Abstract

Penelitian ini membahas implementasi program konten lokal melalui Sistem Stasiun Jaringan (SSJ) pada Lembaga Penyiaran Swasta (LPS) di Bengkulu. LPS yang menjalankan SSJ harus mendapatkan izin secara nasional dan lokal di daerah penyebaran siarannya. Penelitian ini menggunakan teknik pengumpulan data berupa observasi, wawancara, dan studi dokumentasi, dengan analisis data melalui pengumpulan, reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa program konten lokal pada LPS seperti RCTI, KOMPAS TV, dan TRANS 7 mengandung unsur lokal dalam SDM dan isi program, namun masing-masing menghadapi kendala, seperti sulitnya mencari SDM lokal, kualitas produksi yang belum memenuhi standar, dan kesulitan menarik minat pembuat iklan. Masyarakat belum sepenuhnya merasakan manfaat dari program konten lokal karena tayangan yang cenderung mengulang episode tanpa pembaruan informasi. Hasil survei menunjukkan bahwa program konten lokal lebih disukai oleh audiens usia 25-30 tahun dan 50-60 tahun, sementara kelompok usia 17-25 tahun lebih memilih menggunakan ponsel pintar sebagai sarana hiburan dan informasi.

Abstract

The purpose of this study is to determine the philosophical meaning of deliberation as part of the government system as stated in Article 18 of the 1945 Constitution of the Republic of Indonesia (UUD Negara Republik Indonesia) before the amendment. This research was conducted using a normative juridical research method, with a historical approach and a conceptual approach. With the results of the study, it is explained that Deliberation is a religious command as explained in 3 (three) verses in the Qur'an that contain the command to deliberate, namely: First, Q.S. Al-Baqoroh / 2: 233. Second, Q.S. Ali Imron / 3: 159. Third, Q.S. asy - Syûro/42: 38. Regarding its position in Indonesia from the perspective of a state of law, the command to deliberate has been stated as the basis of the state, namely in Pancasila, namely the fourth principle which reads "The People are Led by the Wisdom of Deliberation/Representation" and in the body of the 1945 Constitution of the Republic of Indonesia it has also been stated in article 18 before the amendment.

Abstract

The Village Financial System will make it easier for the Village Government to prepare village programs and will support the realization of transparent, accountable and trustworthy government. However, in its implementation, the SISKEUDES application still has problems that must be resolved by village government officials. This research aims to determine the achievement of objectives as an illustration of the effectiveness of the Pondok Suguh Village Government in implementing the SISKEUDES application. The method used in this research is descriptive qualitative to provide an overview of the research problem. The aspects of this research use the theory of organizational effectiveness according to Etzioni quoted by Indrawijaya (2014: 187) with aspects of adaptation, integration, motivation, production. The research results show that in the Adaptation aspect, the Pondok Suguh Village Government has been able to adapt to every version change that occurs, but before and since the implementation of the SISKEUDES application there have been no significant changes to work space facilities. In the Integration Aspect, there has been a mutual agreement between the community and the Village government. Pondok Suguh, but the socialization and technical guidance as well as coordination with other organizations cannot be said to be going well. The Motivation aspect has shown a willingness to try as best as possible and the infrastructure is also complete. Then, in the aspect of production, quantity and quality of output, the Pondok Suguh Village Government has succeeded in achieving the predetermined time target. Then also in the data input stage, the Pondok Suguh Village Government felt that it was very easy and made financial management structured and directed. Therefore, it can be concluded that although there are several things that must be improved in order to maintain the effectiveness of the village government in implementing the SISKEUDES application, the Pondok Suguh Village Government has succeeded in achieving its stated goal, namely completing financial reports that are easier, more focused and more appropriate. with a predetermined target time, so that in the end the implementation of the SISKEUDES application in Pondok Suguh Village can be said to be effective.

Abstract

Penelitian ini bertujuan untuk mengetahui (1) Efektivitas Program Keluarga Harapan (PKH) di Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo, (2) Faktor-faktor yang menentukan Efektivitas Program Keluarga Harapan (PKH) dalam Penanggulangan Kemiskinan di Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo. Metode penelitian ini menggunakan Jenis Penelitian Kualitatif dengan pendekatan deskriptif, sedangkan tehnik pengumpulan data yang digunakan adalah dengan observasi, wawancara, dan dokumentasi.Hasil penelitian ini menunjukkan (1) Efektivitas Program Keluarga Harapan (PKH) dalam Penanggulangan Kemiskinan Di Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo ditinjau dari aspek Pemahaman Program, Ketepatan Waktu, Perubahan nyata sudah terlaksanan dengan baik,  namun dalam proses penetapan Sasaran Program terdapat masyarakat yang mampu secara ekonomi ditetapkan menjadi peserta program dan terdapat masyarakat yang memenuhi kriteria namun belum ditetapkan menjadi peserta program serta pelaksanaan program ini belum dapat menanggulangi kemiskinan di Desa Molas. (2) Faktor-Faktor yang Menentukan Efektivitas Program keluarga Harapan (PKH) dalam Penaggulangan Kemiskinan di Desa Molas Kecamatan Bongomeme Kabupaten Gorontalo, dilihat dari aspek Sasaran, Koordinasi, dan jumlah bantuan sudah terlaksana dengan baik, namun dalam pelaksanaan sosialisasi masih terdapat kendala seperti kurangnya partisipasi dari peserta program  serta sarana dan perasarana penunjang seperti Proyektor dan Pengeras suara yang belum memadai

Abstract

Every year Indonesia produces tens of millions of tons of waste. This causes an increasing amount of waste to pile up in landfills which must be addressed immediately. The waste bank program is one program that is considered to be a solution that can reduce the problem of waste produced by the community. However, even though there are many waste banks in existence, the waste problem has not yet been resolved. The number of closed waste banks also raises the question of why this waste bank program cannot run well. This research aims to find out and provide an overview of the reasons why the implementation of the waste bank program in Bengkulu City has not gone well. This research uses descriptive qualitative methods. This research aspect uses Nugroho's theory and is guided by the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number 14 of 2021 concerning Waste Management at Waste Banks. Data collection techniques consist of observation techniques, interview techniques, documentation techniques, library research. The research results show that the implementation of the waste bank program in Bengkulu City is still less effective because there are still many obstacles starting from the pre-implementation, implementation and post-implementation aspects. In the pre-implementation aspect, there is still uneven distribution to the community, but in the policy refinement stage it is quite good. In the implementation aspect, the bank program has not been able to run optimally due to various obstacles that have not been met in terms of management criteria, facilities and governance of the waste bank program. In the post-implementation aspect, the waste bank program is considered not to be an effective solution because there is still very little waste being reduced, low community participation, many waste banks have closed, and the government's role is still very limited.

Abstract

The aim of this research is to find out and describe the process of implementing Government Regulation Number 30 of 2019 concerning Performance Assessment of Civil Servants at the Bengkulu City Social Service. To describe clearly and in detail the data obtained from this research, the researcher used a descriptive qualitative research approach. Based on the results of this research, it can be concluded that the implementation of Government Regulation Number 30 of 2019 concerning Performance Assessment of Civil Servants at the Bengkulu City Social Service has been carried out but has not gone well, this is proven by the socialization that has been carried out via social media, namely the WhatsApp application, but has not yet been implemented. effectiveness can be seen from the lack of understanding of civil servants in filling out the SKP. So socialization must be carried out directly to explain again how to fill in and the contents of these regulations. The implementation has not gone well, because many civil servants have problems filling out the SKP so that civil servants have to ask the Head of Civil Service Subdivision even though the person concerned doesn't really understand. This causes many errors to occur when the files are collected which cause the files to be returned for repair. Monitoring has been going well, as evidenced by the discovery of obstacles in filling out the SKP. Evaluation, where there are civil servants who state that no evaluation has been carried out at the Social Service. This proves that the concept of evaluation activities is still unclear, thus making civil servants confused about whether the activities are being evaluated or not.

Abstract

This research was conducted with the following objectives: 1. Analyzing the status of implementation of minimum service standards at Pintu Harapan Hospital, Bengkulu City based on Regulation of the Minister of Health of the Republic of Indonesia Number 129 of 2008; 2. To find out the factors that influence the implementation of minimum service standards in RSUD hospitals. The hopes and prayers of the City of Bengkulu are based on the Regulation of the Minister of Health of the Republic of Indonesia Number 129 this year. The type of research used in this research is descriptive with a qualitative approach. This research is descriptive research which aims to collect information about current conditions and symptoms. The data collection techniques used were observation, interviews and documentation methods. Data analysis techniques use data reduction, data presentation (data presentation), and drawing conclusions and validation. The results of this research indicate that the implementation of minimum service standards at Pintu Harapan Hospital, Bungkulu City is very good. This can be seen from the factors that interact and influence policy implementation based on George Edward III's theory. This means, (1) the communication aspect is successful and implementers implement it clearly and consistently to influence policy objectives and understand the policy content; Policy goals and objectives. (2) The resource aspect consists of the number of device resources, device features and capabilities. Even though the number of resources is sufficient, several locations in the hospital have several employees with inappropriate educational backgrounds. Although the facilities and equipment are quite good, there is still room for improvement. (3) Supported by the attitudes and behavior of the apparatus during the implementation of the SPM policy, the disposition aspect shows very good improvement. (4) Aspects of the bureaucratic structure through SPM standard operating procedures and procedures (SOP) are well controlled, but consistency only needs to be improved through stricter rules.

Abstract

This research was conducted with the aims of: 1) identifying and understanding the impact of implementing the free education policy on community response; 2) How is the impact of implementing a free education policy perceived and understood on students, teachers and objectives? 3) How to identify and understand the impact of implementing free education policies on student motivation and teacher performance? 4) How to see and understand the impact of implementing the free education policy on the student population? national exam results). The type of research used in this research is qualitative research. This research uses a descriptive evaluation research method using the CIPP (Context, Input, Process, Output) model. This research data was obtained from primary and secondary data. Data collection methods include observation methods, interview methods, and written methods. Data analysis techniques use data reduction, data visualization, and inference/verification. The results of this research are as follows. 1) Regarding facilities, there are still financial obstacles that the Bengkulu government has not been able to overcome. Of course, free school programs don't live up to their name because they aren't truly free. 2) In terms of process, apart from that, the time lag between the process of measuring and distributing shoes, which takes quite a long time while students continue to develop physically, means that the shoe size is no longer appropriate. 3) In context/output, the output of the Free School Program at SMPN 10 Central Bengkulu Regency still requires improvement, because deficiencies are still being discovered. 4) In terms of impact, the Free School Program has shown an impact on increasing school enrollment rates (APS) at SMPN 10 Central Bengkulu Regency. In effect, the student's parent's family can divert funds that should be used for education to other needs.

Abstract

This research was conducted with the aim of: 1) To find out and understand the performance of Srikuncoro village officials in public services, 2) To know and understand the factors that influence public services in Srikuncoro village. The type of research used in this thesis is qualitative research. This research uses descriptive case study techniques, which are carried out intensively, in detail and in depth on the research object. The data in this research was obtained from primary data and secondary data. The data collection techniques used are the observation method, interview method, and documentation method. The data analysis technique is using Data Reduction, Data Display (Data Presentation), and Conclusion Drawing/Verification. The results of this research show that: 1) The performance of Sri Kuncoro Village officials, Central Bengkulu Regency is good, seen from program effectiveness indicators which include: a) Effectiveness indicators, b) Efficiency indicators, c) Productivity indicators, and d) Accountability indicators. 2) Public services provided by Sri Kuncoro Village officials, Central Bengkulu Regency are good, seen from indicators of program effectiveness which include: a) Transparency indicators, b) Participation indicators, and c) Equal rights indicators. 3) The related officials of Sri Kuncoro Village, Central Bengkulu Regency have tried their best to continue to improve the quality of services in Sri Kuncoro Village, Central Bengkulu Regency

Abstract

The aim of this research is to analyze the performance of the Central Bengkulu Regency DRPD. The method used in this research is a quantitative research method using interview, observation and interview techniques as data collection. After the data is collected, it is then analyzed using qualitative analysis techniques by interpreting it in simple sentences so that conclusions can be drawn as a result of the research. The results of the research show that the 3 indicators, namely Responsiveness, Responsibility and Accountability, which are used to measure the performance of the Bengkulu Regency DPRD in terms of responsiveness, are optimal. In terms of responsibility, accountability is still less than optimal. By using these 3 indicators, it can be said that the performance of the Central Bengkulu Regency DPRD for the 2019–2024 period has not been optimal, so it is felt that evaluation is needed to improve the performance of the Central Bengkulu Regency DPRD.
