Jurnal Lemhannas RI (JLRI) is multidisciplinary, focusing on all aspects of national resilience. This journal publishes articles 4 issues every year. JLRI aims to provide a platform for intellectual discourse on topics such as Geography, Demography, Natural Resources, Ideology, Politics, Economics, Socio-Cultural, Defense and Security. Theoretical and conceptual analysis, foundational and applied research using qualitative or quantitative approaches are welcomed. Papers submitted may be in English or Indonesian, and they will be evaluated by peer-reviewed and must significantly contribute to national resilience in general or specific application areas.

Abstract

Purpose: This study examines the impact of hoaxes on public perception and social stability in Indonesia, particularly within the context of digital media consumption. It also explores the role of digital literacy in mitigating the spread of misinformation and evaluates strategies for strengthening resilience against hoaxes. Study Design/Methodology/Approach: A quantitative survey approach was adopted to assess the perceptions and behaviours of social media users regarding hoaxes. The study collected data from respondents with diverse demographic backgrounds through an online questionnaire. Statistical analysis was conducted to evaluate hoax exposure, media literacy levels, and hoax dissemination patterns across different user groups. Findings: The results indicate that hoaxes are predominantly spread through social media platforms, with certain age groups and education levels being more susceptible to misinformation. Low digital literacy and algorithmic bias, such as filter bubbles, contribute to the rapid dissemination of false information. While government and private-sector initiatives in digital literacy programmes have made progress, challenges remain in ensuring widespread adoption of fact-checking habits among users. Originality/Value: This study contributes to the understanding of hoaxes as a security threat by linking misinformation to social instability and potential geopolitical risks. It underscores the need for enhanced digital resilience strategies, including improved regulations, community-driven digital literacy initiatives, and collaboration between stakeholders to combat misinformation effectively.

Abstract

Purpose: This study examines the strategic utilisation of Indonesia’s demographic bonus to enhance cultural resilience. It explores how the youth population, as the largest productive demographic group, can be mobilised to preserve, adapt, and innovate traditional cultural practices amidst globalisation and societal transformations. The study also analyses how policy interventions, education, and digital advancements can ensure cultural sustainability and strengthen national identity for future generations. Study Design/Methodology/Approach: This research adopts a qualitative approach, employing a literature review and case study analysis. Data were collected through an extensive review of demographic trends, national policies, and cultural resilience strategies. Case studies from Indonesia and other nations that have successfully leveraged their demographic bonuses were examined to draw comparative insights Findings: The findings reveal that Indonesia’s demographic bonus presents both opportunities and challenges in maintaining cultural resilience. Strategies such as integrating cultural values into education, empowering youth through creative industries, and leveraging digital platforms for cultural promotion are essential. The study highlights the importance of multi-sector collaboration, involving government policies, community engagement, and private sector support to create a sustainable cultural ecosystem.Top of FormBottom of Form Originality/Value: This study contributes to the growing discourse on cultural resilience by establishing a direct link between demographic dividend management and cultural sustainability. Abstract

Purpose: To analyse how historical and geostrategic perspectives influence Indonesia's national resilience in overcoming domestic and global challenges. Study Design/Methodology/Approach: A qualitative descriptive-analytical method was applied by examining historical records, constitutional principles, and geostrategic frameworks related to resilience. Findings: Indonesia's resilience integrates ideology, politics, economics, socio-culture, and defence. Pancasila serves as ethical guidance, the 1945 Constitution establishes legal frameworks for security, and Archipelago Insights provide a unified geopolitical vision. Historical events confirm Indonesia's ability to resist colonialism and internal conflicts. Collaboration among societal elements is essential to counter shocks and sustain national stability. Originality/Value: This research provides a comprehensive view of resilience through historical and geostrategic lenses. It highlights the importance of cooperation across all sectors to strengthen resilience and recommends further exploration of how hate speech affects national cohesion.

Abstract

Purpose: This study examines the role of Indonesian constitutional law in fostering national resilience amid evolving global challenges, including pandemics, climate change, and cyber threats. It aims to analyse how the 1945 Constitution supports national resilience and identify legal gaps that limit its effectiveness. The research also explores potential constitutional reforms to enhance Indonesia’s preparedness and response capacity to modern risks. Study Design/Methodology/Approach: This research employs a normative juridical approach, focusing on doctrinal analysis of legal texts to evaluate constitutional provisions, legislative frameworks, and judicial interpretations. Key legal instruments, such as the 1945 Constitution, national security laws, and disaster management regulations, are critically assessed. Comparative analysis with international constitutional models provides insights into best practices for integrating resilience-focused legal principles. Findings: The findings highlight Indonesia’s constitutional strengths, particularly its emphasis on sovereignty, human rights, social welfare, and governance stability. However, gaps remain, especially in addressing digital security, climate resilience, and transnational threats. The lack of explicit constitutional provisions on these issues, coupled with weak enforcement mechanisms, limits Indonesia’s ability to anticipate and respond effectively. This study recommends constitutional amendments to incorporate cyber resilience, climate change adaptation, and pandemic preparedness while strengthening judicial oversight and public participation in legal reforms. Originality/Value: This study contributes to academic and policy discourses by reinforcing the role of constitutional law in sustaining national resilience. It provides practical recommendations for constitutional reform, aligning Indonesia’s legal framework with global standards while addressing local vulnerabilities. By adopting a proactive, resilience-oriented legal approach, Indonesia can enhance its legal adaptability and governance stability in the face of emerging global challenges.

Abstract

Purpose: This study seeks to explore Indonesia's initiatives to combat human trafficking, particularly within the fisheries industry, which poses a significant threat to national security. Furthermore, Indonesia's national reputation is jeopardized by the Benjina case, which has garnered international scrutiny. This situation also threatens national resilience, especially if local fisheries products are subjected to boycotts in the global market. Study Design/Methodology/Approach: Employs the 4Ps framework—comprising Prevention, Protection, Prosecution, and Partnership—as a lens through which to analyze Indonesia's initiatives in combating human trafficking. Furthermore, this research adopts a qualitative methodology, drawing upon secondary data to systematically map the measures that have been implemented in this specific industry Findings: Indonesia's initiatives have successfully met at least half of the indicators in each category of the framework. However, several challenges persist, including the lack of specific legislation addressing cases within this industry and the absence of reports on programs. This makes it challenging to evaluate their effectiveness.Top of FormBottom of Form Originality/Value: The 4Ps framework serves as a global benchmark for assessing the initiatives undertaken by countries to combat human trafficking. However, the scarcity of literature surrounding this framework presents a significant gap in existing research. This analysis offers valuable insights for policymakers, encouraging reflection on the programs that require sustainable implementation and further development to enhance the effectiveness of efforts against human trafficking.

Abstract

Purpose: This research examines the alignment between Prophet Yusuf's historical food security strategies and modern Enterprise Risk Management (ERM) frameworks to inform contemporary food security policies. Study Design/Methodology/Approach: A qualitative analysis of historical texts, including interpretations by scholars such as Al-Qurtubi (2008) and Al-Tabari (2009), was conducted to extract key components of Prophet Yusuf's strategies. These components were then compared with current ERM principles to assess their applicability in today's policy context. Findings: The analysis reveals that methods such as predictive risk assessment, strategic grain storage, sustainable resource management, waste reduction, and contingency planning closely mirror modern ERM practices. Integrating these historical strategies can enhance the resilience and effectiveness of current food security policies. Originality/Value: This study bridges historical analysis and modern risk management, offering a unique perspective on the relevance of ancient practices in addressing contemporary food security challenges. It provides actionable insights for policymakers seeking to incorporate proven strategies into modern frameworks, thereby strengthening national and regional food security resilience.

Abstract

Purpose: This study explores the critical role of Remote Sensing (RS) and Geographic Information Systems (GIS) in supporting Sustainable Development Goals (SDGs) and strengthening national resilience. It aims to highlight the originality and significance of RS and GIS as strategic tools for spatial data collection, analysis, and visualization. Study Design/Methodology/Approach: This research employs a qualitative methodology based on a literature review and case studies. The study evaluates the application of RS and GIS in various sectors, including disaster mitigation, environmental preservation, and resource optimization. Findings: The findings indicate that RS and GIS significantly contribute to SDGs by facilitating actions on climate change, biodiversity conservation, equitable resource distribution, and poverty alleviation. Additionally, RS and GIS strengthen national resilience through economic optimization, ecological disaster mitigation, conflict resolution, and strategic area monitoring. Originality/Value: This study underscores the integrative role of RS and GIS in aligning SDGs and national resilience objectives, offering practical implications for decision-making across multiple sectors. The results provide a foundation for policymakers and practitioners to leverage RS and GIS for holistic and sustainable development.

Abstract

Purpose: The aim of this article is to review the literature related to Indonesia’s Global Maritime Fulcrum (GMF) policy, which was initiated by President Joko Widodo at the beginning of his administration in 2014. This study seeks to identify the challenges that arose during the transition and implementation of the GMF policy, particularly in the period from 2014 to 2019. Study Design/Methodology/Approach: This article employs a qualitative research method with a descriptive-analytical approach. Literature sources such as journal articles, opinion pieces, books, and documents from relevant ministries and agencies are utilized to analyze the trends in the development of PMD policy during the second half of President Joko Widodo's administration. Findings: The findings indicate that most recent literature suggests a shift in priorities during President Joko Widodo's second term (2014-2019) concerning the GMF policy. This shift is evident from the decreasing focus on GMF in various speeches and governmental policies, alongside a greater emphasis on land-based infrastructure and economic development rather than maritime. The article categorizes the factors contributing to this shift into two major groups: external challenges and internal challenges. The primary external challenge currently faced by Indonesia is the increasing aggressiveness of China in the South China Sea. Meanwhile, the internal challenges include the limitations of military budgets, the COVID-19 pandemic, the allure of China's economic incentives, and a lack of coordination among related ministries and agencies.Top of FormBottom of Form Originality/Value: The study underscores the need on GMF issues should focus more on the prioritization of GMF programs. Additionally, relevant ministries and agencies need to establish realistic priorities within the GMF program, considering current budgetary constraints and the socio-political and economic landscape, to effectively achieve the GMF vision.

Abstract

Purpose: Cybercrime poses an escalating threat to national security, necessitating stronger multilateral cooperation to address cybersecurity governance gaps. This analysis examines how strategic collaboration, legal harmonisation, and intelligence-sharing enhance cyber resilience while identifying key challenges and opportunities in reinforcing national vigilance against cyber threats. Study Design/Methodology/Approach: A qualitative approach with a comprehensive literature review of primary and secondary sources provides a structured assessment. A SWOT analysis evaluates the strengths, weaknesses, opportunities, and threats in global cybercrime cooperation, while a deductive analytical approach refines cybersecurity models using contemporary empirical data. This methodological framework offers policy insights into the effectiveness of international cyber governance strategies. Findings: Multilateral cooperation strengthens cyber resilience by facilitating intelligence-sharing, legal alignment, and coordinated cyber defences. Countries with integrated cybersecurity frameworks exhibit stronger defensive capabilities. However, regulatory inconsistencies, trust deficits, and technological gaps hinder collaboration. Addressing these barriers requires harmonised cybersecurity policies, enhanced cyber diplomacy, and joint capacity-building initiatives to improve global cybersecurity governance. Originality/Value: The analysis advances cybersecurity governance research by integrating SWOT analysis and deductive reasoning to evaluate multilateral strategies. Unlike previous studies that focus on unilateral or regional cybersecurity policies, this research highlights globally adaptive frameworks that reinforce national security. The findings offer concrete policy recommendations for institutions such as ASEAN, ITU, and UNODC to implement harmonised cybersecurity models, ensuring sustainable international cooperation against emerging cyber threats.

Abstract

Purpose: This study analyses the role of the maqasid sharia in guiding the digitalisation of the Islamic economy to strengthen justice, sustainability, and the economic resilience of the ummah, while linking it to the Astagatra framework as the foundation of national resilience. Study Design/Methodology/Approach: This study uses a descriptive qualitative method with content analysis of the latest academic literature on digitalisation, Islamic economics, maqasid sharia, and national resilience. The study is guided by the TSR as a normative foundation and the Dynamic Capability Theory as an adaptive foundation. Findings: The findings indicate that fiscal discipline, export market diversification, and strengthening foreign exchange reserves are key strategies for mitigating external pressures. In addition, strict fiscal oversight and enforcement of public governance is crucial in preventing the erosion of the economic structure due to potential corruption. The theoretical implications of this study enrich the perspective of Prospect Theory by emphasising how risk perception and government decision-making shape the direction of macroeconomic policy. From a practical perspective, the findings provide a reference for policymakers to formulate anticipatory strategies against geopolitical shocks. The policy implications underscore the importance of striking a balance between short-term stability and sustainable development. Originality/Value: This study presents an integrative framework between the maqasid sharia, TSR, dynamic capabilities, and Astagatra, which is still rarely explored. Practical contributions lie in emphasising the measurement of sustainable use and accountable governance so that digitalisation supports community economic resilience and equitable national development.
