Abstract

In principle the the idea of writing this paper for mempertautkan two sides of the actual problem, namely the empirical problems associated with disaster management in Indonesia - including the problem of bureaucratic ethos in situations of disaster-related and theoretical sides of the application and development of governance models. So, how materialization of concepts and values of governance in the context of disaster management in the form of a synergistic network of inter-actor cooperation and mapping of roles and responsibilities of each party. In addition, development and environmental education within the framework of governance based disaster management is a necessity for sustainable environmental conservation.

Abstract

Today there has been found 69 leprosy colony at 21 province in Indonesia. This reflects that discrimination is still high. “The settlement of Leprosy is exist because they are afraid return to their society, so they will feel saver if they colonize and live in the community. They are increasingly underdeveloped, abandoned and discriminated. Unfortunately, there are a lot of society living in poverty, so this disease still emerges. Socioeconomic has the main role that’s why this disease is more experienced in poor people than the rich. The study want to review comprehensively about Life Skill Implementation Model based local economy in effort to poverty alleviation for former leprosy in East Java and review the relationship causal factors which influence either related to life education/ability problem or poverty one. The result of the study in the first year are: giving chance and increasing the ability of poor people to former leprosy concerning: the easiness to obtain resources, increasing life skill, the utilization of technological process, utilizing the market continuously, and getting services from other financing process. Life Skill Implementation Model based on Local Economic potential as following: insight, paradigm and mental attitude of learning resident is increased so they able to optimize their own potential, change the challenge to increase their living. The increasing of quality facilitation toward the education program implementation of life skill is to supervise the program so the purpose will be achieved, accompaniment model is developed to support life skill education program, optimize the role in every department to implement and develop life skill program as with characteristic and region potential.

Abstract

ICT (Information and Communication Technology) has a goal to create an electronic-based government, which is expected to produce public service a fair, transparent, efficient, and the benefits felt by all citizens without exception. One form of public service as a result of the development of electronic government is the e-ID (Electronic Identity Card). Approaches or methods used by researchers is a qualitative approach to the type of research is descriptive, because the purpose of this study was to determine the implementation of e-ID cards in the city of Surabaya and to seeing whether the implementation of electronic government policy be used to facilitate public services, or simply as a tool for political purposes certain. The creation of the accuracy of population data to support development programs (in e-ID); Can be used as a data base in the elections to prevent double voting list. In the implementation in the field, district officers and officials assembled in the region (eg Department of Population and Civil Surabaya City) can not innovate in developing e-ID service, because there has been SOP from the main government.

Abstract

Implementation of Quality Assurance and the Public Health Service especially basic health care is a must. Quality assurance is not only a humanitarian obligation, ethical, administrative solely, but it has been a legal obligation as what has been stipulated in Law no. 23 of 1992 on Health in the Ministry of Health Decree No. 125/Menkes/SK/II/2008. This study examines how to increase health care policy implementation in Ngronggot health center, Nganjuk . This study concluded that actors involved in the implementation of cross-cutting health services to perform its role in different way. Efforts to increase public awareness in order to create a healthy living behaviors are difficult to achieve, because it is not supported by socio-economic factors, which is still low. Contributing factor in the implementation of this policy is the availability of regulation as law. while the inhibiting factor is the lack of resources in policy implementation.

Abstract

The number of foreign tourists traveling in Indonesia in 2004 grew by 19.1% compared to 2003. While foreign exchange earnings reached U.S. $ 4.798 billion, up 18.8% of revenue in 2003 was 4.037 billion. Based on the record while the center of Statistic Bureau, the number of foreign tourists to Indonesia in 2005 totaled 5.007 million or a decline of 5.90%. Talking about tourism one should also discuss the transportation or transportation. Is something that is not possible if the age of the ultra modern, there are people do not get a tour of adequate transport facilities. Can be said that the tourists that travel is already a manifestation of the interaction, as a result of displacement of people from the place where he usually lived. Transportasilah that can move a lot of people, from one State to another State, from one region to another and from one city to another and from cities to the countryside and vice versa. The results obtained are: Accessibility merupkaan important factor in supporting tourism activities, due to the ease of accessibility to the shorter distance and travel time more efficiently. Ease of access mimur either through air, sea and land to the development of tourism opportunities member. Land transport network in East Java have been integrated, biik connecting cities in the province as well as with other provinces. For sea transportation between islands connecting the port of Tanjung Perak is available and Tanjung Wangi. While air transportation is available Juanda International Airport connecting major cities in the country and abroad.

Abstract

This study was based on agency theory and the theory of capital structure. The development of agency theory that describes the ownership structure can affect firm performance by adjusting the way the agency conflict between management and shareholders in capital structure theory describes that the debt could obtain tax savings, but on the other hand it may cause financial distress costs. This study aims to determine the effect of stock ownership structure and financial condition of debt policy. Shareholding structure consists of managerial ownership and institutional ownership. The financial condition of the company consists of the company's growth, the value of the pledged assets, and liabilities other than tax savings. The population of this research are manufacturing companies go public to be listed on the Indonesia Stock Exchange (BEI). The sample was based on purposive sampling method based on certain criteria, there are 73 companies that qualify as research samples. Data were collected from 73 companies, from 2005 until 2007, so we get the unit of analysis pooling data with 219 observations. Based on the results of regression analysis, the first managerial ownership has a negative but not significant effect on debt policy. Both institutional ownership has a negative and significant impact on debt policy. All three firms have positive growth and no significant effect on debt policy. The fourth company was pledged assets has positive and significant impact on debt policy. Fifth tax savings than debt significantly and negatively related to debt policy.

Abstract

Public administration reform is an effort that aims to revise, repair, and search for new alternative administration system that is better suited to the development of society and the times today. Since the administrative reforms so inherent in regional autonomy, it is very important to the local government to carry out and manage the regional budget effectively whether it’s from central government or by innovate to increase local revenue. On the other hand, government has a great responsibility to be able to resolve any problems that exist in the regions. Reforms have positive and negative impacts for the government and society, the positive impact that the region has great potential both human and natural resources the region has rapidly grown and developed, but for poor regions will then local natural and human resources are difficult to develop and thrive, even for hire employees will be trouble.

Abstract

In Kepuh Kemiri Village at Sidoarjo district, East Java, there are two classes of citizens: indigenous and immigrant population residing in the State Housing “Anggun Sejahtera II”. In terms of public services, both two classes of the citizens are entitled to the same and equal public services provided by Village Government officials, without distinction of their status viewed from any aspect, as mandated by Law No. 25 Year 2009 on Public Services and presented by scientists criteria related to the quality of public services. The research results showed, first, to the demographic and administrative services, the village government officials not to differentiate services to indigenous and immigrant population living in Perumtas II, and second, for the provision of sanitation services and facilities funeral services, there are differences in service by government officials local villages.

Abstract

Re-coding DNA of Public Administration as Improving Public Servic, which in this study said that the overall administrative reform regarding dimensions and essentially a very broad spectrum and complex with a very clear objective of improving administrative performance of the government bureaucracy. Every government apparatus thus needs to be improved administrative skills, responsibility, moral ethics, his personality, his spirit, creativity, loyalty, passion interests with him, discipline, autonomy and mutual dependence and professionalism. And institutions need to be reminded among other structures, systems and procedures, leadership, coordination, management participation, adaptation, relationship with clients, efficiency and effectiveness, and responsibilitasnya akontabilitas. Recognizing the vast and complex area administration reform direction and the implementation needs to gain support from other sectors such as politics, economics, law and so on.

Abstract

Public Relations cannot be separated from involvement in Government Institutions. Public relations within the government has a very strategic function in an effort to improve the image of the government. The purpose of this study is to describe the role of the Surabaya City Government public relations in developing the Proud Image of Surabaya and its success in the community. The research approach is qualitative research. Data collection techniques using interviews, observation and documentation. And data analysis techniques are data collection, data reduction, data presentation and verification or drawing conclusions so that the data collected is good enough to be used as material for scientific work.The results showed that the role of Communicator public relations through Electronic Media on Websites, and Social Media through Twitter, Facebook, Instagram, Youtube and Podcast, Print Media through Press Release and Gapura Magazine, and Oral Media through Press Conference and Press Interview. Relationship fostering good relations or cooperation with internal parties by establishing relations between sub-sections in public relations and establishing relationships between Regional Apparatus Organizations, and fostering good relations or cooperation with External parties by establishing relations with the media and establishing relations with the public. Back up Management supports the management of the Surabaya City Government and disseminates the activities and programs of the Surabaya City Government. Good Image Maker Minimize negative issues of the Surabaya City Government, Publish Positive News about the Surabaya City Government, and Reputation or awards. And the success of public relations in building the image of Proud of Surabaya in the community in the Knowledge or Understanding of the community towards Proud of Surabaya and Participation or community involvement in maintaining Proud of Surabaya. The suggestion is that public relations should continue to maintain its good performance and continue to improve its performance as a Communicator, Relationship, Back up Management and Good Image Maker and improve the quality of communication by socializing Proud Surabaya through Regional Apparatus Organizations in programs or activities in the Government.
