Abstract

Corruption cases in Indonesia typically peak in the year leading up to general elections, often accompanied by the emergence of the National Mega Corruption phenomenon. The high logistics costs of general elections have historically fueled corruption. This study analyzes corruption, including mega corruption, following Indonesia's adoption of an open election system and assesses the impact of corruption on government service quality and regulations. Research methods include Exploratory Data Analysis, Vector Error Correction Model (VECM), and Comparative Ordinary Least Square. Findings show that (1) Democracy in Indonesia is closely linked to corruption and mega corruption at both central (executive and legislative) and regional (regional head election) levels; (2) Corruption and mega corruption trends preceding general elections are expected to persist in the 2024 and 2029 elections; (3) Political corruption leads to poor government service quality and regulation; (4) The shock of pre-election corruption will affect government quality for over two decades. This research emphasizes the need for electoral process and corruption enforcement reforms in Indonesia. Unmitigated, pre-election corruption can lead to poor governance and reduced public welfare.

Abstract

The issue of high electoral political costs in Indonesia has been a serious concern since the 1998 reforms. This study aims to explore the factors that contribute to the high political costs in Indonesia’s democratic electoral system. The research question posed is: “What are the factors that lead to high political costs in Indonesia’s democratic electoral system?” The study employs a qualitative method with an in-depth interview approach. The informants for this study included academics, students, executive officials, and legislative candidates, selected to explore perspectives from various levels of society and the state. The selection of these informants was based on their diverse backgrounds, which were considered capable of providing comprehensive views on this issue. The findings reveal that the high cost of politics is caused by several factors, including an unusual electoral system, a paradigm shift in political parties, the prioritization of popularity over competence, campaign finance sponsorship, payback politics, and the phenomenon of “dawn raids.” The conclusion of this study indicates that the high cost of politics is a complex problem that requires a cross-sectoral approach to find a solution. The implication of this study is the importance of a deeper analysis of the mechanisms of political financing and their impact on democracy in Indonesia. This study makes an important contribution to understanding and addressing the problem of electoral political costs in Indonesia and emphasizes the need for cross-sectoral cooperation to achieve sustainable solutions.

Abstract

High political costs have had implications for the degradation of democratic values ??which has caused democratic disruption to occur. This research aims to see the disruption of democracy in Indonesia that occurs in the phenomenon of high political costs, and how possible solutions can be offered. This research used a qualitative approach, with the library research method. The research results show that high political costs are the beginning of a transactional political and corruption phenomenon occurs. High political costs result in figures/candidates using various illegal methods to find sources of financing to fulfill political costs. High political costs and a process based on the logic of the power of financial, tends to open space for the birth of figures/candidates who are far from the values ??of integrity and quality through their ideas/performance. As an important momentum towards a future era of democracy that is more substantive, quality and dignified, several solutions that can be offered, namely: (1) Political parties and the government encourage the optimization of legal sources of political party funding assistance, both in cash and for future considerations through non-cash (in-kind) options, by providing strengthening aspects of accountability and transparency; (2) the government and election organizers strengthen the enforcement of regulations, supervision and strict sanctions, in political party funding; (3) political parties encourage the presence of figures/candidates who have integrity and quality values ??through their ideas/performance; (4) the government and election organizers can consider implementing digital democracy through e-voting in future elections in Indonesia.

Abstract

In the contemporary era characterized by globalization and swift democratic progress, Indonesia encounters distinctive challenges of rising political expenses. This article utilizes qualitative research methodologies to examine the consequences of increasing political costs on the dynamics of Indonesian democracy, specifically concerning accountability and financial support for political parties. The main findings suggest that the financial assistance to political parties in Indonesia has not adequately tackled the forthcoming challenges that Indonesian democracy may encounter. In contrast, political parties persist in facing challenges in accountability mechanisms for the funds they acquire. The provision of financial aid may be perceived as a feasible approach to mitigate the financial burdens associated with political campaigns. However, in the absence of adequate mechanisms to ensure transparency and accountability, there is a possibility of corruption and concerns regarding the scope of funding. This article further emphasizes the significance of political education as a fundamental obligation of political parties to uphold democratic efficacy. This study places particular emphasis on the ramifications of providing financial assistance to political parties for the future trajectory of Indonesian democracy. To ensure the continued progress of democracy in Indonesia and realize the “Golden Indonesia 2045” vision, stakeholders must possess a comprehensive comprehension of the matter and effectively tackle the obstacles that arise from the significant political expenses involved.

Abstract

This study aimed to analyze the constrained role of the State Civil Apparatus (ASN) in suppressing the practice of money politics which contributes to high-cost elections during general elections. ASN's political activities are heavily restricted, limiting its ability to actively and directly engage in the electoral process. However, statutory provisions also mandate that ASN serve as both the implementer of public policy—an inherently political product—and as a unifying force for the nation. In its role as a unifier, ASN must actively contribute to ensuring that elections are conducted fairly and appropriately for the future of the nation. The object of this study was to examine the limited authority and role of ASN in suppressing the practice of money politics. The study employed a qualitative descriptive analysis to explore the issue from the ASN's perspective, focusing on the potential contributions of its authority and role in enhancing the quality of elections.  The findings indicated that ASN can leverage its authority and role both individually and institutionally to suppress money politics practices. Individually, ASN members can contribute through socialization, advocacy, political education, information dissemination, and anti-money politics campaigns. Institutionally, contributions can be made by strengthening regulatory and policy frameworks, enhancing the integrity and capabilities of ASN personnel, conducting studies, analyses, and discussions to improve electoral process quality, and enforcing strict sanctions against perpetrators of money politics.

Abstract

Currently, the political transaction through trade-off anak adat (customary child) status is wider applied in Papua local election. Benefiting from the direct elections, the elites competed for political power in the regions by mobilizing ethno-religious sentiments and utilizing money-politics. The voters, in return, behave as clients as they seek to gain material benefits from their preferred candidates in exchange for political loyalty. This condition caused the high-cost politics during the local election. Based on this problem, this paper attempts to analyze the hijacking of adat (customs) through trade-off anak adat status as a form of political transaction which impacted to high-cost politics. This study cultivates the theory of political transactions to analyze the political transaction in Papua local election especially in the gubernatorial election 2018 and election of DPRD (Regional Representative Council)’s member in 2019. This form of political transaction has caused the high-cost of local election in Papua, which is not only in the form of money, but also carried the social cultural high-cost impact. Of course, vote buying will make the candidates have to spend a lot of money. The trade-off of anak adat status from other than Papuan through buying and selling mechanism rather than using achievement and acknowledgement from the adat community would harm the Papuans. Moreover, this practice has brought detrimental destruction to the socio-cultural values of Papuan adat community. This study is qualitative research that use political approach to observe the local election processes in Papua. We used the criteria of credibility and confirmability to validate the data in our qualitative research.

Abstract

Post-reform, the Indonesian government has guaranteed open access to public participation down to the village level through various legal products, ranging from laws to government regulations. However, behind this commitment, a phenomenon of pseudo-participation has emerged, revealing serious issues and challenges in its implementation. Existing regulations, which are supposed to govern the norms of public participation, often become “paper tigers”, they do not function optimally within the policy-making process. The gap between the ideal conditions outlined in the regulations and the reality on the ground becomes a crucial point, particularly because the deliberative process in formulating public policies at both central and regional levels remains very limited. This study uses a qualitative approach with a case study method in several villages that have implemented public participation mechanisms in development planning. The proposed solution is institutional strengthening through the establishment of village deliberative forums that are not merely ceremonial but have formal legitimacy and substantive capacity to influence the decision-making process. In addition, the role of non-state actors such as civil society organizations and local media is also strengthened as guardians of a critical and inclusive discourse space. The novelty of this study lies in its emphasis on the need for institutional pressure and coercion mechanisms to ensure that deliberative processes are consistently carried out. Thus, it is expected that policies will truly reflect the needs and aspirations of the citizens, especially in villages that have so far only been objects of policy, not subjects of policymaking.

Abstract

Although there has been significant progress in women’s rights in recent decades, traditional gender roles remain deeply embedded in Indonesia and Türkiye, particularly in rural areas. This study investigates a real-world instance of how women contribute to Turkish decision-making. The theoretical framework examines how gender dynamics, state policies, and leadership styles affect governance results in rural areas by incorporating two primary theories: participatory feminism and intersectionality. The first female Muhtar (elected village head of Türkiye), Gül Esin, made a name for herself as a role model for women across Türkiye, which had a lasting impact on village administration. This historical perspective highlights the increasing recognition of women’s perspectives within the village administration. This study uses library research to analyze Gül Esin’s leadership, village governance, and gender studies in Indonesia and Türkiye. This study uses document analysis to investigate the conceptualization and application of women’s leadership within Indonesian village governance. The findings underscore the critical role of women’s participation in village decision-making processes and demonstrate how their leadership contributes to more inclusive and effective governance. The study also offers policy recommendations, advocating for gender-sensitive policies and intersectional assessments in village governance, with a focus on marginalized communities. The results provide valuable insights into measures that can be implemented in similar situations regarding how village-level governance can be maximized to enhance women’s empowerment, particularly in the Indonesian context.

Abstract

The paper discusses the revision of Indonesia’s Village Law, specifically analyzing its socio-political impacts. The study reflects on the extension of the village head’s term and other legislative changes through a political governance lens. The revisions in Law No. 3 of 2024 have sparked controversy, with critics highlighting potential issues such as abuse of power, reduced democratic engagement, and declining public participation. The paper employs a literature review method, conceptually utilizing the six principles of Good Governance—legitimacy, transparency, accountability, rule of law, responsiveness, and effectiveness—as an evaluative framework. The findings indicate that the extension of village heads’ terms, coinciding with the 2024 national elections, serves elite political interests rather than the public good. It has led to concerns about diminished village-level democracy and governance quality. The study concludes that the revised law, while intending to improve governance, mainly benefits political elites, raising doubts about its long-term contribution to village development and democracy.

Abstract

This study examined the transformative role of village governance in advancing rural welfare in Indonesia, particularly following the enactment of the Village Law. This pivotal legislation grants villages autonomy to independently manage their resources and budgets, targeting enhanced rural prosperity through substantial financial allocations. The Village Law aims to empower local communities and strengthen their socio-economic foundations by addressing the persistent gaps in rural development since Indonesia’s independence. The study adopted a normative-juridical method integrated with a qualitative approach to scrutinize the legal norms and frameworks governing village governance and the Village Fund. A historical approach was used to trace the evolution of village governance structures, while a conceptual framework was employed to explore key principles of governance, accountability, and transparency. This multidimensional analysis underscores the necessity of implementing robust checks and balances, such as the Village Consultative Body (BPD) and public information systems, as fundamental pillars for ensuring transparency, accountability, and effective governance. Furthermore, the study highlights critical strategies for strengthening village governance, including capacity-building programs for village officials and fostering active community participation, particularly among marginalized groups. These initiatives aim to prevent the misuse of power, enhance public oversight, and support inclusive rural development. By embedding these mechanisms, villages can achieve sustainable governance that drives economic growth, improves community welfare, and bridges historical inequalities in rural development. The findings contribute to the broader discourse on good governance by emphasizing the interplay between legal frameworks, institutional capacity, and participatory practices in achieving equitable and effective rural governance.
