan outcome ibu dan janin. Penelitian ini bertujuan untuk menganalisis kasus ruptur uteri pada awal kehamilan yang disebabkan oleh trauma serta untuk menilai pentingnya diagnosis dan intervensi dini dalam menangani komplikasi ini. Penelitian ini merupakan studi kasus terhadap seorang wanita berusia 37 tahun, gravida 4 para 3, hamil 16-17 minggu, yang dirujuk ke IGD RSUDZA dengan keluhan sesak napas dan nyeri perut pasca kecelakaan lalu lintas. Pasien menjalani USG trans-vaginal dan laparotomi eksplorasi darurat. Hasil pemeriksaan menunjukkan adanya hematothorax dan hemoperitoneum, dan selama laparotomi eksplorasi ditemukan robekan pada fundus dan korpus posterior uterus dengan janin di rongga perut. Jahitan hemostatik dilakukan pada bagian uterus yang robek. Ruptur uteri pada awal kehamilan merupakan kegawatdaruratan obstetrik yang dapat terjadi akibat trauma dan harus segera ditangani untuk menghindari risiko tinggi bagi ibu dan janin. Tanda-tanda klinisnya tidak spesifik dan sering kali harus dibedakan dengan kondisi akut lainnya, seperti kehamilan ektopik. Penelitian ini menggarisbawahi pentingnya diagnosis cepat dan tindakan medis yang tepat dalam mengelola ruptur uteri, serta perlunya perhatian ekstra terhadap wanita hamil yang mengalami trauma untuk mencegah komplikasi fatal.

Abstract

The advancement of information technology compels governments to innovate in enhancing the quality of digital-based public services. One form of implementation of the Electronic-Based Government System (SPBE) is the immigration service transformation conducted by the Directorate General of Immigration through the launch of the Modul Lalu Lintas Orang Asing (Molina) application. This service enables applicants to submit stay permit applications online, streamlining and accelerating the service process. This study aims to analyze the implementation of SPBE in immigration stay permit services and identify emerging challenges. A qualitative descriptive method was used, with a case study at the South Jakarta Class I Non-TPI Immigration Office. The findings indicate that SPBE implementation through Molina has improved service efficiency and accessibility, but also presents new challenges, particularly in field monitoring and misuse of permits. The study concludes that successful digital transformation must be supported by adaptive control systems and stakeholder involvement. The implication is the need for strengthening institutional capacity and surveillance technologies to ensure the sustainability, accountability, and trustworthiness of digital public services.

Abstract

This research aims to analyze the resilience of domestic wastewater management infrastructure in Jakarta, especially the Jakarta Sewerage Development Project (JSDP), and formulate a number of policy recommendations. The method used in this paper is qualitative with an analytical type. In conducting the analysis and formulating policy recommendations, the researcher is based on an incremental model that emphasizes improvements to existing policies. The results of this paper indicate that the development of JSDP is a policy that is very much needed by the community to overcome the minimal coverage of domestic wastewater management services in Jakarta which has an impact on health. In order for JSDP to be a resilient infrastructure as well as an infrastructure to support social and economic resilience, the application of six principles of infrastructure resilience is needed. In addition, active community involvement in the decision-making process is also needed to create more measurable conditions and mutual supervision. Although the development of JSDP has reflected the goals of sustainable development, this project still poses challenges to the environmental dimension because it triggers deforestation and reduces the existence of green open spaces. Therefore, the researcher formulates several policy recommendations including general recommendations, recommendations related to technical and construction issues, recommendations related to environmental issues, recommendations related to social and institutional issues, and recommendations related to financing issues.

Abstract

This research is driven by the need of PLN Distribution Main Unit to mitigate the extreme risk of high account balances on the 21st of each month, which can disrupt cash flow and financial performance. One mitigation strategy is replacing conventional kWh meters with Advanced Metering Infrastructure (AMI), or two-way meters, which allow remote disconnection. The purpose of this study is to prioritize customers for meter replacement based on limited material availability and to optimize replacement routes under restricted team resources. The method used involves the K-means algorithm for customer segmentation, validated by silhouette score, which resulted in six optimal clusters. Genetic algorithm was then applied to determine the most efficient routes based on distance and time. The results showed that the optimal route had a minimum total travel distance of 1,434.29 km and a total time of 18,868.58 minutes, using a population size of 50 chromosomes and 500 generations. This study is expected to offer an effective solution for improving operational efficiency and risk mitigation at PLN.

Abstract

Rabies is a fatal zoonotic disease caused by Lyssavirus from the Rhabdoviridae family, which primarily affects the central nervous system. Once symptoms manifest, the case fatality rate exceeds 99%, making it one of the deadliest viral infections. The high mortality rate emphasizes the urgency of preventive measures. This case report aims to highlight the clinical features, diagnostic challenges, and management of symptomatic rabies in humans and reinforce the importance of Post-Exposure Prophylaxis (PEP). A descriptive clinical case report is presented of a 41-year-old male who developed rabies symptoms three months after a dog bite, having not received PEP. Clinical presentation included hydrophobia, vomiting, restlessness, and paresthesia. The patient was treated symptomatically with intravenous antibiotics, antipyretics, gastric protection, and psychiatric support, alongside monitoring in a special care unit. The results show that despite comprehensive symptomatic management—including ceftriaxone, paracetamol, omeprazole, and haloperidol rabies remained untreatable at the symptomatic stage. This case underscores the critical window for prevention before the onset of symptoms. Rabies remains incurable once neurological symptoms appear. Thus, in any suspected exposure to potentially rabid animals, prompt and complete post-exposure prophylaxis  comprising wound care, anti-rabies vaccine, and rabies immunoglobulin is essential. This case reinforces the public health importance of early intervention to prevent fatal outcomes.

Abstract

Digital transformation driven by the smart city concept has encouraged local governments to integrate information technology into public services. However, high dependency on information systems without adequate risk management poses serious threats to organizational effectiveness, service continuity, and public trust. This study aims to design IT governance and risk management at the Department of Communication and Informatics (Diskominfo) of a district government using the COBIT 2019 framework, focusing on domain EDM03 (Ensure Risk Optimization) and APO12 (Managed Risk). A descriptive-qualitative method was employed using capability assessment through questionnaires, observations, and interviews with 12 key respondents mapped using the RACI model. The results show that the risk governance capability in EDM03 is at Level 2 (Managed), while APO12 is at Level 3 (Defined). The gap analysis reveals the need to strengthen procedural documentation, integrate risk reporting systems, and increase awareness of IT security. This study provides comprehensive risk mitigation recommendations across people, process, and technology aspects. If properly implemented, these strategies are expected to enhance service efficiency, reliability, and institutional readiness for secure and sustainable digital transformation.

Abstract

Dams are critical infrastructure that faces maintenance challenges due to resource limitations, fragmented data, and inefficiencies in workflow management. Building Information Modeling (BIM), by integrating multidimensional data, offers a promising solution to address these challenges by improving maintenance operations through better data visualization, coordination, and decision-making. The purpose of this study is to investigate how BIM can improve the efficiency and performance of dam maintenance operations in Indonesia. This study uses a mixed method approach, which combines qualitative and quantitative methods. Data was collected through semi-structured interviews with dam maintenance experts and engineers, as well as field observations of projects that implemented BIM. The analysis also involves a review of relevant literature on global BIM applications. Quantitative data is analyzed using statistical tools, while qualitative data is coded to identify key insights and themes. The results show that BIM significantly improves dam maintenance efficiency by optimizing maintenance scheduling, resource allocation, and structural monitoring. BIM's 3-Dimensional (3D) modeling capabilities enable early detection of structural problems, improve safety, and reliability. In addition, the study identifies scalability challenges for small-scale projects and recommends tailored solutions to ensure wider deployment. This research contributes to the development of sustainable maintenance strategies for critical infrastructure, especially in developing countries such as Indonesia.
