Abstract

Risk management in public services, especially at the Investment and One-Stop Integrated Service Agency (DPMPTSP) of Bandung Regency, plays a key role in enhancing the effectiveness and efficiency of services provided to the community. Although the licensing system has been integrated into the online platform SAMIRINDU, there are still complaints about the lengthy licensing process, indicating room for improvement in service quality. This study aims to analyze the risks affecting public service performance and find solutions to overcome them, in hopes of assisting the DPMPTSP of Bandung Regency in achieving and maintaining high service standards. The research methodology is a qualitative case study approach, with data collection through observation, in-depth interviews, and documentation. The study results show that the application of the balanced scorecard concept in performance management analysis successfully created a balance between financial aspects, customer satisfaction, internal process efficiency, and learning and growth. The integration of risk management analysis provides a new perspective in identifying and overcoming obstacles, thus enabling the DPMPTSP to be more responsive to community needs and adaptive to operational environmental dynamics.

Abstract

Poverty is a condition of economic inability to fulfill the average standard of living of people in an area. One of the programmes established by the government to reduce the burden on the community in fulfilling basic needs is the Non-Cash Food Assistance Programme (BPNT). The implementation of the BPNT programme at the Regency/Region level is under the control of the Subang Regency Social Service, which is part of the Food Social Assistance Coordination Team and is supported by other government agencies and departments. Coordination is key in supporting the success of a programme. The basic mechanisms in achieving coordination are the vital components of management, namely managerial hierarchy, rules and procedures and the establishment of plans and objectives. The purpose of this research is to describe the role and function of stakeholder coordination as well as obstacles or barriers to coordination between relevant stakeholders in the implementation of the Non-Cash Food Assistance Programme (BPNT) in Subang District. The results of this study show that aspects of the managerial hierarchy have been carried out, rules and procedures have been implemented and the determination of plans and objectives has been prepared since the start of activity planning, but the results are still not optimal.

Abstract

This study investigates the relationship between quality management implementation and its impact on employee performance and organizational culture. Through the use of a holistic analytical methodology, the study results show that effective implementation of quality management principles contributes to significant improvements in productivity and quality of employee performance. The findings also highlight the crucial role of quality management in shaping an adaptive, collaborative, and innovation- oriented organizational culture. The implication is that good quality management implementation can provide a strong foundation for organizational growth through improved individual performance and the establishment of an inclusive corporate identity.

Abstract

The research conducted by the researcher is located in Kutawaringin District, Bandung Regency. The background of this research is to determine the extent to which the implementation of public information disclosure policies have been implemented in village public bodies, to see whether the Public Information Policy has been implemented through the Village Information System. The research method used by the researcher is a qualitative method with case studies, with data collection techniques carried out by researchers, namely by means of observation, interviews, and document studies. The theory that will be used as a guide in this research is the theory of policy implementation from George C. Edward III and public information that must be published according to Law No. 14 of 2008 concerning Openness of Public Information. The results of the study indicate that the policy of public information disclosure through the village information system in the villages of the Kutawaringin sub-district has not been implemented properly, this is due to disturbances in transmission in communicating the substance of the policy, the capacity of human resources in the village is not yet ready to implement the policy, the village head does not understand the importance of implementing the policy so that the delegation of orders is not binding and there is no effort to make it happen, either the formation of regulations, team formation, funding, or consistency in its implementation.

Abstract

This research aims to analyze the archiving and document management process at the Kaliangkrik Religious Affairs Office (KUA) and identify the challenges in archiving practices. The research method used is a descriptive qualitative approach. Data was collected through interviews with the head of the KUA and staff who handle archives. Research data was also collected by directly observing the archiving process at KUA Kaliangkrik. Apart from that, research data was also collected through documentation studies. The research results show that the KUA Kaliangkrik archiving process is carried out carefully, ensuring conformity between data and recording. However, the main challenges faced are limited human resources, inconsistent external data updates, changes in filing systems, and technological infrastructure constraints. Although information technology and electronic systems benefit document access, saving physical space, and document protection, technological infrastructure that has yet to be optimized is an obstacle. In maintaining the security and confidentiality of documents, KUA Kaliangkrik has implemented measures such as using passwords to access electronic documents and storing physical documents in safe cabinets or safes. However, collaboration between archive officers, IT, and KUA management needs to be improved to maintain the security of stored documents. Training archivists, coordinating with external parties, updating electronic filing systems, and increasing document security are steps that can be taken to improve the effectiveness of archiving. By overcoming these challenges, archiving and document management at KUA Kaliangkrik can be more efficient, provide good service, and maintain the security of stored documents.

Abstract

The management of the rice terrace tourist attraction in Ceking, Tegallalang District, Gianyar, presents a unique tourism model due to its location between two villages. The terraces are situated in Kedisan Village, while the best viewpoints are in Tegallalang Village. This research aims to analyze the authority of the Tegallalang Traditional Village in utilizing community participation for managing the Ceking tourist attraction and to develop a suitablemanagement model for community empowerment. The study employs a qualitative approach with case study methods, including data collection through in-depth interviews, field observations, and document analysis. The findings reveal that the Tegallalang Traditional Village's authority in managing the tourist attraction is not fully optimized due to limited community involvement. Moreover, while the attraction is popular among tourists, thefacilities need improvement. The proposed management model emphasizes integration among traditional villages, Subak, government, tourism actors, and the Kedisan Village community, aiming to empower local communities through collaborative management.

Abstract

The management of tourism closely tied to Balinese culture emphasizes the significant role of traditional villages, including Desa Adat Intaran, which is responsible for managing Mertasari Beach in South Denpasar District. This research aims to examine: (1) the authority of traditional villages in managing cultural tourism in Bali based on Regional Regulation Number 4 of 2019 concerning Traditional Villages; and (2) the contribution of Desa Adat Intaran in the management of Mertasari Beach. This research uses a qualitative approach with interactive data analysis techniques adapted from Miles and Huberman. The research findings indicate that: (1) Based on the Bali Provincial Regional Regulation Number 4 of 2019 concerning Traditional Villages, traditional villages have the authority to manage tourism that is part of the traditional village's heritage, especially if it is related to Padruwen Desa. This Regional Regulation strengthens the role of traditional villages in managing Balinese cultural tourism by considering the local values of the Balinese community, particularly in preserving Padruwen Desa as a tourist destination; and (2) Although Desa Adat Intaran has been active in managing Mertasari Beach, including community empowerment programs, environmental conservation, cleanliness of Mertasari Beach, and financial planning, the management structure separate from the traditional village organization is still not optimal. Community participation and supervision include overseeing the workforce, security, and vendor activities.

Abstract

This study explores the potential of Dam Oongan to be developed as a tourist attraction, highlighting its beautiful garden, jogging tracks, swimming pools, and culinary tours. The research addresses two main questions: the existing attractions around Oongan Dam and the development plan for community-based tourism in Denpasar, Bali. Using a qualitative approach, data were collected through in-depth interviews, field observations, and document analysis. The findings reveal significant attractions such as good accessibility, adequate amenities, and various attractions including Dam Oongan and its gardens. However, the development plan is hindered by the absence of a dedicated management institution and unclear community values. Recommendations include forming a management institution and clarifying community vision.

Abstract

This research aims to find out the quality of the rehabilitation section services at the Palu City National Narcotics Agency Office. The type of research used is qualitative research. The determination of informants was carried out purposively. The types of data used are primary and interactive data from Miles and Huberman, namely data collection, data reduction, data presentation and drawing conclusions. The theory used is the theory of Parasuraman, Zeithaml and Berry in Pasolong (2007). The results of the research show that the quality of services of the Rehabilitation Section at the Palu City National Narcotics Agency Office cannot be said to be effective so that the output produced is not optimal and in accordance with the quality of public services. Despite the many obstacles and problems that occur when providing services to the community regarding the provision of services in the rehabilitation section at the Palu City National Narcotics Agency Office. There is a need to increase the provision of services to the community, especially in terms of rehabilitation services to people who abuse drugs, both in terms of mentoring and providing moral support to victims of drug abuse. Thus, the researchers draw the conclusion that the quality of the rehabilitation section services at the Palu City National Narcotics Agency Office is not optimal.

Abstract

This research will conduct a qualitative descriptive analysis based on the SERVQUAL framework at the Pilot Religious Affairs Office in Kaliangkrik District. Kaliangkrik District was chosen as the research location because it reflects the dynamics of urban development, which represents challenges in providing optimal services. This research uses a descriptive qualitative approach. Research data was collected using observation and interviews. The research sources were the head of the KUA, employees, and the community. The results of this research show positive aspects of KUA services, such as the responsiveness of officers to community needs, clarity of service procedures, and efforts to maintain the cleanliness and tidiness of the office. However, several areas were also identified that required further attention, such as improvements in the provision of information and maintenance of the physical condition of facilities.
