Abstract

Abstract This paper discusses public policy in Indonesia and the challenges in its implementation. Public policy is the means by which the government works. Society is faced with various problems ranging from social problems, health, infrastructure, environment, and others. The government through its policies offers solutions for them. However, many public policies formulated in Indonesia since independence have not provided adequate benefits for the Indonesian people because they have faced serious implementation challenges that have resulted in failure. This research uses a documentary research design and secondary sources for data collection. Some of the challenges identified by this research that hinder the implementation of public policy in Indonesia include the uncontrolled influence of international institutions in policy design and formulation, duplication of institutions involved in program implementation and administrative practices. Poor implementation/failure of development programs in Indonesia has, among other things, caused waste of important human and material resources, loss of people's trust in the government and a bad image of the country abroad. In light of these challenges, this study recommends that the government must consciously and courageously divest itself of undue influence from international institutions and their agents and involve the people/beneficiaries in every stage of development policies/programs. Abstrak Penelitian ini membahas tentang kebijakan publik di Indonesia dan tantangan-tantangan dalam implementasinya. Kebijakan publik adalah sarana yang digunakan pemerintah untuk bekerja. Masyarakat dihadapkan pada berbagai masalah mulai dari masalah sosial, kesehatan, infrastruktur, lingkungan, dan lain-lain. Pemerintah melalui kebijakannya menawarkan solusi untuk mereka. Namun, banyak kebijakan publik yang dirumuskan di Indonesia sejak kemerdekaan belum memberikan manfaat yang memadai bagi masyarakat Indonesia karena menghadapi tantangan implementasi yang serius yang mengakibatkan kegagalan. Penelitian ini menggunakan desain penelitian dokumenter dan sumber-sumber sekunder untuk pengumpulan data. Beberapa tantangan yang diidentifikasi oleh penelitian ini yang menghambat implementasi kebijakan publik di Indonesia antara lain adalah pengaruh yang tidak terkendali dari lembaga-lembaga internasional dalam perancangan dan perumusan kebijakan, duplikasi lembaga-lembaga yang terlibat dalam implementasi program dan praktik-praktik Mala Administrasi. Buruknya implementasi/kegagalan program-program pembangunan di Indonesia antara lain menyebabkan pemborosan sumber daya manusia dan material yang penting, hilangnya kepercayaan rakyat terhadap pemerintah dan citra buruk negara di luar negeri. Mengingat berbagai tantangan ini, studi ini merekomendasikan bahwa pemerintah harus secara sadar dan berani melepaskan diri dari pengaruh yang tidak semestinya dari lembaga-lembaga internasional dengan agen-agennya dan melibatkan rakyat/penerima manfaat dalam setiap tahap kebijakan/program pembangunan. Abstract

Abstract The aim of this research is to determine the loan mechanism implemented by the Mobile Bank, the factors that housewives use Mobile Bank services and the impact of the behavior of housewives using Mobile Bank services in Cikeris Village, Bojong District, Purwakarta Regency, West Java. Social action is an action carried out by a person because the action has a subjective meaning for him which is directed towards other people. This research uses a qualitative method, namely where the type, source, collection technique and data analysis are carried out by being described in narrative form, so that the research results of the phenomena studied can be more realistic and concrete. The study in this research is housewives who use Mobile Bank services. The results of this research show that the relatively easy and fast loan mechanism makes some people prefer Mobile Banks compared to other types of loans even though they carry a fairly large interest risk. Keywords: Social Behavior, Housewife, Mobile Bank Abstrak Tujuan penelitian ini yaitu untuk mengetahui mekanisme pinjaman yang diberlakukan oleh Bank Keliling, faktor ibu-ibu rumah tangga memakai jasa Bank Keliling dan dampak perilaku ibu rumah tangga memakai jasa Bank Keliling di Desa Cikeris Kecamatan Bojong Kabupaten Purwakarta Jawa Barat. Tindakan sosial adalah tindakan yang dilakukan oleh seseorang karena tindakan tersebut memiliki arti subjektif bagi dirinya yang diarahkan kepada orang lain Penelitian ini menggunakan metode kualitatif, yaitu di mana jenis, sumber, teknik pengumpulan sampai analisis data dilakukan dengan cara dideskripsikan ke dalam bentuk naratif, sehingga hasil penelitian atas fenomena yang diteliti dapat lebih realistis dan konkret. Studi dalam penelitian ini yaitu ibu rumah tangga yang memakai jasa Bank Keliling. Hasil penelitian ini menunjukan bahwa mekanisme pinjaman yang relatif mudah dan cepat membuat sebagian masyarakat lebih memilih Bank Keliling dibandingkan jenis pinjaman lainnya meskipun dengan resiko memiliki bunga yang cukup besar Kata Kunci: Perilaku Sosial, Ibu Rumah Tangga, Bank Keliling

Abstract

Abstract The aim of this study is to find out how the quality of coffee beverage products affects customer satisfaction in coffee shops in order to improve the tourism sector in Garut district. Quantitative descriptive methods are used to gather data, with questionnaires distributed to 48 respondents who have been tested for validity and reliability. The results of the research showed that the quality of coffee beverage products had a positive influence on consumer satisfaction, as proven by a T count of 10,487 with a probability of 0,0000,05 and a strong correlation. The correlation value obtained was 0,840 with a determination coefficient of 0,705, which means the influence of the free variable on the bound variable is 69.9%. The recommendation that can be given to the managers of coffee shops in Garut District is to always maintain the quality standards of coffee seeds and coffee drink making processes, as well as to keep an eye on the quality aspects of coffee drink products such as the shape and appearance of coffee drinks that affect the satisfaction of consumers, so Garut County remains a tourist destination city that attracts tourists both locally, domestically, and internationally. Keywords: Coffee Shop, Customer satisfaction, Garut product quality Abstrak Tujuan dari penelitian ini adalah untuk mengetahui bagaimana kualitas produk minuman kopi berpengaruh terhadap kepuasan pelanggan di kedai-kedai kopi (coffee shop) untuk meningkatkan sektor pariwisata di Kabupaten Garut. Metode deskriptif kuantitatif digunakan untuk mengumpulkan data, dengan kuesioner yang didistribusikan kepada 48 responden yang telah diuji validitas dan reliabilitasnya. Hasil penelitian menunjukkan bahwa kualitas produk minuman kopi berpengaruh positif terhadap kepuasan konsumen dibuktikan dengan nilai T hitung sebesar 10,487 dengan probabilitas sebesar 0,000<0,05 dan dinyatakan berkorelasi kuat. Nilai korelasi yang didapat sebesar 0,840 dengan koefisien determinasi sebesar 0,705 yang berarti pengaruh variabel bebas terhadap variabel terikat sebesar 69,9%. Rekomendasi yang bisa diberikan kepada pengelola kedai-kedai kopi di Kabupaten Garut adalah selalu menjaga standar kualitas biji kopi dan proses pembuatan minuman kopi, serta tetap memperhatikan aspek kualitas produk minuman kopi seperti bentuk dan penampilan minuman kopi yang mempengaruhi kepuasan konsumen agar Kabupaten Garut tetap menjadi kota tujuan wisata yang menarik wisatawan baik lokal, domestik maupun internasional. Abstract

Abstract Watermelon fruit in Indonesia is very abundant and much sought by the public, generally people only consume the flesh of the fruit, but watermelon fruit has a white layer which is less desirable and is only used as waste. The white rind of red watermelon contains citrulline compounds which are antioxidants, so it can be used in the form of a facial mask to avoid exposure to free radicals on the skin. The aim of the research is to determine the antioxidant activity of watermelon white rind extract, determine the antioxidant activity preparations in gel face mask, and determine the best antioxidants preparations in gel face mask.. The random step design (CRD) method was used in this study with treatment concentrations (F0) 0%, (F1) 0.5%, (F2) 1%, (F3) 1.5%, (F4) 2%, (F5) 2.5%, (F6) 3%, and (F7) 3.5% so that the research results show that watermelon white peel extract has an IC50 value of 76.12 μg/mL which is included in the strong antioxidant category and the facial mask is in the form of watermelon white peel extract gel in the F7 formulation with additional concentration 3.5% extract has an IC50 value of 97.11 μg/mL which is included in the strong antioxidant category. Abstrak Buah semangka di Indonesia sangat berlimpah dan banyak diminati oleh masyarakat, umumnya masyarakat hanya mengonsumsi daging buahnya saja tetapi buah semangka memiliki lapisan berwarna putih yang kurang diminati dan hanya dijadikan limbah. Kulit putih buah semangka merah memiliki senyawa sitrulin yang merupakan zat antioksidan, sehingga dapat dimanfaatkan dalam bentuk masker wajah untuk terhindar dari paparan radikal bebas pada kulit. Tujuan dari penelitian adalah untuk mengetahui aktivitas antioksidan pada ekstrak kulit putih semangka, mengetahui aktivitas antioksidan dalam sediaan masker wajah berbentuk gel, dan mengetahui antioksidan terbaik di dalam sediaan masker wajah berbentuk gel. Metode rancangan acak langkap (RAL) digunakan dalam penelitian ini dengan perlakuan konsentrasi (F0) 0 %, (F1) 0.5 %, (F2) 1 %, (F3) 1.5 %, (F4) 2 %, (F5) 2.5%, (F6) 3 %, dan (F7) 3.5 % sehingga hasil penelitian menunjukan bahwa ekstrak kulit putih semangka memiliki nilai IC50 sebesar 76.12 μg/mL yang termasuk dalam kategori antioksidan kuat dan masker wajah berbentuk gel ekstrak kulit putih semangka pada formulasi F7 dengan penambahan konsentrasi ekstrak 3.5 % memiliki nilai IC50 sebesar 97.11 μg/mL yang termasuk dalam kategori antioksidan kuat. Abstract

 Abstract The purpose of writing this thesis is to find out the extent of the performance implementation carried out by the Subang Regency Archives and Library Service in terms of library services, in addition to knowing the factors that are obstacles in the implementation of Library Service Performance carried out by the Subang Regency Archives and Library Service . The method used in this research is qualitative analysis with a purposive sampling technique, namely a type of sample whose selection is based on the criteria of objectives and benefits. The informants taken were the Head of the Subang Regency Archives and Library Service, Head of the Library Management and Services Division, Head of the Library Services Section, Librarians and the Community. Data collection techniques include interviews and observation. Based on the research results, it was found that the performance of library services in its implementation was not completely satisfactory, so it was necessary to implement performance so that the resulting output could be much better than before. Keywords: performance, archives, libraries Abstrak Tujuan dilakukannya penulisan skripsi ini adalah untuk mengetahui sejauh mana pelaksanaan  Kinerja yang dilakukan oleh Dinas Kearsipan dan Perpustakaan Kabupaten Subang dalam hal layanan perpustakaan, selain itu untuk mengetahui faktor-faktor yang menjadi hambatan dalam pelaksanaan  Kinerja Layanan Perpustakaan yang dilaksanakan oleh Dinas Kearsipan dan Perpustakaan Kabupaten Subang. Metode yang digunakan dalam penelitian ini adalah menggunakan analisis kualitatif dengan teknik pengambilan sampel adalah Purposive Sampling yaitu jenis sampel yang pemilihannya didasarkan atas kriteria tujuan dan manfaatnya. Informan yang diambil adalah Kepala Dinas Kearsipan dan Perpustakaan Kabupaten Subang, Kepala Bidang Pengelolaan dan Pelayanan Perpustakaan, Kepala Seksi Layanan Perpustakaan, Pustakawan dan Masyarakat. Teknik Pengumpulan data meliputi wawancara dan observasi. Berdasarkan hasil penelitian, diperoleh hasil bahwa Kinerja Layanan Perpustakaan dalam pelaksanaannya belum sepenuhnya memuaskan sehingga perlu untuk menerapkan  Kinerja agar output yang dihasilkan dapat jauh lebih baik dari sebelumnya. Abstract

Abstract PAD is one of the sources of financing for a region which has a very important role in helping provide income in carrying out the functions of local government. One important component of the composition of PAD is the local tax sektor. Local taxes are carried out by local governments and allocated to finance routine expenditures and development in the region. Hotel tax is a significant contributor to regional tax revenues each year. One of the programs used to increase regional income from hotel taxes is using an online transaction recorder installed in every hotel. This study aims to determine the extent to which the influence of the existence of an online transaction data recording device program on hotel taxes in Bandung Regency on local revenue receipts in the form of taxes. The research method used is descriptive qualitative method with a case study approach. In collecting data, researchers used primary and secondary data. The results show that the implementation of the program can be said to be optimal based on the achievement of predetermined hotel tax revenue targets. However, there are still obstacles such as changes in the mechanism for using the tool and the lack of awareness of taxpayers in making payments and using the tool. So that with this, not all potential revenues in the hotel tax sektor have been maximally utilized. Keywords : Policy Implementation, Local Taxes, Transaction Recording Tools Abstrak Pendapatan Asli Daerah (PAD) adalah salah satu sumber pembiayaan bagi suatu wilayah yang memiliki peran penting dalam membantu menyediakan pendapatan dalam menjalankan fungsi pemerintah daerah. Salah satu komponen penting dalam komposisi PAD adalah sektor pajak daerah. Pajak daerah dilaksanakan oleh pemerintah daerah dan dialokasikan untuk membiayai pengeluaran rutin dan pembangunan di wilayah tersebut. Pajak hotel merupakan penyumbang penting terhadap pendapatan pajak daerah setiap tahunnya. Salah satu program yang digunakan untuk meningkatkan pendapatan daerah dari pajak hotel adalah dengan menggunakan alat pencatat transaksi online yang dipasang di setiap hotel. Penelitian ini bertujuan untuk menentukan sejauh mana pengaruh dari keberadaan program alat pencatatan data transaksi online terhadap pajak hotel di Kabupaten Bandung terhadap penerimaan pendapatan daerah dalam bentuk pajak. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan pendekatan studi kasus. Dalam mengumpulkan data, peneliti menggunakan data primer dan data sekunder. Hasil penelitian menunjukkan bahwa pelaksanaan program ini dapat dikatakan optimal berdasarkan pencapaian target pendapatan pajak hotel yang telah ditetapkan sebelumnya. Namun, masih ada hambatan seperti perubahan dalam mekanisme penggunaan alat dan kurangnya kesadaran dari para wajib pajak dalam melakukan pembayaran dan menggunakan alat tersebut. Sehingga dengan ini, belum semua potensi pendapatan di sektor pajak hotel telah dimanfaatkan secara maksimal. Kata Kunci : Implementasi Kebijakan, Pajak Daerah, Alat Pencatatan Transaksi

Abstract

Abstract This study is motivated by the social and state damaging behavior of abuse of power (abuse of power) by Indonesian civil servants. This is partly due to the poor system of checks and balances in the government system. The purpose of this study is to explore and discuss the role of public accountability in efforts to address and prevent abuse of power by public officials. The research methodology used is a qualitative approach, descriptive in nature, using techniques for collecting data from library research. The results of this study show that accountability plays a role in eliminating abuse of power by public officials. We need to improve the system of public organizations. Public organizations must be held accountable for everything they do or tell the public to prevent manipulation and fraud. The study concludes that the principle of public accountability is an important key to improving the quality of civil servants who are accountable and transparent in the performance of their government duties. Therefore, in order to end this abuse of power, we need to be transparent about the budgets spent and the programs implemented to minimize fraud. Keywords: Public Accountability, Abuse Of Power, Public Official Abstrak Penyelidikan ini dilatarbelakangi oleh penyalahgunaan kekuasaan (abuse of power) oleh penguasa Indonesia yang merugikan masyarakat dan negara. Hal ini antara lain disebabkan oleh sistem pengendalian yang kurang baik dalam sistem manajemen. Tujuan dari penelitian ini adalah untuk mengkaji dan mendiskusikan peran akuntabilitas publik dalam upaya memerangi dan mencegah penyalahgunaan kekuasaan oleh otoritas publik. Metode penelitian adalah pendekatan kualitatif yang bersifat deskriptif dan menggunakan teknik pengumpulan data penelitian kepustakaan. Hasil penelitian menunjukkan bahwa akuntabilitas berperan dalam menghilangkan penyalahgunaan kekuasaan oleh otoritas publik. Sistem organisasi publik harus diperbaiki, organisasi publik harus bertanggung jawab atas segala sesuatu yang dilakukan atau dikomunikasikan kepada publik, sehingga tidak ada manipulasi atau kecurangan. Studi ini menemukan bahwa prinsip akuntabilitas publik merupakan kunci penting untuk meningkatkan kualitas operasional. pejabat yang bertanggung jawab dan transparan dalam melaksanakan tugas pemerintahan. Oleh karena itu, untuk mencegah penyalahgunaan wewenang tersebut, transparansi anggaran dan program anti fraud yang dijalankan harus dipastikan. Abstract

Abstract This research was made because of the need to optimize the role of local government towards flood disaster risk management in Bandung Regency. The research method used is a qualitative approach with data collection techniques through interviews, observations, and documentation studies, the main informants are officials at BPBD Bandung Regency. Based on the results of this study, it was found that BPBD Bandung Regency carried out a form of community capacity building in the form of socialization to the community about flood management, and providing early warnings. Strategising with other agencies to assist in directly executing the programme. There is a programme as a means of communication that is being developed, namely empowering and coordinating with community groups such as scout members and disaster preparedness cadets to assist the community in disaster risk management. So to streamline performance and coordination between stakeholders, BPBD acts as a means of conflict resolution, or in this case it can be a misunderstanding or miscommunication. Abstrak Penelitian ini dibuat karena perlunya optimalisasi peran pemerintah daerah terhadap penanggulangan risiko bencana banjir di Kabupaten Bandung. Berdasarkan hasil penelitian ini ditemukan bahwa BPBD Kabupaten Bandung melakukan bentuk peningkatan kapasitas masyarakat berupa sosialisasi kepada masyarakat tentang penanggulangan banjir, dan memberikan peringatan dini. Berstrategi dengan instansi lain untuk membantu dalam mengeksekusi program secara langsung. Adanya Program sebagai sarana komunikasi yang sedang disusun yaitu memberdayakan dan berkoordinasi dengan kelompok masyarakat seperti anggota pramuka dan taruna siaga bencana untuk membantu masyarakat dalam penanggulangan risiko bencana. Maka untuk mengefektifkan kinerja dan koordinasi antar stakeholder tersebut BPBD berperan sebagai sarana penyelesaian konflik, atau dalam hal ini dapat berupa kesalahpahaman atau miskomunikasi. Abstract

Family Card is one of the important documents in population administration. Therefore, Family card services must have a certain quality in order to provide the best service to the community. The purpose of this research was to determine the quality of service and to determine the supporting factors in fulfilling the quality of family card services. In carrying out a satisfactory service, the Purwosari Sub-District Office, Purwosari district also applies strategies to improve the performance of the apparatus. This type of research is descriptive with a qualitative approach. The research process involves asking questions and procedures, collecting data from participants, analyzing inductively, interpreting the meaning of the data. From the research conducted, it shows that the quality of Family Card services at the Purwosari sub-district, Purwosari district viewed from the dimensions of reliability, physical evidence (tangibles), responsiveness, assurance, and empathy is good, although there are not optimal. The strategy implemented is the core strategy includes the vision and mission, the consequence strategy includes reward and punishment, the customer strategy is also detailed in the Service Operational Standards, Public Service Standards and service announcements. The control strategy is the authority delegation from the Population and Civil Registration Office and the authority delegation to the Ombudsman as well as cultural strategies by implementing 5S they are Senyum (smile), Sapa (addressing), Salam (greetings), Sopan (courtesy), and Santun (manners) and morning assembly activities. In an effort to improve the quality of Family Card services, there are supporting factors that can affect service quality. The supporting factors in fulfilling the quality of Family Card services which include the behavior of the apparatus and the capabilities of the apparatus are also quite good.

Abstract

Abstract The high level of problems in building an effective system of ethics and public accountability, such as corruption, nepotism, and limited access to public information, are obstacles to the growth and progress of the country. The purpose of writing this article is to discuss the development of an effective ethical and public accountability system in Indonesia. The method in this study uses a qualitative approach that is descriptive using the library study method taken from various sources of articles, journals and books as well as news related to related issues. The results of this study indicate that lack of transparency, oversight, disregard for law, and problems of corruption have slowed the development of an effective system of ethics and public accountability in Indonesia. Solutions that can be implemented include strengthening laws and regulations, strengthening public institutions, increasing transparency and access to public information, increasing community participation, and increasing public awareness. It is hoped that the development of an effective system of ethics and public accountability can help create a conducive environment for economic growth and people's welfare in Indonesia.
