Abstract

Village development is one of the main pillars in the effort to improve community welfare and promote economic equity. Although the number of advanced and self-sufficient villages has continued to increase, the gap between rural and urban areas remains significant, particularly in infrastructure, access to basic services, and technology. Development conflicts are largely unavoidable, often triggered by disparities in resource distribution, ineffective communication, and limited public understanding of development benefits. This study examines the role of village autonomy in preventing development conflicts and its implications for sustainable and equitable growth, using Wadas Village, Central Java, as a case study. The conflict emerged from the government’s plan to exploit andesite stone for the Bener Dam without transparent public participation. The local community resisted, fearing environmental degradation and threats to agricultural land. The unequal distribution of benefits intensified tensions, as residents perceived more harm than advantage from the project. This study employed a descriptive-analytical method with a qualitative approach to analyze conflict patterns and contributing factors by reviewing academic literature, policy reports, and official documents. The findings reveal that village development conflicts in Indonesia are multidimensional, shaped by socio-economic disparities and uneven resource distribution. Poor communication, limited public participation, and neglect of local wisdom further exacerbate tensions. Village autonomy offers a strategic opportunity to establish conflict prevention mechanisms through policy integration. A holistic approach, encompassing structural assessment, actor analysis, and conflict mitigation, can foster more inclusive and equitable development.

Abstract

Village policy reform in Indonesia underwent significant changes with the enactment of Law No. 3 of 2024, which regulated the village heads’ term of office and the management of rehabilitation funds. This study employed a descriptive qualitative method with a normative legal approach to analyze the reforms introduced by Law No. 3 of 2024, particularly the extension of the village head’s term of office and the role of rehabilitation funds. Legislative analysis, literature review, and content analysis were employed, and source triangulation was applied to ensure validity and generate insights into policy effectiveness and recommendations for improved village governance. It also examined the impact of these reforms on sustainable development and disaster resilience. Utilizing the frameworks of good governance and participatory governance theories, this study highlighted the risks of power abuse, the importance of transparency, and community participation in village fund management. A comparative case study approach was adopted to provide policy recommendations to enhance accountability, prevent corruption, and improve village governance effectiveness.

Abstract

The objective of this study was to examine the misuse of the village funds by village heads and to assess the benefits of the funds. Data were collected using online research methods (ORMs), including reports from supervisory agencies, news articles, and publications related to the misuse of village funds. The results showed that village funds—introduced in 2015—totaled Rp 609 trillion from 2015 to 2024, with corruption cases rising annually throughout this period. In 2023, the village sector recorded the highest number of corruption cases among all sectors. Between 2016 and 2022, a total of 682 cases were documented, resulting in state losses of Rp770.5 billion. Based on these findings, we conclude that corruption is likely to continue rising annually, particularly following the enactment of Law No. 3 of 2024, which extended the term of office for village heads from six to eight years. This prolonged tenure increases the risk of further misuse of village funds by village heads and officials. Moreover, the findings indicate that village funds have not yet been effectively used to empower communities or to significantly reduce poverty. To optimize the role of village budgets in reducing poverty and improving community welfare, the government should enhance oversight and evaluation mechanisms while implementing preventive policies to mitigate the risks associated with extending the term of office of village heads.

Abstract

Extreme poverty remains a persistent challenge in Batang Regency, despite the increased allocation of The Village Fund from the central government since 2015. This challenge is further compounded by cases of corruption in the use of The Village Fund in several villages. Therefore, reforming the Village Fund oversight through an inclusive governance approach is essential to ensure accountability and promote the reduction of extreme poverty. This study employed a qualitative descriptive method with a literature review. Data were collected through searches of relevant secondary sources and analyzed using the Spradley technique, which involved domain analysis, taxonomy, componential analysis, and cultural theme analysis. The findings indicate that the limited human resource capacity of village officials remains a critical barrier to achieving meaningful participation. The disbursement of The Village Fund in Batang Regency was not accompanied by improved capacity of the program administrators, which created challenges to participation from both village human resources and the broader community, which largely remained passive. The Village Fund oversight reforms, which were often dominated by external mechanisms, had a significant impact on governance outcomes. However, reliance on external oversight alone still led to cases of corruption, underscoring the importance of strengthening internal mechanisms through a more inclusive community approach. Therefore, oversight reforms should be developed with a focus on inclusive governance, integrating both internal and external dimensions.

Abstract

The village is part of the regional government that can help support the overall economy of the territorial region. The existence of village regulations is intended as a mutual benefit that promotes village efficiency. Previous research has examined the urgency of revising the Law, so the focus gap of this study lies in reviewing the enactment of Law No. 3 of 2024, which is the second amendment to Law No. 6 of 2014 concerning Villages, as an effort to optimize village development. Through a review using empirical legal methods, this study finds that the enactment of Law No. 3 of 2024 concerning Villages is one of the steps taken by the central government to optimize village governance. Law No. 6 of 2014 concerning Villages is considered inadequate in accommodating the need for legal certainty at the village level. Therefore, the presence of Law No. 3 of 2024 is expected to provide answers to unresolved issues that were not sufficiently addressed by Law No. 6 of 2014.

Abstract

This study examines the gaps in the implementation of the revised Village Law (Law No. 3 of 2024) across Indonesia. A qualitative approach was employed to assess the experiences, perspectives, and interpretations of various stakeholders, including village governments, local communities, and experts in village administration. Through in-depth interviews, observations, and document analysis, the study identified factors that facilitated or hindered the implementation of the Village Law. The findings indicated that implementation challenges were largely driven by the inadequate capability of village government officials, limited access to financial and technical resources, and infrastructure disparities, particularly in underdeveloped regions such as Eastern Indonesia. These gaps impede equitable development and negatively affect the well-being of the village. The study emphasizes that enhancing the institutional capacity of the village, accelerating the development of basic infrastructure, and establishing a more integrated coordination strategy between central and regional governments are crucial. Furthermore, the study considers information technology a potential solution for increasing transparency and efficiency in village fund management. This study recommends implementing more responsive and adaptive policies to address regional needs, ensuring that the benefits of the revised Village Law are distributed equitably across Indonesia.

Abstract

This study aims to analyze the transformation of public services in Palleko Village, Polombangkeng Utara District, Takalar Regency, and the strategies implemented by the Village Head to improve service quality. Effective and efficient public services are very important to meet the needs of the community but are often hampered by various problems such as a complicated bureaucratic system, limited resources, and low community participation. This study uses a qualitative method with a descriptive approach, where data is collected through observation, interviews, and documentation. The results of this study indicate that the Palleko Village Head implements several service transformation strategies, such as improving facilities, providing fair and professional services, and transparency through clear service flow information. Supporting factors in this transformation include the availability of infrastructure, friendly and responsive attitudes from staff, and good relations between the government and the community. However, the main challenges in this transformation process are the professionalism of staff, which still needs to be improved, and the low public awareness of the importance of their role in supporting public services. The transformation of public services in Palleko Village shows that with the right strategy, service quality can be improved so that it is more responsive to community needs and supports inclusive development.

Abstract

This article examines Law No. 3 of 2024 concerning Villages, an amendment to Law No. 6 of 2014, from the perspective of siyasah dusturiyah (Islamic constitutional politics), with particular emphasis on exploring opportunities and challenges in optimizing village governance. Using a normative legal method, this study analyzes how the core principles of siyasah dusturiyah justice (al-adl), transparency and accountability (al-masuliyyah wa al-muhasabah), consultation (as-shura), and anti-corruption (mubarazah al-fasad) are reflected in the revised law. Findings indicate that Law No. 3/2024 offers promising opportunities to promote participatory, transparent, and fair village governance, particularly through strengthened deliberative forums, inclusive development planning, and improved financial management. However, implementation faces significant challenges, including bureaucratic resistance to participatory governance, weak institutional capacity, limited public awareness, and corruption risks. These challenges highlight the need for institutional reform, ethical leadership, and greater community involvement. This article contributes by offering a holistic analysis of the potential and challenges of policies based on Islamic political values to achieve sustainable and accountable village development. It also provides theoretical contributions to the discourse on Islamic constitutionalism and practical guidance for improving rural governance.
