Abstract

This study aims to determine the effectiveness of the financial management performance of the Surabaya City Government for the 2015-2019 period. This study uses a quantitative descriptive method using an analysis of the effectiveness of regional financial performance, analysis of regional financial independence and analysis of compatibility (operational expenditure and capital expenditure). Using secondary data, the data processed is the Summary of Regional Revenue and Expenditure Budgets for the 2015-2019 Fiscal Year. The Regional Financial Independence of the Surabaya City Government has reached a very good level, which shows a pattern of delegative relations, which means that the intervention of the Central Government is no longer there because the regions are completely independent in implementing regional autonomy. The level of effectiveness of the Surabaya city government's financial management is fairly effective because from 2015 -2019 the effectiveness of the Surabaya city government's financial performance has always reached the target which is effective. However, the compatibility of the Surabaya government's financial performance has not been balanced. According to the description and calculations above, most of the funds owned by the Surabaya City Government are still prioritized for operational expenditure needs so that the capital expenditure ratio is relatively small.

Abstract

The number of Diabetes Milletus cases in the city of Samarinda is 3.04%. One of the complications of uncontrolled DM can cause nephropathy. DM patients with diabetic nephropathy are described as having chronic albuminuria of 300 mg/24 hours on 2 visits 3 to 6 months. The purpose of this study was to look at the profile and treatment evaluation of patients with Diabetes Mellitus Type 2 complications of nephropathy at a hospital in Samarinda City. The method in this study is non-experimental observational with a descriptive design. With a cross-sectional approach using retrospective data, namely looking at data based on medical records of patients with Diabetes Mellitus Type 2 complications of nephropathy at a hospital in Samarinda City. The results of a study conducted at Samarinda City Hospital with a sample of 94 type 2 DM patients with nephropathy complications who were treated at inpatient installations from January 2021 to March 2022. The percentages were obtained based on gender, namely men (45.74%) ) and women (54.26%). The age range of patients with nephropathy DM is between 18-60 years with the most incidence being 41-60 (57.45%). The treatment profile obtained the greatest results using insulin, namely novorapid insulin (43.43%), lantus (19.74%) ), levemir (13.16%). while the oral drug, sulfonylrea (Gliquidone) 30 mg (13.16%). In this study there were 789 (97.65%) correct doses of 808 drugs and 19 (2.35%) incorrect doses. drug cases that require adjustment of drug dosage because it is influenced by the GFR value. Abstract

Law Number 22 of 2009, concerning Road Traffic and Transportation, states that "pedestrians are people who walk in the traffic room". So, what is meant by walking is not only those who can walk normally but those with the status of persons with disabilities, including those who use walking aids. Therefore, to realize the equality of rights for persons with disabilities in utilizing pedestrian facilities such as sidewalks, it is also necessary to have special protection carried out by the government, both central and local governments. One of the legal protections that can be done is to provide legal certainty to the rights owned by forming a statutory regulation. With a juridical normative research method, the author conducted research by observing legal documents related to the title of this research. The results of this study found that there were documents as a form of legal protection for the Samarinda City government as a form of protection for pedestrians with disabilities, namely the Samarinda City Regulation Number 11 of 2017 concerning Protection and Fulfillment of the Rights of Persons with Disabilities, Cooperation Agreements by the Disdukcapil of Samarinda City with PPDI City. Samarinda, Road Decree by the Samarinda City PUPR Office regarding the Samarinda City road section, as well as the existence of a plan drawing document for pavement construction accompanied by the accessibility for persons with disabilities by the Samarinda City PUPR Office.

Abstract

Changes in the dynamic strategic and regulatory environment are challenges as well as opportunities for city governments to formulate and formulate organizational policies that are in line with the direction of development. The arrangement of regional apparatus organizations is a common thing in an organizational cycle, including in local government organizations. With the simplification of the regional government organization, it is hoped that the performance of the local government will become more effective and efficient. Institutional arrangements are not limited to nomenclature, but also have an impact on coordination governance, scope of work, resource management, and so on. By using institutional arrangement criteria from a budgeting policy perspective, analyzing the value of strategic issues related to regional vision and mission as well as regional flagship programs, analysis of regional institutional models and nomenclature, analyzing the typology of affairs, which are then offered into two models, namely: 1) Progressive Institutional Model and 2) Pragmatic Institutional Model. In short, differences from alternative institutional models fundamentally change existing institutions, but still prioritize key factors in achieving local government goals. On the other hand, the choice of the pragrammatic model represents a moderate, realistic, and rational institutional model, but the two alternative models still offer a more streamlined structure and a more efficient allocation of resources. It is possible to choose a hybrid model, taking into account the intensity of the workload, and optimize the performance of the flagship program.

Abstract

Through the implementation of e-Gov, the government can prepare public services that are more efficient, transparent and responsive to the needs of the community. The investment potential map in Ponorogo is an initiative of the Ponorogo Regency Government through the One-Stop Investment and Services Agency (DPMPTSP). The aim is to make it easier for investors to access or search and analyze investment opportunities in the area. The electronic basis of the investment potential map in Ponorogo is the composition of electronically based information data presentation, which can be accessed via the Ponorogo Investment Service Center (PISC) website at https://pisc.ponorogo.go.id. Qualitative methods emphasize more on the meaning and in-depth understanding of the phenomenon under study. A qualitative approach was chosen in this study because the researchers considered that the characteristics of this method matched the problems studied, namely the efforts to implement the E-Government Investment Service and One-Stop Services (DPMPTSP) in providing investment-related information in Ponorogo Regency, with case studies on the Website Ponorogo Investment Service Center. This study applies the theory of The Unified Model of Electronic Government Adoption (UMEGA) in which there are seven UMEGA E-Government conceptuals to analyze the factors that impact society to use the Ponorogo Investment Service Center Website. E-government-based educational information services at DPMPTSP Ponorogo Regency One of the e-government-based educational information services at DPMPTSP Ponorogo Regency is still at a developmental stage, namely discussing regional investment or the value of the level and capacity of services provided and how the community benefits from the services that have been provided. exist, the range of services implemented, how these services can be opened through the portal function to various services, and the convenience of users in learning how to obtain these services. The people of Ponorogo Regency have not been able to properly utilize DPMPTSP web-based information services because there are still many problems such as an inadequate number of servers and a network infrastructure that is not strong enough to access networks everywhere. Ponorogo Regency, making it difficult for the public to obtain web-based regional ranking information.

Abstract

This study aims to describe and analyze the safety behavior of residents towards emergency disaster mitigation efforts around the Samarinda Fuel Terminal. This research was conducted using a quantitative descriptive method. The population is all heads of families in the RT 27 area of Teluk Lerong Ulu Village as many as 44 people and all of them are used as research samples (total sampling). Data collection was carried out on June 1-20 2023 by direct interview method using a questionnaire with a closed list of questions. The results of the study obtained information that most residents stated the importance of installing evacuation routes in disaster-prone environments such as fire hazards, residents stated that evacuation route signs should be installed using materials that are not flammable and not easily damaged and are willing to take part in disaster simulation activities and maintain Evacuation sign facilities that have been installed at this time.

Abstract

The purpose of this research is to monitor the arrangement of settlements in the Mahakam River area in accordance with the Regulation of the Minister of Public Works and Public Housing Number 28 of 2015, in order to provide recommendations for regional development in Samarinda City and sustainable residential areas. The primary data processing in this study was followed by descriptive analysis. Land cover maps obtained from the National Geospatial Information Agency were analyzed using buffering analysis techniques with a width of 100 meters on the left and right sides of the river to determine the river buffer area and identify settlements that violate the regulations. The 100-meter boundary was chosen based on the provisions of the Regulation of the Minister of Public Works and Public Housing Number 28 of 2015, which defines the transitional urban-rural study area. It was found that settlements encroaching upon the river buffer area covered an area of 2 km2 along three sub-districts, namely Loa Janan Ilir, Samarinda Seberang, and Palaran. The management of the Mahakam River buffer zone is closely related to biogeophysics, socio-economic, and institutional aspects. Managing the river buffer zone is critical for environmental sustainability and protecting communities from flood risks. Proper zoning, urban greening, community participation, law enforcement, and the use of technology are essential to maintain the river's ecosystem and the well-being of the community.

Abstract

Penelitian ini mendeskripsikan serta menganalisis mengenai pemanfaataan peningkataan Bonus Demografi Kota Samarinda dalam pelaksanaan pesta demokrasi tahun 2024, dalam perjalannya menghadapi peluang dan tantangan unik dalam meningkatkan partisipasi pemilih, terutama dengan memanfaatkan bonus demografi yang didominasi oleh generasi Z (Gen Z). Bonus demografi di Kota Samarinda memberikan potensi signifikan dengan tingginya jumlah penduduk usia produktif, namun tantangan seperti apati politik, kurangnya pengalaman politik, dan dampak media sosial pada kesehatan mental generasi muda menjadi hambatan yang perlu diatasi.Penyelenggara pemilu, terutama Komisi Pemilihan Umum (KPU) Kota Samarinda, berupaya meningkatkan partisipasi pemilih melalui sosialisasi, edukasi pemilih, dan penekanan pada pemilih pemula. Dengan jumlah pemilih yang terus meningkat, Kota Samarinda memiliki potensi untuk memberdayakan generasi muda dalam proses demokrasi, tetapi langkah-langkah konkret harus diambil untuk mengatasi tantangan yang ada. sehingga untuk mendalami topik yang dibahas maka penelitian ini menggunakan metode deskriptif dengan pendekatan penelitian studi literatur yang bersumber dari teori-teori yang relevan. terhadap permasalahan dalam penelitian ini, selain itu bukti-bukti nyata dalam penelitian ini didukung oleh beberapa sumber media massa yang akurat dan terpercaya dalam melakukan penelitian yang mendalam. Selaras dengan data survei dan perkembangan demografi yang dijelaskan dipembahasan, maka temuan penelitian ini bahwa Kota Samarinda memilki bonus demografi yang terus meningkat ini dibuktikan dengan adanya Data Pemilih Tetap (DPT) dengan adanya peningkatan ini maka penelitian ini menekankan pentingnya untuk melakukan pendidikan politik, literasi media, dan lingkungan politik yang inklusif untuk memastikan bahwa bonus demografi tidak hanya menjadi angka statistik, tetapi juga mendorong partisipasi aktif generasi muda dalam membangun masa depan demokratis yang berkelanjutan.

Abstract

Keselamatan kerja perlu menjadi perhatian manajemen berikut semua karyawan yang bekerja untuk perusahaan mengingat setiap pekerjaan yang dilakukan memiliki risiko yang dapat timbul akibat lingkungan yang tidak aman atau cara kerja karyawan yang tidak aman. Penelitian ini bertujuan mengetahui variabel yang dominan memiliki pengaruh paling kuat terhadap Produktivitas Karyawan, dan bagaimana secara simultan variabel Kesehatan kerja dan keselamatan kerja berpengaruh terhadap produktivitas karyawan. Penelitian mengambil contoh kasus pada PT. Cipta Sumina Indah Satresna Samarinda dengan sampel sebanyak 120 responden. Alat analisis yang digunakan berupa Regresi Linier Berganda yang dilanjut pengujian hipotesis menggunakan Uji-F taraf 5% dan Uji t taraf 5% two tails. Hasil penelitian menunjukkan bahwa manajemen memperhatikan keselamatan kerja dengan mematuhi norma dan aturan keselamatan kerja melalui pembinaan, pengawasan, monitoring yang ketat. Hasil pengujian statistik menggunakan SPSS veri 20 menunjukan bahwa terdapat pengaruh keselamatan dan kesehatan kerja terhadap produktivitas karyawan sebesar 92,80%. Selanjutnya dapat disimpulkan bahwa variabel Keselamatan Kerja memiliki pengaruh yang lebih dominan terhadap Produktivitas Karyawan dibanding Variabel Kesehatan Kerja. Pada taraf nyata 5% terdapat pengaruh yang signifikan Keselamatan Kerja terhadap Produktivitas karyawan, demikian juga terdapat pengaruh yang signifikan Kesehatan Kerja terhadap Produktivitas karyawan. Secara simultan terhadap pengaruh yang signifikan antara Keselamatan dan Kesehatan Kerja terhadap Produktivitas Karyawan.

Abstract

Limbah Bahan Berbahaya Beracun (B3) merupakan salah satu unsur pencemar lingkungan yang terpapar bebas di masyarakat, namun di sisi lain limbah B3 berpotensi sebagai sumber Pendapatan Asli Daerah. Berdasarkan hasil perhitungan besarnya limbah B3 yang dihasilkan menimbulkan pengeluaran daerah rata-rata Rp. 248.513.350 per tahun. Mungkinkah Kota Samarinda memiliki pengolahan limbah B3 sendiri? Mengingat angka pertumbuhan limbah B3 yang cenderung meningkat seiring dengan peningkatan penggunaan produk-produk yang mengandung unsur berbahaya dan reracun. Tujuan dari penelitian ini adalah melihat peluang dan tantangan pengolahan limbah B3 apabila dilakukan dalam wilayah Kota Samarinda. Penelitian dilakukan dengan pendekatan survey dan disajikan dalam bentuk deskriptif kualitatif. Data yang digunakan bersumber data Badan Pusat Statistik Kota Samarinda dan Data Dinas Lingkungan Hidup Kota Samarinda 2019 – 2022. Berdasarkan hasil analisa, dapat disimpulkan bahwa pengolahan limbah B3 sangat memungkinkan dilakukan dalam wilayah kota Samarinda untuk jenis non spesifik yang dihasilkan rumah tangga dan industri tertentu (medis, farmasi, laboratorium non nuklir, bengkel otomotif, galangan kapal, kepelabuhan, laundry, umkm).
