Abstract

The constellation and rivalry resulting in the emergence of a "dual hierarchy" between the United States and China in the Asia Pacific region triggers questions about strategy and its influence on the midde-state. This study aims to explain threats and changes in Philippine security policy that are adaptive to the conditions of the United States' rivalry with China in the Asia-Pacific Region. The research method uses a qualitative method approach through desk research from various books, journals, and mass media reports.The results show that the Philippines' adaptive strategy is a policy to respond to the impact of the United States-China hegemonic competition in the Asia-Pacific region. Compared to former president Duterte's policy of drawing closer to China by "sacrificing" security ties with the United States. Marcos Jr.'s adaptive security policy prioritizes flexible relationships. Marcos did not ally with the United States by shunning China but instead recognized China as the Philippines' strongest economic partner.

Abstract

ABSTRAK Tulisan ini berbicara mengenai kegagalan African Socialism Tanzania dalam menghindarkan negara dari eksploitasi sumber daya tambang oleh Inggris pada tahun 2015-2020. African Socialism adalah ideologi pembangunan Tanzania yang diimplementasikan dalam praktik politik dan ekonomi. Prinsip “sosialis” berarti kontrol pemerintah Tanzania terhadap ekonomi negara untuk menghindari “kapitalis” yaitu pihak yang mengakumulasi kapital di atas kepentingan masyarakat Tanzania. Tanzania mengedepankan kebijakan sosialisme-demokratis yang berfokus pada 1) absensi eksploitasi, 2) kontrol produksi oleh pemerintah dan para pekerja, serta 3) ditegakkannya demokrasi. Namun, pada era presiden John Magufuli, kasus-kasus eksploitasi tambang oleh perusahaan Inggris justru meningkat. Magufuli yang mengimplementasikan African Socialism melalui sistem ekonomi nasionalis gagal dalam mengeluarkan Tanzania dari kategori least developed country. African Socialism seharusnya menjadi ideologi pembangunan negara yang menonjolkan kemandirian dan asertivitas Tanzania dalam menghindari eksploitasi neokolonialisme. Anomali ini mengarahkan pada pertanyaan penelitian mengapa African Socialism gagal dalam menghindarkan sumber daya alam tambang Tanzania dari posisi tereksploitasi oleh Inggris pada tahun 2015-2020. Pertanyaan tersebut diteliti secara eksplanatif dengan kerangka state failure theory. Tulisan ini menemukan bahwa pemerintah Magufuli keliru dalam mengimplementasikan African Socialism pada aspek politik dan ekonomi yang merupakan bentuk kegagalan pembangunan negara. Kegagalan tersebut memudahkan konsesi pemerintah dan perusahaan Inggris terhadap sumber daya tambang Tanzania. Kata kunci: African Socialism, eksploitasi, Inggris,state failure, Tanzania. ABSTRACT This paper examines the failure of Tanzania’s African Socialism which leads the country entrapping into exploitation of mining resources by the British government in 2015-2020. African Socialism is Tanzanian development ideology that is adressed to conduct political and economic practices. “Socialist” principles refer to the ability of Tanzanian government in control of the domestic economy, and to avoid capitalist actors, namely those who accumulate capital above the interests of the Tanzanian people. Tanzania puts forward socialist-democratist policies focusing on 1) the absence of exploitation, 2) control of production by the government and workers, and 3) upholding democracy. However, during the era of President John Magufuli, cases of mining exploitation by the British companies have increased. Magufuli, who implemented African Socialism through a nationalist economic system failed to remove Tanzania from the category of least developed country. African Socialism should be the country’s development ideology that emphasizes Tanzania’s independence and assertiveness in avoiding the exploitation of neocolonialism. This anomaly directs to the research question on why African Socialism failed to prevent Tanzania’s natural mining resources from being exploited by the British in 2015-2020. The question is examined explanatively with the framework of state failure theory. This paper finds that the Magufuli government was intentiously incorrect in implementing African Socialism, partculary in the context of politics and economy, which exemplifies the form of state-building failure. The failure eased British government and corporate concessions to Tanzania’s mining resources. Keywords: African Socialism, exploitation, United Kingdom, state failure, Tanzania.

Abstract

This study aims to investigate China’s proactive stance toward developing tight ties with the Taliban regime. The author applies external-internal setting theory to examine China’s reasons for not carrying out Government Recognition to Taliban regime along with rational choice theory to emphasize why the choice to recognize the Taliban only as a de facto is the best solution for China’s current national interests. To study China’s foreign policy, a qualitative-explanatory method with a deductive method is used. After analyzing China’s concerns about Xinjiang instability as one of the “5 Poisons” and China’s security projects and investments in Afghanistan and the South and Central Asia region due to the Taliban’s weak legitimacy, this paper concludes that the recognition of Taliban regime is not a priority agenda at this time. Abstract

This paper delves into Finland's potential accession to NATO, marking a significant departure from its longstanding policy of military non-alignment. As geopolitical dynamics in the Baltic region undergo profound changes, Finland's consideration of NATO membership carries far-reaching implications for regional security and global geopolitics. Finland responded to Russian aggressiveness by joining the North Atlantic Treaty Organization (NATO) to counteract Russia’s security threats in the region. The abstract explores the historical context of Finland's neutrality, the evolving security landscape, and the factors driving the nation towards reevaluating its defense posture. Using the research method of critical content analysis and in-depth interview with military and defense and security analyst Rahakundini, the potential impact on NATO, Russia's response, and the broader implications for the delicate balance of power in Northern Europe. The proposed NATO membership signals a strategic recalibration for Finland, with ramifications extending beyond national borders, shaping the geopolitical narrative in an ever-evolving international arena.

Abstract

The use of digital technology is important and requires immediate attention, particularly in supporting economic development, notably in the tourism industry in West Kalimantan. Several programs have been implemented as a type of tourism diplomacy, despite the continued existence of practical barriers. Together with other relevant organizations, the Department of Youth, Sports, and Tourism manages the integration of tourism sector services in West Kalimantan. According to Bjola and Holmes, digital agenda setting, presence expansion, and conversation generation are three significant criteria for evaluating the efficacy and impact of employing digital media in public diplomacy efforts. Using a qualitative exploratory methodology, the authors intend to investigate and describe the digital diplomacy optimization for the tourism industry in West Kalimantan. According to the findings of this study, the diplomacy optimizatiol in West Kalimantan incorporates digital media as a platform for information dissemination, cooperation between diplomatic actors, and interaction between diplomatic actors and diplomatic targets.

Abstract

This research aims to investigate the strengthening and challenges faced by Australia's soft diplomacy in the Indo-Pacific region. The main focus of the research is on how Australia strengthens its presence in the Indo-Pacific region through various forms of public diplomacy, including cultural diplomacy, educational scholarships (New Colombo Plan and Australia Awards), and media diplomacy. The theory used is soft diplomacy which suggests that a country's influence in international relations is not only determined by military or economic strength, but also by its ability to influence and win the hearts and minds of people in other countries. The research method is a qualitative approach with data analysis from various sources of academic literature and official government documents. The research findings show that Australia has actively used soft diplomacy, but the research also identified that the soft diplomacy implemented by Australia in the Indo-Pacific region still has many weaknesses as a result of diplomatic tensions, perceptions of the Hyper-Pacific, limited resources, the complexity of regional dynamics, and Australia's inconsistency in determining priorities .

Abstract

The North Korea's nuclear program has threatened the security of the Korean Peninsula. Every year, North Korea launches various types of missile tests, which raises the international community's concern. As a country responsible for maintaining security on the Korean Peninsula, South Korea has made various efforts to stop North Korea's nuclear development. Foreign policy issued by South Korea is constantly re-orientated according to the identity and perspective of the South Korean president at a particular time. This article analyzes President Moon Jae In's idiosyncrasy factors informing the new Sunshine policy to resolve North Korea's nuclear threats. This study aims to prove that the idiosyncratic factor has a significant influence on the decision-making process and the formation of the South Korea’s foreign policy. It shows that President Moon Jae In is a conciliatory leader who has an active-independent leadership characteristic based on the current dynamic North and South Korea’s nuclear tensions.

Abstract

Abstract This study describes the dilemma and the role of UNHCR in dealing with the problem of climate refugees in India. India is the host country for most refugees in South Asia however it still but has not ratified the 1951 Convention and the 1967 Protocol regarding Refugees status and protocols. South Asia is one of the areas that are very vulnerable to climate change, population density, poverty, and lack of resources for climate change adaptation are the main obstacles for the region, also the geographical condition of South Asia which borders the Himalayas in the north and east, the Indian Ocean in the southern part. These two geographical boundaries are vulnerable to climate change, this study uses the theory of transnational interaction between countries and the theory of intergovernmental organizations (IGOs). This type of research uses descriptive research and uses qualitative analysis techniques. The method used in this research data collection is a literature study. This study has an initial argument, namely the role of UNHCR in India is Refugee Status Determination (RSD) in the form of interviewing asylum seekers and verifying documents for refugee status which then issues certified temporary residence to people who meet the criteria, and assists the voluntary repatriation of refugees by coordinate with relevant countries. By carrying out its duties, UNHCR also collaborates with NGOs in India such as Don Bosco Ashalyan, Young Men Christian Association (YMCA), National Institution for Transforming India (Niti Ayong), and Social Law Information Center (SLIC), Development and Justice Initiative (DAJI). , Save the Children India (SCI), Indian Society of International Law (ISIL).

Abstract

This writing aims to analyze the development of global geopolitics in the Indo-Pacific region. Furthermore, it focuses on analyzing Indonesia's maritime interests and strategic position in the region. Therefore, frameworks of geopolitical theory, international regimes, and maritime safety, security, and defense are needed as analytical tools. Findings in this writing explain that Indonesia has not yet directed its opportunities as an archipelagic state to enhance its role at the global level through the formation of international regimes to promote rules anchoring maritime safety, maritime security, and maritime defense despite the significant maritime interests in the Indo-Pacific. Moreover, developments in geopolitics in the region greatly influence Indonesia's maritime security. The results of this writing depict that maritime interests of archipelagic states must become a priority considering the geopolitical things have consequences in the maritime region for the future interests of the country.
