Abstract

This article aims to show the public expenditure of the Kulon Progo Regional Government responds to welfare issues with a pro-poor budget approach. Currently, Kulon Progo Regency is still the area with the highest poverty rate among regencies/cities in D.I.Yogyakarta. This condition becomes ironic because this area is under the Regional Government, which has the status of receiving special autonomy. This arrangement impacts the disbursement of special funds to Kulon Progo so that its fiscal capacity becomes large. This type of research uses a qualitative approach with the library research method. While the stages of this research consisted of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The study results show that Kulon Progo's public expenditure has not been able to bring this region out of the issue of inequality. The issue of poverty, the low human development index, the high open unemployment rate, and even the low allocation of public expenditure on infrastructure impacts the predicate and image of Kulon Progo, which has not been separated from this issue. In addition, in the aspect of public expenditure, especially based on budget allocations that are pro-poor, in fact, they have not fully accommodated their interests. This can be seen from the data analysis on the issue of inequality in the Kulon Progo Regency, which has not been properly resolved. This reality in the context of Kulon Progo is interesting to study because, with a large enough fiscal power capacity, it has not been reflected in public expenditure oriented towards the people’s welfare.

Abstract

This paper aims to analyze the effect of fiscal decentralization on green development efficiency. This paper uses efficiency analysis: Slack Based Model to measure an efficiency score and dynamic panel regression: Generalized Method of Moments to maintain a correlation between fiscal decentralization and efficiency score. This study uses the environmental quality index and regional budget expenditure as analytical fiscal variables. The results show that the original regional income positively affects the efficiency of green development. Meanwhile, provincial spending and population have negatively affected green development efficiency. The influence is due to behavior where in the short term, the region that has just been built will have an impact on reducing the efficiency level, then gradually increasing efficiency driven by the presence of local indigenous income. The uncited form of spending from local governments sometimes only focuses on the orientation of economic growth and physical achievement to slightly ignore the environmental aspect.

Abstract

The Ministry of Home Affairs (MoHA), through the Directorate General of Regional Financial Management, created several strategies through several policies to accelerate regional spending. However, the strategies did not increase the realization of the Regional Budget (APBD). Therefore, this study aimed to analyze the strategy implemented by the Ministry of Home Affairs and why these strategies did not significantly impact the absorption of APBD. This study used a descriptive qualitative method with library research.  The study found that one of the strategies, the Memorandum of Understanding between several ministries/agencies for early procurement, has not been effective in alleviating the doubts of regional governments. One possible solution is to ensure that early procurement by regional governments coincides with the preparation of RKA SKPD, as per Presidential Regulation No. 16 of 2018.  MoHA should also promote the use of Evidence-Based Policy (EBP) in regional financial management and encourage the establishment of the Regional Financial Management Laboratory Unit (UPTLPKD). Finally, MoHA should prioritize the development of infrastructure that was delayed due to the COVID-19 pandemic in 2020 and 2021.

Abstract

Women have played an important role in welfare development through government spending. There is a tendency for areas with a low level of welfare to be synonymous with development that does not provide space and opportunities for women. Whereas in reality women are part of the welfare element itself. This research uses a qualitative approach with the method of literature study. The author collects data through various relevant literature, either in online media, official media, and other literature. Meanwhile, researchers in carrying out this research stage used the Creswell concept. The stages of this research consisted of problem identification, literature search, research aims and objectives, data collection, data analysis and interpretation, and research reporting. The results of the study show that the low level of welfare in Gunungkidul is in line with the weak condition of women in the development budget. This can be traced with the logical implications of the development indicators that have been implemented in Gunungkidul. For example, if you see a high poverty rate, a weak human development index, a weak gender development index, and a low gender empowerment index, this shows how fragile well-being is from within. This is also relevant to the revenue budget, especially from tax collections which are also weak, reinforcing how welfare issues are still a problem today. Therefore, the main key in advancing welfare development in Gunungkidul is placing women not only as objects but also as subjects in building welfare that is inclusive and fair.

Abstract

The issue of politicization in the education sector has garnered significant attention in everyday discourse, yet its exploration in academia remains limited. Often, government policies fail to align with public expectations. This study delved into the public debate surrounding the abrupt discontinuation of the scholarship program at SMAN Bali Mandara by the government, seeking to investigate the underlying reasons. The rationale behind the government's decision to discontinue scholarships, while allocating substantial funds to other sectors, remained unclear, as did the subsequent impact of the discontinuation. Consequently, the public and education activists demanded clarification from the government. This study aimed to examine the politicization of the education budget by analyzing the APBD report and public responses. Rather than providing scholarships, the government prioritized the construction of new school infrastructure in various regions. This study employed a qualitative approach with a literature review method. The author collected data from APBD reports, BPS data, online mass media, scientific articles, and other sources to support an in-depth analysis. The study encompassed problem identification, literature review, determination of the study's purpose and objectives, data collection, data analysis, interpretation, and reporting of results. The study revealed that the government abruptly and unilaterally discontinued the scholarships at SMAN Bali Mandara. The government justified this action by claiming it aimed to equalize all schools. Under the pretext that all schools should admit underprivileged students, not just SMAN Bali Mandara, the government concentrated its efforts on constructing 14 new schools. However, based on the analyzed data, this study found that this policy was neither effective nor efficient.

Abstract

The practice of political bondage (ijon) in electoral political events is a threat to democracy, which to this day is still relatively limitedly studied. This creates minimal gaps in how to view the phenomenon of high electoral political financing from the perspective of natural resource politics. So far, natural resources have always been viewed as inanimate objects. However, in the study of natural resource politics, this object is not neutral. The presence of the political bondage system which is a small part of the form of transactional politics in the informal democratic space has actually become the identity and characteristic of electoral politics in Indonesia. In the context of political bondage, the exchange of roles between patron becoming client and, vice versa, client becoming patron will continue to recur. This research uses a qualitative approach with library research methodology. Researchers collect data through secondary data, namely various relevant literature, starting from media, books, journals, news reports, formal institutional data, and other data which is sorted according to research needs. The results show that the practice of political bondage still fulfils and always colors electoral politics in Indonesia. This informal democratic practice leads to high levels of financing of electoral politics. Interestingly, the involvement of corporations in funding general elections outside of political party funds also has an impact on reciprocation for the management of natural resources. The development of transactional political practices in informal spaces will create challenges for the quality of democracy: the birth of corrupt behavior, the weakening of the government structure, dynastic-oligarchic politics, and the increase in electoral political financing. The conclusion is that the practice of political bondage will always grow in the space of informal democracy. The relationship between the public sector, elites and the private sector will always exchange roles as patron and client according to the conditions and electoral political map in the field.

Abstract

This study has two objectives: First, to examine high-cost politics in Indonesian elections; Second, to propose measures to strengthen the Ministry of Home Affairs’ authority in political finance supervision and enhance regulations to promote electoral transparency, using the recent Indonesian elections as a case study. Indonesia’s political process is characterized by high-cost politics, where candidates often face pressure to raise substantial funds to finance their election campaigns. Consequently, elections, meant to serve as a democratic platform for all Indonesians, frequently become subject to abuse by individuals seeking to attain power. The primary goal of this study is to gain a comprehensive understanding of the high-cost politics in Indonesian elections and its impacts on democratic integrity. The study utilized a normative juridical methodology, incorporating statutory and conceptual approaches. The findings indicated that transactional and money politics, along with high-cost politics in Indonesia’s elections, pose a serious threat to democracy. The Ministry of Home Affairs and the General Election Supervisory Agency must strengthen their legal instruments to monitor political party finances. Furthermore, political actors must be encouraged to reduce high-cost politics.

Abstract

This research stems from the issue of lack of transparency in the use of government funds by political parties in the Special Region of Yogyakarta (DIY) during the 2019 Legislative Elections, particularly regarding campaign funds. This lack of transparency raises various issues, such as discrepancies in the reporting of fund usage, insufficient alignment in transparency, and the absence of strict sanctions from the election organizers. These conditions trigger suspicion, apathetic attitudes, and weak coordinated efforts, which potentially undermine the principles of justice in democracy. Data were collected through interviews, documentation, and analyzed descriptively based on four transparency indicators: document availability, clarity of information, process openness, and regulatory framework. The research findings indicate discrepancies and misalignment in the transparency of campaign fund reporting in the 2019 Legislative Elections, as well as minimal sanctions from the election organizers. This results in increased suspicion, apathetic attitudes, and weak coordination, which threaten the principles of justice in democracy.

Abstract

This study examines the misuse of private political donations in the 2018 regional head elections in East Kalimantan. The high political cost of patron-client relationships, where entrepreneurs act as patrons and candidates act as clients, motivates this study. The study aims to investigate political influence in the 2018 regional head elections in East Kalimantan. It employes a literature review, utilizing secondary data from journals, national survey results, and government publications relevant to the research problem. The findings indicate that concerning the issuance of mining business permits (IUP), there is political influence in the regional head elections in East Kalimantan. In 2017, the number of IUP were 1,194. This number increased to 1,404 from 2018 to 2020. Out of these, 428 IUPs have not yet been certified as Clean and Clear (C n C), and 160 are classified as illegal mining.

Abstract

The issue of money politics in Indonesia has severely undermined democratic integrity, affecting equality in political participation, increasing the risk of corruption, creating disparities in political access, influencing public policy-making, and damaging public perceptions of the political system’s credibility. This study aimed to explore how other countries address the challenges of money politics and offered concrete solutions to strengthen democratic integrity. Using a comparative approach, the study examined money politics policies and practices, as well as assessed the effectiveness of anti-corruption and transparency measures in South Korea and Europe. The findings revealed that strict regulations on campaign financing and oversight by independent bodies have effectively mitigated money politics practices in these countries. Consequently, Indonesia is encouraged to adopt a similar approach by establishing an independent oversight body and fostering active public participation to address the challenges of money politics and high political costs, promote equitable political participation, and strengthen democratic integrity.
