Abstract

The purpose of the study is to analyze and study the laws and regulations that accommodate the protection of karst ecosystems. In addition, this study also aims to analyze the government's actions that are considered negligent because they do not follow up on the mandate of Law number 32 of 2009 concerning Environmental Protection and Management to make implementing regulations through Government Regulations regarding the standard criteria for damage to karst ecosystems whether they are included in illegal acts by the government. This research is a normative legal research, which is a research using a statutory and conceptual approach. According to the results of this study, it was found that there had been a legal vacuum after the promulgation of the UUPPLH. According to the UUPPLH, the government should issue a legal product of a technical and implementing nature in the form of a Government Regulation regarding the standard criteria for damage to the karst ecosystem to determine the extent of damage that can be tolerated by the ecosystem. As long as technical rules have not been promulgated regarding the standard criteria for damage to karst ecosystems, then as long as environmental law enforcement against damage to karst ecosystems due to mining is quite difficult to enforce. The absence of implementing regulations regarding the standard criteria for damage to karst ecosystems can be categorized as unlawful acts by the government (Onrechtmatige Overheidsdaad) because there are legal norms that state that government actions are actions carried out and/or not carried out by the government in order to carry out government. So that if the government's actions can be detrimental and potentially detrimental to the constitutional rights of citizens, it can be classified as an unlawful act by the government.

Abstract

Rice is the main food commodity in Indonesia that relies heavily on the irrigation system to support agricultural productivity. However, the effectiveness of irrigation utilization is still a challenge for farmers, especially in Waiketambaru Village. This study aims to analyze the characteristics of farmers and the relationship between farmer characteristics and public perception of the use and utilization of irrigation. The novelty of this study lies in the in-depth analysis of socio-economic factors that affect farmers' perception of irrigation, which has not been widely studied in the context of the study area. This study uses a quantitative method with a survey approach, where data is collected through direct interviews with farmers in Waiketambaru Village. The sampling technique was carried out in a simple random sampling method (Simple Random Sampling), and the data analysis used regression and correlation statistical tests to identify the relationship between the research variables. The results of the study show that the main factors that affect farmers' perception of irrigation are productivity, level of knowledge, and the number of children they have. Farmers with high productivity and broader knowledge tend to have a better understanding of the benefits of irrigation systems. In conclusion, the optimization of irrigation systems must be supported by increasing farmers' knowledge and government policies that focus on education and sustainable management of water resources to improve farmers' welfare.

Abstract

The oil and gas industry poses a high risk to workers' physical and mental health due to work pressure, long working hours and extreme environments. The Fit-to-Work policy aims to ensure workers are in optimal physical and mental condition before work to reduce the risk of accidents and increase productivity. This study aims to analyze the implementation of Fit-to-Work in maintaining workers' mental health at PT MN, as well as explore the relationship of this policy with reducing workplace accidents and effective implementation strategies. The research method used descriptive qualitative with a phenomenological approach, involving in-depth interviews, Focus Group Discussions (FGDs), and document studies. The results show that Fit-to-Work is effective in preventing physical accidents, but has not fully addressed mental health. Many workers are reluctant to report stress or mental fatigue due to stigma and lack of social support, especially for workers in remote locations. The conclusion of this study confirms that Fit-to-Work policies need to include mental health evaluations, increased psychological support, and efforts to reduce mental health stigma in the work environment. This holistic approach can improve policy effectiveness in maintaining safety, worker well-being, and productivity in the oil and gas industry.
