Abstract

One of the entrances for women in politics is through kinship. In the 2020 regional head elections in Central Java, the nomination of women from incumbent families or political elites took place in various regions. Some have political experience; some have less experience. This paper examines how the nomination and victory of female candidates, whether because of kinship, or the need for experience, personal qualities, or other reasons. This research is descriptive with a qualitative approach, using data from the results of the vote, candidate data, and some related information. This study found that female candidates with kinship relations do not always win elections, but must have political capital, social capital, and competence, as well as support from political parties.

Abstract

The presence of the phenomenon of kinship politics in the 2020 Simultaneous Regional Head Elections triggers a controversy that revolves around its implementation. The existence of kinship politics is feared to have an impact on efforts to achieve the ultimate goal of regional autonomy, namely public’s welfare and a dignified quality of life. The purpose of this research is to map the potential problems and identify the challenges of achieving the ultimate goal of regional autonomy. This research uses a literature study as an analytical tool to answer the objectives of the study. Discussions about kinship politics in Indonesia present a perceptual dichotomy, where on the one hand this is not a problem when the local leadership of kinship politics is able to bring prosperity together. However, on the other hand, this can become a problem when political actors abuse power that perpetuates the strengthening of the oligarchy and ignores the original goal of decentralization, namely, to bring prosperity and a dignified quality of life. Candidates who are affiliated with kinship politics face a fairly formidable challenge, namely, to strengthen regional competitiveness in a sustainable manner based on the principle of transparency in order to maintain public trust during the COVID-19 pandemic.

Abstract

Indonesia has been going through long and difficult times to be an independent country. The struggles to break from colonialism out were in concordance with Indonesia's efforts to maintain and secure its territorial sovereignty. Upheavals, threats, and even separatism often arose in various parts of the country, even since the early days of Indonesia's independence. Aceh is no different. The perceived injustice in the distribution of benefits from natural resources had led to conflict in Aceh in the past. To deal with this issue, through the enactment of the Law No. 11 of 2006, the central government granted the special autonomy status for Aceh to induce peace and security, while achieving social justice within the province. The special autonomy status was also intended to accelerate the economy and improve education, quality of life, health, and infrastructure. The implementation of the special autonomy and how it contributes to the improvement of the welfare of the Aceh residents are critical and interesting to analyze. In this study, the “welfare” was analyzed based on four aspects of analysis: (1) poverty alleviation, (2) unemployment alleviation, (3) Human Development Index (HDI), and (4) Gini Ratio. The study adopted a qualitative exploratory research design, in which data were derived from analysis of secondary sources obtained through literature review. The results of the study showed that Aceh was heavily dependent on the Special Autonomy Fund. The Aceh Provincial Government set seven priority sectors: infrastructure, economic empowerment, poverty alleviation, education, social, health, and Aceh privileges. Furthermore, other than improving the Gini Ratio, the Aceh special autonomy fund has had a positive impact on the welfare of the Acehnese in general.

Abstract

Aceh as a region rich in natural resources is still trapped in the paradox of plenty phenomenon. This is ironic if you look at Aceh, which is the poorest region on the island of Sumatra and the welfare of its people is low. This is of course a stark contrast that natural resource wealth should be able to make Aceh more prosperous from various sides. Law No. 18 of 2001 concerning special autonomy for Aceh was basically born as an attempt by the government to bring Aceh out of Aceh from the paradox of plenty. This means that none other than the goal of these efforts is welfare for Aceh. This type of research uses a qualitative approach with library research methods. Meanwhile, the stages of this research consist of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The results showed that special autonomy was not able to bring Aceh out of the paradox of plenty phenomenon. This means that the goals of welfare by creating low poverty, high HDI, high IDI, and low unemployment still seem to have not been completed. In addition, the presence of special autonomy arrangements for Aceh turned out to give birth to new challenges in the field of governance. So far, the disbursement of special autonomy funds has not been able to be managed evenly so economic and social inequalities still occur in Aceh. There is a tendency that the implementation of Aceh's special autonomy for the past two decades has been exploited by certain politically related groups. The DOKA disbursement, which began in 2008 from the central government, has not been felt by the people of Aceh to this day. This finding is certainly a critical reflection for the government to evaluate this asymmetric arrangement in a comprehensive and sustainable manner for the welfare of Aceh.

Abstract

After two decades of implementation of the special autonomy in Aceh, with Islamic Sharia becoming part of its legal system, some of Aceh's problems prevailed, especially those related to people's welfare. Whether the special autonomy granted to Aceh can improve the welfare of the people remains questionable. As a legal instrument in Aceh, the Qanun seemed to be unable to improve the people's welfare. Despite having enacted Qanun Number 11 of 2013 on Social Welfare, Aceh is still one of the ten poorest regions in Indonesia. This raises questions about the effectiveness of the Qanun in improving the welfare of the people. As such, this study is important to be carried out to find out the relevance of Qanun in improving the welfare of the people in Aceh. This study aimed to answer these questions: (1) What are the roles of Qanun in Aceh's special autonomy era? (2) What is the future of Qanun in creating welfare in Aceh? The purpose of this study was to (1) describe the role of Qanun in Aceh’s special autonomy era, and (2) predict the future of Qanun in creating welfare in Aceh, as well as provide recommendations to solve problems related to the ineffective implementation of Qanun. This study used a qualitative approach, and the type of this research was normative-juridical. The focus of the study was the special autonomy in Aceh and the role of Qanun in improving the people's welfare. Data were taken from primary and secondary legal materials using literature reviews. A triangulation was used to check the validity of the data, and the interactive model was used to analyze the data. This study found that Aceh already has several Qanuns regulating matters related to the welfare of the people. However, to attain a prosperous future for the people of Aceh, more Qanuns regulating various aspects of the economy are needed.

Abstract

The background of this study was the need to see the level of professionalism of the State Civil Apparatus (Aparatur Sipil Negara/ASN) in regions with Special Autonomy status. This need arose due to the many reports, findings, and results of studies that showed unprofessional ASN services in the Special Autonomy regions. Cases such as corruption, low quality of public services, and other complaints are some examples of cases of the many unprofessional cases in the Special Autonomy regions. This study aimed to look at the level of professionalism of ASN who were serving in Special Autonomy provinces during the time of the study, such as Aceh, Papua, and West Papua. The purpose of this study was to see the level of ASN professionalism in those provinces. The method used was a quantitative approach with data collection techniques using data processing documentation excavation techniques. The professional level was measured from the ASN Professionality Index (ASN PI), as issued by the National Civil Service Agency (Badan Kepegawaian Negara/BKN), and the level of leadership competence, which was based on the participation of High-Ranking Officials (JPT) in National Leadership Training (PKN) issued by the State Administration Agency (Lembaga Administrasi Negara/LAN). This study found that the level of ASN professionalism in the Special Autonomy provinces was not good. Of the two variables in this study, only the competency development variable showed good results. However, the professionalism variable did not show similar results. This result was in line with the results of several previous studies and reports or facts on the field. The unprofessionalism of ASN in the Special Autonomy provinces has caused many issues. Based on the results of this study, it is recommended that the ASN in the Special Autonomy regions be given special attention to foster and improve their professionalism and competence to enable the improvement of the public services in the Special Autonomy regions.

Abstract

Tri lustrum implementation of special autonomy in Aceh requires evaluation of all dimensions of regional autonomy. Evaluation notes are important as a basis for developing a special autonomy policy framework in the future. This study aims to present a corrective note on the implementation of special autonomy in Aceh Province and its regencies and cities. This research uses a qualitative descriptive approach with literature study and spatial analysis methods. The novelty presented in this article is the presence of a multidimensional discussion of special autonomy to see the performance of Aceh over the past fifteen years. The urgency is the amount of the Special Autonomy Fund for the sixteenth year to the twentieth year, which is equivalent to 1% (one percent) of the ceiling of the National General Allocation Fund (DAU). Significant spatial changes have occurred in the last fifteen years in Aceh, although they are still slower than other areas in Sumatra. Another problem that arises in this study is the stagnant position of Aceh as a region that is not yet fiscally independent. The political dimension also shows that the people's political preference for local parties in Aceh has weakened. This study also highlights the absence of a standard reference regarding the division of authority between the Central Government, Aceh Government, and Regency/City Governments. In conclusion, special autonomy in Aceh has not been running optimally and requires reform of the Special Autonomy policy as a corrective effort to several problems presented in this study.

Abstract

The special autonomy fund expires in 2021, according to Law Number 21 of 2001 respecting Special Autonomy for the Province of Papua. As a result of this provision, political turmoil occurs. Law Number 2 of 2021 was immediately enacted by the government. There are still major issues that have not been resolved and will recur in the future, such as the lack of a complete and ongoing examination of the use of special autonomy funds. The goal of this research is to develop a unique autonomy evaluation model for Papua and West Papua Province. The CIPP Model (Context, Input, Process, Product) and the Gap Analysis Model were used in this study. The two models are used to assess education, health, infrastructure, and affirmation funding, which are the four key areas of focus for the utilization of special autonomy funds. The CIPP evaluation model can be used to comprehensively evaluate the use of special autonomy funds in two provinces in four areas, according to secondary data analysis and focus groups with stakeholders in the provinces of Papua and West Papua, as well as the cities of Jayapura and Sorong, including government officials, traditional leaders, youth leaders, women's leaders, and members of the Papuan People's Assembly (MRP). In the meanwhile, gap analysis can be used to map problems and solutions for the utilization of special autonomy funding in research sites.

Abstract

Issues of human rights violations, poverty, unemployment, low HDI, low access to education, and poor health are the most important parts of the concept of human security introduced by the UNDP report 1994. These issues have not been adequately addressed in Papua. The purpose of this study was to review the special autonomy arrangements in responding to security issues in Papua. This review was interesting to study because special autonomy has been considered irrelevant to address the human security issues in the province. Human security and special autonomy should be linearly related to each other. As such, the issues of human security should be addressed before the welfare of Papua can be improved. This study used a qualitative approach with a literature study method. The authors collected data through various works of literature in online media, official publications, and others. Meanwhile, the authors followed the Creswell concept to conduct the stages of the study, which consisted of identification of the problem, literature study, determination of study purposes and objectives, collection of data, analysis and interpretation of data, and reporting of the result. The results of the study showed that the implementation of special autonomy and the disbursement of special autonomy funds have been unable to respond to human security issues in Papua. Efforts to improve the welfare of Papua were marred by a conventional security approach. Therefore, these efforts failed to improve the welfare of Papua, triggering ongoing conflicts. Various human security issues in Papua were not addressed properly, such as issues on human rights, public services, health, HDI, economic inequality, and education, which affect its welfare.

Abstract

Special autonomy is a political consensus on the desire of the Papuans to live in prosperity by considering their indigenous rights. Two decades of the implementation of Special Autonomy for Papua, it is still considered ineffective to answer the crucial demands, such as political rights, material welfare, and indigenous participation in the development. Political participation of Papuan indigenous (OAP) is expected as the main issue of which has crucially affected the mandatory aspects, such as political conductivity, development objectivity, social welfare, and security. This research aims to figure out the importance of political participation to the OAP and how it can affect the special autonomy enforcement in Papua. The results show that political participation of Papua considerably contributes to the local institutional involvement, addressing political conductivity, directing the development target, and realizing the deliberative policy. In other findings, political supervision is highly required to be evaluated in ensuring the optimizing of political participation for OAP.
