Abstract

Penelitian ini bertujuan untuk mengetahui Kinerja Pejabat Pelaksana Teknis Kegiatan Bidang Pemeliharaan Jalan dan mengetahui Pengawasan Kontraktor di Dinas PUPR Kabupaten Lampung Timur. Peneliti mengumpulkan data dengan cara observasi, wawancara dan dokumentasi, sedangkan analisis yang digunakan analsisi kualitatif. Berdasarkan hasil lapangan menunjukkan bahwa pengawasan pemeliharaan jalan yang dilakukan Pejabat Pelaksana Teknis Kegiatan Bidang Pemeliharaan Jalan terhadap kontraktor masih lemah. Hal tersebut dilihat dari pada pelaksanaan yang masih terdapat kendala sehingga mengakibatkan pengawasan kepada kontraktor tidak berjalan sebagaimana mestinya. Disamping itu kurangnya pengawas yang mengakibatkan kurang efektifnya pengawasan yang dilakukan terhadap kontraktor. Saran yang dapat diberikan hendaknya Kinerja Pejabat Pelaksana Teknis Kegiatan Bidang Pemeliharaan Jalan perlu memperhatikan aturan yang sesuai dalam pelaksanaan dan memberikan kesempatan kepada masyarakat untuk terlibat dalam pengawasan agar kegiatan berjalan lebih optimal serta pengawasan terhadap kontraktor ditingkatkan dengan menambah tenaga pengawas yang ada dan melakukan kerjasama dengan kontraktor agar lebih selektif dalam pelaksanaan pemeliharaan jalan, agar terhindar dari hal hal yang tidak diinginkan

Abstract

Penelitian ini bertujuan untuk menganalisis keberlanjutan Sistem Merit dalam proses rekrutmen Aparatur Sipil Negara (ASN) di Kabupaten Probolinggo pada tahun 2023. Sistem Merit telah menjadi pendekatan yang penting dalam memastikan keadilan, transparansi, dan akuntabilitas dalam pengisian posisi ASN di seluruh Indonesia. Namun, tantangan berkelanjutan dalam menjaga keefektifan dan keberlanjutan sistem ini perlu diperhatikan. Dalam penelitian ini, kami menggunakan pendekatan literature review dengan metode kualitatif untuk menganalisis implementasi Sistem Merit di Kabupaten Probolinggo. Data dikumpulkan melalui analisis dokumen terkait. Hasil penelitian menunjukkan bahwa Sistem Merit telah memberikan kontribusi positif terhadap transparansi, keadilan, dan efisiensi dalam rekrutmen ASN. Namun, penelitian juga mengidentifikasi beberapa tantangan yang mengancam keberlanjutan sistem ini, termasuk perubahan kebijakan, kurangnya pemahaman dan komitmen, serta faktor-faktor budaya dan sosial. Berdasarkan temuan ini, kami mengusulkan sejumlah rekomendasi untuk meningkatkan keberlanjutan Sistem Merit dalam rekrutmen ASN di Kabupaten Probolinggo. Penelitian ini diharapkan dapat memberikan wawasan yang berharga bagi pemerintah daerah dan pemangku kepentingan lainnya dalam upaya memperbaiki dan mempertahankan sistem rekrutmen ASN yang efektif dan berkelanjutan.

Abstract

This study examines the performance of non-face-to-face public service innovations implemented by local government institutions in the post-pandemic era. Using a qualitative descriptive approach, data were collected through semi-structured interviews with public officials and document analysis from selected municipal governments. The findings reveal that while digital service innovations have improved accessibility, efficiency, and continuity of service delivery, they also face challenges such as digital inequality, limited infrastructure, staff capacity gaps, and the absence of unified regulatory frameworks. Moreover, public trust in digital services is influenced by data privacy, responsiveness, and user experience. The study underscores that technological tools alone are insufficient; effective implementation requires institutional readiness, digital literacy, ethical governance, and citizen engagement. As public expectations shift toward digital convenience and transparency, local governments must adopt inclusive, adaptive, and sustainable strategies to ensure long-term performance improvement in public service delivery. This research contributes to the discourse on post-pandemic governance by highlighting the need for an integrated approach to digital public service innovation.

Abstract

This study examines the implementation of the Integrated Service Application (ISA) as a digital-based public service policy in an Indonesian local government. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis. The findings indicate that ISA has significantly improved administrative efficiency, reduced bureaucratic layers, and enhanced service accessibility for citizens. However, the study also identified challenges such as limited digital literacy among users, infrastructure constraints, and underutilized feedback mechanisms. Institutional leadership, regulatory frameworks, and interdepartmental coordination were found to be critical factors in the successful adoption of ISA. The study concludes that while digital innovation can transform public service delivery, it must be accompanied by strategic planning, inclusive digital education, and robust system support. These insights offer practical implications for other local governments aiming to modernize their public service systems through digital transformation.

Abstract

This study explores the dynamics of inter-agency collaboration in poverty alleviation programs within the context of public administration in Indonesia. Recognizing the multidimensional nature of poverty, the research investigates how various government institutions coordinate efforts to deliver more integrated and effective services. Using a qualitative case study approach, the study analyzes institutional practices, coordination mechanisms, and challenges encountered in selected regions. Findings reveal that effective collaboration is facilitated by leadership commitment, clear role division, shared goals, and adaptive governance structures. However, several barriers persist, including bureaucratic fragmentation, lack of integrated data systems, resource asymmetry, and limited community engagement. The study emphasizes that successful inter-agency collaboration not only improves policy coherence and service delivery but also enhances public value through inclusivity and efficiency. These insights contribute to the discourse on collaborative governance in public administration and offer policy recommendations for strengthening institutional synergy in poverty alleviation efforts.
