Abstract

This article discusses voter participation in the 2024 General Election (Pemilu) in Palu City through the Village Care for Elections and Elections (DP3) program initiated by the General Elections Commission (KPU). The DP3 program aims to increase community awareness and involvement, especially in rural areas that were previously recorded as having low levels of participation. This study uses a descriptive qualitative approach with data collection techniques in the form of interviews, observations, and documentation. The results of the study indicate that the DP3 program in Palu City was able to encourage increased voter participation through community-based voter education, involvement of community leaders, and a direct, participatory approach. However, the implementation of the program still faces several obstacles, such as limited human resources and logistics, as well as the level of political literacy that is not evenly distributed in society. This article concludes that the DP3 program has contributed positively to building a culture of democracy at the grassroots level and can be a model for sustainable electoral participation if accompanied by capacity building and cross-sector collaboration.

Abstract

Dengue fever (DHF) is one of the serious infectious diseases in Indonesia, including in the city of Denpasar, which often faces a spike in cases. Dengue fever control requires an integrated and sustainable approach, especially in the context of sustainable development which is the focus of the government. The instructions of the Mayor of Denpasar in this case play an important role in directing local policies to address this problem effectively. This study aims to analyze the instructions of the Mayor of Denpasar in mitigating dengue fever cases and their impact on sustainable development through a normative legal approach. This study uses a procedure that emphasizes the disclosure of truth through the logic of legal science from a normative aspect. Emphasis is placed on the importance of good environmental management, because without it, stopping dengue fever cases will be difficult to achieve. Dengue fever cases require policies that are not only effective in reducing the prevalence of the disease but also contribute to achieving sustainable development goals. Using the normative legal method, this study will examine the regulations and legal instructions issued by the local government and their implementation within the legal framework. This study will also evaluate how these mitigation policies support sustainable development and contribute to the vision of Golden Indonesia 2045. The results of this study are expected to provide insight into the legal strength and effectiveness of policies in addressing health issues while supporting sustainable development.

Abstract

Research on the quality of grocery sales services, in the initial observation found problems regarding consumer discomfort when buying including incomplete facilities and infrastructure, employee knowledge is still lacking regarding the goods in the store, lack of responsiveness of consumer needs for new products due to limited availability of goods from its distribution center. The purpose of this study was to determine the cause of the low quality of service and to provide efforts to overcome the obstacles that occurred at CV Lestari Jaya. The researcher used the theory of Parasuraman in Tjiptono which consists of five dimensions, namely physical (tangible) reliability, responsiveness, assurance, empathy. The research method used by the author is a descriptive research method with a qualitative approach with data sources from interviews, field observations and documentation. The results of the study showed that the availability of facilities and infrastructure was still lacking, there was no seating provided when consumers were queuing, in terms of employee knowledge they still did not understand what goods were in the store including storage items and were less responsive in terms of the availability of goods in the store regarding new products or goods. So the efforts made are to expand the consumer's space with the employee's space, especially when transacting with the store staff, seating is provided for consumers, and the store owner provides training to his employees regarding the goods in the store, both in terms of price and good service ethics to consumers, and the store first explains to consumers the constraints on the availability of goods from its distribution center, the existence of new products so that they can coordinate first with the warehouse that there is a new product that consumers want, immediately contact the supplier to immediately buy it and send it to the store. Abstract

This research is taken from the background of the problem at the beginning that visitors to Manohara Beach are not as crowded as before. Development of Manohara Beach tourism needs to be considered in order to attract more tourists. The positive impact of the increasing number of tourists visiting is the increasing economy of the surrounding community and increasing income for the Regional Government. However, evaluating tourism development requires several important things to be considered, so that the evaluation can run effectively & efficiently. The purpose of this study was to find out how to evaluate policies in tourism development at Manohara Beach, Meureudu District, Pidie Jaya Regency. The research method used is descriptive qualitative using interviews and documentation as data collection, with 5 informants. This study focuses on evaluating the development of Manohara Beach tourism using tourism development components that are used as indicators in measurement. The conclusion is that for tourism development based on components, namely physical aspects, attractiveness aspects, accessibility aspects, facilities aspects and social, economic, and cultural aspects, it is still not good. Abstract

Abstract Consumer protection in e-commerce transactions has become an essential issue in Indonesia, with the rapid growth of digital commerce creating both opportunities and risks for consumers. The urgency of this topic stems from the challenges consumers face in exercising their rights within the digital marketplace, where laws like the Consumer Protection Law and the ITE Law often fail to ensure effective legal protection. This research aims to explore the factors that influence the effectiveness of these legal protections in e-commerce transactions and to propose recommendations for improving the legal framework. The research method used is a qualitative approach with a case study method. Data were collected through in-depth interviews, field observations, and document analysis. The study examines the implementation of consumer protection laws in the context of large and small e-commerce platforms in Indonesia. The findings of the study indicate that while legal frameworks exist, enforcement remains inconsistent, with varying levels of compliance across platforms. The research recommends strengthening the legal structure by improving consumer education, enhancing dispute resolution mechanisms, and ensuring stricter enforcement to protect consumer rights more effectively in the growing digital market. Abstract

Abstract This study aims to analyze the implementation of digital marketing strategies in the home industry of Gurilem Crackers Batujajar, West Bandung Regency owned by Mrs. Komariyah in an effort to increase competitiveness and sales in the digital era. The main focus of this study is to identify sales of Gurilem Crackers with social media, namely Facebook, with the implementation of the COD (cash and delivery) system between buyers and sellers meeting each other in a place for transactions. This study uses a qualitative descriptive method with a case study approach on home-scale cracker industry players. The results of the analysis show that the use of digital platforms such as social media, namely Facebook, has a significant impact on product purchases, expanding market reach, and customer loyalty. The results of the study show that the main strength of the Gurilem cracker business lies in its distinctive taste that consumers like and its affordable price. In addition, direct interaction with consumers, as well as the use of digital promotion features, also strengthen the product's position in the market. However, challenges such as limited digital literacy, technical skills and unattractive packaging are still obstacles that need to be overcome through training and mentoring. Opportunities that can be utilized include increasing demand for traditional snacks and broad market potential through digital platforms. Threats faced include tight competition with similar products and fluctuations in raw material prices. Thus, digital marketing can be a strategic solution for the sustainable development of this Gurilem Cracker home industry amidst increasingly competitive market competition. Abstract

International humanitarian law (IHL) imposes a strict obligation on military leaders to protect civilians and prevent their troops from committing violations through the principle of command responsibility. However, field practices often deviate, especially during the Russia-Ukraine conflict that escalated since February 2022. This research aims to (1) describe the normative framework of command responsibility, (2) analyze the implementation of command accountability in the conflict, and (3) provide strategic recommendations to enhance the enforcement of IHL. The research design uses a normative-qualitative approach with case studies, where international legal instruments (Geneva Conventions, Additional Protocol I, Rome Statute) and International Criminal Court rulings are used as primary sources. Secondary data in the form of reports from leading NGOs (Human Rights Watch, Amnesty International, ICRC) and peer-reviewed academic literature were analyzed through content analysis to examine the elements of knowledge, prevention, and enforcement by military commanders. Source triangulation and peer debriefing ensure the validity and reliability of the findings. The research findings reveal patterns of serious violations, including indiscriminate attacks, forced displacement of civilians, and destruction of humanitarian facilities, occurring without adequate prevention or enforcement efforts by the military command. Political obstacles, destruction of evidence, denial of jurisdiction, and limited institutional capacity hinder accountability. In conclusion, although the HHI framework has matured, its implementation requires strengthening scenario-based training, revising standard operating procedures for rapid investigations, and access protocols for international investigators. Further studies are recommended to involve field interviews and internal document analysis to enrich the understanding of command responsibility practices. Abstract

Contemporary wars, such as the Russian invasion of Ukraine since February 2022, the Israel-Hamas conflict in Gaza since October 2023, and the civil war in Yemen since 2014, have caused widespread humanitarian crises: thousands dead, tens of thousands injured, and millions displaced and starving (Janowski, 2025; Al-Mughrabi & Farge, 2025; ACAPS, 2024). In an effort to protect civilians, International Humanitarian Law (IHL) rooted in jus in bello and the 1949 Geneva Conventions along with their Additional Protocols establishes basic protection norms in armed conflicts. This research aims to: (1) identify the roles of the United Nations (UN), the International Committee of the Red Cross (ICRC), and the International Criminal Court (ICC) in the enforcement of IHL; (2) evaluate the actual achievements and structural obstacles faced; and (3) compare the effectiveness of IHL enforcement mechanisms in the three conflicts. The method used is qualitative with a policy study and comparative design. Data were collected from official documents of the UN, ICRC, ICC, NGO reports (Amnesty, HRW), international law journals, and secondary field data from 2021–2025. Thematic analysis and cross-case source triangulation ensure the validity of the findings. The research findings indicate that the UN plays a role in normative advocacy and humanitarian assistance but is hindered by the Security Council's veto power; the ICRC carries out the mandate to protect victims but relies on access and negotiation with conflicting parties; while the ICC is only effective if the conflict countries ratify the Rome Statute, as in the case of Ukraine, whereas its jurisdiction over Israel and Yemen is limited. This study concludes that although international institutions strengthen HHI norms, political and legal constraints demand reform of the veto mechanism, expansion of ICC jurisdiction, and guarantees of unhindered humanitarian access. Abstract

  Abstract The Family Hope Program (PKH) is a form of conditional social assistance from the government to promote the welfare of the poor through access to education, health, and social welfare. This study was conducted to determine the extent of the effectiveness of the Family Hope Program (PKH) as an effort to accelerate poverty reduction in Balai Gadang Village, as well as supporting and inhibiting factors in the implementation of PKH in Balai Gadang Village. The type of research used is qualitative research with descriptive methods. The selection of research informants used the Purposive Sampling technique, while the research data was obtained from interviews with research informants and Documentation Studies in Balai Gadang Village. This research data is strengthened by documentary evidence and data or documents available at the Balai Gadang Village office. The implementation of data analysis in this study uses data reduction, data presentation, and drawing conclusions. The results of the study can be concluded that there are still several supports and obstacles in the implementation of the Family Hope Program (PKH) such as the lack of validation of aid recipient data, low financial literacy of some KPM, and the number of companions who are still limited in reaching all target families. Abstract

Abstract This study is based on a phenomenon, namely the fairly good statistical results of public satisfaction with the Children's and Teenagers' Fairy Tales (Darling) program amidst various obstacles faced. This study aims to further identify the actual quality of service produced by the East Java Provincial Library and Archives Service in the Darling program so as to obtain good satisfaction from the community. This study uses a qualitative descriptive method, namely describing the results of the analysis using the Parasuraman, Zeithaml, and Berry service quality theory based on the reality that occurs based on data collected through interviews, observations, and documentation as well as supporting data such as books, journals, or website articles. This study shows results where the five aspects used to measure the quality of the Darling program service are met well, so that it provides an understanding of what efforts are made by the East Java Provincial Library and Archives Service so that this program can produce maximum service and make the level of public satisfaction optimal.
