Abstract

This study discusses public services for the management of building permits through the Kediri Regency One-Stop Integrated Licensing Information System (SIMPATIK). In the management of IMB in Kediri Regency, there were community complaints because the process of obtaining permits to build complex buildings and took time. It should not take long when taking care of the building permit process. The Kediri Regency Investment and One-Stop Integrated Service Office launched an electronic-based service called SIMPATIK (Kediri Regency Integrated Licensing Information System). The theory used is the theory from Ratminto and Atik Septi (2005) which has 11 basic dimensions of licensing services. The method used in this study is a qualitative method, which is to observe aspects of criteria related to public services through building permits. Informant selection technique uses purposive sampling. Primary data collection is carried out by interviews and secondary data is obtained from documents related to the object of study. Data collection techniques by conducting observations, interviews, and documentation. Data analysis according to Miles and Huberman 1992. The results showed that the 11 basic dimensions of IMB licensing services through SIMPATIK in the Kediri Regency DPMPTSP produced good public services but there were still problems that arose, namely coming from the community.

Abstract

Public services utilizing advances in Information and Communication Technology (ICT) are crucial in this current era. This study aims to determine the implementation of Electronic Government at the Office of Investment and One Stop Service (DPMPTSP) Boyolali Regency. The main problem at this time is that the telecommunication network is not evenly distributed in Boyolali Regency and the regulations from the center that often change make the implementation of e-government in the form of online licensing services to be hampered. The method used in this research is descriptive qualitative. This study uses Edward III's Implementation Theory for data analysis consisting of communication, resources, disposition, and bureaucratic structure. This research is an implementation study that has never been done before in DPMPTSP Boyolali Regency. The results of the study show that DPMPTSP Boyolali Regency in implementing E-government in the form of online licensing services using SIPP and OSS has been implemented quite well, which can be seen from the fulfillment of the four Edward III Implementation Theories. However, there are still some things that need to be improved, including the provision of supporting regulations, adding human resources, improving facilities and stabilizing the budget.

Abstract

This research is contained about accountabilty and transparency of Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Surakarta City in the building permits service. This study is trying to find out how accountability and transparency in building permits service as a government responsipility to realize good governance. Accountability such an important thing to realize the good governance. Honesty and legal accountability, managerial accountability and policy accountability according to Ellwood are used in this study. To complete the accountability aspect, the theory of transparency is used according to Dwiyanto. This research uses a qualitative descriptive research type. The results of this study indicate that DPMPTSP Surakarta City has been accountable, seen from the fulfillment of 3 dimensions of accountability in the IMB, namely legal accountability and honesty, managerial accountability, and policy accountability. On legal accountability and honesty, officers related to IMB services use regulations that are used as guidelines, Perda Nomor 8 Tahun 2016 Tentang Bangunan Gedung. In managerial accountability, the Surakarta City DPMPTSP has made an effective and efficient IMB service flow. As well as on accountability policies, the Surakarta City DPMPTSP issued several policies that had a positive impact on various stakeholders, such as eliminating retribution fees for building houses of worship. On the criteria of transparency, information about services is easily accepted by the public. It can be said that the Surakarta City DPMPTSP has fulfilled the aspects of good governance.

Abstract

This study aims to identify the main points regulated in local regulations in each district/city in Central Java, and to find out the similarities and differences between each regulation. According to Grindle, the success of a policy can be seen from the content of the policy itself. The method used in this research is a mixed research method, namely qualitative with secondary data analysis approach and descriptive quantitative. The source of data comes from secondary data, namely in the form of archives of regional regulations. Data collection techniques are carried out through archival documentation. Researchers will analyze regional regulations using a content analysis approach. The results showed that the points regulated in the local regulations for waste management in several districts/cities in Central Java have similarities and differences. Of the 7 aspects analyzed, only the Site of decision aspects are the same from one regional regulation to another. The decision-making positions in the form of district/city regulations are the same, namely the Regency/City DPRD and the Regent/Mayor. All regional regulations have met the indicators in Presidential Regulation No. 59 of 2017. The waste management methods used in all regional regulations apply the 3R concept, namely reduce, reuse, and recycle. The 3Rs have entered into the circular economy concept but have not fully implemented the circular economy concept. Basically the circular economy concept is waste managed with 5R (reduce, reuse, recycle, recovery, and repair).

Abstract

This study aims to examine the strategy of the Sukoharjo Health Agency in suppressing MMR during the Covid-19 pandemic in the Semilir Hasmat Program. This research is descriptive qualitative research with interview and documentation data collection techniques. The purposive sampling technique used to determine the informants in this study. The analysis technique in this study used the data analysis technique of Miles and Huberman. The results of the study show that in suppressing MMR during the Covid-19 pandemic, the Sukoharjo Health Agency carried out 4 strategies in the Semilir Hasmat Program, including organizational strategy, program strategy, resource support strategy, and institutional strategy. Organizational strategy is carried out by creating a vision, mission, goals and objectives that are in harmony between the Sukoharjo Regency, the Sukoharjo Health Agency, and the Semilir Hasmat Program. Program strategy executed through examination activities by ob-gyn doctors, integrated ANC services, classes for pregnant women and mobile USG. The resource strategy is implemented by maximizing human, financial and infrastructure resources. Furthermore, the institutional strategy is carried out through strengthening cooperation between hospital and FTKP involving community cadres, and comparative studies.

Abstract

BUMDes Sendang Pinilih manages 2 business units, but the tourist village has superior income compared to the kios online business. Thanks to the existence of a tourist village, it is able to bring Sendang village to be a brilliant village nomination at 11th nationally and is able to improve the village economyThis research explains the application of good governance principles in the management of Sendang tourism village in Wonogiri Regency with indicators of accountability, transparency, community participation and rule of law. Data were obtained through interviews and also sessions of documentation, while the technique of determining informants with the purposive sampling is to help determining the informants according to certain criteria. Data validity, namely source triangulation, is done by comparing data from different source interviews and then analyzing and drawing conclusions and confirming with data from documentation. Data analysis was done interactively through three stages, namely data reduction, data presentation and also data verification. The results of the application of the principles of good governance are the implementation of accountability with the regeneration of the 2019 management, the existence of ADRT which regulates the duties and responsibilities, the monitoring of performance through regular meetings and accountability reports. Transparency is realized through access to information through the Sendang Village and BUMDes websites, quarterly meetings and accountability reports. The community participates as administrators to BUMDes employees, trades, maintains cleanliness and promotes tourism villages through social media, but not many people are willing to express their aspirations. The indicator of the rule of law is realized by the mechanism for recruiting and dismissing administrators according to ADRT, problems are resolved internally by BUMDes and reported to the village head and supervisors, tourism village policies accommodate the needs of the Sendang village community and verbal sanctions are applied or dismissal of BUMDes administrators in accordance with applicable rules.

Abstract

E-SIK is the implementation of e-government in Surakarta City as a solution to problems in data collection for the poor. The purpose of this study was to analyze the effectiveness of the E-SIK application program in relation to data collection of the poor in Surakarta. The theory used is Campbell's Effectiveness Theory (in Richard M, 2005) which has the following aspects: a) Program success, b) Target success, c) Satisfaction with the program, d) Input and output levels, e) Achievement of overall goals. The research method used is descriptive qualitative research method with data collection techniques through interviews, and documentation. The sampling technique used purposive sampling technique. Furthermore, the analytical technique used is the research analysis technique of Miles and Huberman. The output of this research is in the form of a research thesis on the effectiveness of the Electronic Welfare Information System (E-SIK) in Surakarta City. The results show that the effectiveness of the E-SIK Program has been running quite well, from the 5 aspects studied, 3 of them have been running effectively, namely aspects of program success, aspects of input and output levels, and aspects of overall goal achievement. For the other 2 aspects, namely the aspect of target success, it has been running quite well but in its implementation there are still various problems so that it is not optimal, then for the aspect of program satisfaction it is still not effective.

Abstract

This study aims to determine the implementation of the strategy carried out and its suitability with the Strategic Plan of the Sukoharjo Regency Environmental Service in waste management during the Covid-19 pandemic.This is due to a significant increase in the volume of waste, so the Department of the Environment needs a special strategy to manage it. In this study, referring to the indicators of waste reduction and handling strategies according to Presidential Regulation No. 97 of 2017 concerning National Policies and Strategies for the Management of Household Waste and Waste Similar to Household Waste. This research is a qualitative descriptive study. Data collection techniques used are interviews and observation. In this study using data analysis techniques ranging from data reduction, data presentation, to drawing conclusions. The results showed that the strategy for implementing waste management carried out by the Sukoharjo Regency Environmental Service during the Covid-19 pandemic was in accordance with the recommendations in the 2016-2021 DLH Strategic Plan for Sukoharjo Regency which included strategies for reducing and handling waste. The waste reduction strategy includes activities for destroying, recycling, and reusing waste. Meanwhile, waste management strategies include sorting, collecting, transporting, processing and final processing.

Abstract

The existence of the COVID-19 pandemic has an impact on public services that have become completely digital or reduce direct interactions. One of them is the tax service that has changed by implementing digital services. The implementation of digitization pays attention to aspects that can support the successful implementation of e-government, namely the readiness of human resources, participation, government support in the form of budget availability and consistency, security, and infrastructure. The existence of E-government is intended to provide convenience in tax services, with the COVID-19 outbreak, of course, the implementation has undergone changes carried out according to health protocols. The purpose of this study was to describe the implementation of e-government during the pandemic at the Salatiga City Pratama Tax Service Office and to find out the obstacles experienced in implementing e-government during the pandemic. This research uses qualitative research and descriptive approach. With the research location at the Pratama Tax Service Office, Salatiga City. The technique of determining the informants used purposive sampling technique. This study uses primary and secondary data, namely interviews and documentation. The validity of the data used is triangulation techniques with data analysis techniques Miles & Huberman Model. The results of this study conclude that the implementation of E-government at KPP Pratama Salatiga during the Covid-19 pandemic has gone well. This can be seen from the implementation of the basic elements of implementing E-government such as capacity, support and value. In the capacity indicator, it is known that the quality of available human resources (HR) has met the required standards and there has been training and competency development for related officers. In the support indicator, it is known that KPP Pratama Salatiga has received support in the form of budget or capital used for the development, maintenance and management of the E-government taxation system. Then on the value indicator, it is known that the existing facilities and infrastructure or infrastructure can still be said to be not ideal. This is because the existing infrastructure is still quite old and there has been no update from the central taxation directorate general. This resulted in the occurrence of several obstacles or obstacles such as obstacles in accessing systems such as E-filing, E-registration and so on which were caused by the server being down.

Abstract

This study aims to determine the collaborative governance process carried out by the Surakarta BNNK with the Surakarta Police Narcotics Investigation Unit, the Cahaya Kusuma Bangsa Foundation, and the Surakarta Children's Forum in overcoming drug abuse cases through the P4GN and Kelurahan Bersinar programs. This is motivated by the city of Surakarta which ranks second highest in the distribution and abuse of narcotics in Central Java and the low drug danger response index, ironically during the Covid-19 pandemic this case has reached students. So there needs to be collaboration from various parties to overcome these problems. In this study, the theory of Emerson, et al (2012) was used to examine the collaboration process through three components, namely the dynamics of collaboration, collaborative actions, and the impact and adaptation of the collaboration process. This research is included in the qualitative descriptive research. Data collection techniques used are interviews, observation, and documentation. Data analysis in this study used source triangulation techniques. Then the data were analyzed through data reduction, data presentation, and conclusions. The results of the research show that the collaborative process has been carried out in various ways, but it was found that there were still collaboration actors who did not yet have an MoU and there were no local regulations that specifically discussed the Kelurahan Bersinar program. In addition, the lack of availability of funds is also an obstacle to the collaboration process to achieve collaboration goals.
