Abstract

The condition of society today have increased where society are more courageous to express their aspirations, needs and demands to government toward better public service delivery. As an effort to improve the quality of public services, the government has taken various ways continuously for improvement of public services in order tomake first-rate realization of public services. One effort to improve the quality of public services is to do public service innovation. As an effort to improve the public service, Direktur Lalu Lintas Polda Jawa Timur launched an innovation called Inovasi E-Smart BPKB. The writer uses attributes of innovation theory from Evert. The results showed that the implementation of Smile Police innovation has not only relative advantage, compabillity, triabillity and observabillity but also complexity. The driving factors of E-Smart BPKB innovation are political push, economic pressure and increased efficiency and pressure to improve services, while the inhibiting factors are the excessive dependence on high performer, technology exists but inihibited by cultural and organizational barriers, and no rewards or incentives. The writer suggests to held sustainable socialization with the right target, recruit outsourced employees with expertise in IT, build cooperation with new partners and give awards or incentives to the members represented E-Smart BPKB

Abstract

This research is a study of the implementation of the Eazy Passport service policy at the Tanjung Perak Immigration Office. The Eazy Passport service is an innovation initiated by the Directorate General of Immigration to overcome the problem of declining number of passport applications caused by the Covid-19 pandemic. This study uses a qualitative approach with a case study method that examines the implementation of the Eazy Passport service policy and the dinamics that occur in the development. The result of the analysis carried out describe the dynamics of the implementation of the Eazy Passport service from the beginning of the implementation to the renewal that occur covering aspects of the procedures and terms of service, as well as efforts to make it a regular agenda at each certain period. This study of the dinamics of policy implementation, which has been implemented for more than a year, is expected to be able to provide an overview of policy implementation in the Immigration Office as well as become a material for evaluation and reformulation to be able to create better policy implementation in the future.

Abstract

Special Autonomy funds is a special revenue post for the implementation of special autonomy which amount is equivalent to 2% of the ceiling of National General Allocation Fund for 25 years, which is mainly intended for financing education and health. The distribution of special autonomy funds is expected to improve the community's economy in order to realize justice in the concept of regional product management, increase community welfare, and empower human resources. However, practically there are some discrepancies between the expectation and reality Ironically, amid the abundance of Papua Special Autonomy funds in the last two decades, poverty is still the main problem. This study aims to analyze the impact of special autonomy funds on poverty alleviation in Papua, with the assumption that the special autonomy funds are fully distributed using Error Correction Model Analysis. The results showed that the Special autonomy funds significantly reduce the Number of Poverty in short-run and long run.

Abstract

This study aims to determine the implementation of the Bulungan Regency Regional Regulation No. 6 of 2009 concerning the Arrangement of Street Vendors a case study of the Tanjung Selor city afternoon market). The data used in this study were obtained by observation based on field conditions as well as interview and documentation techniques. This research was conducted in the afternoon market area, this research is to explain the research data in the form of complete, systematic, and easy sentences to understand and interpret so that a conclusion can be drawn. Data analysis in this study was carried out with a qualitative approach. The data obtained will be analyzed qualitatively, namely by analyzing the data and then describing the phenomena that occur. From the results of this study, it is known that the implementation of the Bulungan Regency Regional Regulation Number 6 of 2009 concerning the Arrangement of Street Vendors regarding the arrangement of street vendors has not been implemented effectively.

Abstract

Burnout is a state of emotional and physical fatigue, low productivity, and feelings of isolation, often caused by work-related stress. People who experience burnout / burnout at a high level are mostly inclined to withdraw from their work so that the results of the work done are not optimal and have an impact on performance. The research method used in this research is Exploratory Research using a Quantitative approach, the focus of this study is to determine the Effect of Burnout with Performance. The sampling technique in this study used a Purposive sampling technique with a sample size of 71 respondents. After testing the validity and reliability. Then the data obtained were analyzed using simple linear regression. This study found a strong and significant negative effect between Burnout and employee performance at the Surabaya Command Center 112 Surabaya. This is proven by the t value of (-15.268) while the t table is 1.99495 with Sig 0.000 at a Significant level of 5%. This study also found a coefficient of determination of 0.878. This means that the Burnout variable contribution is 87.8% on performance, while 12.2% are not examined in this study.

Abstract

The purpose of this study was to determine the strategy for improving the service quality of PDAM Kab. Gresik and to find out strategic recommendations to improve the service quality of PDAM Kab. Gresik. The background of this research is the number of complaints from customers to PDAM Kab. Gresik as these complaints have the same point but have not been resolved optimally. This study uses a qualitative research method with a descriptive approach. The research location is at the Head Office of the Giri Tirta Regional Drinking Water Company, Gresik Regency. Data collection techniques through interviews, documentation, and observation. The focus of the research is the service quality strategy, while the research dimension used is the quality of service by parasuraman with 5 dimensions, namely Direct Evidence, Reliability, Responsiveness, Assurance, and using SWOT Analysis. Testing the 5 dimensions of Empathy which has a weak point from the dimensions of reliability, responsiveness, and empathy that many customers complain about and the results of the SWOT analysis, namely Strength includes the availability of online services so that you don't have to come to the office. The weakness is that the complaint service information system has not functioned optimally. The opportunity is not having the competitiveness of any party, whether private or government. The threat is that there is a slow response given by the complaint service officer so that the level of complaints is getting higher. The conclusion of this study is that the service quality of PDAM Giri Tirta is still not good when viewed from the strengths, weaknesses, opportunities and threats so that the researchers recommend strategies, namely creating automating quality, developing / upgrading service information systems, educating consumers about complaint services, developing a quality culture, adding qualified technical personnel (HR).

Abstract

After the closing of Dolly's localization in 2014, the Surabaya city government has purchased several guesthouses in Dolly and converted them into various kinds of craft production sites. The location which was previously a place of prostitution with the largest income in Southeast Asia was later turned into the largest MSME center in Surabaya. The Surabaya government continues to provide assistance to residents of EX Localization in order to create a better image, namely by inviting local community members to become MSME actors. DS.Point (Dolly Saiki Point) is a silent witness to the dark history of the City of Surabaya, but has now been designated by the Surabaya City Government as an area for commercial, economic, and tourism activities. DS.Point (Dolly Saiki Point) is under the auspices of the Surabaya City Food and Agriculture Security Service, which makes it a souvenir center that accommodates processed products or products from MSME activists from residents of EX Lokaliasai Dolly. The research method used is descriptive qualitative which refers to the identification of distinguishing traits or characteristics of a group of people, objects, or events in order to provide an overview of the Implementation of the Pentahelix Model Collaboration in the Context of Improving the Empowerment of MSMEs Ex Dolly Localization During the Covid-19 Pandemic. Data collection techniques were carried out through the process of observation, interviews and documentation. The theory used is Collaborative Governance. The results of the study show that the roles played by the penta helix actors are quite good and the collaboration created between them has been going well, this can be seen by the inability for the actors to stand alone in increasing the empowerment of SMEs Ex Dolly Localization. This also has a good impact on the perpetrators of the Ex Dolly Localization MSMEs under the auspices of DS Point (11pt, single line spacing, 1 paragraph).

Abstract

The feminization of poverty which has the meaning of women's poverty is the cause of the government to take action in the form of a program of combining Poverty Mitigation Mitigation. This program is one of the instruments of control that is expected in its implementation to actually be able to actually solve the problem of poverty problems based on women at the family level. Prambon Village is one of the villages that has households with female head of households (KRTP) with a welfare level of 10 Lowest% (Decile 1). This research was conducted with the aim of analyzing and describing the conditions of feminization of poverty in the village of Prambon. The method used is a qualitative method with data collection which is done by means of observation, interviews, and documentation. The results of this study indicate that there are 3 types of feminization of poverty experienced by female household heads who receive assistance in the Palin Matrix Mitigation Mitigation Program in Prambon Village which includes 3 female household heads due to divorce, 1 female household head with husband's disability, and 16 female household heads with husband's death condition.

Abstract

This study aims to describe the transparency and weaknesses of the village government in managing village funds in the village. Sekarputih, District. Balongpanggang, Kabuaten Gresik. The method used in this study is a descriptive qualitative method and uses research data techniques with observation, interviews and documentation, and compares the results of interviews and data obtained by researchers with a theory and law. The sample used in this study is village government and community in Desa Sekarputih, Kecamatan. Balongpanggang, Kabuaten Gresik as many as 12 informants and data analysis techniques using the water model according to miles and Huberman (2012: 15-19). The results of this study indicate that the village government in Sekarputih Village is already in compliance with the reporting stage to the government by reporting through the SISKUDES system, while at the transparency stage to the community the Sekarputih village government is still less transparent. For weaknesses in realizing it is caused due to lack of community participation and understanding of the Village Fund (DD).

Abstract

In re-understanding Public Services to realize good governance it will be easy to do if through the public service sector. Fundamentals of Public Services are: 1) Public services are the rights of citizens as a mandate of the constitution, thus it becomes the government's obligation to administer them either by themselves (by the government bureaucracy) or in collaboration with the private sector; 2) Public services are carried out with taxes paid by citizens state. The renewal of the delivery of public services can be used as an entry point and at the same time as a major driver in driving changes in Good Governance practices in Indonesia. Simplification of the bureaucracy can encourage government bureaucracy to return to its main mission of ensuring citizens' access to basic services, the need for collectivity, and other strategic services that are beneficial for a decent and dignified life. (Dwiyanto, 2018) Public Service Reform through System Development and Management of Public Services is very urgent, given the decentralized Unitary Republic of Indonesia (NKRI), so the service system must be able to guarantee equal access of all citizens to public services wherever they live. The system must be able to make the region able to respond to the diversity of the needs of goods and services as a result of regional diversity. As a result of this response allows discretion in the area. Updating public services through Information and Communication Technology is also very important. Public Service Reform can be done as far as there is concern from all stakeholders interests to make it happen.
