Abstract

Like other countries around the world, both developed and developing countries, Indonesia's local government performance is measured primarily through the provision of basic services. Despite efforts to improve the service represents a concrete manifestation of good governance to promote human development, local governments have struggled to overcome many challenges and limitations. In this paper, good governance focuses on motivation and progress that emerged by some districts in Indonesia in improving their management system for the creation of effective service. Local governments can benefit from the assistance in fostering reform, provide advocacy, facilitating groups of stakeholders in implementing the reform agenda, monitor performance, and initiate and replicate the results. A study showed that coaching should be a partnership between consultant and local governments to develop capacity and provide skills to local government. The creation of a market for consulting and advocacy services include networking and advocacy among professional bodies and practitioners, public oversight bodies and “watchdog” organizations and groups of non-governmental organizations (NGO’s). In addition, the need to develop the market for the instruments in accordance with capacity building, particularly government-assisted instruments.

Abstract

In the context of an ontology of administrative science that is under stood by four key administrative, organizational, administrative principles, administrator. The essence of the philosophy of administration is a trust and responsibility. The value of trust and responsibility in the future be important for the development of administrative science in addition to the effective-ness, efficiency, rationality and fairness. While the context of epistemology, the study of public administration because the number was not less important to follow three methodologies: (1). Lack of testing the theory; (2). The lack of cumulative research, because of low initial study and the low effort to build theory through the early work; (3). Publication of research is rarely done. Methodological limitations associated with restriction and development of administrative theory in epistemology. The choice of strategy of both qualitative and quantitative research relevant to the development of contemporary public administration theory. A variety of public problems and issues of public administration provide a space for the use of methods in public administration, the choice of using the combination method in the future become a rational choice in order to obtain validity and reliability in finding generalizations as well asthe depth of analysis in order to obtain the conclusion of representation. With the methodology of public administration that are easier to be under stood by scientists administration is expected to produce development of administrative science theory of the state administration which is conducive for developing countries especially Indonesia.

Abstract

State government in the United States have enthusiastically embraced the idea of managing for result. This appears to represent the victory for New Public Management policy ideas transferred from New Zealand, the United Kingdom, and Australia. The managing for result doctrine that emerged from these countries called for an increased focus on results but also increased managerial authority to achieve results. In turn, it was claimed, government would enjoy dramatic performance improvement and result-based accountability. This article assess the implementation of public management reform and argues that the managing for results doctrine has benen only partially adopted. State governments selected some of the New Public Management ideas but largely ignored others. In short, state government emphasized strategic planning and performance measurement but were less successful in implementing reforms that would enhance managerial authority, undermining the logic that promised high performance improvements.

Abstract

Direct regional head elections (pilkadal) indeed has been promoting the democratic process in Indonesia. However, legislators and regional head of the process results in the execution of his duty pilkadal often there are obstacles in carrying out their duties. This is because the vision that was brought by members of parliament and elected local leaders are often influenced by the spirit of the political party that carried him. The logic used by legislators and local leaders are not elected public servant, but rather the logic of the logic of political servants. The problem posed then is the relationship between elected officials (politicians) and appointed officials (official bureaucracy) to be not in harmony and result in implementing the stunted development.

Abstract

Administrative reform led to the concept of reinventing government and has been adapted in Indonesia. The transformation of bureaucracy is not easy, especially the bureaucracy in Indonesia are already getting a bad image in society. Renewal of the government bureaucracy-based entrepreneurship is done to improve the performance and efficiency, create new innovations are creative, and become bureaucracies more responsive and accountable. The concept has been developed and implemented one of the local government district of Jembrana. Head of the Regency of Jembrana has been able to fix one by one arrangement of the bureaucracy. First, the restructuring of government organizations become leaner intended to obtain an effective and efficient organization. Second, every program and activities undertaken in the district of Jembrana coupled with a clear regional regulation that is able to accommodate the interests of local communities. Third, the ability and commitment to achieve the objectives of the Regional Head of development by providing good public service to the society with its priorities. Jembrana was one area that can be role models for innovation programs that better governance (good governance). Reform of the administration (bureaucracy) in response to government demands for the establishment of an efficient government apparatus, effective, responsible, clean and free of corruption.

Abstract

Bureaucracy of regional government in reformation era is demanded to affors in creating clean and good, transparency, responsive, efficient and effective government as well. The demand is increasingly avoidable by public distrust because of KKN (Corruption, Collution, Nepotism) practice in government bureaucracy wich is increasingly systemic and privade to areas of region. Bureaucracy reformation is the needy wich capable to lessen KKN practical, it is, however in appropriate if phenomena tern only in administrative technigues. Public servant status must be put to have main role from government bureaucracy to create good local governance. This study want to examine comprehensively how bureaucracy of government to increase public servant in the framework of good local governance and review the factors of causality relationship as well which influence either bureaucracy internal or external so it able to create clean and accountable in regions. The result from the study is : The development of participatory bureaucracy reformation model and equality wich oriented to public service. Among other creative, innovative and proactive public servant, low cost administration and easy license, transparency cost, fast and easily accessible, society as locust (citizen charter)

Abstract

One of the community empowerment programs that seek to optimize the potential of the marine and fisheries sector by the government is "Program Pemberdayaan Ekonomi Masyarakat Pesisir” (PEMP), which became the flagship program to improve the welfare of coastal communities in a structured manner through community empowerment and utilizing coastal resources optimally and sustainable but PEMP that proclaimed in 2000 failed and continued with PEMP kemuduan 2001. This failure is caused because PEMP considered not able to channel the aspirations of local communities (coastal). The program is the Family Welfare Economic Empowerment Program which is a partnership program between the villages located in the vicinity of the “Usaha Pengelolaan Pendapatan Keluarga Sejehtera” (UPPKS) based fisheries. Economic empowerment of the family welfare program focuses on community empowerment chips processed fish traders who use the main raw materials result from the sea. Economic empowerment programs aimed at improving the welfare of traders through the trade group increased production through training and processing of raw materials results from the sea.

Abstract

The existence of Local Government is so urgent, specially for country that practices unity system. In the same manner as Indonesia that has very large region, with the inhabitants concentrated into certain area whose societies are very heterogeneous observed both from ethnic, religion, culture aspects and the economic lifecycle background, etc. Beside this such heteroginity, each region has various natural resources. The matter is how to give service for the society in the region.In such mindset, the region autonomy is an political instrument and also an administration/management instrument used to optimize local resources, so it could be used to make benefit largely for the furtherance of society in region, particularly to face the global challenge in order to push the society employing, to make initiative and creativity grow, to raise society involvement and evolve democracy climate in region.

Abstract

Telescoped Indonesian democracy with the election of regional heads lenses are not adequate. Democracy will be up and flying, when the pillars; power system, system of government, political system, and other powerful systems and stake. If the stake was false pillar, pretending to be just as if, then even this democracy only 'Mastur stale'; as though and pretended firm, ostensibly strong, but weak and limp.The most important issue in the election of regional heads or even any election is how far the effectiveness of the election itself. So far the election is generally less effective. Voters and the candidates chosen to satisfy lust is merely political, to be a winner. All realized, including the election, when in the course of five years. Let alone the concept to advance the region, even gave the concept to themselves as the regional head did not recognize. Eventually bring the area and positioned himself on a targeted orientation (disorientation)

Abstract

This research to know public satisfaction index to services at night clinic at the health center, by applying the principles set forth in Kepmenpan Service No. KEP/25/M.PAN/2/2004 on community satisfaction index, which includes 14 elements. Type of study was a descriptive quantitative research. Sampling Sampling uses incidental and gained 100 people. Retrieving data with the distribution of questionnaires to the respondents. To analyze the data using the General Guidelines for Preparation of SME Kepmenpan No. 25 of 2004.Based on research results generated that element of service procedures to get the highest score with a total average value per element of 3.28 with the quality of services Excellent. The index of community satisfaction with clinic services unit at the health center Manukan Kulon get a value of 77.51 with good service quality. People's satisfaction levels of service in the evening clinic at the Puskesmas Manukan Kulon is Satisfied.
