Abstract

This study aims to determine and analyze the Leadership of the All Indonesian Village Government Association (APDESI) in Ketungau Tengah District, Sintang Regency and to identify and analyze the factors that become obstacles in the Implementation of the Leadership of the All-Indonesian Village Government Association (APDESI) in Ketungau Tengah District. . This study uses a qualitative method with a descriptive approach. The result of this research is that the implementation of guidance and direction by (APDESI Leader) shows that it is still low, because coaching in the form of guidance has not been carried out continuously. This can be seen from the existence of APDESI adherence in implementing ADEPSI leadership regulations such as violations of working hours and the lack of strict sanctions given such as light warnings while the violations committed are quite severe. The obedience of APDESI in carrying out tasks seems to be still low, because not all APDESI (subordinates) have carried out orders from their superiors perfectly, such as completing tasks not on time that has been determined by their superiors. The leadership of APDESI in carrying out the leadership function of APDESI towards APDESI has not been carried out optimally in strengthening the existence of village government in Ketungau Tengah District, Sintang Regency due to the lack of coordination, facilitation, mediation, and advocacy in the government and village communities. ADEPSI leadership towards the head as a chairperson element in the village government environment, APDESI administrators are required to be able to carry out their duties in accordance with the corridors of the regulations set out in the APDESI articles of association. ADEPSI leadership fostering towards APDESI can empower village governments, village institutions and village communities, forge partnerships and strengthen the position of village existence as the foundation of governance in Indonesia. In implementing to achieve goals, APDESI should carry out the ADEPSI leadership expected by the organization, by paying attention to matters relating to TUPOKSI both by the chairman and members. As well as the APDESI leader in providing action to APDESI members who violate the regulations in the APDESI budget must be carried out strictly to maximize the implementation of village government oriented towards good government (Good Government) in realizing an increase in community welfare in accordance with the hopes and desires of the village community.

Abstract

As information source in writer take away from the officer On Duty Monetary Management Earnings and Asset of Regency Sintang specially at Asset Area consisted of by 3 section that is 1) section of Construction and planning 2) Sexy [of] penatausahaan and abolition, and 3) section of Operation and area invesment.. Data-Processing qualitative With an eye to this research 1) To measure the management of asset of Asset Area [of] [at] On Duty Monetary Management Earnings and Asset of Regency Sintang, and 2) To analyse the factors influencing performance of Asset Area of At On Duty Monetary Management Earnings and Asset of Regency Sintang From this research result there are its his weak is performance of BPKAD of Regency Sintang which do not only cause unemployed of asset owned by the local government but more than that oftentimes that matter exactly encumber the budget as well as causing budget extravagance. This is shown often the happening of inventory levying by repeatedly to result the inventory use used in is not maximal. Report administration of result of conservancy of goods of area asset from each;every unit work the Local government given by kewenangan to support the management of area asset not yet enforceable maximally is related/relevant with the difficulty to data of asset inventories which bankrupt do not From other side the factor influencing performance of officer BPKAD in management.

Abstract

Writing a thesis in this study entitled: "Implementation of the Rice Farmers Insurance Program (AUTP) in Improving the Welfare of Farmers in Ambalau District, Sintang Regency". The aim of this research is To find out the implementation of the Rice Farmers Business Insurance Program (AUTP) in improving the welfare of farmers in Ambalau District, Sintang Regency. This is to determine the supporting and inhibiting factors for the Implementation of the Rice Farmers Business Insurance Program (AUTP) in improving the welfare of farmers in Ambalau District, Sintang Regency. The result of this research is the Organizing of the Farmers' Rice Business Insurance Program in Ambalau District, Sintang Regency. As a form of the government's support in protecting farmers from the risk of crop failure, the Ministry of Agriculture, starting in 2019, has implemented Rice Farming Insurance (AUTP). Rice farming insurance is expected to provide protection to farmers in the event of crop failure as a result of the risk of flooding, drought and pest attacks, transfer losses to other parties through insurance coverage, and be able to provide education to farmers in managing risks and a good farming system. One form of activity to ease farmers in paying premiums, in the early stages of expanding the AUTP trial, including providing premium assistance to farmers participating in AUTP. Interpretation of Organizing Farmers' Rice Business Insurance Program in Ambalau District Sintang Regency Location Criteria AUTP is implemented in irrigated rice fields (technical irrigation, semi-technical irrigation, rural / simple irrigation, and tidal / swampy swamps that already have a functioning water system) and rainfed lowland areas where water sources (surface water and groundwater) are available, prioritized in the area of ​​rice production centers, prioritized in the area where rice Upsus is administered and / or synergized with central government and regional government programs. The location is located in one stretch. Guaranteed Risk AUTP guarantees damage to the insured crops caused by flooding, drought, and pest attacks with the following limitations. Flooding is the inundation of agricultural land during a period of plant growth with a certain depth and period of time, thereby reducing crop production rates. Drought is the unfulfilled need for plant water during a period of plant growth which results in not optimal plant growth, thereby reducing the level of crop production. Plant Destruction Organisms (OPT) are organisms that can disturb and damage plant life or cause death in food plants, including inside: Plant pests: Stem borer, brown planthopper, stinker, rats, armyworms, and golden snails.

Abstract

Writing a thesis in this study entitled: "Empowerment of State Civil Servants (ASN) in the Department of Agriculture, Fisheries and Food Security in Sintang Regency". The purpose of this study is to describe the implementation of apparatus empowerment in the Department of Agriculture, Fisheries and Food Security in Sintang Regency. This is to find out the factors that influence the empowerment of the State Civil Apparatus within the Department of Agriculture, Fisheries and Food Security in Sintang Regency. Research results In empowering the employee apparatus at the Department of Agriculture, Fisheries and Food Security, Sintang Regency, giving trust by the leadership in granting authority to subordinates is always used as the basis for carrying out tasks in the service environment so that employees with their obligations convey accountability in accordance with the program orientation specified in job description. Besides the authority given by the leadership is clear according to the mechanism that has been determined, besides that the provision of support by the leadership of the staff feels motivated because of the attention given by the superior so that the expected performance can be achieved. Capability of Civil Servants in the Department of Agriculture, Fisheries and District Food Security The hedgehog is low. This is due to the large number of staff shortages. Therefore, prioritizing placement in areas that are quite urgent. An adequate number of employees does not guarantee the smooth running of services aimed at the community if these employees do not understand the substance of their duties properly. Therefore, the delegation of authority must be based on needs by referring to the needs of each division in the service. The delegation of authority based on needs can foster empowerment so as to spur the morale of the employees concerned.

Abstract

This study aims to determine how the implementation of the Smart Indonesia Program (Pip) (Case Study at Sekolah Menengah Pertama Negeri 1 Dedai ) Dedai Regency. Since the reformation era and the enactment of the regional autonomy law, namely Law Number 22 of 1999 concerning regional government, and Law Number 25 of 1999 concerning financial balance between the center and regions (now being refined into Law Number 23 of 2014). The objectives to be achieved in this study are: To determine the process of implementing the Smart Indonesia Program at Sekolah Menengah Pertama Negeri 1 Dedai (PIP-SMP) Dedai Regency. The organization in proposing PIP recipients, which often occurs when duplicate data is submitted to the sekolah and to be included in the system, is a problem because there are still many separate proposals that do not meet the criteria that should receive PIP assistance. Interpretation in distribution for PIP recipients always faces obstacles such as the transfer of financial institutions / banks that collaborate with the government for disbursement of PIP recipient funds so that it requires a fairly long process for each transfer.

Abstract

Lecturer performance evaluation is a crucial part of efforts to improve the quality of higher education. However, the wvaluation process often encounters challenges such as subjectivity and inconsistency in determining the weight of each criterion. This study aims to design an objective, systematic, and measurable lecturer performance assessment modal using the Analytical Hierarchy Process (AHP) method at Universitas Muhammadiyah Bengkulu. The AHP process wa carried out thraugh pairwise comparisons to obtain priority weights, followed by a consistency check with a consistent rasio (CR) of (0.04), indicating that the evaluation was valid and consistent. The results show that the criteria of Teaching and Learning and Research have the highest weights (0.29), making them the most dominant aspects of the evaluation. The sub-criterion “Developing Teaching Materials” hold the highest global weight (142.70), highlighting the importance of innovation in learning materials. Out of 20 lecturers evaluated, Lecturer 7 achieved the highest performance score (87.5526). This study concludes that AHP can serve as an effective decision support tool in lecturer performance evaluation systems and can be used as a reference in developing a more fair and transparent assessment model.

Abstract

This study aims to analyze the public relations strategy implemented by PT. Pasopati Insurance Broker through its website as a means of building brand awareness among the public. The research adopts a descriptive qualitative approach using observation and interview methods to examine the effectiveness of the PR strategy in delivering information, managing the company’s image, and building relationships with the public. The results indicate that the PT. Pasopati website has been utilized as a corporate communication medium by presenting informative, educational, and promotional content related to insurance services. However, optimizing interaction and content actualization remain key challenges in achieving strong brand awareness.

Abstract

This study examines the supervision of food availability in Metro City based on the principles of food security and good governance. Food availability comprising national reserves, domestic production, and imports when necessary is a key pillar of food security. Employing a descriptive qualitative approach, data were gathered through semi-structured interviews, documentation, field observation, and literature review. Informants included food distributors, vendors, and local government officials. The findings reveal that weak accountability, lack of transparency and public participation, as well as poor coordination and infrastructure, hinder effective supervision. The principle of good governance is seen as essential for ensuring fairness and responsiveness in food management, while food security emphasizes availability, accessibility, utilization, and supply stability. Recommended strategies include regulatory reform, human resource capacity development, institutional coordination improvement, and community involvement in participatory monitoring, to build a resilient and inclusive local food system.

Abstract

The implementation of Virtual Private Network for file server access at Air Dikit Sub-District Office can assist Air Dikit Sub-District Office in managing files sent by each village office, as well as simplify the process for village offices to send population reports and other documents to Air Dikit Sub-District Office via Virtual Private Network. File server access at Air Dikit Sub-District Office is built using a Samba server with the Linux Ubuntu Server 24.04.1 operating system. The server contains 7 shared folders corresponding to the names of each village office within Air Dikit Sub-District, and each Village Office is assigned 1 operator account used to access these shared folders. Additionally, there is a condition where a village office cannot access another village office's folder due to the authentication and verification process for operator accounts on each shared folder. Based on the testing conducted, the use of Hamachi VPN is limited to only 5 users who can connect, as the Hamachi version used is still the trial/free version.

Abstract

This study aims to determine the effectiveness of messages in the 2024 gubernatorial elections debate broadcast on TVRI Bengkulu. The research method used is qualitative research. Data collection techniques include observation, interviews, and documentation. The analysis of this study uses the approach of Shannon, C. E., & Weaver, W. in interpreting the concept of message effectiveness. The results of the study indicate that the effectiveness messages in the 2024 gubernatorial elections debate broadcast on TVRI Bengkulu is as follows: 1. The messages in the gubernatorial elections debate broadcast on TVRI Bengkulu during the 2024 regional elections meet the criteria for clarity, which includes the use of straightforward language, no ambiguity, and structured delivery in accordance with the debate theme. 2. The messages are relevant and aligned with public needs, as the messages conveyed by the gubernatorial candidates address real-world issues such as the economy, education, health, and infrastructure, which are priorities for the public. Additionally, the gubernatorial candidates presented concrete and feasible programs, making them relevant to the hopes and interests of voters. Audience context, meaning the gubernatorial candidates considered the social, economic, and cultural backgrounds of the audience, as well as local issues relevant to them. 3. The messages in the gubernatorial candidate debate broadcast were able to motivate the audience because they were engaging, meaning candidates who speak with confidence, inspire a spirit of change, and address issues important to the community, thereby making the audience feel more connected and motivated to support them. They also present an inspiring vision and mission, offer realistic solutions, and demonstrate their commitment to improving the region.
