Abstract

This study examines the dynamics of policy collaboration in urban waste management in Rawalumbu District, Bekasi City. As urban populations grow and waste generation increases, local governments must partner with community organizations, private actors, and informal sectors to address public service challenges. Using a qualitative case study approach, this research analyzes how collaboration is initiated, managed, and sustained between stakeholders in implementing a community-based waste management program. The findings reveal key enabling and constraining factors in local policy collaboration, such as trust, resource-sharing, and leadership. Recommendations are offered to enhance multi-actor governance at the sub-city level.

Abstract

This study examines the implementation of the Integrated Service Application (ISA) as a digital-based public service policy in an Indonesian local government. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis. The findings indicate that ISA has significantly improved administrative efficiency, reduced bureaucratic layers, and enhanced service accessibility for citizens. However, the study also identified challenges such as limited digital literacy among users, infrastructure constraints, and underutilized feedback mechanisms. Institutional leadership, regulatory frameworks, and interdepartmental coordination were found to be critical factors in the successful adoption of ISA. The study concludes that while digital innovation can transform public service delivery, it must be accompanied by strategic planning, inclusive digital education, and robust system support. These insights offer practical implications for other local governments aiming to modernize their public service systems through digital transformation.

Abstract

This study investigates the influence of transformational leadership on employee performance within the Regional Secretariat of Tangerang City. Using a quantitative approach with survey data collected in 2021, this research examines how four dimensions of transformational leadership idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration affect task achievement and organizational citizenship behavior among civil servants. The results indicate that leadership behaviors that foster trust, inspiration, and employee development have a significant positive impact on performance outcomes. These findings offer practical insights for enhancing leadership practices in Indonesia’s urban public sector.

Abstract

This research investigates the performance planning process of civil servants (ASN) at the Regional Personnel and Human Resource Development Agency (BKPSDM) of Bogor City. Using a qualitative case study approach, the study examines the extent to which performance plans are aligned with institutional objectives, measurable, and supportive of individual accountability. Findings reveal that while performance planning instruments such as SKP (Employee Performance Targets) are formally implemented, challenges persist in cascading organizational goals, aligning individual targets, and integrating feedback into performance reviews. The study offers insights into improving planning quality as a foundation for bureaucratic reform and performance-based goverance.

Abstract

This study analyzes the formulation process of local environmental policies in Cilegon City, a rapidly industrializing area in Banten Province. Using a qualitative case study, the research focuses on stakeholder interaction, evidence-based decision-making, and institutional coordination in the development of Peraturan Daerah (Regional Regulations) on environmental management. The findings reveal that while formal procedures are followed, challenges remain in inclusive participation, alignment of industrial interests with environmental protection, and the capacity of local government in data utilization. This study offers insights into policy formulation dynamics in urban-industrial regions of Indonesia.

Abstract

This study explores the dynamics of inter-agency collaboration in poverty alleviation programs within the context of public administration in Indonesia. Recognizing the multidimensional nature of poverty, the research investigates how various government institutions coordinate efforts to deliver more integrated and effective services. Using a qualitative case study approach, the study analyzes institutional practices, coordination mechanisms, and challenges encountered in selected regions. Findings reveal that effective collaboration is facilitated by leadership commitment, clear role division, shared goals, and adaptive governance structures. However, several barriers persist, including bureaucratic fragmentation, lack of integrated data systems, resource asymmetry, and limited community engagement. The study emphasizes that successful inter-agency collaboration not only improves policy coherence and service delivery but also enhances public value through inclusivity and efficiency. These insights contribute to the discourse on collaborative governance in public administration and offer policy recommendations for strengthening institutional synergy in poverty alleviation efforts.

Abstract

This study explores the implementation of the Electronic-Based Government System (SPBE) as a form of bureaucratic innovation in the context of smart city development in Indonesia. Using a qualitative descriptive method, the research was conducted in three local governments selected based on their engagement with SPBE initiatives and urban governance programs. Data were collected through in-depth interviews, document analysis, and direct observation to examine how SPBE is institutionalized, integrated, and experienced at the local level. The findings reveal considerable variation in implementation success, influenced by leadership commitment, digital infrastructure, human resource capabilities, and inter-agency coordination. While some regions have demonstrated effective innovation in aligning SPBE with smart governance goals, others face persistent challenges such as bureaucratic inertia, lack of digital literacy, and fragmented systems. This study concludes that bureaucratic innovation through SPBE requires not only technological advancement but also cultural, organizational, and regulatory transformation. The research contributes to the discourse on digital government by highlighting the importance of local context, institutional readiness, and strategic leadership in realizing effective smart city governance.

Abstract

This study explores the effectiveness of good governance in enhancing the performance of civil servants in the context of Indonesia’s bureaucratic reform era. As principles such as transparency, accountability, participation, and rule of law are increasingly institutionalized within public administration, their influence on employee behavior and service outcomes becomes a critical area of inquiry. Employing a qualitative case study approach, data were gathered through in-depth interviews, observation, and document analysis within selected local government institutions. The findings reveal that good governance fosters a culture of professionalism, strengthens internal accountability, and improves the responsiveness of civil servants. However, challenges remain, including digital infrastructure limitations, inconsistent governance literacy, and resistance to change among senior staff. Leadership commitment and organizational support are key factors in ensuring the success of governance-based performance strategies. This study concludes that integrating good governance into daily bureaucratic processes not only enhances individual performance but also contributes to institutional transformation toward a more transparent and service-oriented public sector.

Abstract

This study examines the implementation of the free tuition policy (Program Pendidikan Gratis) in South Tangerang City, focusing on how policy objectives are translated into practice at the school and local government levels. Using a qualitative case study approach, the research explores the roles of key actors, policy communication, resources, and institutional support. Findings indicate that while the policy is generally well-received by the community, challenges remain in budget adequacy, school autonomy, and clarity of operational guidelines. The study contributes to a deeper understanding of education policy implementation dynamics in urban Indonesia.

Abstract

Peran pemerintah desa memiliki posisi yang sangat strategis dalam memberdayakan masyarakat agar memiliki nilai tambah secara ekonomi melalui pengembangan wisata pantai di Desa Kiluan Negeri. Pemerintah desa diharapkan dapat mengatur tata kelola dan memberikan ruang bagi masyarakat desa untuk terlibat secara aktif dalam mengelola aset wisata tersebut agar berdampak positif dalam menambah pendapatan bagi masyarakat Desa Kiluan Negeri. Pada penelitian ini dilakukan studi analisis tentang peran pemerintah desa dalam pengelolaan wisata pantai desa kiluan. Metode yang digunakan yaitu metode deskriptif dalam konteks kualitatif, untuk lebih memahami peran yang dilakukan pemerintah desa. Penelitian yang menunjukkan bahwa peran pemerintah desa mencakup tiga fungsi utama, yaitu sebagai regulator, fasilitator, dan promotor. Sebagai regulator, pemerintah desa telah mengeluarkan sejumlah kebijakan dan peraturan desa yang mendorong partisipasi masyarakat dalam pengelolaan wisata, termasuk pembentukan Kelompok Sadar Wisata (Pokdarwis) dan pengaturan zonasi usaha di kawasan pantai. Sebagai fasilitator, pemerintah desa menyediakan sarana dan prasarana pendukung, seperti akses jalan, toilet umum, tempat sampah, serta pelatihan-pelatihan usaha dan lingkungan bekerja sama dengan dinas terkait dan LSM. Peran ini terbukti membuka peluang usaha dan meningkatkan keterlibatan masyarakat dalam sektor pengembangan ekonomi pariwisata. Sebagai promotor, pemerintah desa aktif melakukan promosi wisata melalui media sosial, spanduk, dan website desa, serta mendorong keterlibatan pemuda desa dalam digital marketing wisata. Upaya promosi ini secara perlahan meningkatkan jumlah kunjungan wisatawan dan mendorong tumbuhnya ekonomi lokal. Dapat disimpulkan bahwa peran pemerintah desa dalam pengembangan wisata pantai di Desa Kiluan Negeri sangat signifikan dalam pemberdayaan ekonomi masyarakat, masih diperlukan penguatan kelembagaan dan pengembangan regulasi yang lebih inklusif untuk menjangkau kelompok masyarakat yang rentan secara ekonomi.
