Abstract

This study aims to analyze the opportunities and potential for implementing the detasering system at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). Detasering is a method of human resource management that aims to improve the efficiency and effectiveness of public services that allow employees to be assigned to a particular place and/or work unit for a certain period of time as a means to exchange experiences and broaden the direction of views. This study uses a qualitative descriptive approach with data collection through literature studies and analysis of related documents. SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis will be used to provide opportunities and challenges related to the implementation of detasering at ATR/BPN. In addition, this study will also consider the experience of other government institutions that have implemented detasering as a reference in understanding the potential for successful implementation. The results of this study are expected to provide a comprehensive view of the opportunities and benefits that can be obtained by ATR/BPN through the implementation of detasering. In addition, this study will also discuss potential obstacles that may be faced in the implementation process, as well as provide strategic recommendations to maximize the effectiveness of detasering at this institution. Thus, this research can provide an important contribution in efforts to improve the human resource management system and public services in the agrarian and spatial planning sectors in Indonesia.

Abstract

Pengelolaan sampah merupakan salah satu tantangan utama bagi pemerintah dan Masyarakat dalam menjaga kebersihan lingkungan dan kesehatan publik. Transformasi pengelolaan sampah melalui kebijakan publik yang adaptif dan berkelanjutan menjadi kunci dalam menghadapi dinamika permasalahan sampah yang terus berkembang di Kota Surakarta. Artikel ini membahas pendekatan publik yang dirancang untuk mengoptimalkan pengelolaan sampah, termasuk strategi pencegahan dan pengurangan sampah pada sumbernya, peningkatan daur ulang serta pengelolaan limbah yang efektif dan efisien. Melalui analisis kebijakan di berbagai negara, diidentifikasi bahwa kebijakan yang adaptof, fleksibel, dan partisipatif mampu meningkatkan partisipasi Masyarakat serta kolaborasi antara sektor publik dan swasta. Selain itu, integrasi teknologi dan inovasi dalam sistem pengelolaan sampah juga menjadi faktor penting dalam mencapai keberlanjutan. Studi ini menyoroti pentingnya pendekatan yang terintegrasi yang tidak hanya berfokus pada pengolahan sampahh akhir tetapi juga Upaya edukasi dan perubahan perilkau Masyarakat. Hasil penelitian menunjukkan bahwa kebijakan publik yang berorientasi pada keberlanjutan dapat menciptakan sistem pengelolaan sampah yang lebih efektif, efisien, dan ramah lingkungan. Dengan demikian, implementasi kebijakan yang adaptif dan berkelanjutan menjadi Solusi startegis dalam mengatasi tantangan pengelolaan sampah.

Abstract

This study investigates the interrelationships among various latent variables and theirobserved indicators using a structural equation model (SEM). The findings reveal that sharing,shopping, and real-time updating activities positively impact job-related outcomes, suggestingthat moderate engagement in these activities can mitigate employee disengagement.Conversely, accessing online content shows a slight negative influence on job performance,highlighting the potential detriments of cyberloafing. The study also underscores thesignificant positive impact of organizational support and supervisory evaluations on jobperformance. Integrating theories of cyberloafing and employee disengagement, the resultssuggest that fostering a supportive work environment and allowing for healthy, non-workrelated activities can enhance job satisfaction and reduce counterproductive behaviors. Theimplications of these findings are critical for designing interventions and policies that promotepositive engagement and minimize the risks associated with cyberloafing, ultimately enhancingoverall employee performance and satisfaction.

Abstract

Indonesia is ranked 61st out of 132 countries in the world based on innovation capability. This shows that Indonesia needs to strive so that can improve innovation capabilities, from the organizational level to the individual level. This research was conducted to examine the moderating role of ambidextrous organizational culture on the direct effect of transformational leadership on innovative work behavior as well as the indirect effect through motivation to learn. This research was conducted on ASN through a survey distributed online using a self-report questionnaire. Data were analyzed using Hayes’ PROCESS models 4 and 15 with SPSS version 26 software. The results show that motivation to learn fully mediates the effect of transformational leadership on innovative work behavior. In addition, ambidextrous organizational culture does not moderate either the direct or indirect effect of transformational leadership on innovative work behavior. This shows that transformational leadership requires the mediating role of motivation to learn so that innovative work behavior can occur. However, it turns out that an ambidextrous organizational culture cannot strengthen employees’ innovative work behavior. This research provides a foundation for organizations to encourage motivation to learn through the application of transformational leadership, which can then have an impact on employee innovative behavior

Abstract

This research examines extreme poverty in Aceh, particularly in North Aceh Regency, where the poverty rate reaches 16.86%, exceeding both national and provincial averages. The study aims to assess the synergy of government policies in poverty alleviation and the government's strategies in promoting sustainable development. The research method utilizes primary data collected through interviews and Focus Group Discussions (FGD) with the government of North Aceh Regency, as well as secondary data from the Central Statistics Agency and relevant institutions. The findings indicate that the synergy among stakeholders in sustainable development remains weak, with each institution operating independently without effective coordination. Furthermore, the legal framework related to poverty alleviation has not been ratified, and the formation of a coordination team has not been implemented. In conclusion, stronger synergy between the government and stakeholders is needed to improve sustainable poverty alleviation policies in Aceh.

Abstract

Dalam suatu organisasi, pengembangan kompetensi pegawai merupakan aspek yang sangat penting. Banyak pihak meyakini bahwa pengembangan kompetensi adalah faktor krusial yang mendasari peningkatan produktivitas, inovasi, dan daya saing suatu organisasi. Pengembangan kompetensi menjadi hal penting dalam menciptakan sumber daya manusia yang terintegrasi dan responsif terhadap kebutuhan publik. Aparatur Sipil Negara (ASN) sebagai ujung tombak pelayanan publik dituntut untuk mampu beradaptasi dengan perubahan ini. Namun, dalam perjalanannya, pengembangan kompetensi ASN di era transformasi digital masih menghadapi berbagai tantangan.Salah satu tantangan utama adalah kesenjangan digital yang masih cukup lebar. Tidak semua ASN memiliki akses yang sama terhadap teknologi informasi dan komunikasi. Selain itu, resistensi terhadap perubahan juga menjadi hambatan yang signifikan. Banyak ASN yang merasa nyaman dengan cara kerja yang lama dan enggan untuk belajar hal-hal baru. Di sisi lain, transformasi digital juga membuka peluang besar bagi pengembangan kompetensi ASN. Data yang melimpah dapat dimanfaatkan untuk pengambilan keputusan yang lebih baik. Teknologi pembelajaran online memungkinkan ASN untuk belajar kapan saja dan di mana saja. Selain itu, kolaborasi dengan pihak eksternal dapat memperkaya program pengembangan kompetensi.

Abstract

Even though it has great fishery potential, in fact the coastal area is very synonymous with poverty, and Tuban Regency is no exception. One of the government's policies in dealing with poverty in coastal areas is the construction of the Tuban Fish Plaza (PIT). PIT is a place for buying and selling and auctioning fishery products, be it fresh fish, smoked fish and other processed fish on a small, medium and large scale that is built in a modern way and rented out free of charge. However, this policy has not had a significant impact on the income of traders. The purpose of this study was to determine the impact of PIT development policies in increasing the income of coastal communities in Tuban Regency. This research uses Literature Review research with secondary data analysis. The results showed that a number of fish traders who previously traded on the roadside and sidewalks experienced a decrease in income after selling at PIT. Apart from the impact of the Covid-19 pandemic, this relocation policy is also considered to keep traders away from buyers. On the other hand, the absence of standardization of prices determined by the government has resulted in unfair price competition by a number of traders. From these findings, it can be said that this development policy has not been optimal due to the absence of an adequate governance system to regulate adequate management and business processes.
