Abstract

Abstract This study analyses the use of urban village funds in the city of Surabaya to combat flooding through the development of infrastructure such as drainage, infiltration ponds and water pumps. The results show that the programme has had positive impacts, including reducing flooding, improving people's quality of life, and strengthening economic competitiveness. However, the success of the programme still faces challenges such as budget constraints, sub-optimal coordination and low community participation. To improve the effectiveness of the programme, it is necessary to strengthen fund management, community education and a better monitoring system so that the programme can contribute to the development of a resilient and sustainable city. Abstract

The use of digital technology in public administration is an important strategy in improving the quality of governance. Tasikmalaya Regency has implemented the Integrated Bureaucratic Administration Service System (SADASBOR) as a solution to speed up the administrative process and increase transparency and accountability in the bureaucracy. This system is designed to support the implementation of good governance by ensuring efficiency, effectiveness, and openness in administrative services. However, in its implementation, there are still a number of challenges, such as the resistance of the State Civil Apparatus (ASN) to digitalization, limited technological infrastructure, and the risk of data leakage. This study aims to examine the role of SADASBOR in realizing good governance in Tasikmalaya Regency and identify the obstacles faced in its implementation. This study uses a qualitative approach with a descriptive case study method. Data was collected through in-depth interviews with ASN, direct observation of the implementation of the system, and studies related to policies and regulations governing the implementation of SADASBOR. Furthermore, the stages of data reduction, data presentation, and conclusion drawn, guided by the principles of good governance. The results of the study reveal that SADASBOR has played a role in improving administrative efficiency, transparency, and bureaucratic accountability. However, there are several obstacles that still need to be overcome, such as the lack of readiness of ASN in adapting to the digital system, limited server capacity. Therefore, strategic steps are needed, such as strengthening technological infrastructure, increasing digital literacy for civil servants.

Abstract

Citengah Village in Sumedang Selatan District has great potential in sustainable development, especially through the use of digital technology. This study aims to analyze the readiness of Citengah Village in implementing technology, identify the main obstacles, and formulate appropriate technology optimization strategies. Using the Smart Village approach, which emphasizes the integration of technology to improve the efficiency of village governance, this study also utilizes the theory of development administration as an analytical framework to measure transparency, participation, and accountability in village development. The results of the study indicate that Citengah Village has a strategic vision for digitalization through the RPJMDes, but limited digital infrastructure, low technological literacy of village officials, and limited budget are the main obstacles. The proposed strategies include strengthening internet infrastructure, intensive training for village human resources, and collaboration with external parties to support funding and technology. This study emphasizes the importance of the relationship between the Smart Village approach and development administration. Technology not only improves the efficiency of public services but also supports more inclusive and accountable village governance. By implementing this optimization strategy, Citengah Village has the potential to become a model of a technology-based village that is able to answer community needs in a sustainable manner.

Abstract

This study analyses research trends on Babinsa (Bintara Pembina Desa/Village Management Senior NCO) based on fifty-two academic publications from 2013 to March 2025. The study aims to identify topic trends, dominant disciplines, temporal distribution, and research methodologies. Findings reveal a shift from a focus on security and public order to socio-economic empowerment, cross-sectoral collaboration, and technology utilization. Research is dominated by the Social-Political Sciences discipline and qualitative approaches. Gaps are found in regulatory aspects, long-term evaluation, and community-based perspectives. This study provides insights to support policymaking and enhance the effectiveness of Babinsa's role in society.

Abstract

Employee turnover has emerged as a critical concern in Indonesia's industrial sector, especially within manufacturing firms employing non-permanent labor contracts. The increasing prevalence of job insecurity and elevated work-related stress has prompted serious concerns regarding employee retention and organizational performance. This study aims to examine the influence of job insecurity and job stress on turnover intention in the context of a manufacturing company in West Java, Indonesia. The urgency of the research lies in addressing psychological and organizational challenges that directly impact workforce stability. A quantitative approach with a descriptive-verificative design was employed. Data were collected from 145 employees using structured questionnaires and analyzed using path analysis to estimate direct and indirect effects. The study measured job insecurity, job stress, and turnover intention using validated instruments and tested their reliability and validity prior to analysis. The findings indicate that job insecurity has the most substantial effect on turnover intention, followed by job stress. Together, these variables explain 64.4% of the variance in turnover intention. The study reveals that perceived employment instability and psychological strain are key drivers of turnover behavior. Practical implications include the need for organizations to improve employment stability and implement stress management programs. This research contributes to human resource management literature by emphasizing the societal consequences of insecure employment in developing economies and recommends future studies to expand the model with broader psychological and organizational factors.

Abstract

This study aims to analyze the factors that influence the return of sharia stocks on the Jakarta Islamic Index (JII). The background of this study is based on the conditions of uncertainty in the return of sharia stocks where significant fluctuations are seen. This study uses a quantitative approach with an explanatory survey method. The population in this study were companies included in the Jakarta Islamic Index (JII) for the period 2014-2023, the sample was selected using a purposive sampling technique with a total of 14 companies. Testing was carried out using a descriptive statistical approach and panel data regression, t-test, F-test. The results of the study showed that simultaneously stock risk, stock valuation, exchange rates and inflation affected stock returns. Partially, stock risk, stock valuation, and exchange rates had a positive effect on stock returns, while inflation had a negative effect on stock returns.

Abstract

The title of this research is “Initialism in BBC News Online Newspapers from August-May 2025: A Morphosemantic Studies”. The purpose of this research is to identify the form of initialism and their meanings in BBC News from August-May 2025. The method of this research is a qualitative descriptive research method. The data is collected using the observation method with a note-taking method. That method is used to describe the data in this research. The data source in this research is a News article from BBC News Website published between August 2024-May 2025. The analysis of this research was carried out using the distributional method, and the Immediate Constituent (IC) analysis technique and the expansion technique. The result of this research shows that the form of initialism is divided into two parts, those are formed from single morphemes and those are formed from combinations of single and complex morphemes. The meaning from the initialism are categorized into two meanings, they are lexical meaning (literal meaning) and contextual meaning (the meaning according to the News context).

Abstract

Abstract The era of globalization brings great challenges to indigenous peoples, especially in their efforts to maintain traditional values ​​amidst rapid social, economic and cultural changes. This article discusses the influence of customary law in resolving social problems in the era of globalization, including its role, challenges and relevance amidst modern dynamics. Customary law, which is rooted in local wisdom, has a crucial role in handling agrarian conflicts, preserving the environment, and strengthening the cultural identity of indigenous peoples. Nevertheless, customary law faces various challenges, such as modernization pressures, global cultural influences, and a lack of formal recognition by the state. These challenges often threaten the sustainability of customary law, especially in societies increasingly affected by cultural homogenization and shifting values. In this context, this article highlights the importance of formal recognition of customary law by the government and the need for education based on local wisdom to preserve traditional values. Through a collaborative approach between the government, indigenous communities and other parties, customary law can continue to be a relevant instrument in resolving social problems and maintaining cultural harmony amidst the challenges of globalization. Thus, customary law not only functions as a conflict resolution mechanism but also as a support for cultural identity and diversity in Indonesia. Keywords: Customary Law, Social Issues, Globalization

Abstract

Communal Intellectual Property (KIK) is an important asset that includes traditional knowledge, cultural expressions, genetic resources, and geographical indications that are passed down from generation to generation in a community. To protect KIK from foreign claims and ensure that economic and cultural benefits continue to be enjoyed by the community of origin, the Indonesian government through the Directorate General of Intellectual Property (DJKI) launched the Intellectual Property Center (Sentra-KI) Program. This program aims to inventory and record KIK as an initial step in legal protection. This study analyzes the effectiveness of the Sentra-KI Program at BRIDA Gianyar Regency in supporting KIK recording, and identifies factors that influence its success. The results of the study show that although this program has increased public awareness and provided a better recording system, there are still various obstacles, such as limited human resources, lack of public understanding, bureaucratic obstacles, and suboptimal digital infrastructure. To overcome these challenges, a more comprehensive strategy is needed, including improving education, digitizing services, strengthening partnerships with related institutions, optimizing budgets, and simplifying administrative procedures. By implementing effective strategies, the Sentra-KI Program is expected to improve the protection and sustainable use of KIK in Gianyar Regency.

Abstract

This article investigates the juridical implications of applying restorative justice in the resolution of fraud and embezzlement cases in Indonesia. The conventional criminal justice system, often characterized by its retributive orientation, is increasingly challenged for its inability to offer meaningful restitution to victims and lasting resolutions to offenders. Restorative justice presents an alternative paradigm, aiming to restore social harmony by actively involving victims, offenders, law enforcement, and communities in consensual conflict resolution. This study adopts a normative juridical research approach supported by case analysis of the Indonesian National Police's application of restorative justice, specifically referencing Police Report No. LP/B/0664/XI/2021/BARESKRIM POLRI. Legal and institutional frameworks including the Indonesian Penal Code, Law No. 11 of 2012 on the Juvenile Criminal Justice System, and Regulation of the Attorney General No. 15 of 2020 serve as the core references. The findings highlight that restorative justice can effectively resolve minor criminal offenses such as fraud and embezzlement when certain material and formal conditions are met, including community consent and documented mutual agreement between involved parties. This research argues that the restorative approach is not only legally viable but also ethically and socially more responsive to the needs of victims and communities. The study recommends broader institutional adoption and harmonization of restorative principles across judicial bodies to ensure sustainable justice reform.  Keywords: Restorative Justice, Criminal Law Reform, Fraud, Embezzlement, Indonesia
