Abstract

This paper discusses the need for deregulation and debureaucratization to improve the quality of public services. Deregulation and debureaucratization in public service, which is basically a part of the public administration reform is needed to improve the performance of bureaucracy to be more effective, efficient and competitive. So that will be spurred to further enhance community participation and initiative in the process of national and regional development. In this paper offers two strategies, namely "integration strategy" for public service based on the Kabupaten (region) and "Decentralization Strategy" for public services based on the Kecamatan (district) level.

Abstract

Some successes stories of local government in the autonomy era, has proven urged by the courage of leader to make and apply innovations strategies. Keep in mind here is that not all changes are innovations, when the changes made an impact even less favorable for society and government. The role of leader is to determine the existence of innovation and organiza-tional change processes. But innovations and changes will not be run effectively when not supported by the parties affected by these changes both internal and external. In facts, there are many local governments that are still managed under the old pattern, that more advanced the power orientation and less put forward the spirit of public services orientation. Public managers who are committed and really want to realize these commitments are the souls that entrepreneurs seize opportunities as well as weaknesses smartly and follow them with prob-lem solving actions-oriented and increasing outputs. These leaders seem to become really agent of change and transformative leader.

Abstract

Public services is one of the citizen’s necessity must have been fulfilled by the government. To do this job getting done, government in the reformation era must change the old paradigm ‘wishing services’ become ‘to provide services’ for citizens, and government must keep better quality for the public services. To increase the quality of public services is purpose to decreasing or terminating the real phenomenon of gap of services in Indonesia’s bureaucracy. Public services in Indonesian’s reformation era must suitable with public service in other countries, it is must be concerned and focused about a standard services principals and the qualities can be measured by using certain defice standards. So that citizens can using public services in many aspects, and to increase their participation to formulate or arranging of public policy or services programs in the future.

Abstract

Improving the quality of service is one of the crucial issues in the implementation of management, both in public sector management and private sector. The persistently high level of service user complaints shows that the government as public organizations are still not fully able to create a system acceptable service in the eyes of the people. Along with this there are several government programs related to the fulfillment of public service but not in accordance with the needs of the community or in its implementation still have many problems. This is a dilemma that needs to be assessed and sought alternative solutions. Such circumstances make the community as users of public services to be not satisfied, so that people are reluctant to take care of everything related to government bureaucracy. Next community finding shortcuts in a way violating the existing rules, this is where the process of corruption, collution, and nepotism begins. Services become commodities that are bought and sold by the apparatus to enrich themselves, bargaining occurs in the provision of services to the community that should have a duty and responsibility.

Abstract

Public administration have important task to provide public services in any sectors, to collect taxes from citizens, and other services to fulfill any citizens needed based on institutional law. Based on the values that make it easy for citizens in paying taxes, then the paradigm shift that emerged in the era of bureaucratic reform, particularly in order to improve the quality of public services in Indonesia is "bureaucrats should be able to serve", not to "receive services from the citizen ". To implementing the public services, SAMSAT East Java Province tried to made a new benchmarking strategy to increase the quality of public services itself. It called SAMSAT Delivery Service to made an easy way to collect automotive tax from citizens. SAMSAT Delivery Service is a breakthrough in service tax payment vehicle, which uses the values applied by the ministry in the private sector.This service is one of many superior service in SAMSAT East Java Province and an example project of public administration operational task in Indonesia.

Abstract

Budgeting is very important activity to make organization (public or private) to obtain it goals better, faster, and fulfilling the hope from all people inside. This research purpose to looking how far the formulation process of Performance Based Budgeting in SMPN 30 Surabaya and any impact factors inside them. Budgeting measurement by using performance indicators is, input, output, efficiency, and outcome. The impact factors has been looked from external environments, vision, and mission.

Abstract

Autonomy and decentralization policy of education of course very suitable with democratic principles, but which we have to concern is whether local government can provide educational services with the adequate quality. It is important to note because of the inproportionale ability condition between each local governments. Referring to this matter, The Minister of National Education have made decision number 053 year 2001 concerning guidance compilation of Minimum service standard for Elementary educational and Middle school management. Execution of this standard in the regional sub-district Lamekongga have been well done. There are at least four factors affecting namely communications, resource, disposition, and structure of bureaucracy.

Abstract

Social capital is the public goods created by the community and owned by the community as well, not by individuals or government, nor by groups who have abundant resources. Social capital is formed by itself in a relatively long period of time, as well as the formation of value systems or culture in general. Therefore, when social capital has been formed, it will be hard to break away (unlike financial capital). By applying high ethical standards in public service, the social capital which is slowly fading will bounce back by itself. But it's certainly not easy. It takes commitment and integrity of government administrators to actually apply these ethical standards with a consistent and adequate legal system to provide a deterrent effect for those who break them. Economic emphasis on public sector change puts a high value on what is regarded as something that can not be avoided, namely the good of private models in managing the organization, described as a "more productive", which are different approaches to public services commonly referred to as bureaucratic.

Abstract

This research stems from the emergence of an issue about 20 percent of the budget for education, followed by the Constitutional Court Decision No. 026/PUU-III/2005 dated March 22, 2006 which states for the education budget has not yet reached 20 percent as specified in the 1945 Constitution, the budget will always be against the Constitution in 1945. Researchers trying to come up how the trip actually 20 per cent allocation policy formulation national budget for education and political dynamics that exist therein. As the basis is the fourth amendment to the 1945 Constitution article 31 paragraph (4) which states "The state prioritizes the education budget of at least twenty percent of budget revenues and expenditures of state and local spending and revenue budget to meet the needs of national education" is derived to be a Law No. 20 Year 2003 on National Education System of article 49 paragraph (1) that "education fund in addition to salaries for teachers and education costs a minimum of 20 percent is allocated for official from the State Budget (APBN) in the education sector and at least 20 percent of Local Government Revenues and Expenditures (budget) ". The purpose of this study was to describe and analyze the travel policy formulation 20 percent budget allocation for education and to know the political dynamics that occur during the formulation process.

Abstract

In each phase of development, political and administrative relations are always filled one room paradigmatic debate of public administration. One of the question, whether the public administration is more a political act or whether he should be an activity to practice the values and managerial considerations in the act. For some thinkers, the debate is no longer relevant and is considered finished with the map that at the level of executive leadership, public administration is the entity with political action. While on the lower level (bureaucracy), a professional managerial approach became the face of public administration leadership. This paper basically not appreciate the satisfaction of the mapping. For the writer, with a variety of environmental changes and trends of other administrative, managerial competence is essential for top level administrators and as important as managerial approach as practiced in midlle and lower levels of public administrators. On the other hand, although not intend to completely reject the political approach, this paper reveals that the style, action and leadership performance of public administrators who rely solely on political capacity will not be able to resolve detail the complexity of a problem with the right. Therefore, reform of government bureaucracy is necessary though, but he was not to be the best answer for the problems of public administration, but rather reform the government itself and more specifically the orientation of reform of public sector leadership
