Abstract

This study aims to analyze the effectiveness of competency and potential assessment services for Civil Servants (ASN) at the Technical Implementation Unit of the Employee Assessment Center (UPT PPP) of the East Java Provincial Civil Service Agency. Competency assessment is a strategic instrument in ASN talent management that requires optimal service quality to support career development and bureaucratic professionalism. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews with assessment participants, and questionnaires. Data analysis refers to the five dimensions of service quality according to Parasuraman, including Tangible (Physical Evidence), Reliability, Responsiveness, Assurance, and Empathy. The results of the study show that the services of the PPP Technical Implementation Unit are generally considered good, especially in terms of the professionalism of the assessors, the friendliness of the team, and the adequacy of physical facilities. However, the effectiveness of services still needs to be improved through the strengthening of an early information system, improvements in technological infrastructure, improvements in facilities and infrastructure such as adjustable chairs and internet stability, and transparency in the assessment process. This study provides recommendations to strengthen schedule management and dissemination of the assessment system so that services can be more effective and contribute optimally to the development of ASN competencies.

Abstract

Kota Tua Padang holds great potential as a cultural heritage tourism destination, with its colonial history, distinctive architecture, and Minangkabau cultural narrative. However, the development of this area still faces challenges such as building damage, ownership issues, and limited infrastructure. This study aims to analyze the current management of Kota Tua Padang as a cultural heritage tourism destination, identify obstacles to implementing development strategies, and provide recommendations based on field findings. The research method used a qualitative descriptive approach, with primary data obtained through field observations and semi-structured interviews with managers, government officials, business actors, and local residents, as well as secondary data from official documents, journals, and related literature. This study is based on Steiner's Strategic Management Theory (1979) because the focus of the research is on the analysis of management strategies, implementation, and evaluation of the development of Kota Tua Padang as a cultural heritage tourism destination. The results show that government strategies through physical revitalization programs, creative economy activation, and the pentahelix approach have improved the area's aesthetics. However, gaps remain with actual conditions on the ground, such as lack of long-term maintenance, obstacles to building ownership, irregular spatial planning, limited infrastructure, low community participation, limited funding, and destination competition. The study concludes that the development strategy for Kota Tua Padang is reactive and visionary, with significant potential for a sustainable tourism ecosystem. However, it requires intensified synergy between policymakers, the community, and business actors. This includes revitalization, strengthening, resolving ownership issues, improving infrastructure, raising public awareness, pentahelix collaboration, managing funds, and distinguishing from competition to support collaborative and history-oriented development. This research contributes to the management of urban cultural heritage by the government, business actors, and academics.

Abstract

Service quality in campus retail increasingly depends on human resource capability and operational discipline, making it essential to understand how these elements shape customer experience. This study aims to examine the role of human resource development, operational discipline, and interpersonal competence in enhancing service quality within campus retail units. The theoretical framework refers to Human Resource Development 4.0, High-Performance Work Systems, and Customer Experience Quality. This research employs a qualitative case study design through in-depth interviews, observations, and document analysis. Findings reveal that continuous training, consistent SOP implementation, and staff interpersonal competence significantly strengthen service stability and responsiveness. These results highlight the need for integrating human development and operational systems to achieve adaptive, customer-oriented service performance.

Abstract

This study analyzes the internal and external performance evaluation systems through the Government Agency Performance Accountability System (SAKIP) at the East Java Province Investment and One-Stop Integrated Services Agency (DPMPTSP). The research focuses on the internal performance evaluation mechanism, the external evaluation process, and factors influencing the quality of organizational performance. The study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation studies. The results show that internal evaluation is carried out through monitoring the implementation of the Work Plan and Action Plan uploaded to the SIAKIP system, but still faces technical and administrative obstacles, especially in utilizing the evaluation results for planning for the following year. External evaluations are conducted by six evaluators who produce SAKIP rankings, with the achievement of the East Java DPMPTSP score reaching 81.51 in 2024 with a ranking of 41st. Factors influencing performance quality include the alignment of planning documents, leadership involvement, internalization of work culture, consistency of monitoring and evaluation, and the suitability of performance reporting

Abstract

Archive management is an important part of the implementation of government administration, especially in supporting fast, accurate, and accountable licensing services. The East Java Province Investment and One-Stop Integrated Service Agency (DPMPTSP) as the agency that organizes licensing services produces a high volume of archives, thus requiring orderly archive management in accordance with archival principles. This study aims to analyze the role of archive management in supporting licensing services at the DPMPTSP of East Java Province. This study uses a qualitative approach with a descriptive research type and a case study strategy. Data were obtained through observation, interviews, and documentation studies during the implementation of internship activities. The results show that archive management plays an important role in supporting the speed of service through easy retrieval of archives, increasing service accuracy through the accuracy and consistency of licensing data, and strengthening service accountability through the availability of archives as administrative and legal evidence. However, archive management at the DPMPTSP of East Java Province still faces obstacles, especially related to limited human resources for archives, a filing system that is not yet fully uniform, and supporting facilities and infrastructure. Therefore, continuous strengthening of archives management is necessary to support optimal licensing service quality

Abstract

Destination Planning and Management is now fundamentally intertwined with Digital Transformation in the Tourism Industry. Information and Communication Technology (ICT) has become a crucial strategic element in effective Tourism Planning, moving beyond a mere supporting role. This qualitative case study investigates how the nature-based destination, Dago Dreampark, integrates digital technology into its long-term planning and operational management processes. Data were collected through interviews with management, non-participant observation, and comprehensive digital media analysis (website, social media, and OTAs). The findings show that Dago Dreampark has successfully adapted the Smart Tourism concept, notably through an intensive digital marketing system. Digital technology plays a significant role in shaping the destination image and enhancing the tourist experience (smart experience). However, full strategic integration faces substantial challenges. Key issues identified include: persistent infrastructure limitations; inadequate human resources and market readiness for innovation, which was evidenced by the failed RFID wristband implementation; the need for sustained investment in technology development; and the necessity for tighter data integration to support spatial sustainability compliance. This study concludes that the strategic utilization of digital technology is an effective enabler for destination planning at Dago Dreampark, successfully elevating the tourist experience and establishing the site as a leading Smart Tourism destination in Bandung City.

Abstract

The effectiveness of public services at the local government level is often constrained by limited transparency and low community participation, which in turn affects public satisfaction. This study aims to examine the effects of transparency and community participation on public service effectiveness, with community satisfaction serving as a mediating variable, in Deli Tua Subdistrict. The study is grounded in theories of governmental transparency, public participation, and community satisfaction within public administration. A quantitative survey method was employed involving 99 respondents, with data analyzed using t-tests and path analysis. The results indicate that transparency and community participation have positive and significant effects on community satisfaction and public service effectiveness, both directly and indirectly. These findings highlight that improving public service effectiveness requires not only procedural efficiency but also enhanced information openness and active citizen involvement in service delivery.

Abstract

This study was conducted to determine the extent of the influence of coordination on employee performance through motivation at PT. PLN (Persero) UP3 Langsa, Where the study uses quantitative methods, namely data in the form of numbers or nominal with 4 variables, namely coordination (X1), Employee Performance (Y0 and Communication (Z), with a total of 43 respondents. Coordination partially has a positive and significant effect on Communication at the PT. PLN (Persero) UP3 Langsa Office. This can be seen from the t-count value of 14.476> t-table 2.019 and significant 0.000 <0.005. Coordination partially has a positive and significant effect on employee performance at the PT. PLN (Persero) UP3 Langsa Office. This can be seen from the t-count value of 3.055> t-table 2.021 and significant 0.004 <0.005. Coordination has a positive and significant effect on employee performance through Communication at the PT. PLN (Persero) UP3 Langsa Office. This is proven from the path analysis test which is known to have an indirect effect of 0.579 and greater than the direct influence of Coordination on employee performance, namely 0.344.

Abstract

This study aims to determine how much influence the Organizational Structure has on the Work Effectiveness of Employees at the Medan Atea District Office, Medan City. This study consists of the Independent Variable (X) Organizational Structure and Variable (Y) Employee Work Effectiveness. The sample of this study was all employees (PNS) at the Medan Area District Office, Medan City, totaling 30 employees. The method used in this study is a quantitative method. Data collection techniques in this study are interviews, questionnaires, and observations. Data analysis techniques use product moment correlation and significance tests. To determine the level of significance of the Influence of Organizational Structure on the Work Effectiveness of Employees at the Medan Area District Office, Medan City, a hypothesis test was conducted on r by determining the level of significance α = 5%. Determining the r table test n = 30. It is known based on data processing that the results of the r table product moment value with n = 48 and a 95% confidence level or 5% error is 0.361. Thus, r count 0.607 > r table 0.361. This means that there is a large influence between Organizational Structure on Employee Work Effectiveness. Thus, the proposed hypothesis can be accepted, namely that the magnitude of the influence of organizational structure can increase employee work effectiveness at the Medan Area District Office, Medan City.

Abstract

This study aims to analyze the effect of service quality in the tangibles dimension (physical evidence) on the satisfaction of Building Use Rights (HGB) extension applicants at the East Java Provincial Office of the National Land Agency. The research method used a quantitative approach with a Likert-scale questionnaire distributed to HGB extension applicants. Data analysis was conducted using simple linear regression. The results showed that the tangibles dimension had a positive and significant effect on applicant satisfaction, as evidenced by a significance value of 0.000 (<0.05) and a regression coefficient of 0.762. The R-square value of 0.607 indicates that 60.7% of the variation in applicant satisfaction can be explained by the tangibles dimension, while the remainder is influenced by other factors outside the study. These findings confirm that improving the quality of physical evidence, such as service facilities, officer appearance, and ease of information, is a crucial factor in increasing public satisfaction with land services. This research contributes to the optimization of public services, particularly in strengthening service quality standards based on physical evidence in land agencies.
