Abstract

Fire is one of the disasters that frequently occurs in Indonesia and can cause major losses. Community involvement in forming volunteer fire fighters (Damkar) can help increase the effectiveness of fighting fires. The aim of this research is to analyze the relationship between community participation and the formation of firefighting volunteers in Bengkulu City. This research uses quantitative methods with Spearman correlation analysis techniques and determination. Data was collected through a survey of 31 respondents consisting of the community and firefighters volunteers in Bengkulu City. The results of the analysis show that there is a very strong and significant relationship between community participation and the formation of volunteer firefighters (Spearman correlation coefficient = 0.776, Sig. 2-tailed < 0.001). An R-Square value of 0.360 shows that 36% of the variability in the formation of Fire Volunteer can be explained by community participation. Community participation is an important factor in the formation of Fire Fighters volunteers in Bengkulu City. Apart from that, there are other factors that affect the formation of volunteer firefighters, such as support from the government, adequate infrastructure and cooperation with community organizations. The suggestions are as follows: It is necessary to make efforts to increase community participation in the formation of Fire Fighter volunteers, such as socialization and education, as well as the provision of adequate training and coaching.

Abstract

This systematic literature review examines the implementation and dynamics of collaborative governance in waste management across Indonesia. Study uses a literature review method to identify, analyze, and synthesize scientific findings related to the application of collaborative governance in waste management in Indonesia. Focusing on collaborative governance models, regional case studies, barriers, and enabling factors in Indonesia waste management. The findings reveal that while collborative governance engaging government, private sector, and community stakeholders has been widely adopted in policy and practice, its effectiveness is often constrained by asymmetrical power relations, fragmented institutional arrangements, limited community participation, and insufficient private sector involvement. Case studies from cities such as Malang, Bali, Bandung, Gresik, and others highlight both successful initiatives like waste banks and public-private partnership, and persistent challenges including weak law enforcement, lack of shared goals, and resource limitation. The review underscores the need for a shift from symbolic participation to genuine co-creation, recommending institutional reforms such as multi-stakeholder forums, formal recognition of informal actors, facilitative leadership, and digital infrastructure for monitoring and feedback. Ultimately, strengthening collaborative governance is essential for achieving sustainable waste management and advancing Indonesia’s environmental and development goals.

Abstract

Abstract

This study is a descriptive research using a qualitative approach, aiming to describe and analyze the implementation of Regional Regulation Number 4 of 2016 of North Bengkulu Regency concerning Public Order and Community Tranquility. The research focuses on the execution of the policy by the Civil Service Police Unit (Satpol PP) and the obstacles encountered in maintaining public order within the region. The findings indicate that the policy implementation is generally aligned with the objectives of the regulation, particularly in creating a peaceful, orderly, and harmonious social environment. The availability of human resources is considered sufficient, communication between agencies is running effectively, and tasks are carried out using persuasive and humanistic approaches. However, the effectiveness of the policy still faces several challenges, including limited budget allocation, low public awareness, weak enforcement of sanctions, and a shortage of personnel. Based on these findings, it is recommended that the local government increase budget support, enhance public legal awareness through continuous socialization and education, and strengthen cross-sectoral coordination. Additionally, the provision of legal vending zones for street vendors is needed to prevent disruption to public order, alongside the enforcement of regulations that are firm yet humanistic
