Abstract

The purpose of educational innovation is to create superior humans, superior quality humans who are able to see and take advantage of existing opportunities to improve their standard of living. In line with the aim of educational innovation, namely to create superior quality human beings who are creative, adaptive and competitive to change. So the role of the Principal is very important. This means that the principal's performance is a very determining factor for the quality of learning / education which will have implications for the quality of education output. Schools that are developing and advanced and have excellent graduates are usually led by a principal who has a good performance as well. The principal has a big responsibility to make it happen. Therefore, a principal who is professional and has productive behavior is needed to overcome the various problems that come to the world of education. This demand leads to the importance of productive behavior that must be possessed by school principals. The principal has an important role in the implementation of school education so that teachers can work optimally to achieve educational goals. This study aims to analyze the productive behavior of the Principals of Public Elementary Schools in Pakal District of Surabaya based on their Psychological Capital (PsyCap) as well as the current organizational culture. This study uses a quantitative approach. Data obtained through a questionnaire that measures the variable Psychological Capital (PsyCap), Organizational Culture and productive behavior. This questionnaire was given to all school principals in Pakal District, totaling 6 people. Data were analyzed statistically with the Multiple Linear Regression Analysis technique. To simplify the calculation of data in this study, researchers used the SPSS version 23 software application.

Abstract

Development of Hot Spring Tourism Object located in Pacet Mojokerto Regency is very beautiful with the original hotwater from Mount Welirang makes visitors come both inside and outside Mojokerto, not only served with hot springs butwith the beauty of the mountains fresh and cold can be felt by tourist visitors. The results showed that the Department ofYouth Tourism and Sports can see that (1) Transportation is in developing road ac cess to tourist attractions is good, there are already signs of directions are expected to add transportation agents travel agencies, (2) Service Facilities need improvement so that what is obtained by tourists is satisfied and feel happy. It can be conclu ded that the improvement of facilities must be considered again, (3) Information and Promotion can be concluded for the promotion that has been done well and developed among the media, (4) Institutional Design collaboration relationship that occurred betwe en the government based on the results of the interview above by researchers obtained institutional design that is between Disparpora, Coordinator of Tourism Object Management , Tourist Visitors, and surrounding communities and need to add a private role such as travel agency , and like the promotion of other events have been well implemented

Abstract

Right on March 16, 2020, this virus has started to enter the Surabaya area. This study wants to see about the Covid-19 pandemic in Indonesia. There are two problems examined in this study. First, regarding the policies issued by the local government in overcoming the Covid-19 pandemic, especially in the city of Surabaya. Second, researchers want to see the impact of the policies issued by the Surabaya city government in dealing with the Covid-19 pandemic on the people's economy. The theory used to analyze these problems is Merilee S. Grindle's theory of public policy implementation. The research method is descriptive qualitative and the type of research is a case study. From the data analysis, it can be seen that the first finding, there are several policies issued by the Surabayacity government in dealing with the Covid-19 pandemic, namely, 1) Circular of the Mayor of Surabaya to Increase Alertness Against Covid-19 in Surabaya. 2) Population Mobility Control Protocol Based on Surabaya Mayor Circular. 3) Regulation of the Mayor of Surabaya Number 16 of 2020 concerning Guidelines for Large-Scale Social Restrictions in Handling Covid-19 in the City of Surabaya. 4) Decree of the Mayor of Surabata regarding the Task Force for the Acceleration of Handling Covid-19 in the city of Surabaya. 5) Regulation of the Mayor of Surabaya Number 28 of 2020 concerning Guidelines for the New Normal Order in the Conditions of the Covid-19 Pandemic. Second, regarding the impact of the policies issued by the Surabaya city government in handling the Covid-19 pandemic on the economy of the people of the city of Surabaya. With the implementation of large-scale social restriction policies and the temporary closure of several lower, middle and upper class shopping centers such as traditional markets, kapasan markets, Surabaya Wholesale Center (PGS), and several large malls, it has had a major impact on the economy of the community, especially the people of Surabaya who are in second place. the highest rate of covid-19 cases after Jakarta.

Abstract

This study aims to evaluate the School Operational Grant Program (BOS) at SD Negeri 004 Tanjung Palas by using a descriptive qualitative research approach method, namely the researcher tries to explain the real picture related to the evaluation of the school operational assistance program (boss) at SD Negeri 004 Tanjung Palas. To obtain comprehensive data, observation, documentation, and in-depth interviews were conducted with informants as primary data sources. and secondary data, including processed data or officially, published data obtained from media news, literature, previous research articles, documentation, and archives of BOS funds in this study. Analysis of the research data, namely: data reduction, data presentation, and concluding / verification. The results of the study can be described that the use of School Operational Grant funds at SD Negeri 004 Tanjung Palas cannot be categorized as good as can be seen specifically in the indicators of program evaluation criteria used, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. In this case, two indicators have not been assessed for optimal implementation, namely in terms of effectiveness because schools do not prioritize student needs while focusing more on school support equipment, and in terms of equity, it cannot be said to be good because the provision of learning needs, namely text books cannot be felt by all students and must complement independently. This is an evaluation material for the school. Reporting on the use of BOS funds at the 004 Tanjung Palas Public Elementary School has been running well and based on the prescribed standard procedures, and also the monitoring process of the use of BOS funds in SD Negeri 004 Tanjung Palas so far can be categorized as good. Because the supervision uses a mechanism that applies and can involve many parties so that the results can be accounted for.

Abstract

Participatory-Based Development Planning in the Implementation of E-Musrembang. Development planning is a measure of the success of regional development. The passage of a plan cannot be separated from community participation in the implementation of sustainable development planning. Sustainable development or SDGs (Sustainable Development Goals) is a sustainable development agenda promoted by the United Nations (United Nations) as a step to achieve global development. Community involvement in development planning is carried out through the Musrenbang mechanism starting from the village level to the provincial level. The implementation of the Musrenbang is an annual routine agenda carried out by the regional government, especially for the preparation of the Regional Government Work Plan (RKPD) which involves the community at the development planning stage. One form of implementation of E-Government in development planning, the government makes changes, namely in E-Musrembang, the goal is to create transparency and accountability to the government

Abstract

This research was conducted to determine the impact of using the SISKEUDES application in realizing the accountability of village financial management in Kapuas District. This research was conducted in the village government in the Kapuas District, Sanggau District using descriptive qualitative research methods. The technique of determining informants uses purposive sampling and uses data analysis techniques in the form of data reduction, data presentation and drawing conclusions. The results showed that the application of the SISKEUDES application to manage village finances in the village government in Kapuas District was good because it simplified the accountability reporting process and provided quality and accountable financial management reporting results with the supporting factors for implementing the application, namely infrastructure, good cooperation between warriors. villages, and the inhibiting factors are limited human resources, the capacity of the facilities used, the application is still error-prone and not online-based, while the evaluation model used in this research is Daniel Stufflebeam's CIPP (Context, Input, Process, and Product) evaluation model

Abstract

This study aims to describe the political dynamics in the formulation of salt import policies in Indonesia during the early administrationin Jokowi-JK 2015-2016 which were characterized by the practice of unfair business competition in the form of rent-seeking and monopoly. The primary questions that will guide the researcher are (1) what is the portrait of salt import policy during the early Jokowi-JK administration? and (2) how the relationship between private actors and bureaucratic ones in the domain of salt import policy through the Regulation of Indonesian Trade Ministry No. 125/2015?As qualitative research with a descriptive approach, this research utilizes in-depth interviews, observation, document tracking, and document analysis techniques in which a number of bureaucrats, entrepreneurs, and salt farmers were used as informants to mine the data.The results of this study show that Nawacita's priority agenda in the form of an economic policy package became the main foundation for the formulation of import policy (the Regulation of Indonesian Trade MinistryNo. 125/2015) which requires the government to abolish recommendations for import permits from the Ministry of Industry, import quotas, time of imports, and absorption of people's salt. As a result, political turmoil arose among salt farmers who considered the government reluctant to protect the salt of the people but instead prioritized the interests of entrepreneurs. Through such a policy, the state facilitated PT. Garam carries out a monopoly on the import of consumption salt to bring about the practice of unfair business competition between salt importers.This kind of political dynamics increasingly emphasizes that the formulation of public policies that do not go through a "fair" mechanism often enables the emergence of unfair business practices, monopoly, and rent-seeking.

Abstract

Dimasa pandemi Covid-19 ini, pelayanan publik merupakan prioritas utama yang perlu diperhatikan oleh pemerintah selaku pembuat kebijakan. Disisi lain penyelenggaraan pelayanan publik banyak terbentur oleh penerapan protokol kesehatan yang saat ini harus benar-benar dijalankan dan dipatuhi oleh semua pihak yang akhirnya berdampak pada kualitas suatu pelayanan itu sendiri. Dalam memberikan pelayanan publik dimasa pandemi Covid-19, pemerintah berupaya tetap melakukan/memberi pelayanan secara memuaskan kepada publik dengan melakukan langkah-langkah dan respon yang diambil dengan menerapkan beberapa konsep pemerintahan Good Governance, diantaranya transparansi, kerangka hukum, akuntabilitas, responsifitas, efisiensi dan partisipasi.

Abstract

The reality of using village funds in 2018 has been used well and has fulfilled the expectations and needs of the community. It can be seen that the policy implementers have the ability to manage the existing budget, where the implementers of the policy work in a synergy, transparent and in accordance with the regulation of Regent Gresik number 34 of 2017 on village funds, village funds in 2018 in the Kepatihan village are prioritized for development alone this is because when a village meeting (musrenbang) is held, it is seen from the proposal that there is a lot of development that must be built. This is evidenced by the development of the Kepatihan village, so that it can be said that the use of village funds has been optimal and should be appreciated by the community where they feel that the development has been evenly distributed. The findings of this study indicate that "The implementation of village funds is in accordance with existing regulations and can be said to be successful. In Article 4 paragraph 1 in the regulation of Regent Gresik number 34 of 2017 said that Village income should be publicized to the general public that can be accessed by village communities , and this has been done by policy implementers, thus the community knows the details of village funds and the amount of village funds received in 2018.

Abstract

Poverty is one of the nation's problems that is the cause of the emergence of social inequality, unemployment and economic backwardness. In order to reduce the poverty rate, it is necessary to have innovative policies that are reflected by the Pasuruan Regency Government in response to these problems through Regent Decree no. 9 of 2016 concerning the Maslahat Village Program. The location of the Maslahat Village Program, one of which is in Kalipucang Village, Tutur District, has an agricultural and livestock base. The Maslahat Village Program is the flagship program of the Pasuruan Regent in optimizing village potential so that villages that are considered lagging behind in terms of development and economy can become developed villages and reduce poverty, unemployment and social inequality in them. This type of research uses descriptive qualitative research. The data collection technique was by direct interviews with informants consisting of the Village Head and Village Apparatus, the Community, Head of the Pasuruan Regency Government Service and Apparatus and Members of the Pasuruan Regency DPRD. This study uses the theory of summative evaluation or impact evaluation by using several indicators. Based on the results of the research that has been done, it can be said that this program seems to be quite successful where from the 10 summative evaluation indicators used there are several indicators that are considered very good, namely the aspect of public perception. The community does give a good perception and actively participates. In indicators of results and influence of the program, the community has felt the impact and results, although in reality there are other supporting factors and actors. Keywords: Capacity, Local Wisdom Values. Meanwhile, the indicators for general and specific objectives, cost effectiveness and cost efficiency appear to be quite good. But there are also many indicators that are not implemented, such as the absence of policy evaluations from the Regional Government which are then communicated to stakeholders. Kalipucang Village also did not anticipate well the outputs that were not anticipated by the program, namely those related to land transfer and the availability of village funds in the program. In general, the Maslahat Village Program contributes to improving the economy and development in the village with the birth of the development of MSMEs, the agricultural, livestock and tourism sectors. However, the Maslahat Village Program, if evaluated, is only a formality and routine. In addition, in the management of program implementation, there is a mal function management that does not evaluate the program so that it appears that the Maslahat Village program is a symbolic and prestigious program from the political aspect that tends to be an unsustainable program.
