Abstract

In the era of accelerating information, the Personnel Management Information System is very necessary to process employee administration from small to large scope in the context of the government environment. With increasing developments and needs resulting in many changes and regulations in the administrative process which is expected to be more efficient, effective and accurate in decision making in ASN management. The aim of this research is to analyze the ASN Memayu application within the Yogyakarta Special Region Provincial Government, and the supporting factors for implementing the digitization of the Yogyakarta Special Region Government's personnel information system. This research method is descriptive qualitative with a literature study approach. Data collection uses documentary data collection in the form of mass media news, journals and other documents according to the theme. Data analysts are used to reduce data, present data and draw conclusions. The research results explain that the application of information technology in managing personnel data in the Yogyakarta Special Region Provincial Government, especially through the ASN Memayu application, has experienced significant progress. The changes reflect a determination to improve efficiency, security and data accuracy. The development of the Memayu ASN application by the DIY Provincial Civil Service Agency is a strategic step in welcoming the era of digitalization, which is realized through rebranding of the civil service system and the use of digital technology. The progressive actions taken by BKD DIY form a strong basis for increasing effectiveness, efficiency and accountability in human resource management. The adoption of information technology in personnel management is not only a necessity, but also a real manifestation of commitment to achieving good governance and optimal public services through the comprehensive use of information technology.

Abstract

The Regional Medium Term Development Plan (abbreviated as RPJMD) is an elaboration of the regional head's vision, mission and program which contains goals, targets, strategies, policy direction, regional development and regional finance, as well as regional apparatus programs accompanied by an indicative funding framework for the period of time 5 (five) years prepared by the Regional Government. Regional development planning must be in line with national priorities and national strategic targets, so the preparation of regional development plans is coordinated, synergized and harmonized by regional officials. This research aims to analyze the synchronization between the Medium-Term Regional Development Plan for Karawang Regency for 2021-2026 and the Strategic Plan for the Karawang Regency Tourism and Culture Office for 2021-2026. This research uses literature review techniques to find references that are relevant to the research topic. Researchers analyze topics by collecting information from various sources such as books, journals, articles, trusted websites, and so on online to produce writing. The research results show that synchronization between the Karawang Regency RPJMD and the Tourism Office Strategic Plan with Karawang Regency Culture has occurred. This can be seen from the aspects of strategic issues, goals, targets, strategies and policy directions which are interrelated and coordinated.

Abstract

The waste problem in Indonesia is a problem that has not been resolved to date. Waste is the result of human activity that is not reused. One of the human activities that causes the generation of paper waste is the activities of running government offices. Based on this, this article aims to examine alternative urban waste reduction innovations in realizing Sustainable Development Goals in Indonesia. This research uses a literature review method. Information and data obtained from various literature are compiled based on the information obtained and make it relevant to the topic being discussed. The research results found that one of the human activities that produces paper waste is government office activities. Government office activities are one aspect that participates in producing paper waste, and this is a phenomenon that needs to be considered critically. An innovative alternative proposed by the author to help overcome this problem is the use of the Green Newspaper concept in designing the basic materials for paper production. This paper concept can help the use of the Green Newspaper concept to realize one of the Sustainable Development Goals (SDGS) points, namely responsible consumption and production, where paper can be used to minimize waste from the government administration process.

Abstract

Pemerintah Kabupaten Sumedang yang memiliki predikat sangat baik melalui transformasi digital menjelma sebagai salah satu kabupaten terbaik di Jawa Barat dan Indonesia dalam banyak hal. Transformasi Digital yang terjadi di kabupaten Sumedang mengalami kemajuan pesat, Bukan hanya WA KEPO yang bisa melayani masyarakat di mana saja dan kapan saja, Kabupaten Sumedang juga meluncurkan Living Lab asli buatan Pemkab Sumedang. Keberhasilan Pemerintah Kabupaten Sumedang dalam menyelenggarakan SPBE tidak bisa lepas dari peran tiga tokoh utama Pemkab Sumedang (Bupati, Wakil Bupati, dan Sekda) yang menyebut diri sebagai "Three Musketeer" berkolaborasi dalam melaksanakan transformasi. Kekhawatiran yang muncul dari kondisi ini adalah jika ketiga tokoh ini lengser, apakah Kabupaten Sumedang masih memimpin dalam transformasi digital di Indonesia? Atau bahkan sebaliknya. Oleh sebab itu penelitian ini bertujuan untuk menganalisis kepemimpinan pemerintahan dalam transformasi digital di Kabupaten Sumedang. Desain penelitian menggunakan deskriptif kualitatif dengan teknik pengumpulan data wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini adalah pimpinan dan staf di Kabupaten Sumedang, yang terdiri atas: Bupati, Sekretaris Daerah, Sekretaris Dinas Informasi dan Komunikasi, staf di beberapa dinas, masyarakat, akademisi, pengusaha, serta media. Data hasil penelitian selanjutnya diolah dengan menggunakan aplikasi NVIVO 12 PLUS untuk membantu proses koding terhadap konsep kepemimpinan digital yang dijadikan sebagai teori utama. Hasil analisis data memperlihatkan bahwa keenam dimensi kepemimpinan digital yang terdiri atas: Pengetahuan dan Literasi Digital, Visi Transformasi Digital, Fokus Pada Pelanggan, Kelincahan, Berbicara Resiko (Penciptaan Suasana Eksperimental), dan Kolaborasi dimiliki oleh pimpinan di semua level. Dua dimensi yang paling menonjol dari kepemimpinan digital di Kabupaten Sumedang adalah: Visi Transformasi Digital dan Kolaborasi. Hasil penelitian ini dapat dijadikan sebagai pembelajaran bagi daerah lain dalam meningkatkan pelayanan publik di era digital.

Abstract

Indonesia is a country with abundant natural wealth, with natural beauty and diverse diversity, which is expected to be able to increase the Regional Original Income (PAD) of a province. West Manggarai Regency is one of the districts in East Nusa Tenggara Province which has promising potential to contribute to the Regional Original Income (PAD) of East Nusa Tenggara Province. This research aims to determine the optimal strategy for developing tourist attraction areas in West Manggarai Regency, so that the tourism sector in West Manggarai Regency can be managed and utilized optimally. After being analyzed by the author, the tourism sector in Manggarai Regency still has several obstacles in the field, namely related to several tourist assets in West Manggarai Regency which are still subject to illegal levies and the lack of local community involvement in the maintenance and exploration of tourist destinations in West Manggarai Regency, as well as a lack of cooperation. between related regions in the development and supervision of tourist attractions. To describe the situation in the field and then study and investigate it to find solutions to general problems, this research uses qualitative methods with a descriptive approach with SWOT analyze. The data used in this research regarding tourism development techniques to increase local revenue (PAD) was taken from the previous edition of Pustaka magazine as well as the consequences in choosing actions to be taken by the Tourism Office of West Manggarai Regency, East Nusa Tenggara Province.

Abstract

The Ministry of Home Affairs has developed a Regional Government Information System (SIPD) to replace the previous system, SIMDA. The aim is to create an efficient, effective, accurate, transparent and accountable information system, connecting the central government with regional governments. Accuracy and completeness of information is the key to increasing government service capabilities, so a supporting information system is needed. This research aims to analyze the implementation of SIPD in the South Sulawesi Province Trade Service using qualitative methods. Policy implementation theory by George C. Edward III is used as a framework, which emphasizes four variables important for policy success: Communication, Resources, Attitudes or Dispositions, and Bureaucratic Structure. The research results show that there are obstacles in understanding SIPD implementers, so intensive training is needed to improve implementers' capabilities in using this system

Abstract

The implementation of online learning during the Covid-19 Pandemic is a government policy in order to reduce the spread of the disease outbreak. It is not yet known to what extent it reduces the teaching performance of lecturers. This study to determine IPDN students’ satisfaction of lecturer performance in teaching online which was carried out, which was seen through four indicators, namely: 1) Teaching Preparation, 2) Discipline, 3) Interaction, and 4) Evaluation. This type of research is descriptive analysis research, which is an attempt to describe the performance of lecturers in teaching online. Data were obtained from the results of field research by distributing questionnaires in the form of asking questions directly to 160 respondents (or 10 percent of the total, 1,600 junior students) who had previously been randomly selected from junior students of IPDN. The data obtained were analyzed using qualitative analysis methods. The results showed that: Assessment for Teaching Preparation 95.5 percent, Discipline 90 percent, Interaction 80 percent, and Evaluation 94.5 percent. If we take the average score given by junior students or the satisfaction level is: 90 percent. This figure is quite high. But, the bias of this study is that the tendency of students' evaluation of lecturer performance is always to say that it is very good and good close to 100 percent. These figures do not yet show what percentage actually teaching online during the Covid-19 pandemic has reduced lecturer performance compared to teaching offline. This figure only shows the level of student satisfaction level with lecturer performance in teaching based on the four indicators above.

Abstract

Lack of persuasive relationship between the Village Head and the entire community in the village. This is what causes a lack of communication process between the village head and the community in planning and implementing village development. The leadership of the village head has a big role in determining the direction of policy in development in the village. This research aims to determine the leadership of the Tanjung Mekar Village Head in increasing community participation in village development. This research uses a descriptive method with a survey approach. The research sample included the Village Head, village officials and the community. Data was collected through interviews, questionnaires and observations. The research results show that the leadership of the Tanjung Mekar Village Head in increasing community participation in village development is classified as "Quite Good". The Village Head is assessed as having intelligence, emotional maturity, high motivation, a drive for achievement, and a good attitude towards human relations. However, there are several suggestions for increasing community participation, such as increasing communication, transparency and community involvement in development planning. Overall, this research provides insight into the importance of effective village head leadership in encouraging community participation and achieving village development goals.

Abstract

This research focuses on the gap of the extant policy prohibiting imported used clothing that is also has been implemented but the distribution and trade of imported used clothing is still found. The goal of this research is to describe the form, reveal obstacles and support, and explain the strategy of the policy monitor and control by the Deputy III Executive Office of the President. Descriptive qualitative method through techniques of interview, observation, and documentation with data triangulation. Theory used is Policy Control from Nugroho (2018). Combined monitoring already conducted, evaluation based on field data and implementation reports, and there were recommendations as reward. Obstacles found: people still interested in obtaining imported used clothing; existence of mafia that consists of law enforcers; and monitor from external control and policy implementers is not yet intense. Supporting factor is the consistent leadership support. The strategy is to continue to implement monitoring of implementers emphasizing on grace period and to approach related institutions to conduct integrated monitoring. Maintaining the combined monitoring and multi-perspective evaluation is recommended as well as the influence strengthening of the reward. Special task force is needed to tackle the mafia as well as the necessity of the more anticipative strategy of monitor and control scheme.

Abstract

Electronic government is an organization for governments in a country that wants to realize sustainable development for government systems. E-Government is the expected output or result of the goal of developing facilities and infrastructure and providing maximum services to the community. The aim of this research is to find out how the Ministry of Home Affairs website is used as a form of quality public service to the community. This research uses a descriptive qualitative approach. Research with a qualitative descriptive approach is a research method that uses data that is measured qualitatively and the research results are explained using descriptions of words in a narrative. The results of this research result in the conclusion that the Ministry of Home Affairs is trying to improve the quality of public services through the use of the website at https://www.kemendagri.go.id/. The efforts made by the Ministry of Home Affairs to optimize the quality of the public services they provide through the website are by making it easier for the public to access the Ministry of Home Affairs website; provide many menus and features that are very useful for ordinary people in obtaining data or information within the Ministry of Home Affairs; and data that is continuously updated by the public so that they get the latest data and information directly from the Ministry of Home Affairs.
