Abstract

Problems in planning readiness that have not been optimally arranged in the Master Plan for Utilization of Special Autonomy Fund (DOKA) 2008—2027 are the cause of the difficulty in carrying out an effective supervisory function. In addition, at the level of DOKA allocation at the Provincial to Regency/City levels, it is still full of intervention and domination by ex-members of Free Aceh Movement (GAM), both in the executive and legislative. These two problems are the main factors that hinder the achievement of the goal of the DOKA for the welfare of the Acehnese people. By using a qualitative descriptive research method, this paper aims to unravel the root cause of the DOKA allocation problem that has an impact on the problem of poverty in Aceh. The results of this study conclude that there are two factors that cause problems in the allocation of DOKA, namely supervision and political intervention. The control factor that is not optimal is caused by planning that has not been arranged in detail in the DOKA Master Plan. Meanwhile, the political intervention factor arises from the dominance of ex members of GAM in every DOKA budget planning.

Abstract

The issuance of Law of the Republic of Indonesia Number 18 of 2001 concerning Special Autonomy for the Province of the Special Region of Aceh as the Province of Nanggroe Aceh Darussalam and Law Number 11 of 2006 concerning the Government of Aceh are the efforts of the central government to improve the welfare of the people in Aceh Province. During the 20 years of the special autonomy, it has not played a significant role in alleviating the people’s poverty in Aceh. The dynamics of local politics, culture, and history, as well as the lack of organizational and managerial capacity at the sub-national and national levels, are suspected as the culprits of the failure of decentralization. The research objective is built on a perspective that refers to three specific aspects, namely the Governance Dynamics Perspective, the Governance Strategy Perspective, and the Governance Capacity Perspective, to analyze the governance of special autonomy in Aceh Province in alleviating the Poor. Through the literature study method, we will dig up a lot of accurate information and data related to the Alleviation of the Poor in the Special Autonomy Governance of Aceh Province. The research results found that the special autonomy going on so far was the designation of political agreements aimed at regional elites, not the general public. Local government administration's ineffective control is also influenced by the exogenous relationship between governance and regional development in alleviating poverty. In summary, the regional government of Aceh Province does not yet understand: (1) the need for supervision involving the community, (2) the absence of a monitoring mechanism so that the community is not affected, (3) local government effectiveness, (4) lack of information facilities, (5) coordination of public apparatus, (6) inefficient and ineffective service delivery, (7) lack of institutional capacity, (8) human resources, (9) the complexity of the central-regional relationship, (10) local elite power struggle, (11) in the Aceh Special Autonomy Law, regional leaders and local political parties have no responsibility or role in improving welfare. This causes (1) the imbalance between the income of the poor and the expenditure on primary and secondary needs, (2) the poor in Aceh cannot meet a decent standard of living due to low skills based on the size of the poverty line, (3) the quality and competence of human resources due to education cause low public participation in public policies, (4) high transaction costs due to limited access, low connectivity between regions, and limited supply of goods, production facilities, and infrastructure, (5) strategically fluctuating basic commodity prices and low regional government control.

Abstract

The special autonomy granted to the Provinces of Papua and West Papua is a special authority that is recognized and granted by the central government to the Provinces of Papua and West Papua to regulate and manage the interests of their local community based on the aspirations and basic rights of the people of Papua and West Papua.  The implementation of the special autonomy in Papua and West Papua has encountered many challenges, such as in managing funds, human resources, institutional capacity, and governance, which impacted the welfare of the people.  This study aimed to review the two decades of implementation of the special autonomy, its challenges and obstacles, and dynamics in fund supervision in improving the welfare of the people of Papua and West Papua. To achieve its aims, this study used a descriptive qualitative approach with a literature review. The results of the study showed that there were discrepancies in the use of special autonomy funds and low realization of the budget for education and health in the provinces of Papua and West Papua.  Even though there has been an increase in welfare in Papua, Papua was still lagging compared to other provinces as evident from its HDI and poverty levels. The slow political process, limited government personnel, and human resources contributed to the slow handling of conflicts in Papua and West Papua. Supervision of special autonomy funds faced many obstacles in the communication process, weak legal instruments, and weak coordination between the central government, regional government, and community.

Abstract

The New Order regime's way of resolving the problem of Papua's national integration did not produce desirable results. The New Order regime, with its authoritarian and centralized practices, has provided valuable lessons for the nation. This study is a review of political history that aimed to analyze the national integration issues in several areas in Papua, which has not been resolved during the 21 years of Special Autonomy in Papua. The results of the study showed that the situation of the Papuan during the New Order Regime influenced the national integration of Papuans during the Special Autonomy implementation.  The issue of Papua's national integration during the New Order regime and the Special Autonomy implementation in the Reformation era was an anomaly in the truth because the truth was determined by the ruler (hegemonic authority). The special autonomy has accelerated the development of Papua, but also created discrimination between tribes and groups in social, cultural, economic, and political life. Learning from history, to avoid making the same mistakes in the future, the humanist approach taken by the church can be a solution to unify the differences between Papuan "Komen" and migrants "Amber." The church teaches the value of love, peace, sacrifice, and unifying forgiveness. Reconciliation with the memory of the sufferings of the Papuan is a bridge that connects the Papuan to a dignified life as part of Indonesia. Papua's Special Autonomy is a nationwide process to improve itself and a path toward the goal of realizing the ideals of the proclamation. Alignment to basic human needs, following the noble ideals of the August 17, 1945, Proclamation of Independence, allows Papuans not to question or doubt the integration of Papua into the Republic of Indonesia.

Abstract

After the stipulation of COVID-19 as a national pandemic, government policies have automatically been adjusted. This, of course, is no exception to the main problems related to financial settlements carried out by the central government and local governments. The State mandates regional governments to carry out various efforts, including budget refocusing in handling COVID-19. Synergy understanding of policy refocusing of the budget if we focus on studies carried out by regional expenditures in handling the COVID-19 pandemic, efforts need to be made for further evaluative surgery, especially about managing public health and regional economic recovery. This evaluation research was conducted by systematically reviewing the process of refocusing regional budgets and implementation and the impacts obtained from various supporting scientific literature plus supporting data from existing Regional Governments with PRISMA Analysis. This research can at least state the success of almost all local governments in carrying out the budget function in dealing with the COVID-19 pandemic in terms of public health and economic recovery. The central role of the Regional Government, especially the Regional Planning and Development Agency and the Financial Management Agency, is to encourage budget absorption through communication and regulatory functions. Part of the community is needed in Government Programs, especially in dealing with COVID-19. It is essential in this study that budget refocusing is only sometimes carried out because it is related to the country's fiscal stability.

Abstract

Currently, there have been three new autonomous regions established as a result of regional expansion in Papua Island, namely South Papua Province, Central Papua Province, and Papua Mountain Province. The formation of new provinces is expected to become a prime mover for accelerating equitable economic development in the Papua region. Therefore, it is necessary to conduct a study to analyze the impact of the formation of the province on the economic performance of Papua Island. The method used is the Final Demand Impact analysis of the Input-Output (I-O) Table. The results of this study indicate that the formation of the province has an impact on increasing the economic output of Papua Island by 37.7 percent and 69.5 percent for an increase in added value and contributing to an increase in employment of 71.1 percent or as many as 1.5 million people. The improvement in the economic performance of Papua Island, in turn, will indirectly have a positive effect on improving people's welfare and strengthening regional competitiveness and the contribution of the regional economy to the national economy. In addition, it also reduces the level of inequality in economic development nationally, which is still dominated by Java Island.

Abstract

Batang Regency has high level of domestic violence, with the majority of victims being women. This situation is contrary to the local government’s responsive budget plans that include gender equality points. The reality, the women’s welfare in Batang Regency is still lower than those of men. This study aimed to analyze the effect of local government’s responsive budget allocations to women's welfare in Batang Regency. This study used a qualitative method with a case study approach. The study was conducted for five months (May-September) and used the type of Spradley domain analysis. Results of this study showed that the regional government of Batang Regency had implemented a gender-responsive budget in the Regional Medium Term Development Plan (RPJMD). However, this regional expenditure did not affect the gender development index. The regional expenditure realization program set by the regional government of Batang Regency was also still incomplete. This is due to the operations of the KITB, which provides employment opportunities for all genders, but has not been included in the regional government work programs through the allocated budget.

Abstract

Several regulations issued as guidelines for implementing budget reallocation and program refocusing in the Early Phase of the Pandemic needed to be revised. This study aims to observe the practice of regional expenditure realization during the initial phase of the 2020 pandemic in Indonesia. This study uses a qualitative method by combining literature and spatial analysis. The determinant factor that supports the successful implementation of budget reallocation, program refocusing, and realization of regional expenditures is the application of administrative sanctions to regional governments that do not work according to the target. The sluggish performance of regional governments is caused by bureaucratic obstacles, limited knowledge of regulations, and fears of imposition of sanctions if they make wrong decisions. Data shows that out of 34 provinces, only four can carry out budget realization and spend over 80% on handling the impact of COVID-19. In the end, regional spending politics in Indonesia is focused on two keywords, namely pressure and political will to change.

Abstract

Health workers are a key factor in determining the quality of health development. Puskesmas (Community Health Center), as the first line of health care facility (FKTP), has an important role in providing health care services. However, the provision of health workers for Puskesmas is not optimal despite the receiving stimulation received in the form of from financial support and regional authority. This study aimed to present the process of regional expenditure for the provision of health workers and to explore the potential factors in the financing policy in of Puskesmas. The study uses used a qualitative approach with a meta-analysis method based on the results of a literature study. The results of the study indicated 3 contributing factors, including: 1) Disproportionality inaccuracy of the health worker plan curement; 2) The dominance of personnel expenditure; and 3) Refocussed Reallocation of health budget due to the COVID-19 pandemic.

Abstract

A report of residents living in extreme poverty level in Banyumas Regency required local government’s response through Extreme Poverty Reduction Program. Such poverty alleviation program consequently necessitated swift provision from the regional budget (Anggaran Pendapatan dan Belanja Daerah/APBD). On the other hand, no budget had been allocated for the program during the budget year and the APBD was limited. The purpose of this study is to examine the responses of regional budget policy to the extreme poverty issue based on online news articles related to the subject. The study was conducted using content analysis methods and systematic literature reviews. The results show that the Banyumas government's response in addressing extreme poverty issue is relatively satisfactory. The local government responded with a regional budget policy by funding the program through Unexpected Expenditure (Belanja Tidak Terduga/BTT) budget item. Part of APBD, BTT was allocated as non-cash extreme poverty alleviation expenditure, while cash social assistance was to be sought to from the provincial and central government. Local governments do not have adequate budgetary capacity to independently finance extreme poverty alleviation programs and therefore require major support from the central and/or provincial government. A synergy between local, provincial and central governments is thus needed to better manage regional extreme poverty alleviation initiatives.
