Abstract

One form of smart city launched by the Surakarta City government is the Info Lalin Solo Dishub Kota Surakarta (Official) application. Judging from the ratings and community reviews contained in the Google Playstore shows a low level of satisfaction and there are various complaints from the public against the Info Lalin Solo Dishub Kota Surakarta (Official) application. Quantitative research with the type of associative research is used to see the relationship or influence between two or more variables. This study uses a model from Doll and Torkzadeh (1988) namely End User Computing Satisfaction (EUCS) which is specifically used to measure the level of user satisfaction of an information system which includes 5 factors namely content, accuracy, timeliness of form, ease of use. Data processing was carried out using the SPSS program to determine the results of each hypothesis test. The data analysis includes instrument test, classical assumption test, t test (partial test), and coefficient of determination test (R2). The results of the study are the variables of accuracy and ease of use have an influence on user satisfaction of Info Lalin Solo Dishub Kota Surakarta (Official). On the other hand, for the variables of content, timeliness, and form, there is no effect on user satisfaction of Info Lalin Solo Dishub Kota Surakarta (Official).

Abstract

Problems during disaster mitigation are also a challenge in itself because the paradigm of disaster is now shifting from what was previously limited to emergency response, now it is focused on reducing risk. However, in reality disaster mitigation still faces many obstacles in the field, so that the expected organizational goals are sometimes not in accordance with the results. The aim of this study was to analyze the effectiveness of the Regional Disaster Management Agency (BPBD) of Magelang Regency in mitigating the eruption of Mount Merapi in Magelang Regency and to find out the factors that influence effectiveness. The method used in this research is descriptive qualitative. The results of the study showed that the BPBD of Magelang Regency can be said to be effective but needs to be improved. There are factors that influence organizational effectiveness, namely driving factors and inhibiting factors. The driving factors are the distribution of authority, giving motivation, improving the quality of employees, and the SOP used. As for the inhibiting factors, namely the lack of staff and equipment and the lack of public awareness in terms of disaster mitigation, especially teenagers.

Abstract

This study aims to see the response shown by persons with disabilities regarding the implementation of the JKN KIS Program in Sukoharjo Regency. This research uses descriptive qualitative research with interview and documentation data collection techniques. The snowball method is used to determine informants in this study. The data analysis technique used in this research is Miles and Huberman's data analysis technique. The results of this study indicate that the majority of persons with disabilities in Sukoharjo District show a compromising adaptive response in all aspects of implementing the JKN-KIS Program. Analytical response and critical response are also shown in some aspects but not all. Responses that have never been raised in all aspects of the implementation of the JKN KIS Program in Sukoharjo Regency are skeptical responses and confrontational reactive responses.

Abstract

This study aims to examine the process of empowering people with disabilities and analyze the role of social capital in empowering people with disabilities by the Slawi Mandiri Disabled Community (DSM). This research uses descriptive qualitative research methods with data collection techniques in the form of interviews, observation and documentation. The data that has been found is analyzed with interactive data analysis and the validity of the data used is source triangulation. This research uses the theory of the three stages of the empowerment process and three forms of social capital in the empowerment carried out by the Slawi Mandiri Disabled Community (DSM). The results showed that the empowerment activities of persons with disabilities seen from the three stages have been able to be implemented properly. However, there is still limited participation of persons with disabilities and days of empowerment implementation due to budget constraints. Social capital has a role in the implementation of empowerment activities for persons with disabilities, including the implementation of training activities and market access as well as obtaining funding support and assistance in empowerment activities.

Abstract

The purpose of this study was to identify and analyze the Human Resource Development Strategy to Improve the Quality of Public Services in the Dili Regional Government. This problem is motivated by the increasing need for people who will get public services, but the available human resources are seen as insufficient and able to meet the needs of the community in the field of public services. The problems that will be examined in this research are: What is the strategy for developing human resources to improve the quality of public services in the Dili local government. By using the theory of human resource development strategy according to Jons, 1928 in Sarwono: Training, Education, Coaching, Recruitment, and system change. The results showed that the HR development strategy in improving the quality of public services in the Dili Regional Government was carried out by trying development and training education programs by giving study permits to staff to continue their education at Timor Leste universities, based on the skills and willingness of staff to learn, and return to local government services after completing studies, with the aim of improving performance and professionalism, and achieving public service quality according to community expectations. From this it can be concluded that the Dili local government has compiled various education and training programs and issued study permits for staff to improve their skills and abilities to improve the quality of public services in accordance with community expectations for the realization of good governance in the Timor-Leste government system.

Abstract

Women are a vulnerable group, victims of gender inequality. One form of women's vulnerability is women's poverty. Desa Perempuan Indonesia Maju Mandiri (Village PRIMA) is an example of a women's poverty alleviation program. PRIMA Sumbersari Village is the best PRIMA Village implementation in Sleman Regency. This study aims to determine the level of women's empowerment in the PRIMA Sumbersari Village program using the Longwe gender analysis tool. This research is a qualitative research, data collected through interviews, observations, and document studies. Data analysis using the Miles & Hubberman method. The results showed that five interesting levels were obtained. The level of welfare tends to be achieved. Members of PRIMA Sumbersari Village are able to increase their income, meet their daily needs, and have education funds from business proceeds developed with PRIMA Sumbersari Village. The level of access tends to be strongly achieved. PRIMA Sumbersari Village members have and utilize access to income and training resources. The level of awareness tends to be weak because not all members have received education about gender. Participation rates tend to be weakly achieved. PRIMA Village members have actively participated in various PRIMA Village activities at various levels, but have not been active in formulating policies at the regional level. The level of control tends to be strong enough to achieve. PRIMA Sumbersari Village members have control over their production factors and business income.

Abstract

The purpose of this research is to evaluate the success of e-government-based public services in the form of an Online Single Submission (OSS) licensing service system in Magelang. This is done by examining the effect of information quality, system quality, and service quality on net benefits, with use and user satisfaction as mediating variables. To evaluate the success of the OSS service system, the success model from DeLone & McLean (2003) is used. This study used a quantitative method, with a sample of 97 people. The data collection technique uses a questionnaire which is submitted to service users who have performed licensing services with the OSS system in Magelang City. As for analyzing the data used PLS-based SEM analysis techniques. The results show that a positive and significant influence is shown on the system quality with the use, system quality with user satisfaction, service quality with use, service quality with user satisfaction, use with net benefits, and user satisfaction with net benefits. As for the variable information quality with use does not show a positive influence, and the information quality with user satisfaction does not show a positive and significant effect.

Abstract

Janari Tourism is the first tourism village in Pakis District to apply the concept of community based tourism (CBT) which will operate in early 2021. Because it is still a new tourism village, there are still many problems in its development, especially the problem of the low number of tourists visiting. Because Janari tourism is CBT-based, the level of local community involvement in the development of Janari tourism is interesting to study as a form of community empowerment in developing CBT-based tourism in rural areas. Therefore this study aims to examine how the participation of the people of Gondangsari Village in the development of Janari Tourism uses the theory of participation according to Cohen and Uphoff in Mulyadi (2011: 34) which includes four stages, namely the decision-making stage, implementation stage, benefit taking and evaluation. This study used descriptive qualitative method. This research was carried out at Janari Tourism which is located in Gondangsari Village, Magelang Regency and the Tourism, Youth and Sports Office of Magelang Regency. Research data obtained through observation, interviews and documentation. To test the validity of the research, researchers used source triangulation. The results show that community participation in the development of Janari Tourism is not fully optimal, especially at the planning stage where the community has not been directly involved in preparing development plans and at the evaluation stage where the community still tends to be passive in providing criticism and suggestions for the development of Janari Tourism.

Abstract

Indonesian Police department as a public service provider always will to make some innovation in his public service. One of the innovation that done was make the conventional ticket to become e-ticket. In Surakarta City, e-ticket has taken effect on March, 23 2021, so this policy is still classified as a recently implemented policy. Therefore, this study aims to see how e-ticketing works, and see who is involved and what are their roles in this policy, as seen from collaborative governance aspect. and to see what factors that influence the implementation of e-ticketing in Surakarta City. This research is a qualitative research and using interview, observation, and documentation methods. This study found that there were five actors who played a role in the implementation of e-tickets, including the Surakarta Department Police, the Surakarta City District Court, the Surakarta City District Attorney, PT Melayani Cakrawala Nusantara, and PT Pos Indonesia. The five actors have their own roles in the implementation of e-tickets in Surakarta City. And in its implementation there are factors that will affect its implementation. This study uses George Edward III's theory which states that there are four factors that influence policy implementation, which are communication, resources, disposition, and bureaucratic structure. In implementing the e-ticketing policy in Surakarta City, these four factors are factors that support the implementation of e-tickets and and not distrub the policy implementation progress.

Abstract

This study aims to determine the effectiveness of services for handling violence against women and children at Pusat Pelayanan Terpadu Perempuan dan Anak Korban Kekerasan Rekso Dyah Utami, Yogyakarta Province, and to determine the supporting and inhibiting factors of service effectiveness. The research method used is descriptive qualitative. Researchers use data collection techniques through interviews, documentation, and observation. Effectiveness assessed through goal achievement, integration, and adaptation. Determining the supporting and inhibiting factors of effectiveness are analyzed through aspects of organizational characteristics, environment, workers, and management. The research indicate that P2TPAKK Rekso Dyah Utami’s handling of violence against women and children has not been effective. This is proven through the integration approach, due to many people in socialization lack knowledge about P2TPAKK Rekso Dyah Utami’s services existed. In addition, there were supporting factors, such as staff participation, an encouraging work environment, counselors caring for their clients, and innovative service during the COVID-19 pandemic. On the other hand, it was discoveres that there were several obstructions toward effectiveness of the services, such as threats from violent offenders, counselors’ struggles with estabilishing intense support, the finding unproffesional assistants, clien administration outside of the region, and the absence of rewards for the staff.
