Abstract

Abstract Digital transformation in bureaucracy is an essential step toward achieving efficient and accountable public governance. One form of this initiative is the implementation of the e-Visum application at the Office of Population Control, Family Planning, Women Empowerment, and Child Protection (DP2KBP3A) of Subang Regency, which serves as a digital tool for monitoring attendance and performance of family planning field officers. This study aims to analyze how the e-Visum system influences employee discipline and to identify the supporting and inhibiting factors in its implementation. This research employs a qualitative approach with a case study method, collecting data through in-depth interviews, field observations, and document analysis. Data were analyzed interactively using the Miles and Huberman model, including data reduction, data display, and conclusion drawing. The findings reveal that the e-Visum application positively impacts employee discipline by improving punctuality, reporting accountability, and work responsibility. Nevertheless, technical challenges such as limited internet access and varying digital literacy levels remain obstacles. The study recommends enhancing human resource capacity and strengthening technological infrastructure to ensure the system’s effective and sustainable implementation. Abstract

This study aims to examine the influence of employee competence and leadership on organizational performance at Efiyanto Trading Company, with work culture as a moderating variable. The research method used was quantitative, with a sample size of 40 people. Primary data collection techniques included observation, interviews, and questionnaires, and were tested using validity and reliability tests. This quantitative research method employed path analysis. The results showed that employee competence and leadership had a positive and significant effect on organizational performance. Work culture moderated the relationship between employee competence, leadership, and organizational performance. Employee competence contributed 49.6% to performance, while leadership contributed 52.9%. Simultaneously, employee competence, leadership, and work culture explained 69.2% of the variance in organizational performance. This study recommends improving employee competence through training, enhancing leadership quality through emotional intelligence development, and strengthening a positive work culture at Efiyanto Company to sustainably improve organizational performance.

Abstract

Cika-Cika River Market is a community-based creative tourism destination developed through the initiative of local residents along the Cikapundung River in Bandung City. This destination emphasizes active community participation in tourism planning and management to achieve social, economic, and environmental sustainability. This study aims to analyze the role and level of local community participation, identify supporting and constraining factors, and formulate strategies to strengthen the community’s role in developing Cika-Cika River Market. The research employs a descriptive qualitative approach, with data collected through interviews, questionnaires, field observations, and literature review. Data analysis is conducted using SWOT analysis, supported by IFAS and EFAS matrices. The findings indicate that the local community plays a dominant role as the initiator and main manager of the destination, supported by strong social capital and a culture of mutual cooperation. However, challenges remain in terms of legal status, managerial capacity, and limited supporting facilities. Therefore, development strategies should focus on strengthening institutional capacity, improving MSME competencies, and enhancing community-based infrastructure to ensure the sustainability of the destination.

Abstract

This study aims to determine how the implementation of academic services in increasing student satisfaction at the Faculty of Administrative Sciences, Universitas Pembinaan Masyarakat Indonesia Medan. This study uses a qualitative descriptive approach. Research informants consist of several informants, namely the Academic Bureau and special students of the Faculty of Administrative Sciences. The data collection techniques use literature studies, direct observation and in-depth interviews. Based on the results of the study, it shows that the implementation of academic services in increasing student satisfaction at the Faculty of Administrative Sciences at Universitas Pembinaan Masyarakat Indonesia Medan is optimal. Based on the results of the study seen from the research indicators, namely showing indicators of service quality, namely direct evidence (tangibles), reliability (reliability), responsiveness (responsiveness), assurance (assurance) and (empathy) have been implemented well. And indicators for measuring student satisfaction, namely service procedures, service requirements, ability/competence, fairness in getting service, certainty of service schedules, environmental comfort, and service security have also been implemented well.

Abstract

This study aims to determine and analyze the influence of competence and work motivation on employee performance, both directly and indirectly through job satisfaction as an intervening variable at the Patumbak Subdistrict Office. The research applies a quantitative approach using path analysis. The sample consisted of 25 employees of the Patumbak Subdistrict Office, with data collected through a questionnaire. The results show that partially, both competence and work motivation have a positive and significant effect on employee performance, as well as on job satisfaction. Furthermore, job satisfaction also has a significant positive effect on employee performance. The path analysis results show that the direct effect of competence on performance (0.742) is greater than its indirect effect through job satisfaction (0.473), while work motivation also has a larger direct effect (0.866) than its indirect effect via job satisfaction (0.555). These findings indicate that job satisfaction plays a role as a partial intervening variable. Therefore, efforts to improve employee performance at the Patumbak Subdistrict Office should focus on strengthening competence and work motivation directly, accompanied by creating a work environment that supports job satisfaction.

Abstract

Digital transformation in public administration has encouraged the implementation of electronic records management systems as an effort to improve efficiency and the quality of administrative services. This study analyzes the effectiveness of the E-Archive Program in enhancing administrative performance at the Organizational Division of the Regional Secretariat of Surabaya City. Employing a descriptive qualitative approach with data collection techniques including observation, semi-structured interviews, and documentation, the study focuses on four aspects based on the model of Penn, Pennix, and Coulson, namely: information systems, user competence, technological infrastructure, and regulations and standard operating procedures (SOPs). The findings indicate that the E-Archive system effectively improves work efficiency, particularly in accelerating records retrieval, ensuring the accuracy of document distribution, and enhancing the orderliness of document management. Based on these findings, it can be concluded that the E-Archive Program has made a significant contribution to improving administrative performance in the relevant institution.

Abstract

Employee performance plays a crucial role in achieving organizational goals. To enhance performance, companies must consider various influencing factors, including compensation and work environment. Moreover, job satisfaction serves as a key element that can mediate these influences. This study aims to determine the effect of compensation and work environment on employee performance, both directly and indirectly through job satisfaction as an intervening variable at UD. Efiyanto in Medan City. This research employed a quantitative approach using descriptive and verificative methods. The population consisted of all 40 employees of UD. Efiyanto, using a saturated sampling technique. Data were collected through questionnaires and analyzed using path analysis with the aid of SPSS version 25. The results show that compensation contributes 93.2% and the work environment 95.5% to the improvement of employee performance. Additionally, compensation and work environment respectively influence job satisfaction by 35.4% and 8.2%, while job satisfaction contributes 9% to employee performance. This implies that when a company provides fair compensation and a comfortable work environment, job satisfaction increases and significantly impacts performance. Furthermore, F-test results indicate that compensation and work environment simultaneously have a significant effect on performance through job satisfaction, with contributions of 93.7% and 95.4%, respectively. Based on these findings, the company should pay attention to equitable compensation policies and foster a supportive work environment to ensure employee satisfaction and optimal performance.

Abstract

This study aims to analyze the implementation of competency-based job training programs as a community empowerment effort at the Tulungagung Regency Manpower and Transmigration Office. The research focused on two types of programs: Competency-Based Job Training for Tobacco Excise Revenue Sharing Funds and Job Training Programs to Expand Employment Opportunities. The study used a descriptive qualitative approach with primary data sources obtained through direct observation during internships and a review of internal agency documents. Data analysis was conducted using Human Capital Theory to view job training as a process of improving skills, knowledge, productivity, job readiness, job opportunities, and adaptability to the job market. The results showed that both training programs contributed positively to improving participant competency, particularly in the aspects of job skills and job readiness. However, the impact of the training tended to be strong in the implementation and short-term phases, while post-training sustainability still faced limitations, particularly in terms of workforce absorption and independent business development. The DBHCT-based program was more oriented towards specific competencies in the service sector, while the job expansion program was more inclusive and functioned as a strengthening of the community's basic economy. These findings indicate that job training plays a strategic role in regional human resource development, but requires continued support to achieve a sustainable impact.

Abstract

Digital transformation has become a key driver in promoting sustainable tourism development, particularly within village-based destinations that serve as local policy priorities. This study aims to analyze the implementation of digitalization in tourism marketing governance in Cibiru Wetan Tourism Village and its impact on local economic growth and community empowerment. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and document analysis. Data were analyzed using Miles and Huberman’s interactive model. The findings reveal that the use of websites and social media platforms has increased tourist visits, strengthened local economic activities, and encouraged creative community participation. However, challenges remain, including limited digital literacy and institutional capacity. This study highlights the importance of community-based collaborative digital governance for ensuring sustainable tourism development.

Abstract

The formation of a positive image of a public institution is not only determined by the quality of its performance, but also by the way the institutional message is formulated and conveyed to the public. This is reflected in the strategic role of the Public Relations Division of the Sidoarjo Regency DPRD Secretariat in managing public perception through publications of council activities, media relations, and responses to sensitive issues. The dynamics of regional politics, demands for transparency, and public criticism and demonstrations make the public relations function crucial in maintaining legitimacy and public trust. This study aims to analyze the communication strategy of the Public Relations Division of the Sidoarjo Regency DPRD Secretariat and the application of linear communication and symmetrical two-way communication in public relations practices. The method used is a descriptive qualitative approach through in-depth interviews, observations, and documentation studies. The results show that linear communication is implemented through routine publications on social media, official websites, and e-clippings to maintain information consistency. Meanwhile, symmetrical two-way communication is used in responding to criticism and public issues through open dialogue and clarification. This hybrid communication strategy has been proven to strengthen public trust and a positive image of the Sidoarjo Regency DPRD
