Jurnal Lemhannas RI (JLRI) is multidisciplinary, focusing on all aspects of national resilience. This journal publishes articles 4 issues every year. JLRI aims to provide a platform for intellectual discourse on topics such as Geography, Demography, Natural Resources, Ideology, Politics, Economics, Socio-Cultural, Defense and Security. Theoretical and conceptual analysis, foundational and applied research using qualitative or quantitative approaches are welcomed. Papers submitted may be in English or Indonesian, and they will be evaluated by peer-reviewed and must significantly contribute to national resilience in general or specific application areas.

Abstract

Purpose: This study comparatively analyses geoeconomic strategies for advancing green Islamic finance and digital economic resilience in the Indo-Pacific region through the integration of Islamic economics, sustainability, and digital transformation to strengthen national resilience from an Asta Gatra perspective. Study Design/Methodology/Approach: This study uses a descriptive qualitative approach with content and thematic analysis based on the Theory of Tawhid Relationship and the Theory of Absorption Capacity to explain the adaptation of Islamic finance to technological and environmental changes. Findings: The findings show that Islamic finance demonstrates strong conceptual alignment with sustainability and digital ethics; however, implementation gaps remain in policy coherence, digital infrastructure, and human resource readiness. The study identifies three key enablers for effective integration: ESG-orientated Sharia financial instruments, Sharia-compliant digital solutions, and value-driven strategic alignment at the organisational level. A conceptual framework is proposed linking maqasid al-Shari’ah, particularly hifz al-mal and hifz al-bi’ah, with digital inclusion and environmental stewardship to strengthen economic and environmental resilience in the Indo-Pacific within the Asta Gatra framework. Originality/Value: This study offers an integrative framework that consolidates Islamic finance, sustainability, and the digital economy into a unified strategic approach. It extends the applied scope of Tawhid String Relation and Absorptive Capacity Theory and provides practical insights for strengthening Islamic financial development, digital transformation, and sustainability-orientated national resilience.

Abstract

Purpose: This study aims to analyse the characteristics of horizontal conflict in Indonesia and evaluate the significance of a cultural approach based on Bhinneka Tunggal Ika (Unity in Diversity) for conflict resolution. This study also examines the contribution of a cultural approach to more effective, sustainable conflict resolution strategies, aligned with the Asta Gatra framework as a pillar of national resilience. Study Design/Methodology/Approach: This study uses an interpretivist-phenomenological philosophy with an empirical-inductive method and an archival study strategy to identify patterns of culture-based conflict resolution in various regions of Indonesia. The data were obtained through a literature review, document analysis, and stakeholder interviews and then analysed reductively to ensure links with the socio-cultural, ideological, and security dimensions of Asta Gatra. Findings: The research results indicate that a cultural approach based on Bhinneka Tunggal Ika (Unity in Diversity) has significant potential to reduce horizontal conflict and strengthen social cohesion. However, implementation limitations due to a lack of integration with policy, development, and the legal system require collaboration between the government, indigenous communities, and legal institutions as a key to national stability.

Abstract

Purpose: This study discusses how capital city relocation influences society through a comparison of Putrajaya in Malaysia and IKN in Indonesia. Study Design/Methodology/Approach: TThe study uses qualitative approach and critical literature review supported by field observations and interview with community leaders, residents, and government officials in East Kalimantan. The secondary data consist of policy papers, academic publications and media reports. Findings: Although Putrajaya has successfully transformed into a modern administrative centre, however there is ongoing social issues like evictions, livelihood erosion, and weakened community cohesion. In contrast, IKN settlement is still in process but has potential risks of land conflicts and socio-economic disparities. Originality/Value: The novelty of this study lies in comparing the cases of Indonesia and Malaysia to demonstrate how strengthening Tri Gatra through land security and spatial planning, and strengthening Panca Gatra through socio-political governance, can form the basis for a capital city relocation policy that is just, inclusive, and in line with national resilience.

Abstract

Purpose: This study explores the integration between food downstreaming and the halal industry through value chain integration theory, industry competitiveness concept and astagatra national resilience perspective. Study Design/Methodology/Approach: The research was conducted using a qualitative descriptive method. Data were collected through systematic literature analysis and interviews with various experts in the fields of economics and wealth sources. The descriptive-analytical analysis was conducted using the framework or concepts of Porter's diamond model, CRT, SWOT (EFAS and IFAS), and TOWS. Findings: The Porter's Diamond Model analysis shows that the halal food downstreaming industry in Indonesia is not yet fully competitive, with the CRT analysis identifying four root causes. Then, based on the SWOT analysis, the coordinates (2.43; 2.78) were obtained, indicating the need for a "turnaround" strategy. Originality/Value: This study present national strategy to enhance halal food downstreaming based on the value chain integration theory. Indonesia needs to expand market penetration through trade diplomacy, product diversification, culinary-based branding, and credible halal certification. The government needs to develop industrial clusters, provide incentives for supporting industries, partner with research institutions and universities, and adopt international standards. Furthermore, capacity building and awareness among MSMEs need to be strengthened through national-scale training. Finally, cross-sector policy integration needs to be improved.

Abstract

Purpose: The development of mobile-based lecture designs through QR code media aims to increase students' understanding of archipelagic insights while strengthening civic awareness and national identity as the foundation of national resilience in citizenship education. Study Design/Methodology/Approach: The research method used a research and development approach with a 4D model design supported by descriptive quantitative analysis through assessments by validators, practitioners, and student readability tests. The evaluation results showed a high level of feasibility with average scores of 4.12 and 3.63, confirming the effectiveness of QR code-based media in strengthening the understanding of national spatial identity and social cohesion as the foundation of national resilience. Findings: The developed media was deemed feasible by validators and practitioners with an average score of 4.12 and highly feasible by 100 students with a score of 3.63. The result provides information that QR code-based media is effective in strengthening understanding of national spatial identity and social cohesion as the foundation of national resilience. Originality/Value: The QR code-based archipelago insight lecture media can be a unique alternative medium for citizenship education lectures in universities. The results of this research and development also support the implementation of distance citizenship education. Furthermore, this study positions digital-based civic learning as a strategic instrument for reinforcing national resilience by cultivating awareness of Indonesia’s geopolitical characteristics, territorial integrity, and socio-cultural unity within the framework of Asta Gatra.

Abstract

Purpose: The study investigates implication of quantum computing to Indonesia’s national resilience, focussing on digital security and governance. Study Design/Methodology/Approach: The study use descriptive qualitative approach supported by literature-based analysis of international and domestic sources published between 2018 and 2025. Findings: The study finds that major powers like United States, China, and the European Union have launched coordinated quantum ecosystem research that can influence global value chains and security. For Indonesia, ATHG from quantum computing are large-scale decryption of public key cryptography and the HNDL threats because Indonesia still have human resource limitations, inadequate research infrastructure, and the the lack of integrated regulatory framework. Therefore, the study propose short term strategy to build roadmap for post-quantum cryptography and cryptographic asset inventory and national digital coordination, and long-term strategies to develop technological independence and quantum advanced education. Originality/Value: This study integrates quantum computing into the national resilience framework and provides actionable policy directions to strengthen Indonesia’s technological sovereignty in the quantum revolution.

Abstract

Purpose: The proposed research in this paper aims to develop a conceptual framework to enhance procurement capacity and performance within the Indonesian National Police (POLRI) by establishing the strategic role of non-certified procurement officials as a core focus for analysis, which is expected to strengthen institutional effectiveness, accountability in state resource management, and national resilience. Study Design/Methodology/Approach: The study applies a qualitative exploratory approach with normative and institutional analysis to examine misalignment between regulatory requirements and procurement practices, with particular attention to competency standards, digital transformation, and organisational readiness. Findings: The paper is designed to propose an analytical model rather than report empirical results by positioning procurement capability as a strategic function that can strengthen institutional performance and national resilience. Originality/Value: The paper offers a conceptual contribution by developing an analytical framework that positions procurement governance as a strategic factor in national resilience. The framework is intended to inform subsequent empirical research and policy formulation aimed at strengthening professionalism within law enforcement institutions.

Abstract

Purpose: This study aims to analyse the application of the national resilience concept in mitigating the risk of terrorism in air transportation services for Hajj pilgrims following the bomb threat incident at Kualanamu Airport. Method: The study adopted a desk-based, qualitative research approach that involved document review (articles and reports) and policy analysis. The evaluation took into account how operational procedures, coordination mechanisms, and aviation security governance fit with the concepts of adaptive and integrated national resilience. Results: There is evidence of low operational resiliency arising from inflexible processes, siloed inter-agency coordination and immature security regulation and culture. The consequence is slow service restoration and response to threats. Originality: In disaggregating the concept of national resilience, this article contributes to a readiness to manage aviation terrorism within an adaptive, pan-sector resilience framework. These results highlight policy reform, security governance and technology integration as prerequisites for improving national air transportation resilience.
