Abstract

Abstract This study is motivated by the importance of Islamic Religious Education in shaping the character of elementary school students, particularly in the topic of the exemplary character of Prophet Muhammad (peace be upon him), which is often less effective when delivered through conventional lecture methods. This study aims to analyze the use of PowerPoint media as a creative solution for Islamic Religious Education teachers in conveying the values of honesty, trustworthiness, responsibility, and noble character to fourth-grade students at SDIT Insan Cermat Kota Bandung. The theoretical framework used in this study includes the Cognitive Theory of Multimedia Learning, Social Constructivism Theory, and Social Learning Theory. This study employs a qualitative approach with a descriptive-analytical method. Data were collected through observation, interviews, and documentation studies, and were then analyzed through data reduction, data display, and conclusion drawing. The findings indicate that PowerPoint helps improve students’ attention, understanding, emotional engagement, and internalization of the exemplary values of Prophet Muhammad. This medium is effective when teachers are able to design slides that are simple, visual, interactive, and meaningful for students’ learning experiences. Keywords: Islamic Education, PowerPoint Media, Prophet Exemplarity.

Abstract

Abstract Social changes and increasing work demands in modern families have led to a decrease in the intensity of interaction between parents and children, making quality time an important strategy for maintaining family harmony. This study aims to analyze the perspectives of parents and children regarding family harmony, the forms and roles of quality time in maintaining family relationships, as well as the challenges and efforts families make in dealing with disharmony. The method used is a qualitative approach with a phenomenological design. Data collection was conducted through in-depth interviews with three informants consisting of a father, a mother, and a child. Data analysis was performed using the Miles and Huberman model through the stages of data reduction, data presentation, and drawing conclusions. The research results indicate that family harmony is understood as a relationship filled with love, good communication, mutual respect, and emotional closeness among family members. The forms of quality time practiced by the family include eating together, going for walks, having casual conversations, and sharing stories about daily activities. Quality time plays a crucial role in strengthening emotional bonds, fostering more open interpersonal communication, and maintaining harmonious relationships between parents and children. However, this study also identified obstacles such as work demands, gadget use, and communication barriers that affect family interactions. Therefore, efforts are needed to raise families’ awareness of the importance of open communication, balanced time management, and reducing excessive gadget use so that harmony and emotional closeness within the family can be maintained. Abstract

Abstract Digital transformation in Indonesia's public sector is promoted as a means of increasing efficiency, transparency, and participation, but gaps in bureaucratic capacity and infrastructure have resulted in uneven results and impacted citizen trust in government. This article analyzes how public value-oriented governance in the digital era can be a strategy to address this crisis of trust. A qualitative approach is used through a literature review of research on policy implementation, e-government, digital transformation, and public trust in Indonesia. The findings indicate that digitalization is often understood as merely technology adoption, while dimensions of public value such as accountability, responsiveness, fair access, and protection of citizen rights have not been systematically integrated. Limited human resource capacity, the digital divide, and weak central-regional coordination exacerbate service disparities and reinforce perceptions of injustice. On the other hand, good practices such as digital transformation roadmaps, strengthening data culture, and transformational leadership demonstrate the potential to improve service quality and public perception when linked to the goal of creating public value, rather than simply administrative efficiency. This article proposes a strategic framework that includes: (1) sharpening the public value vision in government digital policies; (2) strengthening data governance and transparency; (3) increasing transformational digital capacity and leadership; and (4) expanding citizen participation and rights protection in the digital space. The theoretical implication is the need to integrate the concepts of public value and digital governance; practically, this research emphasizes that restoring citizen trust is only possible if digital innovation is accompanied by inclusive, rights-based, and accountable governance reforms. Abstract

This study aims to analyze consumerist behavior in online shopping trends in the digital era, focusing on urban communities in Kota Bandung. The research employs a qualitative approach using in-depth interviews, observation, and documentation techniques involving active e-commerce users. Data were analyzed using the interactive model of Miles and Huberman. The findings reveal that consumer behavior is no longer driven by rational needs but by symbolic value (sign value) associated with identity and lifestyle. Specifically, the study finds that (1) purchasing decisions are largely driven by digital promotions that create a sense of artificial urgency, (2) social media plays a significant role in constructing artificial needs through mechanisms of simulation and hyperreality, and (3) the use of paylater services contributes to a shift in the meaning of debt from a financial burden to a normalized digital lifestyle practice. These conditions lead to increased individual spending and a transformation of social values, where consumption functions as a means of identity expression and social recognition. From the perspective of Jean Baudrillard, this phenomenon reflects a consumer society dominated by symbols, images, and simulation within the context of digital urban life.

Abstract

Sexual violence has long-term consequences for victims’ mental health, including post-traumatic stress disorder (PTSD), depression, anxiety, and a diminished sense of safety. This study analyzes the governance of mental health services for victims of sexual violence in Surakarta City using network governance and social capital perspectives. A qualitative approach was employed through in-depth interviews with survivors, community-based companions, and local service providers, supported by document review and observation. The findings show that psychosocial recovery is mainly facilitated through non-governmental networks perceived as more responsive and victim-centered, particularly via community-based counseling, peer support, and psychoeducational initiatives. In contrast, formal services provided by the local government through DP3AP2KB, including PUSPAGA and the PIK-R network, have not functioned optimally as referral hubs for mental health recovery, especially for adult victims. This condition is related to an administrative service orientation, a preventive focus, and the absence of integrated referral mechanisms linking government, community, and health services. Recovery is strongly supported by bonding and bridging social capital, while linking social capital remains weak due to limited institutionalized cross-sector collaboration. Strengthening network-based governance through the integration of PUSPAGA, PIK-R, and community companions is essential to expanding access to victim-centered mental health services.

Abstract

AbstractTransformational leadership plays a crucial role in improving the effectiveness of public services in Indonesia. This leadership style emphasizes the leader's ability to inspire, motivate, and empower subordinates to work more optimally in achieving organizational goals. In the public service sector, transformational leadership is crucial because it creates a more positive work culture, increases employee morale, and encourages innovation and collaboration in providing public services. Research shows that leaders who implement transformational leadership can build more harmonious working relationships, increase employee participation, and create a more open and collaborative organizational environment. Furthermore, transformational leadership also influences the quality of public services because leaders are able to provide role models, direction, and support that encourage employees to work professionally and responsibly. This condition has an impact on increasing organizational effectiveness and the quality of service perceived by the public. Thus, transformational leadership not only plays a role in strengthening organizational performance but also plays a crucial role in driving positive change in the public service environment. Through visionary, communicative leadership that is able to build work motivation, public service organizations can develop better and be able to provide quality, responsive services that are in line with community needs. Keywords: Transformational Leadership, Public Service.

Abstract

Increasing women's representation in parliament is often assumed to be directly proportional to the birth of gender-responsive policies. This article challenges this assumption by analyzing women's legislative leadership in the enactment of the Sexual Violence Crime Law (TPKS Law) through the perspective of substantive representation. Different from previous studies that emphasize descriptive representation or the role of civil society advocacy, this article offers a novelty by positioning women's legislative leadership as institutional actors working through formal authority and legislative mechanisms. This research uses a qualitative approach with policy analysis methods, based on a documentary study of minutes of DPR RI meetings, institutional releases, and media coverage related to the TPKS Law legislative process. The analysis is conducted by linking empirical findings to Hanna Pitkin's indicators of substantive representation, including agenda management, political decision-making, policy outcomes, and leadership consistency. The research findings indicate that the enactment of the TPKS Law was the result of political actions and strategic decisions by DPR leaders who were able to maintain the continuity of legislation amidst ideological resistance. This article emphasizes that women's substantive representation is not inherent to gender identity but is mediated by institutional structures and formal authority in the legislative process.

Abstract

AbstractThe COVID-19 pandemic prompted the Indonesian government to immediately take various policy measures in response to the health crisis, which had become a more complex problem. However, this policy agenda-setting process is not simply viewed as a simple response to public health issues, but also as a result of broader governmental rationality. This study aims to analyze how agenda-setting in COVID-19 policy in Indonesia occurs by combining the policy cycle perspective and Michael Foucault's concept of governmentality. The method chosen is descriptive qualitative research with a literature review approach, utilizing government policy documents, academic sources, and ongoing previous studies. The analysis focuses on the formation of the policy agenda, starting with the establishment of the COVID-19 Task Force and continuing through the implementation process involving various regulations for handling the pandemic throughout 2020. The research findings indicate that the pandemic was successfully elevated to the government agenda as a public issue requiring a rapid response, but also necessitating policy development that proceeded not solely based on public health logic. The government has classified COVID-19 as a national emergency and a non-natural disaster, allowing for expanded state intervention through various social, economic, and security regulatory instruments. This study concludes that the establishment of the COVID-19 policy agenda in Indonesia is the result of the interaction between the need to address the health crisis and the rationality of power exercised through population management mechanisms. Incorporating a governmentality perspective into policy cycle analysis provides a more comprehensive understanding of the relationship between power, knowledge, and the public policymaking process. Keywords: COVID-19, agenda setting, policy cycle, governmentalit y, public policy, Indonesia.
