Abstract

This in-depth study explores the critical role of ethics and professionalism in shaping the performance of a construction expert witness. In the complex context of the construction environment, where expert testimony significantly impacts dispute resolution, a profound understanding of ethics and professionalism becomes crucial. The research investigates how ethical aspects, such as integrity, transparency, and honesty, synergize with the level of professionalism of expert witnesses to create optimal performance. Through a qualitative research approach, data was collected through in-depth interviews with experienced construction expert witnesses, which were then analyzed to identify relevant patterns and findings. The research findings provide profound insights into how the integrity and professional demeanor of an expert witness influence the validity and reliability of their testimony. The results offer practical guidance for construction professionals, lawyers, and other stakeholders to understand the importance of maintaining high ethical standards and professionalism in the context of construction expert testimony. Thus, this research contributes to the literature on professional ethics in construction law and lays the groundwork for the development of practical guidelines for expert witnesses.

and activity of traffic flow every day along this road. Both traffic heading towards Tanjung Sari and traffic heading towards Jamin Ginting. The Medan City Government, North Sumatra through the Public Works Department took considerations, and policies and decided to open a new road and improve the pavement along the Harmonika Baru Pasar II Tanjung Sari-Setia Budi road as mentioned above. Therefore, this research is intended to assist the Medan City government in analyzing the detailed engineering design for widening the road. This research aims to carry out a detailed analysis of the engineering design of the new road pavement on Jalan Harmonika Baru, Pasar II Tanjung Sari, Medan Selayang District. Research analysis of the detailed engineering design of new road pavement was carried out on Jalan Harmonika Baru, Pasar II Tanjung Sari, Medan Selayang District with a length of 1,705 m. The results of calculations from field research show that the condition of the road meets the applicable provisions and requirements set by Bina Marga. In this design, a surface layer thickness of 5 cm is obtained using LAPEN as the material, while the thickness of the sub-base course pavement layer is 20 – 25 cm. Jalan Harmonika Baru was also widened from 7 meters to 14 meters with 2 ways and 2 lanes.

Abstract

Technological developments, including electronic-based electrical equipment, have experienced rapid development in the last ten years. This equipment is found in buildings and industrial buildings as far as residential homes, generally alternating current (AC/Alternating Current) loads, including linear and nonlinear loads. The use of nonlinear loads causes a decrease in the quality of electrical power and shortens the life of electrical equipment. The new implementation of curriculum, Kampus Merdeka, in the electrical engineering study program majoring in electrical engineering, Bandung State Polytechnic, a new course in the curriculum, namely Electrical Power Quality, must be implemented. Creating a practical module simulator for electrical power quality in residential homes is necessary to support the teaching and learning process. This study aims to design and test the quality practice model of residential electrical power. The research method is using experimental methods. The result of this study for nonlinear loads, mixed load one and mixed load 2, have THDi and TDD values exceeding IEEE standard No. 19 of 2014 and have a True PF value smaller than Distortion PF. It shows that the electrical power quality of the residential simulator's electrical system is poor, so a passive filter or active filter is needed to improve the quality of electrical power in the residential simulator.

Abstract

Flooding problems often become a major issue, especially in urban areas. Floods generally occur because the volume of water that falls cannot be accommodated in the water-receiving body. Changes in land use to residential areas or other activity centers have an impact on reducing the absorption capacity of the soil surface so that the soil surface becomes saturated and results in water runoff. The purpose of this research was to determine hydrological analysis and hydraulic analysis to become a reference in planning retention ponds in Jalan Marelan IV, Medan Marelan District, Medan City. The research method uses field observation (observation) and secondary and primary data collection. Calculation analysis uses various formulas to calculate hydrological analysis and hydraulic analysis. The results are 1) Flood prevention in the Marelan IV area is focused on the 2 existing channels (inlet and outlet channels), 2) Channel capacity is calculated based on the hydrological data input above and produces cross-sectional dimensions according to the results of hydraulic analysis calculations, 3) Rainfall data used is data for the last 10 years (2013 – 2022) in the form of maximum daily rainfall data, 4) The flood discharge for 5 years was 7,030 m3/sec, while the Karmila ditch only had a discharge of 6,435 m3/sec, so the unaccommodated discharge was 0.615 and the discharge will be diverted to the retention pond. 5) The results of the retention pond planning show that the width is 74 meters, the length of the right side is 231 meters, the length of the left side is 233 meters, the depth is 1.5 meters, the inlet width is 2 meters, the inlet depth is 1.5 meters. The outlet width is 0.7 meters and the outlet depth is 0.5 meters, 6) Design of the Jalan Marelan IV Retention Pool, namely the pool area is 2,026 Ha, the pool depth is 2 meters, the effective height is 2 meters.

Abstract

The river basin of the irrigation weir originates from the Alur Bujuk with an area of 1.50 km2, to meet irrigation water needs as a proposed development of productive rice fields, the local community hopes to be able to utilize the flow of the Alur Bujuk and Alur Batu by building a bending. The bending construction was carried out to raise the water level in the channel so that it could be used for irrigation needs in the Sisiro Irrigation Area. This research aims to technically design a weir for water building requirements and hydraulic dimensions based on data availability and field analysis so that irrigation water needs for agriculture, especially rice crops, can be achieved. The results: 1) The number of weirs is 1 (one) unit with the Ogee weir type and is equipped with 2 (two) units of mud bags for the left irrigation network and the right irrigation network, 2) Width of the weir is 6.00 m, height of the dam is 2.50 m, slope of the weir beacon downstream section 1 : 1, planned flood discharge of 20 m3/sec, return period of 2 years, intake discharge of 0.27 m3/sec, 3) Number of tapping and final structures of 3 (three) units on the right network and 4 (four) units on the left network., 4) The number of quarter plots is 22 in the right network covering an area of 120.35 hectares and 21 units covering an area of 100.60 hectares in the left network, with a total irrigation area of 220.95 hectares., 5) The water distribution system in the Sisiro irrigation network must be carried out using rotation method because the mainstay flow in the Alur Bujuk is relatively small compared to the area of the irrigation area that must be irrigated so that planting time and patterns depend on the water withdrawal discharge.

Abstract

One of the objectives of Law No. 1 of 1970 concerning Occupational Safety is that production sources in the workplace can be used and utilized safely and efficiently. Occupational Health and Safety (OHS) training for workers who serve as heavy equipment operators is one of the efforts to improve their performance. The objective of the OHS training for heavy equipment operators at PT. Anugerah Makmur Sejati (AMS) is to improve knowledge, skills and attitudes of heavy equipment operators. With OHS training, it is expected that heavy equipment operators are able to carry out their duties such as carrying out daily routine maintenance and able to operate heavy equipment in accordance with applicable OHS provisions. The purpose of this study is to describe and analyze the application of OHS training management in improving the performance of heavy equipment operators at PT. AMS Kapuas Hulu. Respondents in this study were PT. AMS employees who served as heavy equipment operators with a total of 14 people. The respondents are determined by probability with simple random sampling technique. The data analysis technique in this research is descriptive qualitative in order to describe the management of training workers who serve as heavy equipment operators set by PT. AMS. The results obtained from research at PT. AMS in carrying out training are carried out with management functions, namely; planning, organizing, actuating, and controlling (POAC). Planning which includes needs assessment, proposal submission, goal creation and training design, while controlling includes evaluation.

Abstract

The Irrigation Area located in the Technical Implementation Unit (UPT) III of Deli Serdang Regency has an area of 1,042 Ha with 9 Irrigation Areas. Evaluation of the irrigation performance index is carried out to maintain the functional ability and sustainable management of an irrigation system. Evaluation of irrigation performance assessment using Minister of Public Works and Public Housing Regulation Number 12/PRT/M/2015 concerning Exploitation and Maintenance of Irrigation Networks. The research was carried out using the method of collecting data on the condition of the irrigation network, then continued with the analysis of questionnaire data regarding priorities for selecting irrigation area maintenance from selected respondents to obtain values for the degree of importance between criteria and between alternatives. From the irrigation performance index assessment data, a weight value of 60.30% was obtained, which means the performance index is low so attention and handling are needed. Data analysis using the Analytic Hierarchy Process (AHP) method with a hierarchical structure, followed by calculating the weights of criteria and alternatives using Super Decision software, resulted in the priority scale for handling the maintenance of the UPT III irrigation area of Deli Serdang Regency, namely the priority is the Kotasan irrigation area and the second Sei Tuan irrigation area.

Abstract

The Ministry of Public Works and Housing is responsible for the construction and maintenance of complex transportation networks. However, they face challenges related to their construction staff, including factors such as age, experience level, turnover, retirement, and increasing reliance on consulting services to manage construction operations. To meet the growing needs of the project, utilizes the services of construction inspection and engineering consultants to fulfill the need for construction-related personnel. This research aims to fill this information gap by analyzing a database of 154 completed highway construction projects. The results of the investigation showed that projects that employed consultants exhibited greater levels of full-time equivalent construction staffing compared to projects that relied solely on agency staff. The use of consultants produced no discernible effect on project expenditures compared to programs that relied exclusively on agency personnel. The use of consultants in projects resulted in an average cost overrun of 20.2%, but projects managed by agency staff experienced an average schedule overrun of 27.7%, indicating that on average the projects were completed ahead of schedule. The observed schedule differences showed statistical significance.

Abstract

Jembatan merupakan komponen fundamental dari sistem transportasi yang mengkoneksikan antar wilayah yang berbeda. Jembatan memiliki peran krusial dalam pengembangan suatu wilayah baik secara ekonomi, sosial, budaya, dan lingkungan. Namun pembangunan infrastruktur ini sering terkendala mengingat panjang jalan dan jembatan yang harus ditangani pemerintah daerah relatif cukup besar sedangkan APBD yang ada biayanya sangat terbatas. Penelitian ini bertujuan untuk menentukan skala prioritas penanganan jembatan di Kabupaten Deli Serdang menggunakan metode gabungan AHP dan TOPSIS. Terdapat 6 kriteria yang kemudian dipecah menjadi 18 subkriteria yang dipertimbangkan. Responden yang dipilih adalah para expert jembatan sebanyak 10 orang. Hasil analisis menggunakan metode AHP menunjukkan yang menjadi kriteria dominan adalah kriteria sosial dan pengembangan wilayah dengan bobot sebesar 31 %. Sedangkan untuk subkriteria dominan adalah banyaknya penduduk dengan bobot sebesar 15 %. Semua bobot tersebut digunakan sebagai input perhitungan preferensi menggunakan metode TOPSIS untuk perangkingan alternatif dan diperoleh Jembatan Desa Sei Semayang menempati prioritas tertinggi dengan nilai preferensi sebesar 0,64 dan Jembatan Desa Salam Tani sebagai prioritas terendah dengan nilai preferensi sebesar 0,17.
