Abstract

This study aims to analyze the effectiveness of the international regime implementation in using conflict-related sexual violence as a strategy in the armed forces conflict in Tigray. This study uses descriptive qualitative research methods by taking sources from books, journals, online articles, and internet sites through literature studies. Based on Arild Underdal's theory of the effectiveness of the international regime with the concept of human security, it was found that the international regime was ineffective in dealing with conflict-related sexual violence against women in Tigray. Based on an analysis of three variables, such as dependent variable, independent variable, and intervening variable which indicates that the member countries are not complying with the rules of the related international regime, so that the operationalization of the regime in the mission is not optimal, and has an impact on the failure of the current target set.

Abstract

This study aimed to explain Indonesia's foreign policy on Covid-19 vaccine procurement. It applied foreign policy concepts and qualitative methods to direct, collect, and analyze data. The data were collected through focus group discussions and structured interviews. The results showed that Indonesia's foreign policy on Covid-19 management had a national interest in protecting the public from contracting the virus. The country had 10 vaccines, including Sinovac, AstraZeneca, Pfizer, Moderna, Sinopharm, Johnson & Johnson, Sputnik V, CanSino, Novavax, and Zifivax. The procurement of the Covid-19 vaccine is carried out through bilateral and multilateral channels. The vaccine procurement financing was through buying and grants. The granting countries included China, Japan, the Netherlands, the United States, and the United Arab Emirates; while Covax Facility provided the multilateral grant.

Abstract

This research discusses the competitive advantage of Singapore's halal tourism industry in Southeast Asia. The government's efforts to be competitive with regional countries are carried out through innovations in the tourism industry and improvement of various related industries. This study analyzes Singapore's efforts to boost the competitiveness of its halal tourism industry through conceptualizing the Diamond of National Advantages as a derivative from competitive advantage theory 4 pillars, namely: Factor Conditions; Demand Conditions; Related and Supporting Industries; Firm Strategy, Structure, and Rivalry. By using an explanatory qualitative method with a causality approach, this research shows that the Singapore halal tourism industry has opportunity to be competitive through competitive advantage which is reviewed based on the Diamond of National Advantages as a benchmark for the success of the Singapore tourism industry. Meanwhile, to be competitive in the region, Singapore faces challenges from competing countries, such as Malaysia, Indonesia and Thailand.

Abstract

The clash of interest and influence between the United States and China after the Cold War in the Asian region has contributed to the increasing number of threat perceptions in Southeast Asia and ASEAN institutions. The deepening crisis of the liberal international order through the leadership of the United States has proven to have decreased its influence due to internal rather than external behavior during the Donald Trump era. Indonesia-ASEAN has always tried to build a complex institutional role with the status attached to it. This study shows that ASEAN's institutional complexity is successful through the great powers’ rivalry management between the United States and China. Indonesia-ASEAN has become a subject rather than an international object in facing discursive challenges through historical roots, the spirit of Indonesia-ASEAN foreign policy, norms, and decision-making processes. By using the system dynamics method, it will be seen how complex the influence of the liberal international order is by comparing perceptions between other regions and the security cooperation that has been formed to balance China's influence, and explains the role of Indonesia-ASEAN in responding to times that are considered a crisis. The conclusion of this study lies in how great power pressure on ASEAN will have a worse and more dangerous impact so that Indonesia-ASEAN through the value of solidarity has succeeded in managing the rivalry of great powers and being soft on perceived threats during the liberal international order crisis.

Abstract

The research is about motives of hedging, and hedging in practices. Using empirical statistics and Indonesia as case study, we challenge a number traditional perspective that: (1) assert hedging is more suitable in a bipolar and power-deconsentrated system; (2) potrays hedging as ambiguous behavior. For sure and long, Indonesia has been practicing hedging. We agree that by hedging, Indonesia is closest to China economically, and getting closer to United States and his allies militarily. However, we also discover Indonesia has been sending signals to Great Powers other than China and United States to pay attention in the region, particularly South China Sea. And consequently by hedging, Indonesia contribute indirectly to enhance security dilemma condition within economic interdependence characteristics in the region.

Abstract

Pemerintah India memfasilitasi beasiswa 1000 program doktor kepada negara-negara ASEAN tahun 2018. Kebijakan ini dianggap ambisius dan belum pernah ada pada pemerintahan India sebelumnya. Berdasarkan paradigma institusionalis, pemerintah suatu negara akan memanfaatkan semua instrumen diplomatik dan saluran diplomatik yang paling efektif untuk mencapai kepentingan politik luar negeri sehingga tulisan ini bertujuan memahami diplomasi sains India terhadap Indonesia. Dengan mengaplikasikan metode penelitian kualitatif deskriptif, argumentasi disusun berdasarkan sumber data yang diperoleh dari studi dokumen, telaah pustaka, analisis media, dan wawancara. Hasil penelitian menunjukkan bahwa diplomasi sains India selaras dengan tujuan kebijakan luar negeri pemerintahan PM Modi yang hendak mencitrakan India sebagai negara besar. MoU bidang pendidikan tahun 2011 ditandatangani satu tahun pasca berjalannya AIFTA. Bagi pemerintah Indonesia, bantuan India sejalan dengan kebutuhan peningkatan kualitas sumber daya di bidang pendidikan dan dukungan nyata bagi kerjasama Indo-Pasifik. Melalui kolaborasi penelitian, pertukaran staf pengajar, dan konsorsium perguruan tinggi, pemerintah India menanamkan kesan yang baik sebagai negara dengan sistem pendidikan yang unggul.

Abstract

Artikel ini mengevaluasi prinsip non-interferensi Association of Southeast Asian Nations (ASEAN) dalam mengelola krisis Rohingya. Studi ini menekankan pada standar etika dan integritas penting yang ditemukan dalam hukum hak asasi manusia internasional. Dalam penelitian ini, literature review digunakan untuk mengumpulkan data dari berbagai sumber ilmiah yang relevan dengan menggunakan metode penelitian deskriptif kualitatif. Berdasarkan kerangka teoritis akuntabilitas hak asasi manusia dengan hukum hak asasi manusia internasional dalam konteks hubungan internasional, temuan menyoroti bahwa ASEAN harus bertindak sesuai dengan hak asasi manusia internasional di bawah aturan etika dan integritas dalam mengelola krisis regional. Temuan tersebut menegaskan perlunya membandingkan kerangka kerja hak asasi manusia internasional yang lebih baik untuk mengatasi masalah regional seperti krisis Rohingya, serta segala kekhawatiran yang mungkin berkembang di masa depan. Sebagai saran praktis, badan pengelola konflik perlu dibentuk di dalam ASEAN.

Abstract

Utilization of technology by state actors to convey political messages should be able to reach various parties to be involved in digital diplomacy carried out on social media. However, the digital diplomacy of the Indonesian Minister of Foreign Affairs Retno Marsudi through her Twitter account @Menlu_RI has not been able to establish two-way communication and does not involve domestic parties. This study uses a qualitative approach using a social media analysis tool in the form of Foller.me. The results of the study indicate that the delivery of messages on digital diplomacy on the Twitter account @Menlu_RI has not been effective because it does not involve domestic parties and the lack of use of hashtags so that there is no two-way communication. The suggestion for this research is that the digital diplomacy of the @Menlu_RI Twitter account should maximize the use of hashtags and involve domestic parties, especially ministries or officials related to issues or political messages to be conveyed.

Abstract

Artikel ini mengkaji transformasi dan peran dari fraksi kapital internasional dalam restrukturisasi negara sehingga membentuk pola regulatory capitalism di Asia Tenggara—yaitu pola akumulasi dan ekspansi ekonomi yang diatur dan dikondisikan melalui hubungan kekuasaan antara fraksi kapital dan negara. Menggunakan metode penelitian kualitatif dengan pendekatan ekonomi politik internasional, artikel ini melihat bagaimana kemunculan fraksi borjuasi internasional yang kuat dalam dua dekade terakhir, yang sebagian ditunjukkan melalui aktivitas merger, akuisisi, dan usaha patungan antar korporasi besar lintas negara di kawasan, berperan penting dalam proses restrukturisasi negara. Secara spesifik, artikel ini berargumen bahwa ekspansi borjuasi internasional yang dikombinasikan dengan integrasi pada ekonomi politik global telah menghasilkan permintaan regulasi dan perubahan negara di kawasan. Menggeser model negara dengan orientasi pembangunan menuju negara peraturan dengan orientasi internasional. Selanjutnya, restrukturisasi negara ini memungkinkan adanya peran negara dalam memfasilitasi ekspansi fraksi kapital internasional di pasar kawasan melalui berbagai regulasi dan negosiasi. Untuk menjelaskan argumen ini, artikel ini menggunakan tiga studi kasus yaitu Singapura, Indonesia, dan Malaysia.

Abstract

The highly contagious nature of COVID-19 and the absence of standard medical therapy to treat the infection require a treatment that focuses on changing people's behavior patterns. In the Indonesian context, the policies implemented in dealing with the COVID-19 pandemic were implemented by carrying out extraordinary measure policies as part of the symptom of placing the pandemic as a security threat to the state and society through a securitization process. The securitization process against COVID-19 in Indonesia will involve various actors both related to securitizing actors and functional actors, which in this study will raise the role of functional actors namely the mass media in the securitization process. Therefore, this research will discuss the role of the mass media in the process of securitizing the COVID-19 pandemic in Indonesia? This research is based on the securitization theory developed by experts at the Coppenhagen School by trying to develop the role of functional actors in the securitization process on health issues by taking a study on the COVID-19 Pandemic in Indonesia. This study found that the mass media has the characteristics of a functional actor as stated by Floyd (2020) in the securitization of the COVID-19 pandemic in Indonesia. Meanwhile, the role of the mass media takes three roles in the process of securitizing the COVID-19 pandemic in Indonesia as stated by Hass (2009), namely as a forum for existence for actors, the mechanism of securitizing actors starts speech acts and builds and maintains situations.
