Abstract

Penelitian ini bertujuan untuk menganalisis keberlanjutan Sistem Merit dalam proses rekrutmen Aparatur Sipil Negara (ASN) di Kabupaten Probolinggo pada tahun 2023. Sistem Merit telah menjadi pendekatan yang penting dalam memastikan keadilan, transparansi, dan akuntabilitas dalam pengisian posisi ASN di seluruh Indonesia. Namun, tantangan berkelanjutan dalam menjaga keefektifan dan keberlanjutan sistem ini perlu diperhatikan. Dalam penelitian ini, kami menggunakan pendekatan literature review dengan metode kualitatif untuk menganalisis implementasi Sistem Merit di Kabupaten Probolinggo. Data dikumpulkan melalui analisis dokumen terkait. Hasil penelitian menunjukkan bahwa Sistem Merit telah memberikan kontribusi positif terhadap transparansi, keadilan, dan efisiensi dalam rekrutmen ASN. Namun, penelitian juga mengidentifikasi beberapa tantangan yang mengancam keberlanjutan sistem ini, termasuk perubahan kebijakan, kurangnya pemahaman dan komitmen, serta faktor-faktor budaya dan sosial. Berdasarkan temuan ini, kami mengusulkan sejumlah rekomendasi untuk meningkatkan keberlanjutan Sistem Merit dalam rekrutmen ASN di Kabupaten Probolinggo. Penelitian ini diharapkan dapat memberikan wawasan yang berharga bagi pemerintah daerah dan pemangku kepentingan lainnya dalam upaya memperbaiki dan mempertahankan sistem rekrutmen ASN yang efektif dan berkelanjutan.

Abstract

This study explores the practice of collaborative governance in local policy implementation, focusing on flood risk management in South Jakarta. The increasing complexity of urban environmental issues necessitates multi-stakeholder collaboration that transcends traditional bureaucratic boundaries. Using a qualitative approach, this research analyzes how government agencies, communities, NGOs, and the private sector interact and share responsibilities in managing urban floods. Findings suggest that trust-building, leadership, and institutional arrangements are critical to successful collaboration, although challenges remain in coordination and resource alignment. Recommendations are offered to enhance collaborative governance practices in urban resilience policies.

Abstract

This study explores the challenges and strategic approaches in the implementation of e-government in Bandar Lampung City through a comparative analysis of several local government departments. Utilizing a qualitative case study method, data were collected through interviews, document analysis, and observations across key institutions responsible for public digital services. The findings reveal that the adoption of e-government varies significantly across departments, with critical barriers including limited digital infrastructure, low digital literacy among civil servants, inconsistent standard operating procedures, and weak interdepartmental coordination. However, the study also identifies effective strategies such as leadership commitment, cross-sector collaboration, adaptive planning, and community engagement that contribute to more successful digital transformation. The research highlights the need for a holistic and context-sensitive approach to digital governance that addresses both technical and human resource dimensions. These insights can inform future efforts to strengthen the design and sustainability of e-government initiatives in mid-sized cities undergoing bureaucratic modernization.

Abstract

This study explores the effectiveness of good governance in enhancing the performance of civil servants in the context of Indonesia’s bureaucratic reform era. As principles such as transparency, accountability, participation, and rule of law are increasingly institutionalized within public administration, their influence on employee behavior and service outcomes becomes a critical area of inquiry. Employing a qualitative case study approach, data were gathered through in-depth interviews, observation, and document analysis within selected local government institutions. The findings reveal that good governance fosters a culture of professionalism, strengthens internal accountability, and improves the responsiveness of civil servants. However, challenges remain, including digital infrastructure limitations, inconsistent governance literacy, and resistance to change among senior staff. Leadership commitment and organizational support are key factors in ensuring the success of governance-based performance strategies. This study concludes that integrating good governance into daily bureaucratic processes not only enhances individual performance but also contributes to institutional transformation toward a more transparent and service-oriented public sector.

Abstract

This study examines the dynamics of public participation in local governance through the case of development planning mechanisms in East Jakarta Administration. Using a qualitative case study approach, the research analyzes the implementation of Musyawarah Perencanaan Pembangunan (Musrenbang) as a platform for community involvement in decision-making. Findings reveal that although formal channels for participation exist, challenges persist in terms of inclusiveness, feedback responsiveness, and continuity of involvement beyond consultation stages. The study highlights the importance of institutional support, civic education, and participatory culture in strengthening citizen engagement.

Abstract

This study explores the digital transformation process in village governance in Indonesia, focusing on the implementation of e-government systems to improve public services, transparency, and administrative efficiency. Using a qualitative case study in Sukamakmur Village, Bogor Regency, the research investigates enabling factors, challenges, and impacts of digitizing village administration. The findings indicate that while digital adoption has enhanced service delivery and citizen engagement, it also faces barriers such as limited infrastructure, digital literacy gaps, and institutional inertia. Recommendations are offered for scaling digital transformation across rural governance contexts.

Abstract

This study explores the evolving landscape of bureaucratic ethics in the context of technological disruption, particularly within the framework of Bureaucratic Reform 4.0. As governments adopt digital technologies to improve efficiency and responsiveness, they face complex ethical challenges related to data governance, algorithmic accountability, and public trust. Using a qualitative descriptive method, this research combines document analysis and in-depth interviews with public officials and digital governance experts to examine ethical risks and institutional responses. The findings reveal a significant gap between technological innovation and ethical preparedness in many public institutions. Issues such as ethical fatigue, lack of regulatory clarity, and uneven digital capabilities among administrative levels pose serious threats to the integrity of public service. However, the study also highlights the critical role of ethical leadership and institutional commitment in mitigating these challenges. It concludes that bureaucratic reform must not only be technologically driven but also ethically grounded, ensuring that innovation enhances, rather than undermines, democratic governance and public accountability.

Abstract

This study examines the performance of non-face-to-face public service innovations implemented by local government institutions in the post-pandemic era. Using a qualitative descriptive approach, data were collected through semi-structured interviews with public officials and document analysis from selected municipal governments. The findings reveal that while digital service innovations have improved accessibility, efficiency, and continuity of service delivery, they also face challenges such as digital inequality, limited infrastructure, staff capacity gaps, and the absence of unified regulatory frameworks. Moreover, public trust in digital services is influenced by data privacy, responsiveness, and user experience. The study underscores that technological tools alone are insufficient; effective implementation requires institutional readiness, digital literacy, ethical governance, and citizen engagement. As public expectations shift toward digital convenience and transparency, local governments must adopt inclusive, adaptive, and sustainable strategies to ensure long-term performance improvement in public service delivery. This research contributes to the discourse on post-pandemic governance by highlighting the need for an integrated approach to digital public service innovation.

Utilizing a qualitative approach through interviews and document analysis, the study finds that while digital platforms such as social media and city service applications have improved access to information, gaps remain in message clarity, audience targeting, and feedback integration. The research contributes to the understanding of effective government-citizen communication as a vital element in democratic urban governance.

Abstract

This study analyzes the implementation of e-Government in improving the quality of public services at the Department of Population and Civil Registration (Disdukcapil) in Sleman Regency. Utilizing qualitative descriptive methods with data collected through interviews, documentation, and literature studies prior to 2021, the research finds that innovations such as the "SILAKAS" (Sistem Layanan Kependudukan Sleman) and "PANDAWA" (Pelayanan Administrasi Kependudukan via WhatsApp) applications have improved service accessibility, efficiency, and transparency. Despite some technical and infrastructural constraints, the results indicate significant strides toward bureaucratic reform and digital-based service excellence. The study contributes to the discourse on local public administration reforms and the role of digitalization in regional governance.
