Abstract

This study aims to examine the effect of village fund management on village development in Foikhugaga Village, Umbunasi District, South Nias Regency. The research employed a quantitative approach using a survey method. Data were collected through questionnaires distributed to 57 respondents consisting of village officials and community members of Foikhugaga Village. The data analysis techniques used were Product Moment correlation, coefficient of determination, and t-test. The results showed that village fund management was in the high category with an average value of 4.20, while village development was also in the high category with an average value of 4.21. The correlation analysis indicated a coefficient value of 0.39, which means that the effect of village fund management on village development falls into the low category. The magnitude of the effect of village fund management on village development was 15.21%, while the remaining percentage was influenced by other factors outside this study. Nevertheless, the t-test results showed that village fund management had a positive and significant effect on village development. Therefore, improving the professionalism of village officials and strengthening supervision are necessary to optimize village fund management in supporting village development.

Abstract

Abstract This study was conducted to determine the efforts of employee training and providing incentives to improve employee performance through customer service at Kembar Ponsel Medan. The variables in this study consist of four independent variables, Job Training (X1) and Incentives (X2), while the dependent variable is Performance Improvement (Y) and the mediating variable is Service (Z). The research method used is a quantitative approach. Simultaneously, employee training efforts (X1) and providing incentives (X2) have a positive and significant influence on improving performance (Y). The combination of training that improves abilities and incentives that increase motivation is a very effective strategy to achieve optimal employee performance, namely the F-value (38,357) is greater than the F-table (3.34) with a significance value (0.000) less than 0.05. Simultaneously, employee training efforts (X1) and incentives (X2) have a positive and significant influence on customer service (Z), with the calculated F- value (11.326) greater than the F-table (3.34), and the significance value (0.000) less than 0.05. Thus, the synergy between increased capability (through training) and motivation (through incentives) results in higher service quality. Customer service (Z) is proven to act as an intervening variable that mediates the effect of incentives (X2) on performance improvement (Y). This means that incentives not only directly improve performance but also indirectly by motivating employees to provide better service, which ultimately improves performance. Abstract

The city of Bandung has a variety of interesting tourist attractions, both in terms of culture, history, and visitor experience. One location with the potential to be developed as a tourist destination is Cihapit Market, a traditional market that combines trading activities, social interaction, and the historical value of the city. This study aims to identify the potential for developing Cihapit Market as a tourist destination based on tourist perceptions and preferences. The method used is quantitative descriptive, with data collection through questionnaires to 40 visitor respondents, location observation, and interviews. The results show that the main identity of Cihapit Market is as a culinary tourist destination, with 95.0% of respondents stating that culinary is their main purpose of visit. This market has a strong loyalty base, with 60.0% of respondents recorded as repeat visitors, and promotion is strongly supported by social media channels (75.0%). Respondents' perceptions of the atmosphere and sense of security in the market are also relatively high. However, this potential is overshadowed by accessibility challenges: 82.5% of respondents are highly dependent on private vehicles (motorcycles and cars), which leads to low perceptions of parking availability and management (average score of 3.25). Another weakness is the need to improve public facilities such as cleanliness, sanitation, and toilets. The strategic recommendations proposed include improving infrastructure (parking and cleanliness), strengthening collaborative governance with the city government, developing authentic cuisine that favors the local community, and strengthening event-based promotion through social media. The implementation of these recommendations aims to make Cihapit Market a sustainable and competitive tourist destination.

Abstract

This research want to investigates the impact of political institutionalization issues, specifically the contentious leadership change in 2022 (from Suharso Monoarfa to Mardiono), on the internal solidarity of the United Development Party (Partai Persatuan Pembangunan/PPP) leading up to the 2024 General Election in Indonesia. Political parties are critical pillars in a democratic system, and their institutional strength determines their effectiveness. However, PPP’s history is marred by recurring internal conflicts that challenge its institutional stability. This research employs a qualitative approach with a case study design, collecting data through in-depth interviews with key party elites, regional functionaries, and document analysis. The findings reveal that the abrupt and controversial replacement of the Chairman severely undermined internal solidarity, manifesting as deep divisions, erosion of trust, and fragmented support at the grass roots. These internal institutional problems directly contributed to PPP's failure to meet the parliamentary threshold in the 2024 election. The study concludes that neglecting robust institutionalization processes, particularly during leadership transitions, severely compromises a party's electoral viability and long-term stability

Abstract

This study aims to analyze the role of the Padangpanjang Art Market as a cultural attraction and a platform for community creativity within the framework of developing culture-based tourism and the creative economy in Padangpanjang City. By shifting from conventional tourism paradigms to authentic experiences and the utilization of cultural heritage, the Padangpanjang Art Market has emerged as a local effort that combines art performances, culinary delights, and social interactions in an innovative public space. Using qualitative descriptive methods through literature review, in-depth interviews, field observations, and document collection, this study explores the dynamics of its organization, community participation, and the challenges encountered. Key findings indicate that the Padangpanjang Art Market boosts the local economy by increasing visits and trade activity at Padangpanjang Central Market. This weekly arts event serves as a platform for expression for artists, students, and creative groups, as well as a medium for preserving Minangkabau culture through performances of randai, traditional dance, saluang, and other arts. Participatory funding systems such as the "musician's box" demonstrate the initiative's independence, while content distribution by local content creators expands cultural promotion through digital channels. However, the study uncovered major constraints such as limited budget, manpower, and time allocation for the committee. In conclusion, Padangpanjang Art Market provides important support for strengthening cultural identity, empowering creative communities, and growing local tourism, but requires ongoing support to maintain its sustainability as an inclusive and energetic cultural space.

Abstract

Public services consist of administrative services, provision of goods, and services. The extension of Building Use Rights (HGB) is a form of administrative service under the authority of the National Land Agency. Given that HGB has a specific time limit, the extension process is an important aspect in ensuring legal certainty over land rights. The purpose of this study is to assess the level of public satisfaction with HGB extension services at the East Java Provincial BPN Office by reviewing aspects of service speed, information disclosure, officer competence, availability of facilities and infrastructure, and responsiveness to complaints. The research approach applied in this study is descriptive quantitative, with data obtained through questionnaires given to 100 applicants for HGB extension, supported by literature studies and field observations. Instrument testing proved that all research indicators had an excellent level of validity and reliability, as indicated by a Cronbach's Alpha value of 0.96. Based on descriptive analysis, the level of public satisfaction was in the fairly satisfied category, although there were still several aspects that needed improvement, particularly related to the timeliness of services, clarity of procedures, and the condition of service facilities.

Abstract

Increased women's representation in parliament is often assumed to be directly proportional to the development of gender-responsive policies. This article challenges this assumption by analyzing women's legislative leadership in the enactment of the Sexual Violence Crime Law (TPKS Law) through the perspective of substantive representation. Unlike previous studies that have focused on descriptive representation or the advocacy role of civil society, this article offers a novel approach by positioning women's legislative leadership as institutional actors operating through formal authority and legislative mechanisms. This research employs a qualitative approach with policy analysis methods, based on a documentary study of minutes of House of Representatives meetings, institutional releases, and media coverage of the TPKS Law legislative process. The analysis is conducted by linking empirical findings to Hanna Pitkin's indicators of substantive representation, including agenda management, political decision-making, policy outcomes, and leadership consistency. The research findings indicate that the enactment of the TPKS Law resulted from political actions and strategic decisions by House leaders, who were able to maintain the continuity of the legislation amidst ideological resistance. This article asserts that women's substantive representation is not inherent to gender identity but is mediated by institutional structures and formal authority within the legislative process.

Abstract

This research examines the implementation of the incentive policy for Qur’anic Education (TPQ) teachers in Tuban Regency based on Regional Regulation (Peraturan Bupati) No. 3 of 2023. The study is motivated by concerns regarding administrative accuracy, governance consistency, and effectiveness of incentive distribution to non-formal religious educators. The urgency lies in the growing demand for transparent, accountable, and equitable public policy implementation at the local level. This issue is significant because TPQ teachers play a fundamental role in strengthening religious literacy and character development in the community. Therefore, the objective is to analyze the alignment of policy implementation with regulatory standards. The research method used is a qualitative descriptive approach. Data were collected through interviews, document analysis, field observations, and verification of institutional administrative records related to incentive distribution. The analysis was conducted using interactive data analysis techniques, including data reduction, data display, and conclusion drawing. The findings indicate that the implementation generally aligns with Tuban Regent Regulation No. 3 of 2023, but challenges persist, such as a semi-manual administrative system leading to suboptimal efficiency despite digitization of the TPQ teacher database via the Tuban Satu Data platform and delays in accountability reports from some sub-districts. This study recommends comprehensive digitalization, integrating the database with the incentive disbursement system for real-time validation, and regular administrative training for TPQ coordinators by the Tuban Regency Government and BKPRMI to enhance competency. Further research should adopt a participatory approach involving TPQ teachers' perceptions to assess impacts on well-being and teaching motivation.

Abstract

Infrastructure and transportation asset management is a strategic aspect in supporting the quality of public services, especially in metropolitan cities with high mobility levels such as Surabaya. The increasing number of residents and motorized vehicles demands the availability and management of transportation assets that are effective, efficient, and sustainable. This study aims to analyze the management of infrastructure and transportation assets implemented by the Surabaya City Transportation Agency and its relationship to the quality of public transportation services. The research method used is qualitative with a descriptive approach. Data collection was conducted through interviews, observation, and documentation, using the asset management cycle analysis framework according to Mahmudi (2010) and referring to the regulation of the Minister of Home Affairs Regulation Number 7 of 2024 concerning Management of Regional Property. The results of the study indicate that infrastructure and transportation asset management at the Surabaya City Transportation Agency has generally been implemented according to the stages of planning, procurement, use, security, maintenance, and disposal of assets. However, several obstacles are still found, including inequality in the distribution of transportation assets, limited up-to-date asset data, and asset maintenance that is not fully preventive and risk-based. These conditions have implications for the suboptimal quality of public transportation services in several areas of Surabaya. Therefore, improving the accuracy of asset data, strengthening the maintenance system, and needs-based and priority-based planning are important steps to improve the effectiveness of asset management and the quality of public transportation services in a sustainable manner.

Abstract

The implementation of information technology in public services is essential to improve the efficiency and quality of government services. The East Java Provincial Investment and Integrated Services Agency (DPMPTSP) has implemented the JOSS (Jatim Online Single Submission) application as a digital system to support the operational processes of licensing and non-licensing services. The purpose of this article is to describe the implementation of the JOSS application and its role in improving the efficiency of operational services within the DPMPTSP of East Java Province. The writing method used is a qualitative descriptive approach with data collection techniques through observation, documentation, and interviews. The results of the analysis show that the implementation of the JOSS application is able to accelerate the service process, improve the accuracy of data management, and facilitate coordination between fields in carrying out operational tasks. In addition, the use of this application also contributes to increasing the transparency and accountability of services to the community. Thus, the implementation of the JOSS (Jatim Online Single Submission) application can be one of the strategic efforts in supporting digital transformation and improving public service performance at the DPMPTSP of East Java Province.
