Abstract

The development of cultural tourism in Tanjungpinang City, particularly on Penyengat Island, faces significant structural challenges due to the limited quantity and quality of local human resources. This study aims to analyse the cultural tourism development strategy in Tanjungpinang City, focusing on addressing human resource constraints and identifying effective models for local community empowerment. This research utilises a qualitative descriptive case study approach. Primary data were collected through participatory observations and in-depth interviews with purposively selected key informants, including traditional leaders, government officials, and local tourism awareness groups. Data were analysed interactively using thematic coding and validated through source and method triangulation. The findings reveal a critical gap in local human resource competencies, specifically regarding digital marketing literacy, foreign language proficiency, and modern historical storytelling techniques. Furthermore, existing government training programs are predominantly top-down and lack continuous practical mentoring, while the current tourism workforce is dominated by an aging population, with extremely slow youth recruitment. In conclusion, overcoming these human resource barriers requires a structural paradigm shift from ceremonial training to sustainable vocational mentoring and business incubation. Empowering local institutions and actively involving the younger generation are essential to ensure Tanjungpinang's cultural heritage is managed professionally and sustainably.

Abstract

The tourism sector in Yogyakarta is highly vulnerable to seasonal changes and extreme weather due to its heavy reliance on outdoor attractions, which negatively impacts destination image. This study aims to examine the effectiveness of indoor tourism destinations in mitigating the risks of extreme weather and maintaining Yogyakarta's tourism image. A quantitative explanatory approach was employed using Structural Equation Modelling (SEM) based on Partial Least Squares (PLS). Data was collected from a sample of 400 domestic tourists who visited at least two indoor destinations in Yogyakarta during the peak rainy season. The analysis reveals that the effectiveness of indoor facilities and weather anticipation capacity directly and significantly affect tourism image with path coefficients of β = 0.285 and β = 0.240, respectively. The combination of indoor facilities, weather mitigation, and tourist experience explains 71.5% of the variance in destination image (R² = 0.715). Furthermore, tourist experience acts as a significant partial mediator between indoor facilities and tourism image (β = 0.171), and between weather anticipation and tourism image (β = 0.157). In conclusion, developing climate-responsive indoor infrastructure, combined with high-value tourist experiences, is a fundamental strategy for building regional tourism resilience.

Abstract

The development of Rempang Eco-City (REC) in Batam represents a strategic effort to promote sustainable tourism and regional economic growth. This study examines the gap between the planned concept and its actual implementation, particularly in tourism potential and social conflicts. Using a descriptive qualitative approach with gap analysis, data were collected through observation, interviews, documentation, and literature review, focusing on four aspects: policy and planning, social conditions, economic and tourism potential, and infrastructure and environmental readiness. The findings indicate significant gaps across all aspects. Development remains largely top-down with limited community participation, while social resistance highlights unresolved issues of rights and inclusivity. Despite strong tourism potential, progress is hindered by uncertainty and conflict, and infrastructure readiness is still inadequate. The research concludes that Rempang Eco City’s success depends on integrating social inclusion, environmental sustainability, and participatory governance, supported by community-based tourism, improved infrastructure, and inclusive policies
