Abstract

The constellation and rivalry resulting in the emergence of a "dual hierarchy" between the United States and China in the Asia Pacific region triggers questions about strategy and its influence on the midde-state. This study aims to explain threats and changes in Philippine security policy that are adaptive to the conditions of the United States' rivalry with China in the Asia-Pacific Region. The research method uses a qualitative method approach through desk research from various books, journals, and mass media reports.The results show that the Philippines' adaptive strategy is a policy to respond to the impact of the United States-China hegemonic competition in the Asia-Pacific region. Compared to former president Duterte's policy of drawing closer to China by "sacrificing" security ties with the United States. Marcos Jr.'s adaptive security policy prioritizes flexible relationships. Marcos did not ally with the United States by shunning China but instead recognized China as the Philippines' strongest economic partner.

Abstract

This paper delves into Finland's potential accession to NATO, marking a significant departure from its longstanding policy of military non-alignment. As geopolitical dynamics in the Baltic region undergo profound changes, Finland's consideration of NATO membership carries far-reaching implications for regional security and global geopolitics. Finland responded to Russian aggressiveness by joining the North Atlantic Treaty Organization (NATO) to counteract Russia’s security threats in the region. The abstract explores the historical context of Finland's neutrality, the evolving security landscape, and the factors driving the nation towards reevaluating its defense posture. Using the research method of critical content analysis and in-depth interview with military and defense and security analyst Rahakundini, the potential impact on NATO, Russia's response, and the broader implications for the delicate balance of power in Northern Europe. The proposed NATO membership signals a strategic recalibration for Finland, with ramifications extending beyond national borders, shaping the geopolitical narrative in an ever-evolving international arena.

Abstract

This research aims to investigate the strengthening and challenges faced by Australia's soft diplomacy in the Indo-Pacific region. The main focus of the research is on how Australia strengthens its presence in the Indo-Pacific region through various forms of public diplomacy, including cultural diplomacy, educational scholarships (New Colombo Plan and Australia Awards), and media diplomacy. The theory used is soft diplomacy which suggests that a country's influence in international relations is not only determined by military or economic strength, but also by its ability to influence and win the hearts and minds of people in other countries. The research method is a qualitative approach with data analysis from various sources of academic literature and official government documents. The research findings show that Australia has actively used soft diplomacy, but the research also identified that the soft diplomacy implemented by Australia in the Indo-Pacific region still has many weaknesses as a result of diplomatic tensions, perceptions of the Hyper-Pacific, limited resources, the complexity of regional dynamics, and Australia's inconsistency in determining priorities .

Abstract

This writing aims to analyze the development of global geopolitics in the Indo-Pacific region. Furthermore, it focuses on analyzing Indonesia's maritime interests and strategic position in the region. Therefore, frameworks of geopolitical theory, international regimes, and maritime safety, security, and defense are needed as analytical tools. Findings in this writing explain that Indonesia has not yet directed its opportunities as an archipelagic state to enhance its role at the global level through the formation of international regimes to promote rules anchoring maritime safety, maritime security, and maritime defense despite the significant maritime interests in the Indo-Pacific. Moreover, developments in geopolitics in the region greatly influence Indonesia's maritime security. The results of this writing depict that maritime interests of archipelagic states must become a priority considering the geopolitical things have consequences in the maritime region for the future interests of the country.

Abstract

Science diplomacy is an emerging concept in International Relations. But the existing traditional conceptualization of science diplomacy (science in diplomacy, diplomacy for science, and science for diplomacy) has optimistic scope and objective while ignoring the conflictual nature of international relations. This article argues borrowing relative and absolute gains can address the conceptual problem of science diplomacy. The borrowing presents a classification of science diplomacy into two types, prospective (using diplomacy to attain the maximum individual payoffs in science) and restrictive (using diplomacy to hinder others from advancing capabilities in science). By demonstrating it with Japan's science diplomacy in the inaugural meeting of Science and Technology in Society (STS) Forum and the first meeting of the East Asia Science and Innovation Area (e-ASIA) Joint Research Forum, this article found that the classification of science diplomacy as prospective and restrictive helps study the cooperative and competitive aspects of state actors' science diplomacy.

Abstract

This study aims to determine the role of the sub-state in International Relations, namely West Nusa Tenggara (West Nusa Tenggara, NTB), which participated in the United Nations Climate Change Conference (COP-26) in Glasgow to reduce carbon emissions or achieve Net Zero Emission (NZE). This research used a conceptual approach that is para-diplomacy and environmental diplomacy. This analysis used a qualitative research method with five stages: data collection, data reduction, data presentation in the form of narratives, graphs, and tables, and the final stage is writing conclusions. This study indicates that sub-states can carry out diplomacy in overcoming global climate problems, West Nusa Tenggara which participated in the United Nations Climate Change Conference (COP-26) in Glasgow, was able to have its charm with several countries such as England, Sweden, Denmark, and the United States because NTB is seen to have the potential to develop renewable energy; moreover, it already has Provincial Regulation concerning the General Plan of Regional Energy to achieve the Net Zero Emission and it is in line with the objectives of the COP-26.

Abstract

This research aims to evaluate the European Union's forest fire control policies and explore its implementation in strengthening the resilience of southern European countries in the post-pandemic age. The research subjects are Portugal, Spain, and Italy. This research utilizes Hooghe and Marks' Multi-Level Governance (MLG) theory, along with Folke and Berkes’ Social-Ecological Systems (SES) theory. This analysis spans the years 2021–2023, beginning with the European Commission releasing the New EU Forest Strategy for 2030 until the year this study was conducted. The study's findings and analysis show that in the post-pandemic Covid-19 age, there has been development in MLG implementation for combating forest fires in these three Southern European countries. Furthermore, the New EU Forest Strategy for 2030 is related to the SES framework and has been implemented by these countries. Unfortunately, the findings indicate that EU and the three southern European countries' progress in dealing with forest fires remains insufficient.

Abstract

The export of infrastructure from Japan under Shinzo Abe's leadership has been the subject of several studies. Nevertheless, previous research has not extensively examined the Japanese export infrastructure initiatives in Indonesia from the perspective of economic diplomacy analysis. The researchers employed qualitative methodologies by utilizing a case study technique. The data sources utilized in this study encompass both primary and secondary sources. The study employed the theoretical framework of Maiike Okano-Heijman's Economic Diplomacy, which encompasses three primary components: commercial diplomacy, trade diplomacy, and economic/development assistance. These pillars were utilized to evaluate a specific case study.

Abstract

This research delves into transformative shifts in United States (US) foreign policy during Donald Trump’s presidency, specifically focusing on withdrawals from crucial international agreements like the Paris Agreement, TPP, UNHRC, UNESCO, and UNRWA. Utilizing the Poliheuristic theory, the study aims to comprehend the rationale behind the US withdrawal from international regimes and organizations during Trump's administration. The research employs a dual-stage assessment within the Poliheuristic theory; the cognitive aspect, considering policymakers’ values, and the rational aspect, evaluating potential gains and losses. President Trump confronted three options for international organizations: remaining, renegotiating, or withdrawing. Qualitative techniques were incorporated to analyze the prioritization of the America First promise and assess the country’s engagement with these entities. Rejecting the option to remain led to a rational evaluation of renegotiation or exit. The decision to withdraw was strategically made to address unmet renegotiation demands, minimizing significant financial burdens for the US.
